RE: Item No. 11 appearing in the Calendar of Business of the

Sangguniang Panlalawigan in its session on July 08, 2019,
relative to C.Y. 2018 Supplemental Budget No. 4
(Supplemental Budget No. 3, as per Indorsement) of the
General Fund (Proper) of the Municipality of Ronda, Cebu, as
resubmitted, enacted under Appropriation Ordinance No. 13,
Series of 2018, involving a total appropriation of P774,679.55.

BACKGROUNDER

Submitted before this Committee for appropriate action is the

matter relative to the above-mentioned Supplemental Budget of the
Municipality of Ronda, Cebu, for Calendar Year 2018.

The aforementioned budget was earlier referred to the Provincial

Finance Committee for its corresponding review, comment and
recommendation, and the same was favorably recommended for adoption.

 The Municipality of Ronda resubmitted the Supplemental Budget
No. 4 as it was returned without action, as endorsed by the Provincial
Local Finance Committee on the ground that such Ordinance (SB No. 4)
lacks the required number of affirmative votes of a majority of all the
Sanggunian Members pursuant to Article 107 (g), IRR of RA 7160 for its
passage/enactment.

On this regard, afore-cited legal provisions and

procedural/documentary/deficiency requirements shall be
observed/complied with accordingly.

COMMENT

Cognizant of the expertise and competence of the Provincial

Finance Committee in determining and reviewing the Validity and Legality
of the budgetary matters, specifically its findings and recommendations on
the Supplemental Budget No. 04 of the Municipality of Ronda, Cebu, for
the Calendar Year 2018, the same is accorded great weight and respect to
this committee.

RECOMMENDATION

Premises considered, this Committee humbly recommends the

following resolutions, to wit:

1. To approve this Committee Report;

2. To approve the above-mentioned C.Y. 2018 Supplemental Budget No.

4 (Supplemental Budget No. 3, as per Indorsement) of the General
Fund (Proper) of the Municipality of Ronda, Cebu, as resubmitted,
enacted under Appropriation Ordinance No. 13, Series of 2018.
Subject to the Provincial Local Finance Committee, with comments,
findings and recommendations, a copy of which is hereto attached
and made an integral part of this report; and

3. To authorize the Honorable Secretary of the Sangguniang

Panlalawigan of the Province of Cebu to furnish copies of this Report
and the Indorsement dated July 24, 2019 of the Provincial Local
Finance Committee, as sustained by this Committee, to the

Rocky T. Gabatan.
