HEALTH, SAFETY AND ENVIRONMENT REQUIREMENTS

1 Health, Safety and Environmental Management System

SECL has a Health, Safety and Environment Management System and


Health, Safety & Environment Policy and its HSE Management system is
based on OHSAS 18001 and ISO 14001.

2 CONTRACTOR Health, Safety & Environment


Management System

Contractors shall submit their HSE Management System which shall


include as a minimum the following information 30 days prior to commence
of temporary facility work;

- Contractor’s Loss Prevention Program


- Contractor’s Waste Management Plan
- Pre-qualification Questionnaire (Answered)
- Leadership and commitment;
- HSE Policy and Objectives;
- Organization and responsibilities;
- Hazards Identification and Risk Assessments;
- Contractor’s HSE procedures
- HSE Programme of Contractor
- Audits / Inspections
- List of Qualified HSE Staff and their Resumes
- HSE equipment and facility details.

Contractors are required to implement a Management System for Health,


Safety and Environment that is compatible with the HSE Management
System of SECL HSE Standards, Procedures and instructions that
support this HSE Management System.

Contractors shall appoint one of its staffs as a designated Project HSE


Manager for the PROJECT. This person shall be authorized to have direct
contact on HSE matters with SECL Site Management.

Contractors are obliged to ensure that adequate safety levels are


maintained and environmental impacts are planned for and monitored
during the entire performance of the WORK.
Contractors shall bear the cost and any and all impact on the WORK Time
Schedule resulting from or otherwise connected with any of the following
actions:

• Meeting specified HSE regulations and other safety related


requirements.
• Performing the WORK in accordance with well-accepted safe
working practices in the oil and gas industries and established
industry standards for environmental performance.
• Meeting all HSE requirements.
• Measures and actions taken by SECL in lieu of Contractors (on the
grounds of the Contractors failing to take the necessary HSE
measures and actions).

3 HSE Policy and Objectives


Contractors shall issue his HSE policy and his HSE objectives relevant to
the AGREEMENT and shall ensure that they are publicized widely.

Contractors shall establish a method of monitoring compliance with policy


and progress against objectives, which shall be demonstrated to SECL on
request.

Contractors shall ensure that his personnel involved in the performance of


the WORK are fully aware of, and committed to SECL HSE policy and
objectives.

4 CONTRACTOR Responsibilities

Contractors shall;

- Pursue the goal of no harm to people.


- Comply with the requirements of SECL’s HSE policies, guidelines
- Comply with the requirements of SECL regulations.
- Manage HSE matters as top priority and critical business activity.
- Conduct intense HSE activities with a target of zero impact on
environmental conditions.
- Establish an integrated HSE management system with emphasis on
responsibility in line management

HSE matters are line management responsibility requiring the active


participation of all levels of management and supervision. Contractor’s
management shall demonstrate a visible commitment to HSE matters and
promote the achievement of the HSE objectives.

Contractors shall appoint and keep assigned to the entire course of the
WORK a management representative, who shall have responsibility,
authority and accountability for co-ordinating implementation of HSE
policy and associated measures to protect the health, integrity of people,
assets and the environment. Normally this person shall be the Project
Manager or the Site Manager.

Contractors shall allocate sufficient resources for HSE policy


implementation and SECL HSE requirements. Resources allocation shall
be reviewed periodically.

Contractors shall ensure that personnel are competent and have the
necessary authority and resources to perform their duties in safe manner.
Evidence of competence shall be available to SECL upon request.

Contractors shall have competent HSE Manager/ coordinator at senior


level to support the line management throughout the entire course of the
WORK.

5 Visitors, SUPPLIERS & VENDORS Responsibilities


Contractors shall make sure that all their visitors, suppliers and vendors
are only allowed to enter or access the site with or without their vehicles
on final approval of SECL HSE & Security, and all those visitors are
obliged to carry minimum PPE with them while at work areas.

6 SECL’s Right
SECL shall ensure that Contractor HSE arrangements are consistent with
SECL HSE requirements.

The SECL representative shall have the power to suspend Contractor


performance of the WORK on worksite until such time as Contractor can
proceed in a manner, which will not pose a risk of injury or death or
hazard to the facilities and the Plant or unacceptable impact to the
environment and the health and well being of personnel.

On site, in the event of emergency situations Contractors’ personnel shall


comply with SECL Emergency Team representative instructions. In such
events, all works shall be immediately suspended.

