September 2020
Migratory flows were reduced by 73% in 2020. Between 01.01.2020 and 30.09.2020, 12,289 people arrived in
Greece from the eastern border while the corresponding period of 2019, 44,734 people had reached Greece.
The positive balance of returns-arrivals continues, both for the month of September (1,529 departures-792 arrivals)
and for the quarter July-August-September (3,774 departures-2,415 arrivals).
On the islands, there is a decrease in residents by 48.7% (September 2020: 21,564 people, January 2020: 42,007
people).
Transfers have increased by 129% while asylum decisions have gone up by 82% during the period January-September
2020 (66,221 decisions) compared to 2019 (36,306 decisions). Pending decisions decreased to 90,283 compared to
the beginning of the year when they were amounting to 140,379 (36% decrease).

In the Year-to-Date comparison January - September 2019 and 2020, flows for 2020 are found to be reduced by 73%.
Mainland transfers from the islands in September 2020 amounted to 3,147. From the beginning of the year the total
number of transfers reached 28,369. It is important to point out that for the whole of 2019 the number of transfers
only reached 21,504.

On 30/9/2020 there were 18,319 residents in the islands’ RICs, compared to 23,869 on 31/8/2020. The difference
between the end of September and the end of August 2020 was -23%. The difference between 1/1/2020 and
30/9/2020 amounted to -52.5%.

The decrease of asylum seekers on the islands continued further for September 2020. Specifically, the total decrease
from 1/1/2020 to 30/09/2020 has reached -48.7%.
Compared to the corresponding date of 2019 (30/9/2019), the residents of the islands were, reduced by 29%, for 2020.

In September 2020, the departures from Greece to third countries outside the EU, as well as to member states of the
European Union are the following:
376 forced deportations and returns of third country nationals, based on agreements of the European Union,
but also bilateral agreements of our country.
Returns under the EU - Turkey Joint Declaration have not been made since March due to Covid-19. It should be
noted though that despite the lifting of the measures for the pandemic, from 01/06 the requests of missions-
returns of the Greek authorities have not been answered.

In total, 1,529 people left the country in September, while 792 people arrived. Thus, the positive balance continues,
both for the month of September and for the quarter July-August-September. During this quarter, a total of 3,774
people left while the arrivals were 2,415. Since the beginning of the year, 7,305 people have left the country.
The goal of the Government is the equal and fair distribution (1%) of asylum seekers in all the regions of the country,
with the exception of the first reception points. There was a general decrease in most regions. It is pointed out that
the decrease in the whole country in comparison to 31/12/2019 (total 92,838) was 17,938 people in total (decrease
of 19%). It is also noted that for the first time, in the North Aegean, the percentage of the population is in single digits,
i.e. 8.8% (total: 17,434 people from 23,838 on 31/8/2020).

Pending asylum decisions (first and second degree) decreased by 5.6% in September compared to August. The
difference in the total pending decisions in September 2020, compared to December 2019, is of -35%.
In the Year-to-Date comparison January - September 2019 and 2020, the first-degree asylum decisions for 2020 have
increased by 82%.
The total number of unaccompanied & separated minors who were in the country on 15/02/2020 was 5,424,
the highest number that existed so far in our country. 1,790 of them were on the islands’ and Fylakio’s RIC.
Seven months later, the total number of unaccompanied & separated minors in the country is of 4,417 while
in the islands’ RICs there is no longer any unaccompanied minor. It is worth noting that the total number of
unaccompanied minors on the islands had decreased significantly before the Moria fire, by 54%.
The "Helios" program is funded by the European Union. Its purpose is to promote the independent living and social
integration of the beneficiaries and is being implemented with:
Housing support
Through integration courses (learning the greek language, strengthening social skills)
Promotion in the labor market
Raising awareness of the local community and promoting social cohesion.
The Ministry of Migration and Asylum monitors the development of the program, which is implemented by the
International Organization for Migration.
From 16-07-2019 until 25-09-2020, 17,332 people have registered in the program, while 5,464 recognized refugees
receive financial assistance for renting a house. It is worth noting that in September, 958 new house rentals were
added to the housing component of the "Helios" program. This represents an increase of 17% compared to August
(820) thus highlighting the state's concern for recognized refugees. At the same time, 2,142 beneficiaries of
international protection have enrolled in the integration courses and 1,860 people are attending counseling seminars
on work-oriented issues.
