1. INTRODUCTION
1.1 GENERAL
PR1MA Communications Sdn Bhd (“PR1MA Comm”), a wholly owned subsidiary or Perbadanan
PR1MA Malaysia will undertake the design, build, operate and maintain the IT and
Telecommunication infrastructure in all PR1MA developments.
This document serves as a General Design Guideline for PR1MA development areas specifically to
facilitate the deployment of ICT related infrastructure and services.
This document must be read in conjunction with the PR1MA Planning & Development Guideline and
the guidelines set-forth by Malaysian Communications and Multimedia Commission (MCMC) in the
Malaysian Technical Standards Forum Berhad (MTSFB) publications; Technical Standards &
Infrastructure Requirements – Fixed Network Infrastructure & Technical Standard of In-building Fibre
Cabling for Fibre-to-the-Premise.
The deployment of the ICT infrastructure and network is not limited to this guideline only and
therefore the M&E consultant should explore suitable or better alternatives without deviating from
the principles as stated in this document to ascertain that the objectives as stated below are met.
1.2 OBJECTIVES
1. To provide Fibre-to-the–home (FTTH) and Fibre-to-the-office (FTTO) cable network using the
GPON (Gigabit Passive Optical Network) technology as specified by ITU (International
Telecommunications Union) and MEF (Metro-E Forum) necessary for housing units and related
commercial areas.
2. To provide robust and future-proof GPON and AE (Active Ethernet) fibre optic network
infrastructure to cater for Triple/Quad Play and IP-based services for residential and commercial
buildings of PR1MA.
3. To provide IP-based infrastructure to be 4G-ready suitable for bandwidths and backhaul services
for cellular service providers within PR1MA development areas.
4. To facilitate the design of a cable network infrastructure which is capable of providing ‘equal
access’ enabling the entry of multiple service providers using a single network architecture owned
by PR1MA.

3.1.2 Exception
There is no exception, all PR1MA developments will follow the model in section 3.1.1 above.
For MEBPA projects that already have DO and/or BP approval, PR1MA Communications will review the
design and recommend possible omissions from the developer’s scope to make sure the project is aligned
with PR1MA overall IT and Telecommunication strategy.

3.2.2 Exception
There is no exception, all PR1MA developments will follow the model in section 3.2.1 above.
CCTV will not be part of the Developer/Main Contractor scope of work.

4 BASIS OF DESIGN
1. The following MTSFB (Malaysian Technical Standards Forum Berhad) publications provide the
general guide for the design of the infrastructure & network:
a) Technical Standards & Infrastructure Requirements – Fixed Network Infrastructure
b) Technical Standard of In-building Fibre Cabling for Fibre-to-the-Premise
2. Enabling the Convergence of Network for Quad/Triple Play and Smart Services suitable for Fixed-
Mobile Convergence (FMC).
3. FTTH and FTTO transport network based on GPON and AE technology for all dwellings.
4. Proposed FTTx design offers complete flexibility to support open system architecture which can
cater for future passive or active network upgrades.
5. Network design to be able to cater for “Open-Access” for multiple service providers.
6. Wireless Hotspots to be made available with the capability to provide 3G/4G WiFi offloads in
common and public areas for both indoor and outdoor locations.
8. The FTTH infrastructure is designed to be able to support triple play services (High speed
broadband, Voice and media content)
9. The developer must provide a separate electrical meter and electricity wiring for the
telecommunications services.
10. The Consultant/Developer is to provide cable trunking, conduits, FWS, back box, Indoor drop cable
and related facilities within the buildings, and ducts & manholes within the development area.
11. Actual cable network designs may differ at different sites depending on the network topology and
the nature of the dwellings

5 DESIGN GUIDELINES
1. Manhole

• Common Manhole
Plant
• To have a Common Manhole for Telco’s to access to the PR1MA development
• Telco’s to provide connectivity from their manhole to the Common Manhole.
• To be located at the border between the public area and the developer’s area,
closest to the main road.
• Common Manhole to be type JRC7.
• Manhole type JRC7 or JB30 may be deployed beyond the Common Manhole point.

2. Ducting
• Deployment of Smoothwall HDPE duct as below. The requirements is not only limited to
these particular size since it is based on PR1MA Communications request during design

• The type of the duct usage is based on the volume of units and will be advice further by
PR1MA Communications during the design review stage by PR1MA Communications
3. Fibre Connection Between Building (For High Rise) – Campus Backbone Cabling
• For High Rise Building development that has more than 1 tower block, the fibre cabling
from main telco room needs to be connected to the telco room of each towers
(Secondary telco rooms).
• Each tower must have its own telco room (If required by PR1MA Communications during
design proposal)
• In developments where there are multiple phases (whereby each phase is within
different area), each phase must have fibre connection to the other phases.
• The connection will be between the Main MDF of each phase.
• The Optical fibre cable shall be fully compliant to ITU-T G.652D specification for GPON
FTTH/O deployment.
Cabling • 1-Core SM (single mode) ITU G.652 Fibre cable extends from splitter to each housing
unit.
• Split ratios 1:2, 1:4, 1:8, 1:16, 1:32 and 1:64 may be used depending on building design
and network topology.
• Cat 5 or Cat 6 UTP cable shall connect to IP network from ONU/ONT.
• 2- core Indoor drop cable referred to the in-building cabling from FTB to FWS and shall
meet all applicable requirement stated in ANSI/ICEA S-104-696, ITU-T, IEC 60794-2
(2002-12) or JIS Standard for Optical Fibre Outside Plant Communication Cable
• To provide concealed conduit with fibre cabling for FTTH/O termination from corridor (for
MDU) and from Fiber Termination Box (FTB) (for SDU) to Fibre Wall Socket (FWS) within the
following units

Land • To reserve a land for both High rise (MDU) and landed (SDU) development, the
telecommunication reserved land shall be titled under Perbadanan PR1MA Malaysia
Street Light
• The street light layout by the developer will be based on the requirements as per landscape
guideline
• To provide 25mm duct from the selected street light to the nearest manhole
• PR1MA will advise which street light poles that are required to be connected to the
manhole
CCTV • Monitoring of CCTV will be at the Guard House or control room depending on requirement.
Surveillance
• Storage of CCTV will be kept up to 30 days unless they are required in relation to the
System investigation of crime or for evidentiary proceedings, for which identified images and or
footage will be saved to CD or other appropriate storage medium.

1. Vertical Trunking

1. Cable tray runs long the riser; from MDF to the rooftop

premises. However the number of FWS can be more depend on the number
of potential customer in each unit of premise. The FWS must be type
approved by SIRIM
2. The Fibre Wall Socket (FWS)/ Faceplate provided must come with Standard
Connector (SC) output for connection to Customer Premises Equipment
(CPE) patch cord. Recommended size as per below:

place marking to indicate the floor and unit
6. PR1MA will advise on the exact type of drop cable during the design review.

have back lane access road) and must be 1500mm above the floor level.

1. The developer/main contractor must engage PR1MA Communications to design and/or review,
and implement the telecommunications network infrastructure.
2. In the event the developer has already designed the telecommunication infrastructure, the M&E
Consultant must submit 3 hardcopy and 1 softcopy of the proposed telecommunications
infrastructure plans to be reviewed and approved by PR1MA Comm.