7 Communication
Contractors shall have a system to overcome language barrier, inability to
read and write, change of personnel and size and number of worksites, to
ensure that the relevant HSE information is communicated among all
personnel involved in the performance of the WORK.

Contractors shall maintain procedures to ensure his personnel and


Subcontractor’s personnel can suggest improvements in HSE matters to
management.

Contractors shall assess regularly the clarity of his HSE communication.

Meetings

A regular meeting specifically dedicated to HSE matters shall be held


between SECL and Contractor management. The meetings shall be
recorded.

Contractors shall hold regular HSE meetings involving senior


management, line management and employees representatives. These
meeting must also be minuted and be available for review by SECL.

Contractor’s Site Manager or Construction Manager and HSE Manager


must participate in every;
- Daily S-CAR (Safety Corrective Action Request) Meeting
- Weekly HSE Meeting

S-CAR is an observation tool to improve site HSE condition. Contractors


Site Manager and HSE Manager must participate to review and follow up
action items from S-CAR between 08:00-09:00 AM every morning

In addition to those regular meetings, adhoc meeting shall be organised


by Contractor, for special construction or INSTALLATION operations, to
address risk identification and risk assessment related to the operation
and/or related to the potential consequences on SECL assets.

At mobilisation to worksite, each individual shall attend a worksite HSE


induction program, which shall also include environmental issues and
health issues.

Individual shall be provided with a copy of HSE booklet, which shall


complement information provided verbally by the SECL.

Prior to commencement of the WORK on worksite, a kick-off meeting shall


be set up between SECL and Contractor to review safety and
environmental requirements and safety procedures, and to ensure that
Contractor safety approach will meet the specified related requirements.

Prior to commencement of the day activities on worksite, daily HSE tool


box talks will be conducted by Contractor line management or supervisors.

Topics shall be relevant to the near term work and shall be supported by
HSE advisors and training personnel. Daily safety and environmental talks
date, subject and attendance shall be recorded.

8 Health, Safety & Environment Risk Assessment Studies


CONTRACTOR shall prepare a Hazard Identification Plan (HIP) and
conduct a project based Risk Assessment, these documents shall be
submitted 2 Weeks prior to initiate and commence on site construction
activities. This risk assessment shall be considered the main and thorough
for the whole work scope of the CONTRACTOR.

Identification of major hazards, and the ways in which they can be


manifested, is the first step in the process of Safety Assessment. The
Detailed Design Hazard & Environmental Hazard Identification Study will
not be restricted to the design and operational phases only, but will also
cover construction, COMMISSIONING, transportation, installation and
abandonment phases of the PROJECT.

CONTRACTOR shall ensure that sufficient expertise (multi-discipline team


with SECL representatives) is available to adequately perform the reviews
of these documents.

CONTRACTOR shall perform weekly risk assessment at site related to


each discipline of work and submit to SECL on weekly basis.

A Job Safety Analysis shall also be displayed at each job location along
with the work permits.

Simultaneous Operations (SIMOPS) Studies

CONTRACTOR shall carry out Simultaneous Operations (SIMOPS)


studies if there is scope for interaction to occur between major hazardous
activities, and the design and construction intent is to carry out these
activities concurrently. Examples of SIMOPS include simultaneous
construction and operation, COMMISSIONING and construction, and well
operations and construction. The purpose of these studies will be:

 To assess the acceptability of additional risks and to identify risk


reduction methods that should be incorporated in the design
and during the construction and COMMISSIONING phases.
 To identify the additional levels of risk introduced by
simultaneous operations,

9 WORKER to SAFETY RATIO


All the Contractors of SECL shall ensure that safety coverage is provided
with a ratio of 1:50 (One HSE Supervisor for Every 50 Workers) at site.
Ratio will also be reviewed during the project and more HSE man-power
shall be mobilized for the critical activities as recommended by SECL.

10 PROJECT HSE PLAN


SUBCONTRACTOR shall present the proposed a PROJECT HSE Plan within 30
days from the EFFECTIVE DATE of this AGREEMENT for CONTRACTOR
review and acceptance as follows;

SUBCONTRACTOR HSE Plan shall fulfil the requirements of CONTRACTOR


HSE Plan accordingly as given above.

