Introduction
Just like any other country in the world, the Philippines is beset with various
health problems and concerns brought about by the changing condition of the
environment as well as by man’s nature, beliefs, attitude and practices. The
government in its effort to help address these problems has passed laws to protect
the people from hazardous elements in addition to the previously created
government agencies to oversee and implement programs to ensure healthy
citizenry.

These laws were promulgated to protect the people and help minimize if not
totally eradicate the increasing problems on population, environment, drugs and
tobacco, diseases, consumerism that definitely affect the lives of the Filipino people.
For you to be protected, knowledge of these laws must be understood fully
well.
1. RESPONSIBLE PARENTHOOD AND REPRODUCTIVE HEALTH ACT 2012

The Responsible Parenthood and Reproductive health act of 2012 (Republic


No. 10354), informally known as the Reproductive Health Law or RH Bill, is a law in
the Philippines, which guarantees universal access to methods of contraception,
fertility control, sexual education, and maternal care. Under its program are the
various government agencies tasked to implement the thrusts.
 The Department of Health (DOH) leads the implementation of the
reproductive health care program to ensure the Filipinos’ access to methods,
facilities, services and supplies that contribute to reproductive health and
well-being. One specific role is the distribution of family planning supplies to
the whole Philippines through the local government units.
 The Philippines Health Insurance Commission (PHIC) gives maximum benefits
to Filipinos with serious and life-threatening reproductive health conditions
including HIV and AIDS, breast and reproductive tract cancers, and obstetric
complications, and menopausal and post-menopausal-related conditions.
Specific guidelines on this provision are provided by the said health
insurance corporation.
 The Department of Education (DepEd) formulates a curriculum for public
schools that its trained teacher can follow. They will provide age-appropriate
reproductive health education which include but not limited to topics on
values formation, sexuality, kinds of abuse, responsible teenage behavior and
even responsible parenthood to adolescents defined in the law as people
between 10 to 19 years old.
 The Local Government Unit (LGUs) is responsible for the following: upgrading
its local hospitals’ equipment and personnel as deemed necessary by its local
health office, distributing and monitoring family planning supplies from DOH
to their specific jurisdictions. They may also provide Mobile Health Care
Service or MCHS to their corresponding municipalities as necessary.
 The Food and Drug Administration (FDA) issues guidelines on the use of
various family planning methods.

2. CONSUMER ACT OF THE PHILIPPINES (R.A. 73934)

It is the policy if the state to protect the interest of the consumer, promote his
general welfare to establish standards of conduct for business and industry. Towards
this end, the state shall implement measures to achieve the following objectives:
 Protection against hazards to health and safety;
 Protections against deceptive, unfair and unconscionable sales acts and
practices;
 Provision of information and education to facilitate sound choice and the
proper exercise of rights by the consumer;
 Provision of adequate rights and means of redress; and
 Involvement of consumer representatives in the formulation of social and
economic policies.

3. TOBACCO REGULATION ACT OF 2003 (R.A. 9211)

This is an act regulating the packaging, use, sale distribution and


advertisement of tobacco products and for other purposes. It is the policy of the
state to protect the populace from hazardous products and promote the right to
health and instill health consciousness.

4. THE COMPREHENSIVE DANGEROUS DRUG ACT OF 2002 (R.A.9165)

The law states that it is the policy if the state to safeguard the integrity of its
territory and the well-being of its citizenry particularly the youth, from the
harmful effects of dangerous drugs on their physical and mental well-being, and
to defend the same against acts of omissions detrimental to their development
and preservation. In view of foregoing, the state needs to enhance further the
efficacy of the law against dangerous drugs, it being one of today’s more serious
social ills.
Toward this end, the government shall pursue an intensive and unrelenting
campaign against the trafficking and use of dangerous drugs and other similar
substances through and integrated system of planning, and projects. The
government shall however aim to achieve a balance in the national drug control
program so that people with legitimate medical needs are not prevented from

being treated with adequate amounts of appropriate medications, which include
the use of dangerous drugs.

5. PHILIPPINE AIDS PREVENTION AND CONTROL ACT OF 1999 (R.A 8750)

This is act promulgates policies and prescribe measures for the prevention and
control of HIV/AIDS in the Philippines instituting a nationwide HIV/AIDS
Information and Educational Program, establishing a comprehensive HIV/AIDS
Monitoring System strengthening the Philippine National AIDS Council and for
other purposes. Acquired Immune Deficiency Syndrome (AIDS) is a disease that
recognizes no territorial, social, political and economic boundaries for which
there is no known cure. The gravity of the AIDS threat demands strong State
action today, thus:
 The State shall promote public awareness about the causes, modes of
transmission, consequences, means of prevention and control of HIV/AIDS
through a comprehensive nationwide educational and information
campaign organized and conducted by the State. Such campaigns shall
promote value formation and employ scientifically proven approaches,
focus on the family as a basic social unit, and be carried out in all schools
and training centers, workplaces, and communities. This program shall
involve affected individuals and groups, including people living with
HIV/AIDS.
 The State shall extend to every person suspected or known to be infected
with HIV/AIDS full protection of his/her human rights and civil liberties.
Towards this end compulsory HIV testing shall be considered unlawful
unless otherwise provided in this Act.

6. NATIONAL BLOOD SERVICES ACT OF 1994 (R.A.7719)

Republic Act No. 771, also known as the National Blood Service Act of 1994,
promotes voluntary blood donation to provide sufficient supply of safe blood and to
regulate blood blanks. This act aims to inculcate public awareness that blood
donation is a humanitarian act.
The National Voluntary Blood Services Program (NVBSP) of the Department
Health is targeting the youth as volunteers in its blood donation program this year. In
accordance with RA No. 7719, it aims to create public consciousness on the
importance of blood donation in saving the lives of millions of Filipinos.

7. SEATBELT USE ACT OF 1999 (R.A.8750)

This act requires the mandatory compliance by motorists of private and public
vehicles to use seat belt devices, and requiring the vehicle manufactures to install
seat belt devices in all their manufactured vehicle.
This policy of the State aims to secure and safeguard its citizenry, particularly the
passengers and drivers of private and public motor vehicles, from the ruinous and
extremely injurious effects of vehicular accidents. Towards this end, the State shall

8. CYBERCRIME PREVENTION ACT OF 2012 (R.A.10175)

The Cybercrime Prevention Act of 2012, officially recorded as Republic Act
No.10175, is a law in the Philippines approved on 12 September 2012. It aims to
address legal issues concerning online interactions and the Internet in the
Philippines. Among the cybercrimes offenses included in the bill are cyber-
squatting, cybersex, child pornography, identity theft, illegal access to data and
libel.
9. ANTI-PORNOGRAPHY ACT OF 2009 (R.A.9775)

This act is known as “Anti-Child Pornography Act of 2009.” The State


recognizes the vital role of the youth in nation building and shall promote and
protect their physical, moral, spiritual, intellectual, emotional, psychological and
social well-being. It defines the crimes of child pornography and the prescribed
penalty.
These are only few of the laws promulgated to safeguard people’s health and life.
