Honorable Sir:

Allow us, the District 1 Councilors of Quezon City, to extend our warmest
appreciation and gratitude for the assistance you and your fellow Senators
have extended to our city over the past years.

Through you, Mr. Senator, we would like to respectfully appeal to the


members of the Senate of the Philippines, to carefully consider in the
discussions the position of our constituents on Senate Bill No. 1822, which
was filed by Senator Lito Lapid, seeking to rename Del Monte Avenue to
Fernando Poe Jr. Avenue, that was recently approved on the committee level.

Our humble request stems from the unanimous position of the affected
Barangays, various non-government organizations and people’s organizations,
and the religious, who are also residents of the Barangays traversed by Del
Monte Avenue.

We propose that the legacy of National Artist FERNANDO POE JR. be


immortalized through another National Road, which is Roosevelt Avenue,
where his ancestral home is located. We feel that it is more apt to rename a
road with significance and relevance to his life, having spent his growing up
years in the area, than the original proposal, Del Monte Avenue.

As a background, Del Monte Avenue passes through ten (10) barangays


of our District, namely: (1) Paltok; (2) Nayong Kanluran; (3) Damayan; (4) Del
Monte; (5) Masambong; (6) Talayan; (7) Siena; (8) Manresa; (9) San Jose; and
(10) Maharlika. San Francisco Del Monte extends to more barangays, namely
Barangay Paraiso and Mariblo.

We urge that the Revised Guidelines on the Naming and Renaming of


Streets, Public Schools, Plazas, Building, Bridges and other Public Structures
issued by the National Histrorical Commission of the Philippines (NHCP) which
states that:
(1) No public place should be renamed if the present name has
attained a degree of historical association and has developed an
importance of its own; and
(2) Names of places, which have been sanctified by long usage
by the people, shall be retained and preserved.
be revisited and reviewed by our good senators, relative to the renaming
of Del Monte Avenue.

It is the position of the residents that “Del Monte Avenue is a public


place that have attained a degree of historical association and must be
preserved. Its name has long been used, not only by people within the
area/district, but also by nearby cities and provinces.”

San Francisco Del Monte may be considered Quezon City's oldest


district, as it was founded as a pueblo by San Pedro Bautista in the early
Spanish Era in 1590. It has been said that this is the birth place of the
Catholic faith in Quezon City five centuries ago, and there is a tremendous
historical and cultural value intrinsically attached to it.

San Francisco Del Monte will never be the same without Del Monte
Avenue.

The historical, religious and cultural value attached to the name “Del
Monte Avenue” is inherent with the place Frisco, and likewise with our beloved
Quezon City.

Respectfully, we are seeking your assistance on the further review of the


proposed Senate Bill No. 1822. We have attached with this letter the position
papers and petitions of our residents, barangays, NGOs/POs.