 Overview of SUBCONTRACTOR Health, Safety and Environmental


Management System
 This shall provide a description of the SUBCONTRACTOR HSE Management
System, including the CONTRACTORS HSE Policy. Information on HSE
Management System certification and results of audits of the system should
be given.
 SUBCONTRACTOR Health, Safety and Environmental Standards,
Procedures, and instructions to support the HSEMS shall be provided.

11 QUALIFICATIONS OF HSE STAFF


All Contractors shall provide a Health & Safety Professional assigned as
HSE Manager for the project from their side that will assist SECL HSE
Manager and Auditor during the entire course of Project Construction,
Commissioning and Start-up.

HSE Officers and Supervisors shall undergo a written test or interview at


SECL Site office prior to be mobilized at site. Resumes of the proposed
HSE Staff shall be submitted in advance.

No construction activity shall commence at the site unless HSE personnel


are assigned by the Contractor.

No member of Contractor HSE staff shall be removed, transferred or sent


of leave without written information in advance to SECL HSE
Management.

SECL HSE Manager holds complete rights to remove any of Contractor’s


HSE personnel on his poor performance evaluation at any stage of the
project.

12 RIGHT TO STOP THE WORK


At the time of AGREEMENT Contractor of SECL shall understand that
SECL management representatives, HSE, Field Supervision have
complete rights to hold or stop any activity if not in line with Safety or other
requirements.

No additional re-imbursement is entitled to the Contractor if any delay is


caused due to this stoppage of work and impact on their schedule.

13 REMOVAL / TERMINATION OF PERSONNEL


If not in line with HSE requirements after 2 consecutive violations by a
person at site, the person will automatically be terminated on decision of
SECL management and HSE at the project, any 3rd violation in terms of
safety by a person at site will lead to his automatic termination from the
project devoid of his designation.

14 OFF THE JOB SAFETY MEASURES


All Contractors shall ensure that they provide healthy & hygienically
suitable accommodations to their workers, first aid facilities at the project
as well as at the living camps. Fire prevention, cleanliness and
entertainment facilities under Local laws and regulations, sanitation of
toilets, drinking water supply and food shall be provided.

SECL is authorized to conduct periodic CAMP/ Worker’s Housing facility


audit, therefore Contractors shall facilitate the SECL site HSE team and
assist them accordingly.

15 Medical Fitness
Contractor personnel shall take pre-employment and regular approved
medical check-up suitable to their work conditions. Fitness certificates
shall be maintained and provided upon SECL Request.

Medical check-ups shall be given by local Ministry of Health authorised


medical officer/ Medical Clinic.

All Contractors shall provide blood group report for their employees for
issuance of ID/Badges or access passes.

16 MEDICAL INSURANCE – FIRST AID


All Contractors of SECL are hereby obliged once assigned at the project
to provide following at their project site offices,

- Site Nurse (Authorised and Certified by Local Ministry of Health )

- A Clinic (with all First Aid accessories and sufficient medicines,


ointments supplies etc.)

- Water dispenser, refrigerator, Stretchers, Patient bed etc.

- All first Aid cases shall be logged and recorded and SECL shall
immediately be informed about any first aid case at site, First Aid
reports shall be included in weekly reports submitted to SECL
HSE on weekly basis.

- Contractors shall ensure compliance with medical insurance of all


their workers and staff at site according to GOSI (General
Organization of Social Insurance) and Ministry of Labour
(Commonly known as Labour Office), the records shall be
available on request by SECL.

- No patient / victim in any case shall directly be referred to the


hospital unless a written and verbal consent has been taken from
SECL HSE manager & nurse.

- First Aid provider of Contractor is liable to have routine Blood


Pressure analysis of employees, especially for the workers
concerned to perform critical jobs e.g. confined space entries.

- First Aid provider shall ensure that he is aware of the climatic


changes, intense climate situations e.g. Heat Stress, Cold Stress
etc. and precautions shall be taken accordingly.

- Contractors are required to assure that its site organization


comprises Trained and Certified First Aid Providers (other than the
Nurse / Paramedic) at a ratio of 1:50 depending on the manpower
working with the Contractor at that project.

NOTE: Stitching of cuts & wounds by a site nurse is prohibited ,only


dressing of minor wounds is allowed, Contractors shall assure that by
the knowledge of SECL HSE, the victim/patient to be transferred to
assigned hospital only and no stitching is performed at site.

