b) Information of community:
 Natural condition:
 Northern midland and mountainous (Vietnamese: Trung du và miền núi Bắc Bộ), before 1954
known as the Midland and upstream is the mountain area and sell-mountain in Northern
Vietnam (Vietnamese: Bắc Bộ).
 In terms of administration, this region includes 15 provinces: Hà Giang, Cao Bằng, Lào Cai,
Bắc Kạn, Lạng Sơn, Tuyên Quang, Yên Bái, Thái Nguyên, Phú Thọ, Bắc Giang, Quảng
Ninh, Lai Châu, Điện Biên, Sơn La, Hòa Bình. The regional center is the city of Thái
Nguyên.
 According to the planning of industrial areas of the Vietnam Government in 2020, most of
the midland and northern mountainous (except Quảng Ninh) is located in First Area.
 It's divided into 2 sub-regions:
 Northwest: Điện Biên, Lai Châu, Sơn La, Hòa Bình, Lào Cai, Yên Bái.
 Northeast: Phú Thọ, Hà Giang, Tuyên Quang, Cao Bằng, Lạng Sơn, Bắc Kạn, Thái
Nguyên, Bắc Giang, Quảng Ninh.
 This region has the largest area of Vietnam (over 101 thousand km2), a population of more
than 12 million people (2006) account about 30,5% of the area and 14.2% of the population.
 Socio – economic condition:
 Agricultural industry
- Like the Northeast, the Northwest also promotes the strength of tea.
- The most short-term industrial crops are sugarcane. There is also the To Hieu - Son La
cotton area; soybean area in Son La, Lai Chau.
- Food crops are developed in the direction of increasing the area of wet rice. The region
formed fields of Muong Thanh, Bac Yen,
- Van Chan ... and the development of terraced fields.
- Maize is the region's strength to provide food and food for large herds.
- Breeding: this area has the strength of husbandry like dairy farming (Moc Chau).
 Forestry industry
- Due to the reform of policies and the attention of international organizations, the
movement of afforestation to cover the bare hills of the region has strongly developed.
- models of forest gardens, hill gardens combined with timber and industrial trees, fruit
trees and husbandry have been quite successful, linking agriculture with forestry to
improve the efficiency of land use.
 Industry
- The largest in the region is Son La hydropower plant, the second one is Hoa Binh
hydropower plant, the rest of the industry scale in the region is very small.
- The most remarkable agricultural processing industry is Moc Chau milk processing and
Tam Duong tea processing.
- Local industries such as mechanical repair, bamboo and rattan handicraft industry also
develop but are fragmented.
 Tourism
- The region has great potentials for tourism development. Currently, the middle one

 Need/demand:
 Need universal education at all levels (from kindergarten to high school).
 Continue to build and improve infrastructure (electricity, roads, schools, medical
stations).
 Building a contingent of teachers to ensure their capacity and professional qualifications.
 In remote and disadvantaged areas, schools have cooperated well with local authorities,
organizations and mass organizations to mobilize students to attend classes and maintain
the student population. -implementing policies to support and encourage learning.
 Promote economic development, improve people's lives.
 Solution:
- Concentrating investment in building a system of material foundations for education.
- Policies for students in regions with extremely difficult socio-economic conditions, including
scholarship policies; tuition fee exemption or reduction; social assistance, study support;
policies to prioritize enrollment into universities and colleges; education development
policies for the ethnic minorities ...;
- Preferential policies for the contingent of teachers and educational administrators such as:
preferential allowances, attraction allowances, excess age allowance, roaming allowance,
study allowance, and retraining allowance. professionalism and profession.
- Diversify and rapidly develop types of training, retraining and vocational training in ethnic
minority areas; Prioritize training while studying and working; bringing vocational training
programs to boarding schools; develop various types of vocational schools associated with
enterprises in accordance with local socio-economic development requirements

a) Problems in North mountainous area:
- Lack of job, low salary, polluted because of the industrial zone or the tourist area,
- Social evils, imitation, Limited technology, undeveloped infrastructure

- Lack of good school/ teacher, the school’s infrastructure not good, undeveloped
economy…
b) Ranking:
The term to ranking: Impacting social (in the future with all the composition of society: economic,
education, national defense, societal morality, …); Easy to make the project; Can easily call for capital
support from many source (Government, the big organizations, people in the social, …).
