INTRODUCTION
Global health – a healthy global population – needs quality laboratories and dedicated laboratory professionals. Laboratory medicine is a
vital part of public health. Adequate laboratory services are critical to ensuring that communities receive good clinical care. Today, the
importance of laboratory medicine is growing in clinical medicine. Laboratory diagnostics is considered to be an integrated medical discipline,
in which evidence-based test requesting, the clinical usefulness of tests and the interpretation of laboratory reports will be essential. Laboratory
information enables physicians and other healthcare professionals to make appropriate evidence-based diagnostic or therapeutic decisions for
their patients. Clinical laboratory services are the most cost effective, least invasive source of the objective information used in clinical decision-
making. Clinical laboratory services provide the information required by a physician to start, adjust and also to stop a course of treatment. This
allows for the most appropriate, cost effective use of expensive drugs and other therapies, and allows the patient to be treated at the most
appropriate level of care for the most appropriate period of time. Without laboratory information, these decisions would be compromised at best.
Clinical laboratory services have a direct impact on many aspects of patient care including, but not limited to, length of stay, patient safety,
resource utilization, and customer satisfaction.
Clinical laboratorians provide information and services that contribute to maximizing the effective delivery of care in today's complex
healthcare system by assuring that the correct test is performed on the right person, at the right time, producing accurate test results that enable
providers to make the right diagnostic and therapeutic decisions using the right level of health care resources. Laboratory professionals produce
accurate, sensitive and specific information using new age technologies to guide clinical decision making. It is the role of laboratory
professionals to inform physicians about which tests have the highest effectiveness in given clinical conditions. Through this partnership, the
overall cost of testing and patient care is controlled and the quality of care is improved.

The healthcare system putted the effort to give the mass the needed medical attention including laboratory medicine which plays a major
role in medicine which vital to the welfare of the community. Every country has provided and invested to the needs of its citizens. In the
Philippines, the provision of healthcare including facilities, research institutes, and hospitals of the government is stated in constitution as a basic
right of every Filipino. With the guidance from the National Government, Local Governments Units such as the City Government of Laoag
provided the basic need of its constituents such as health offices, hospitals, including laboratories. It has provided the Laoag City Health Office-
Clinical Laboratory is a Level 1- DOH Accredited Laboratory under the management of the Local Government Unit of Laoag through Laoag
City Health Office. The laboratory aimed to provide an excellent quality services including the basic laboratory examinations such as basic
hematology, clinical microscopy, clinical chemistry, immunoserology and bacteriology, not only to the Laoageñous but also to the residents of
the nearby provinces.

To provide excellent healthcare services which are accessible, cost- effective and reliable .

A Clinical Laboratory at the heart of the City equipped with the state-of-the art equipment, manned by skilled, competent and highly
ethical personnel to serve with utmost precision and accuracy.

OBJECTIVES
1. To enhance the patients’ satisfaction on ease of access, quality of service, reliability, responsiveness, security, credibility on the
services at Laoag City Health Office- Clinical Laboratory to produce results that are accurate, reliable and timely to avoid necessary
and costly treatment, and also for the diagnosis and treatment of possible complications.
2. To enhance the patients’ satisfaction on the characteristics of the laboratory healthcare providers of Laoag City Health Office-Clinical
Laboratory in terms of communication, commitment, competence, courtesy and professionalism that will intensify their ethical values,
and sense of responsibility to uphold obligations in the workplace