17 HEALTH & HYGIENE


- Contractors shall provide mess hall / food shelter

- Contractors shall ensure cleanliness of mess hall

- Portable toilets shall be kept in areas where those are not causing
any hurdle for the subjected Contractors , traffic and others

- Contractors shall provide smoking shelter and heat stress shelters


accordingly at site as per the situation.

- For the Muslim workers a mosque shall be provided away from


work area, as per local Governmental laws.

- Special precautions and measures shall be taken for the holy


month of Ramadhan while working in Muslim Countries.

- No food shall be served or taken at the work areas.

- Working alone without supervision is prohibited for the working


crew especially during late night shift works if applicable.

- No Alcohol, Drugs and arms are allowed to be possessed while at


construction site, punishments and penalties will be done
according to local laws and regulations if anyone found violating
the set rules in this regard.

18 Non-Occupational Risks
Contractors shall ensure that preventive measures are implemented to
mitigate health risks which are not directly related to his work such as
hygiene and environmental conditions, domestic and security hazard.
Preventives measures shall cover Contractor facilities, offices, catering
premises and housing.

19 EMPLOYEES TRAINING & AWARENESS


It is necessary that the Contractor’s SUPERVISION and LINE
MANAGEMENT personnel conduct a daily work related tool box talk to
their crew workers and explain those related hazards in their tasks as
well as the precautions to be taken, in their own native or
understandable languages.

SECL will conduct its Project HSE Orientation to all Contractors


employee and will issue authorization stickers.

All personnel & visitors are required to attend Project HSE Orientation
program. Contractors shall assure that the contents are understood by
the employees and are practiced at site.

Weekly once a grand tool box meeting in designated area shall be


conducted collectively by all Contractors where weekly un-safe acts
shall be reviewed with the entire workforce. Normally this grand tool box
meeting shall be longer in duration than daily 10 minutes tool box talk
prior to star the work.

In general, Contractors shall maintain procedures to ensure and


increase competence through appropriate training for his personnel and
Contractors’ personnel. Procedures shall include an HSE training matrix
covering the level of participants, the course levels, the refresher
courses and periods. The matrix shall include but are not limited to the
following subjects:

- Risks identification and assessment (unsafe act auditing, job risk


analysis, Tripod for incident analysis, work permit, environment
awareness,).

- Personnel fitness (periodical medical check-up, vaccinations)

- General operation safety (stepping-handling-lifting, personal


protective equipment, working at height,)

- Logistic safety (lifting gear, crane, forklift, container, air, motor


vehicle transportation, personnel lifting, ,)

- Mechanical safety (welding, cutting, sand blasting, painting,)

- Pressure safety (compressed air, high-pressure circuits, pressure


vessels, pressurised operations,)

- Electricity safety (earth, lock out-tag out)

- Hazardous material safety (hydrogen sulphide (H2S), fuels,


acetylene, oxygen, hydrogen, radioactive materials,)

- Pollution control and environmental protection

- Life saving and escape techniques (first aid, fire fighting,


emergency response/preparedness).

Contractors shall emphasise training programme in HSE-critical


activities for personnel such as crane drivers and operators, truck
drivers, bus drivers, fire team members, electricians, scaffolders and
medics/first aiders.

Contractors shall maintain records and certificates of all training and


shall provide them upon SECL request.

Special trainings for supervisory staff shall be conducted by the


management personnel periodically depending on the project situation.

For specific hazardous jobs, Contractors are obliged to conduct in-


house or 3rd party training for its employee e.g. Riggers , scaffolding
personnel’s, Fire & Safety Watch , operators etc.

All riggers, operators, scaffolding crew member and other technical staff
must be experienced in their scope of work and contractors shall submit
the evidences to SECL in advance e.g. Certificates, licenses etc.

Safety signs , boards, banners , charts and other items shall be


installed by all Contractors wherever and whenever required or asked
by SECL including temporary barricades, warning tapes and physical
barrier (made of scaffold or other strengthened material)

Safety Signs shall be made bi-lingual as per Local HSE policies


(English & Local Language) however special instructions can also be
printed and displayed in native language as much as effective for
awareness of workers.

20 HSE INCENTIVE & APPRAISAL PROGRAM


Contractors shall submit their HSE incentive schemes (Client based
and well as Project based) of commencement of the construction.
Contractors are obliged to follow the project HSE incentive scheme set-
up by SECL site management.

