Introduction: This Training Needs Assessment (TNA) Process is specifically designed for DRRM trainings conducted by OCD and NDRRMC Member Agencies. {t follows the general format, procedures and process applicable to. any type of TNA but incorporates the unique requirements of DRRM. The TNA will be utilized for both extemal and intemal training clients. , For Extemal Clients, these are the procedures: b.1. Determine the organizational functions and responsibilities of the client. 2. Conduct a disaster response evaluation on the performance of a client Community/Barangay/Municipality/Province/Region in responding to pastirecent and actual disasters or to a simulated disaster condition. Historical DRRM data of a certain locality shall be used to enhance the experience factor of the above evaluation, b.3. In_a situation where there is no prior experience factor or non-availability of historical DRRM data, a Disaster Risk Assessment Process is needed to determine the disaster risk profile of the area, .4. Identify the gaps in camparison to a standard criteria of performance to _ specific or complex situation. b.5. Find out the source of discrepancy. 6. Determine the type of training required. ».7. Select from among the list of training modules and courses the appropriate training needed, b.8. In case it is a unique requirement, recommend a training design and concept note. Education and Training Division (ETD) will formulate the Program of Instructions (POI). b.9. Determine the number of people to be trained. b.10. Recommendation/Proposal . For Internal Clients (Organic Personnel of OCD): c.1. Determine the organizational functions of the concemed units/division/ office/service and the individual duties and responsibilities of the personnel assigned to that office. ¢.2. Assess the actual performances of the unit/office and its personnel in comparison to their official duties and responsibilities as well as their officially recorded skills and qualifications. ©.3. Consider the other skills and talents of the personnel that may not be formally recorded in their files but are useful to their unit/office/division. ©.4. Follow the procedures from numbers .4-b.10 of sub-para.b. for extemal clients, 2. Submit your TNA as @ supporting document (Annex) to your training project/program proposal to the CDA thru the Chief, Education and Training Division. / 3. For strict compliance.
