Hanley Castle Parish Council

Minutes of the Meeting of the Parish Council held on Thursday, 19 th November 2020 –
Via Zoom at 19:00.

Present: Councillors: Sue Roberts (Chairman), Sue Adeney, Alan Rogers, Pippa
Barkley, Alison Bolton, Alex Walker,

Apologies: DCllr Martin Allen, Peter Goodyear (PPW), Marjorie Nelson (PPW).

In Attendance: The Clerk, CCllr Tom Wells, DCllr Andrea Morgan, DCllrs Martin Allen,
Nick Harper (Pond Warden), Sara Beadon.

68/20 Declarations of Interest & Dispensation Requests from Councillors.


a) To declare any Disclosable Pecuniary Interests in items on the agenda and their
nature: None declared
b) To declare any Other Disclosable Interests in items on the agenda and their nature:
None declared
c) To Consider Written Requests from Councillors for the Council to Grant a
Dispensation (S33 of the Localism Act 2011) – None received

Closure of the meeting to allow members of the public joining via Zoom to ask
questions or make comments. – None present

69/20 Minutes: The Minutes of the Meeting of the Parish Council held on Thursday,
15th October 2020 had been previously circulated and the minutes were approved.

70/20 Matters Arising and Progress Reports for information:


a) Casual Vacancy – Sara Beadon was proposed to fill the vacancy by Cllr Walker
and all Councillors voted in favour of appointing her to the Parish Council. The
Chairman welcomed Cllr Beadon to the Council.
ACTION: The Clerk to email Sara the relevant paperwork for completion.
b) Benches – Chris Yates had completed his work on the benches. It was agreed to
pursue the quotations to complete the restoration work next year.
ACTION: The Cllr Roberts to send a thank you card and to follow up the
quotations, Cllr Bolton to put a thank you in the Link.
c) Bike Racks – Cllr Rogers updated the Council on his conversations with the Shop
and the Pub in Hanley Swan. Unfortunately, they were not supportive of the idea
even if they would be provided free of charge. Other possible locations for one
was discussed and the small patch of grass by the Shop was proposed. The land
is Highways and therefore the Clerk will contact WCC to discuss.
ACTION: The Clerk to contact Hannah Davis regarding the proposed site.

71/20 Finance:
a) Payment of Accounts: Members approved the payments of accounts as in the
presented schedule in Appendix 1.
b) Receipts: £16,000 had been received as a CIL payment. The Clerk would circulate
the CIL expenditure guidance to the Councillors for project suggestions.
c) Cllr Adeney raised the possibility of assisting with food parcels. The Clerk will
speak to CALC to confirm if it would be permissible expenditure.
ACTION: The Clerk to circulate CIL information and contact CALC.

72/20 Planning: a) To Consider the following applications referred by MHDC for

20/01564/FUL Willow End Park New headquarters for ZX Lidars, including 4,985 sq.m
Blackmore Park Road (4,775 sq.m GIA) research and development and

6NN with surrounding area and associated car parking.

Objected due to contrary to NHDP MNGR 8 – development of a green site. More appropriate sites
available within the parish and put forward under SWDP 54.

Supportive of the application but ask for it to be tied to family and not used for rental accomodation

c) Planning Decisions:

20/01407/TPO Old Vicarage Hanley Castle Undertake tree works, as detailed on Approved
A Worcester WR8 0BJ application form and in accompanying
information.

20/01288/HP Old Orchard End Welland Carport/canopy cover to existing Approved

73/20 Highways Matters


a) Parking at School Time – Cllr Adeney had drafted a letter but also monitored
picking up time to see if it was an ongoing problem. She found parents were
being responsible and whilst there was some verge erosion it was small. Cllr
Roberts suggested waiting and continue to monitor the situation before writing
to the School.

b) Work for the Lengthsman – The VAS sign was discussed and Cllr Roberts would
meet with the Lengthsman to finalise the location and post requirements. She
would also meet with him to discuss tidying up the bank where it is being
eroded and also to discuss the limes by the Old Pump House.
ACTION: Cllr Roberts to meet with The Lengthsman

74/20 District and County Councillors’ Reports


The District Councillors update the Parish Council on the latest from MHDC include an
update on Covid numbers. Free parking was being introduced in MHDC and car parking
would be free from 3pm from 1st to 24th December. The possibility of a Business Rate
review was discussed.
County Councillor Tom Wells addressed the Council and updated it on the latest from
WCC. Budgets were starting to be looked at and the effect of Covid on areas. The Fairer
Education funding has been delayed which will impact on Worcestershire children. The
Rhydd roundabout was looking very unlikely as it had been declassified as an accident
blackspot due to the change in classification which was now based on the number of
accidents with personal injury. Cllr Adeney told Cllr Wells that she was in
correspondence with GWR about Worcestershire Parkway Station.

75/20 Report of the:


a) Parish Paths Warden – The Warden’s report was read out
b) Pond Wardens – Nick Harper reported that the bins were being emptied by MHDC.
He had ordered advisory stickers for the bins. The Boardwalk proposal was
discussed following a previously circulated email. It was proposed that the project
be put on hold and revisited in 12 months. All agreed. Planting around the pond
would go ahead and it was suggested to rope it off to protect it.
c) Playing Field Warden – No Report received.
d) Local Police – No report received.

76/20 Environmental Working Group


The Council were updated on Carbon Zero Hanley which was 1 year on from its start.
There was a call for land for tree planting, the crisp packet recycling had gone really
well and was looking to extend to other products but the main focus was to encourage
everyone to take part.
Wildlife areas around the new developments were discussed and the Clerk was asked to
look into the wildlife conditions attached to the new developments within the parish and
to find out who has responsibility for maintain communal strips.
ACTION: The Clerk to look into the conditions attached to Cherry Blossom,
Brinkley Drive and Apple Blossom off Winnington Gardens.

77/20 Correspondence
a) Councillor Training – The Clerk advised there would be several councillor training
courses being run by CALC in the new year if they wished to attend any. NHDP plan
seminar would also be held in the new year and Bob Lamb would be invited back.
b) Boundary Commission Review – The Clerk had attended a Zoom Meeting regarding
the review which was a reconfiguration of Ward Boundaries. Cllr Wells explained it in
greater detail and the communication would be sent out early in the new year.
c) Emergency Plan – Template sent, it was agreed that the Council produce their own
which would be A4 size and be included in the Welcome Pack.
d) CIL – Neighbourhood Funds – The Parish had 5 years to spend the funds received
and Councillors were asked to think of some suitable projects to discuss in the new
year.

a) Welcome Booklets – More were required to hand out.
ACTION: Cllr Roberts to give some more to Cllr Bolton.

b) Christmas Services – Cllr Adeney advised that the Churches were planning
some activities over the festive period. There would be a Christmas Service
and a Carol Service which will be ticketed and have limited numbers