Contractors of SECL shall provide a copy of its employee HSE


evaluation procedure, mentioning HSE evaluation record for the
previous year of the contract including management personnel’s
appraisal.

21 SPECIAL INSTRUCTIONS – DRIVERS / OPERATORS


- Contractors of SECL shall make sure that all its vehicle driver’s
and equipment operators carry valid Heavy Driver’s License (HTV)
issued by (Local Government) and all equipment operators e.g.
Forklift, Crane , Boom Truck , Bob Cat , Loader, Grader etc. carry
a 3rd Party competency certificate along with the heavy driver’s
license. These evidences shall be furnished to SECL HSE office
prior to mobilize these operators and drivers at the project with
copy of their Foreign Registration Cards in that country or National
ID.

- Use of Seat Belt is mandatory for all riding or operating any


vehicle.

- Carrying passengers at the back of trucks, equipment is prohibited.

- Contractors shall make sure that all operator’s / drivers are in good
health

Along with the above requirements, prior to have an entry pass on


vehicle or equipment at SECL site, Contractors are required to get their
equipment inspected by SECL HSE for approval to entry. And provide
as a minimum, the following evidence of those vehicle’s / equipment;

1. 3rd Party Inspection


2. Maintenance Record / History Sheet
3. Previous Inspection Check Lists
4. Local registration number (Traffic Police Record Reference)
5. Copy of insurance & Ownership
6. Hiring agreement copy in case equipment / vehicle was rented

22 HSE Documentation
Contractors shall have a system to ensure that his HSE related
documents and records are identified, verified, up-to-date and
permanently available to SECL at the worksite. SECL HSE Manager
can require the documentation for inspection or review at any time of
the project. Contractors’ management is responsible to keep the
records update and in access at all time.

23 Environmental Management
Concurrent with the preparation of the initial WORK Schedule,
Contractors shall prepare and submit for review to the SECL either as
“Waste Management Plan” or as part of Contractor Loss Prevention
Program that details handling, treatment and disposal method of each
waste stream for all liquid and solid wastes.

Establish Environmental Incident reporting system and inform SECL of


any incident related to environment within 24 hours.

Waste shall be segregated according to laws and regulations in force


and SECL requirements. Contractors shall arrange trash skips, bins and
other facilities where different type of trash can be segregated. Trash
shall be collected in designated place for temporary storage promptly
after generated.

Contract with waste disposal company which is approved by local


authorities and dispose waste following the laws in force. Its cost will be
the responsibility of Contractors.

Assign person(s) at site an Environmental Coordinator with significant


experience at a construction project. Provide training on environmental
responsibility for workers at site.

Contractors shall submit documentation containing waste generation


(weight/volume) of each stream, disposal methods etc. as SECL’s
requirements.

For storage and handling of hazardous wastes such as oil, chemical


etc., Contractors shall prepare facilities and equipments to protect
environment from spillage.

Proper arrangements shall be made to handle food wastes from the


designated food serving points, no other food servings, eating’s shall be
allowed at site.

Mobilize a water truck for dust control throughout the job period.

No vehicles with a poor maintenance or generating excessive smoke


from the smoke pipes shall be allowed at site, especially the delivery
trucks etc. It shall be ensured that all the vehicles approaching site are
inspected and passed by the local Governmental authorities to be
environment friendly.

Spill response / rescue equipment to be mobilized at site. Arrange


resources for an immediate response to the spill incident. Sewage and
drains must be covered with hard covers.

For construction machinery / tools, generator etc. a Noise monitoring


shall be carried out on regular basis and recorded in a log to assess the
Noise hazard and such reports shall be submitted to SECL HSE for
review.

All temporary generators shall be affixed with guards or external


sheeting to prevent noise or reduce the impact.

Establish connections with local authorities in advance to have clear


understanding on special needs for Flora and Fauna protection, and
protected species of animals.

Temporary / Portable toilets must be cleaned regularly and the drain


pits must be cleaned for temporary toilet facility on regular basis, all
cleaning records must be maintained.

It must be endured that no standing waters are kept in open at site, as


far as there is rain or drain water accumulation it must be handled
immediately to avoid reproduction of the insects and other
environmental / hygienic issue.

It must be ensure that Insulation material is Glass wool etc. is handled


and used in designated areas only, certain checks and monitoring shall
be performed to avoid uncontrolled flying of insulation particles into the
air.

