Kennesaw State University

Health & Physical Education Major’s Club Constitution

PREAMBLE

The HPE Major’s Club at Kennesaw State University is intended to develop


professionalism among students majoring in Health and Physical Education. The HPE
Majors Club shall represent the University in the community, state and nation. The HPE
Major’s Club shall provide opportunities for its members to engage in professional
development, community service, and social engagements.

ARTICLE I

The name of this organization shall be HPE Majors’ Club at Kennesaw State hereafter
referred to in this document as the HPE Major’s Club.

ARTICLE II

The purpose of this organization shall be:


1. To provide opportunities for professional growth and development.
2. To improve member’s knowledge and skills in the professions.
3. To promote community service related to promoting health and wellness.
4. To offer a social outlet that promotes professionalism among HPE Majors.

ARTICLE III
* Section 1- Kennesaw State University:

Section I
This organization is a Registered Student Organization (RSO) at Kennesaw State
University but is not part of the University itself.

Section II
In all correspondence and publications, it may refer to itself as an organization at
Kennesaw State University, but not as part of Kennesaw State University itself.

Section III
HPE Majors’ Club accepts full financial and production responsibility for all
activities it sponsors.

Section IV
HPE Majors’ Club agrees to abide by all pertinent Kennesaw State University
policies and regulations, including the most current RSO Manual and Student
Codes of Conduct. Where Kennesaw State University policies and regulations and
those of RSO differ, the policies and regulations of Kennesaw State University
will take precedence.

Section V
HPE Major’s Club recognizes and understands that the University assumes no
legal liability for the actions of the organization.

ARTICLE IV

Section I
Officers of this organization shall include one President and one President Elect,
one Vice President and one Vice President Elect, One Secretary and one Secretary
Elect, and one Treasurer and one Treasurer Elect, One Reservation Delegate and
one Reservation Delegate Elect. The appointed “Officer” will be responsible for
the duties outlined below. The “Officer Elect” will assist the officer in fulfilling
these duties and accept the official “Officer” position the following semester, at
which time a new “Officer Elect” will be determined by the membership.

Section II
The duties of the elected officers (hereafter referred to as the “Board of Officers”)
of this organization shall be as follows:

1. President
a. shall be responsible for leading all organization meetings, monitoring
the performance of all other officers, and serving as the chief
Executive.
b. preside over meetings and coordinate all club business according to
Robert’s Rules of Order.
c. maintain the organization and its membership as well as take care of
club business punctually and accurately.
d. be the club’s representative to Registered Student Organizations at
KSU.
e. plan and organize special events, programs and coordinate social
events, and appoint committees as needed to assist in these endeavors
f. assist in all the organizational activities.
g. review monthly bank statements provided by the Treasurer.

2. Vice President
a. will assume all the responsibilities of the president in the case of their
absence and will assist the president in the performance of their duties.

3. Secretary
a. keep records of meeting proceedings.
b. be responsible for all inter-organizational correspondence between
officers and members.
c. be prepared to read previous minutes and have those minutes approved
by the membership.

d. Assist the president and treasurer as needed to maintain smooth
operations of club business

4. Reservation Delegate
a. Second board officer that has the authority to make space reservations
on behalf of the HPE Majors’ Club

5. Treasurer
a. receive all monies from the secretary, record and disperse upon proper
authority as the HPE Major’s Club determines by majority vote and
decision.
b. keep an accurate record of all monies (records may be audited upon
the decision of the organization at any time necessary).
c. be prepared to give an accurate monthly report.
d. prepare and present (in the Fall Semester) annual budget, showing
anticipated income and anticipated expenses. This should be voted on
at the first meeting of the new fiscal year (fiscal year is July 1st -June
30th).
e. prepare and present a quarterly financial statement, showing actual
income and expenses in comparison with the actual budget. This will
be approved at regularly scheduled meetings.
f. receive all monies from club members, non-members and others.
Record and deposit in the HPE Major’s Club account in a timely
manner. Provide records to an Independent Auditor, if requested by the
Board of Officers.
g. pay all association bills in a timely manner. Record all disbursements
and retain all records in an orderly fashion. Reconcile bank statements
monthly.
h. provide monthly bank statements to on of the Co-Presidents for
review.

Section III
All officers shall be required to attend all scheduled meetings.

Section IV
The officers shall be elected by a majority of those present. The elections shall be
held at the first or last meeting of both the Fall and Spring Semesters. Each officer
will hold their position for a term of one academic semester and may not be
elected as an officer for the semester s/he will be enrolled in Student Teaching.
The positions of “officers elect” will be determined one semester in advance of
their official appointment as acting “officer” with the knowledge that they can not
be enrolled in student teaching the semester of their appointment as officer. The
“officer elect” being determined one semester prior to fulfilling their position.

Section V

An officer may be removed from office by a two-thirds vote of all members, or
voluntarily. If an officer is removed from office a special election shall be held to
fill the office.

ARTICLE V

Currently, the dues for this association are $10.00 per academic year. As a
condition for joining the HPE Major’s Club, members must also join the Georgia
Alliance for Health, Physical Education, Recreation, and Dance, paying the
organization the reduced student rate for their membership ($8.00). Any increase
in club membership fees would be initiated by the acting President and must be
approved by the majority of the club.

ARTICLE VI

All business meetings shall be governed by the procedure contained in Robert’s


Rule of Order. The Advisor will be a non-voting member of the Association of
HPE Board of Officers and will be notified of all meeting/activities. The Advisor
is required to be a Full-time KSU Faculty or Staff member. The Advisor may be
replaced by a two-thirds vote of all members present, or the Advisor may resign
voluntarily. A special election will be held within one month to elect a new
Advisor. During voting procedures, if there is a “tie,” officers may elect to discuss
the matter at hand and re-vote, or let the Advisor cast the deciding vote.

ARTICLE VII

Disbursement of Association funds will follow these procedures:


1. two signatures will be required on all checks-the Treasurer and one
other officer (or Advisor if another officer is unavailable).
2. if requested by the board of officers, or majority of students present at
all regularly scheduled meetings, the Treasurer shall provide a report
(written or verbal) listing all the income and expenditures.

ARTICLE VIII

The Association and fiscal year shall be July 1st- June 30th.

ARTICLE IX

Section I
Membership and all privileges, including voting and officer positions, must be extended
to all students without regard to race, color, sex, sexual orientation, gender identity,
gender expression, ethnicity or national origin, religion, age, genetic information,
disability, or veteran status. Membership and all privileges, including voting and officer

positions, must be extended to all students as stated in the Kennesaw State University
Non-Discrimination Statement. Title VI of the Civil Rights Act of 1964 protects people
from discrimination based on race, color or national origin in programs or activities that
receive Federal financial assistance. Title IX states that: No person in the United States
shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or
be subjected to discrimination under any education program or activity receiving Federal
financial assistance.

ARTICLE X
The HPE Major’s Club will not practice any physical or psychological forms of hazing,
and members are free to discontinue their membership without undue pressure or
interference.

ARTICLE XI
The HPE Major’s Club agrees to abide by the policies of Kennesaw State University as
well as all federal, state and local laws. These by-laws and any revisions or amendments
must be approved by the Student Activities Budget Advisory Committee (SABAC) prior
to implementation.
