AN ORDER DIRECTING ALL LOCAL GOVERNMENT UNITS TO

STRCITLY IMPLEMENT ENVIRONMENTAL LAWS GOVERNING

CLEANLINESS

WHEREAS, the Province of Ilocos Norte is still under Enhanced

Community Quarantine (ECQ) pursuant to the Memorandum from the
Executive Secretary dated April 7, 2020;

WHEREAS, the Department of the Interior and Local

Government (DILG) issued Memorandum Circular No. 2020-62 on
dated March 21, 2020;

WHEREAS, pursuant to the said Memorandum, the Department

of the Interior and Local Government (DILG) issued an Advisory dated
April 18, 2020 directing upon all the Local Government Unit’s (LGU’s)
that the provision of the said Memorandum Circular be strictly
implemented during the Enhanced Community Quarantine (ECQ);

WHEREAS, said Advisory, further, advised the LGU’s to ensure

the implementation of appropriate safety protocols in the collection
and management of municipal solid waste from all sources, including
wastes coming from designated isolation or quarantine areas;

WHEREAS, said Advisory, in like manner, directs LGU’s to

ensure that the directives enumerated therein are strictly
implemented:

NOW THEREFORE, I, Matthew J. Marcos Manotoc, by virtue of

the powers vested in me by law as Governor, do hereby order and
ordain:

Section 1. COLLECTION OF WASTE, CLEANING OF

ESTEROS AND CANAL, AND ENFORCEMENT OF ORDINANCES. All
LGU’s shall ensure that garbage/waste collected from all sources,
including wastes coming from designated isolation/quarantine areas is
properly disposed, esteros and canals are regularly cleaned, and
enforce ordinances regarding health, sanitation, and cleanliness
remains unabated.

Section 2. APPROPRIATE SAFETY PROTOCOLS. For the

purpose of implementing Section 1 of hereof and pursuant to the
Advisory issued by the DILG, LGU’s are hereby directed to ensure that
the following directives are strictly implemented:

• Wearing of appropriate Personal Protective Equipments (PPEs)

by the collectors of waste/garbage if they are LGU personnel
or personnel of their contracted haulers;
• Provision of adequate disinfecting agents/solutions to all
garbage trucks;
• Disinfection of garbage as they are loaded in the trucks; and
• Further disinfection of garbage at the sanitary landfill.

Section 3. PENALTIES. All persons found violating the

provisions of this Order shall be subjected to administrative sanctions
without prejudice to prosecution of criminal action(s), if probable
cause exists.

Section 4. EFFECTIVITY. This Executive Order Shall take effect

immediately upon approval.