24 Driving Risks
Contractors shall define his own driving policy and ensure that his
personnel and Subcontractors’ personnel adhere to it. In the absence of
any written policy or if there are inherent weaknesses in the
Contractor’s policy, SECL’s current policy concerning vehicles and
driving shall apply.

25 Competence
Contractors shall maintain procedures for ensuring that personnel
performing specific assigned HSE-critical activities and tasks are
competent on the basis of:

Personal abilities Skills developed through experience and relevant


training Acquired knowledge

Procedures for competence assurance shall apply to Contractor’s


personnel.

Competence of personnel to perform their duties shall be regularly


reviewed and assessed during the performance of the WORK.

26 Personnel Protective Equipment


Contractors shall declare his policy governing Personnel Protective
Equipment (PPE).

Contractors shall provide PPE to his personnel in accordance with


recognised international standard and shall ensure that Subcontractors
do the same.

Contractors to provide adequate PPE to SECL personnel involved in


the Project and visitors of the construction SITE.

Contractors shall ensure that his personnel always wears proper


Personnel Protective Equipment (PPE) required for the type of work
being carried out in addition or in place of basis PPE required for all
personnel.

Suitable PPE shall be reviewed regularly according to risk evaluation.

Contractors shall ensure his employees understand the need for PPE
and are provided with instruction as necessary.

27 Occupational Risks
Contractors shall ensure that occupational health hazards related to
construction activities have been identified and preventive measures
have been taken and implemented.

Contractors shall ensure that every substance, product and material


considered as hazardous by local regulations or international standards
of reference is clearly identified, quantified and known by all personnel.
Material Safety Data Sheet (MSDS) shall be available in English and
local language(s) on the worksite to all personnel. Asbestos materials
are prohibited.

Excessive working time and insufficient rest time is to be considered as


occupational risk. Contractors shall adapt working time of personnel to
climate, environmental and living conditions.

28 EMERGENCY PREPAREDNESS

28.1 Emergency System

Contractors shall maintain procedures to identify and update regularly


potential emergencies associated with the Worksite and with the
performance of the WORK.

Contractors shall develop, document and maintain an Emergency


Response Plan which shall be communicated to:-

- Control personnel

- Emergency services

- Employees and Contractors who may be affected

- SECL representative

- Others likely to be impacted

Emergency response plans shall cover:

- Organisation, responsibilities, authorities and procedures including


the maintenance of internal and external communications.

- Systems and procedures for providing personnel refuge,


evacuation, rescue, medical treatment and repatriation.

- Systems and procedures for preventing, mitigating and monitoring


environmental effects of emergency actions.

- Procedures for communicating with authorities, relatives, the


media and other relevant parties.

- Arrangements for training response teams and for testing


emergency systems and procedures.

Following scenarios shall be covered as a minimum by emergency


response plan.

- Worksite injury, need for medical evacuation.

- Motor vehicle, aviation and marine accidents.

- Fire and explosion

- Damage wells, oil & gas treatment facilities or pipelines if relevant.

- Spills and unplanned releases of hazardous materials

Contractors shall enforce alarm signals on worksite to inform of various


emergency situations.

28.2 Drills

Contractors shall conduct regular drills to verify the effectiveness of the


emergency response plan and train personnel to execute emergency
procedures.

Evacuation drill with full muster of personnel shall be conducted as


early as practicable at worksite and accommodation camps if any. All
records of drills shall be available at HSE offices for review and
reference of SECL.

29 HSE REPORTS
Contractors are liable to submit following reports directly to the SECL
HSE Manager at the project with no delay.

- Weekly Report (Every Week till completion of the project on given


formats by SECL)

- Monthly Report (Every Month till completion of the project on given


formats by SECL)

- All First Aid / Near Miss / Incident Reports shall be submitted


within 24 Hours

- All happenings / accidents shall be investigated in presence of


SECL HSE & Management Personnel

- Submission of environmental relevant data include, but not limited


to, water usage, energy consumption, waste treatment and
construction equipments etc., (Every Month till completion of the
project on given formats by SECL)

- Contractors are required to submit a close out report mentioning


actions taken to prevent reoccurrence of such happenings within 3
days of the happening.

30 AUDITS AND INSPECTIONS


Audits and Inspection by SECL

SECL may carryout HSE compliance audits on the worksite during the
construction and COMMISSIONING phase.

