RATIONALE OF THE PROPOSED STUDY
Working Title:

This research will be working on “The Ethical Challenges Confronting PNP


Personnel in the Law Enforcement Amidst COVID-19 Pandemic.”

Proposed Objectives of the Study:

This research aims to assess the current situation of the PNP personnel, esp. in
establishing the security and safety of the people amidst the pandemic. During the
COVID-19 pandemic, travel restrictions are imposed in most of the places where
quarantine protocols are existent. Assessment the current situation and the ethical
challenges among police would be significant, esp. in formulating effective interventions
and recommendations among our policemen.

Existence or prevalence of issue or problem:

On the 14th of May this year during the beginning of the imposed enhanced
community quarantine in Caloocan, a 27-year old woman was noticed for going outside
without quarantine pass and face mask, and started an alarming scandal while
humiliating the police officers who were employed during the time of crime scene. While
the woman was arrested her action implies injustice and lack of respect for law
enforcement, and this should be addressed and concern.

In line with the abovementioned problem, the researcher decided to conduct a


research addressing the ethical challenges on the law enforcement of PNP personnel
amidst the COVID-19 pandemic. The prevalence of this research is important in
formulating an intervention based on its findings.

Significant impact of the issue to locale or community:

Upon obtaining the results of this research, communities, esp. the ones that are
imposed with the enhanced quarantine would be able to understand the challenges that
police officers often face during these hard times. The results would also indicated the
effective intervention that should be done, and communities will have a safer place to
move around despite of the threat from the coronavirus disease 2019 (COVID-19)
pandemic.

Significant contributions of the issue to the Criminology or Criminal Justice


professions:

In the end of this research, an effective recommendation and intervention will be


done, and this will strengthen the authorities in enforcing safety and security. This will
also alleviate the injustice that exists in how law breakers disrespect our police officers,
and will increase the motivation of police officers to commit to their work and implement
the law.
