OSCE

Historical evolution of On 30 January 1992 the Republic of Moldova joined the Conference on
participation Security and Co-operation in Europe and on 26 February of the same year signed the
Helsinki Final Act. In accordance with the Decision of the XIX Meeting of the
Committee of Senior Officials (ICF) of 4 February 1993, the OSCE Mission to the
Republic of Moldova was established, which began work on April 23, 1993. The
Mission is currently led by Ambassador Philip N. Remler (USA).
Main areas of The OSCE Mission to Moldova facilitates a comprehensive and lasting
participation political settlement of the Transdniestrian conflict in all its aspects,
strengthening the independence, sovereignty and territorial integrity of the
Republic of Moldova within its internationally recognized borders with a
special status for Transdniestria. Since 2012, all 57 OSCE participating States
have endorsed these principles of the final settlement in annual Ministerial
Council Statements.To promote the achievement of the Transdniestrian
settlement, the Mission also pursues a range of other activities outlined in its
mandate.
 OSCE, playing the mediator role, contributes essentially to the transnistrian
conflict settlement, including by organization of the negotiation process, drafting of
documents concerning the military, political issues and others.
 OSCE informs the international community regarding the developments in
the transnistrian conflict settlement process.
 OSCE assists with the democratization of the Moldova’s civil society and
development of the civil society in the transnistrian region.

Peaculiarities of The OSCE, acting as a mediator, essentially contributes to the settlement of the
participation Transnistrian conflict, including by organizing the negotiation process, drafting
documents on political topics. , military and so on.

The OSCE Mission to Moldova contributes to a comprehensive and sustainable


settlement of the Transnistrian conflict in all its aspects, by strengthening the
independence, sovereignty and territorial integrity of the Republic of Moldova within
its internationally recognized borders, with a special status for Transnistria.
Mission Activities:
- facilitate the establishment of a comprehensive political framework for
dialogue and negotiations and assist the parties to the conflict in pursuing negotiations
on a lasting political settlement of the conflict, consolidating the independence and
sovereignty of the Republic of Moldova along with an understanding about a special
status for the TransDniester region;
- gather and provide information on the situation, including the military
situation, in the region, investigate specific incidents and assess their political
implications;
- encourage the participating States concerned in pursuing negotiations on an
agreement on the status and the early, orderly and complete withdrawal of foreign
troops;
- provide advice and expertise, as well as a framework for other contributions,
on such parts of a political settlement as effective observance of international
obligations and commitments regarding human and minority rights, democratic
transformation, repatriation of refugees, definition of a special status of the Trans-
Dniester region;
- initiate a visible CSCE presence in the region and establish contacts with all
parties to the conflict, local authorities and local populations;
OSCE offers a broad framework for discussions on the transnistrian conflict issue with
international partners, and has a rich participation experience in conflicts resolution in
the area covered by the Organization. The OSCE has experts in the political-military,
economic and human dimension domains, who offer their assistance while working in
the OSCE Mission in Moldova or in the OSCE Secretariat subdivisions.

The accession of the Republic of Moldova in OSCE offer the opportunity to


participate in the processing of the European economy, politics and culture. Moldova's
accession to fast-track organizations will be a focal expression of the identity of values

and principles, a sale of the vocation of a democratic country, deeply attached through
traditions, culture and civilization, in the single European space.
