A BILL
To require the advice and consent to ratification of the
Paris Agreement by the United States Senate before
any action may be taken to carry out the goals of the
Paris Agreement, and for other purposes.

1 Be it enacted by the Senate and House of Representa-

2 tives of the United States of America in Congress assembled,
3 SECTION 1. SHORT TITLE.

4 This Act may be cited as the ‘‘Paris Agreement Con-

5 stitutional Treaty Act’’.

1 SEC. 2. TREATY OBLIGATIONS.

2 No action may be taken to carry out the goals of the

3 Paris Agreement, including any action, agenda, agree-
4 ment, platform, or plan, unless the Senate first adopts a
5 resolution of advice and consent to ratification of the Paris
6 Agreement.
7 SEC. 3. PROHIBITION ON USE OF FUNDS TO ADVANCE THE

8 PARIS AGREEMENT.

9 Notwithstanding any other provision of law and sec-

10 tion 2, no funds are authorized to be appropriated, obli-
11 gated, or expended to take any action to advance the Paris
12 Agreement.
13 SEC. 4. PARIS AGREEMENT DEFINED.

14 In this Act, the term ‘‘Paris Agreement’’ means the

15 decision by the United Nations Framework Convention on
16 Climate Change’s 21st Conference of Parties in Paris,
17 France, adopted December 12, 2015.