Contractors shall support SECL during the audits by providing free


access to all HSE documentation requested e.g. manuals, procedures,
HSE plans, records, etc. and also to work areas during the associated
site inspection.

Contractors shall nominate an HSE REPRESENTATIVE who will be


expected to support SECL during the audits.

Contractors Construction Manager shall also be prepared to participate


in the audits to demonstrate a commitment to HSE on the PROJECT

Contractors shall communicate in time to SECL his audits and


inspection plan, in order to allow SECL to participate in his audits and
inspection as necessary.

Contractors shall keep the record of audits and inspection in the proper
logbooks or equivalent.

Contractors shall integrate his corrective actions report into the HSE
Improvement plan.

31 SAFETY FACILITY
Contractors shall ensure that they comply with Safety facility
requirements, and it is a requisite for all Contractors to fulfil following
requirements at award of the project till the completion. SECL being
owner of the facility carries complete right to disqualify Contractors on
non-compliance to these essentials; Contractors agree at the project
award that it is not authorized to demand any financial support from the
owner SECL in this regards and shall supply all HSE related facilities at
its own cost.

- Contractors shall supply all required PPE for work to its workers
and staff on its own cost. Contractors shall make sure that all PPE
comply with the required standards by SECL.

- All Contractors shall maintain their Safety Statistics and records on


the given formats from SECL and report these statistics and safety
reports directly to SECL HSE office.

- Contractors are required to provide on its own cost for safety


awareness material sign boards, banners, fully equipped training
facility, signals, barricades (warning tape, physical barriers as per
OSHA standards , barricades made by scaffold tubes or other
fixed fences) subject to an approval by SECL at site, for all critical
hazardous works and areas.

- Contractors are required to maintain very high standard of


housekeeping at all times. Trash containers, trash segregation,
cleaning teams/crew, housekeeping weekly campaign and
material arrangements must be done by the Contractors.
Contractor must conduct housekeeping before daily work is done.
All housekeeping efforts and facilities shall be made and
maintained by the Contractors on their own cost.

- Special safety equipments, emergency evacuation equipments,


rescue stretchers, wind socks, safety nets, fall arrest systems, gas
and atmosphere meters, temperature meters, wind meters, 24v
explosion proof lighting for confined spaces, first aid boxes,
medical facilities and paramedics, third party inspections of cranes
and equipment as well as lifelines shall be provided by the
Contractors. SECL HSE has right to hold or stop any work if
situation found in non-compliance on above mentioned items
which are not limited to the list mentioned in this paragraph.

- Contractors will stand liable to fulfil all environmental, safety and


health requirements by the local authorities and Local Government.
e.g. Drinking Water survey reports, environmental permits, blanket
permits from Royal Commission or other authorities etc.

- Contractors must understand that SECL being owner of the project


will not provide any financial support in terms of HSE and all HSE
requirements are subjected to be produced by Contractors on their
budgets.

32 CONTRACTOR’s Insurance Guideline (Korean Contractors Only)


All of the SECL Contractors across SECL projects must follow their
local applicable Insurance policies for their entire workforce, enforced
by the local governments and they have to provide evidences of such
insurances to SECL prior to being mobilized at a Project site.

Similarly following guidelines are given to the Korean Contractors


having origin of their companies from Republic of Korea must comply
with the following insurance requirements as mentioned below;

Contractors to ensure that it will comply with the Life / Medical


Insurance policies, requirements and applicable laws/ regulations for
every jobsite, and it will insure its entire workforce supposed to work on
an overseas project with SECL and Contractors will follow Work
Compensation & Employer’s Liability to prevent potential risks causing
hidden costs or loss & damages such as injury compensations, hospital
expenses, transportation etc., and will provide accident damage
coverage to its workers.

Contractors have to scrutinize the insurance requirements in each


country / location of the project prior to mobilize its workers, and make
sure that the insurance coverage is provided to everyone working under
Contractor’s scope of work.

Therefore SECL developed insurance guidelines that includes but not


limited to:

- Alternative compensation measure needed for Contractor’s


personnel (Employees and Workers) in overseas sites not covered
by domestic occupational health and safety insurance.

- Compensation system established in case of accident occurrence


by increases in overseas expansion of domestic Contractors

- Reduction in costs for countermeasures and post-accident matters


in case of legal disputes, e.g. claim for damages on civil cases

Contractors shall provide the insurance certificates and related


evidences for the dispatch personnel prior to the mobilization to SECL.
