PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section specifies the manufacture, testing and installation of community


antenna television (CATV), radio, video telecommunication and surveillance systems
as well as coaxial distribution system.

B. The Contractor shall furnish all labor, materials, tools and equipment required to
complete the work.

C. Where works interface with Saudi Telecommunication Company (STC) and Ministry
of Public Work and Housing (MPW), the equipment/materials and installation shall
comply with STC and MPW standards latest revision, and shall be reviewed and
approved by the both STC and MPW.

1.02 SECTION INCLUDES

A. This Section includes radio and TV aerials, radio communication antenna, radio and
TV distribution system, video telecommunication system, video surveillance system,
video film making and coaxial cable distribution for TV and radio systems.

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment conforming to
one group of codes and standards.

Coaxial Cable

1.05 DEFINITIONS

A. attenuation: A reduction in strength or deterioration of an electrical signal as it


passes through a transmission medium. Attenuation generally increases with
frequency, cable length and the number of connections in a circuit.

B. bandwidth: In electrical transmission systems, the range between the highest and
lowest frequencies of a transmission channel.

C. coaxial cable: A type of communication transmission cable in which a solid center


conductor is surrounded by an insulating spacer which in turn is surrounded by a
tubular outer conductor (usually a braid, foil or both).

D. Community Antenna Television (CATV): A method of delivering high quality


television reception by transmitting signals from a central antenna throughout the
community via coaxial cable. CATV is a broadband transmission facility which
generally uses a 75 Ω coaxial cable to carry numerous frequency-divided TV
channels simultaneously.

E. directional coupler: A splitter in which the attenuation between any two output
ports exceeds the sum of the attenuations between the input port and each of those
output ports.

F. distribution amplifier: An amplifier designed to feed one or more branch or spur


feeders. Note: This is a general term embracing branch amplifier and line extender
amplifier.

G. line extender amplifier: An amplifier to compensate for the attenuation in a spur


feeder.

H. splitter: A device in which the signal power at the input port is divided equally or
unequally between two or more output ports.

I. spur feeder: A feeder to which splitters, subscriber taps or looped system outlet are
connected.

J. trunk amplifier: An amplifier to compensate for the attenuation in a trunk feeder.

K. trunk feeder: A feeder used for the transmission of signals between a head end and
a distribution point or between distribution points.

L. TV output converter: It is an IF/Channel TV converter which translates the standard


IF signal frequency to the TV band desired channel.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
work:

1. Detailed dimensioned Shop Drawings.

2. Full data of operating frequencies, number of channels available, impedance of


input and outputs, availability of extra functions and equipment necessary to
implement TV systems.

3. Manufacturer’s data sheets indicating the necessary installation dimensions,


weights and materials.

4. Operation and Maintenance Manuals.

5. Factory test reports.

6. Certificate of compliance stating that the materials used conform to all


requirements of this Specifications.

7. A list of manufacturers of all items indicated for under this Specification.

8. Copies of catalogs of all equipment to be furnished.

9. Manufacturers suggested list of 2 years spare parts.

10. Quality program as specified in SECTION 01450.

B. After installation and commissioning of the equipment, the Contractor shall submit
the following:

1. As-built drawings of complete system.

2. All test results and commissioning reports to show all tests specified have been
performed and all requirements have been met.

3. Field test report.

1.07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 COORDINATION

A. The Contractor shall be held responsible for the proper coordination of all phases of

the work under this Contract.

B. It shall be the responsibility of the Contractor to coordinate the work and equipment
as specified herein with work to be performed and equipment to be furnished under
other Sections of the specifications in order to assure a complete and satisfactory
installation.

1.10 SERVICE CONDITIONS

A. All the equipment/materials installed indoor shall be suitable for continuous operation
under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 40°C.

b) A minimum of 0°C.

c) Average temperature, measured over a period of 1 month, is a


maximum of 35°C.

2. Relative Humidity (Average Value)

a) For a period of 24 hours, does not exceed 95%.

b) For a period of 1 month, does not exceed 90%.

B. All the equipment/materials installed outdoor shall be suitable for continuous


operation under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 50°C.

b) A minimum of 0°C.

c) Average temperature, measured over a period of 1 month, is a


maximum of 45°C.

2. Altitude is less than 1000 m, unless a higher altitude is specified in Contract


Drawings.

3. Average Value of the Relative Humidity

a) For a period of 24 hours, does not exceed 95%.

b) For a period of 1 month, does not exceed 90%.

c) Relative humidity may be temporarily 100%.

C. Antenna system shall be capable of withstanding wind speeds up to 150 km/h.

1.11 FACTORY TESTING

A. All the equipment/materials shall be tested at factory. The Contractor shall notify the
Royal Commission in writing not less than 30 days prior to the scheduled starting
date of the factory tests.

B. The Royal Commission reserves the right of deputing own representatives for
witnessing the factory test.

C. Upon completion of factory test, and before shipment of the equipment/materials, the
Contractor shall submit 5 certified copies of test reports not later than 10 days after
the completion of all factory tests for review/approval of the Royal Commission.

D. On arrival at site, the equipment/materials shall be checked for operational and


dimensional requirements.

1.12 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:

1. Ensure equipment and materials are delivered to site originally packed,


securely wrapped and labeled by manufacturer in unopened containers.
Protect materials during delivery by complying with manufacturer’s directions.

2. Store materials at building site strictly according to manufacturer’s instruction.

3. Avoid damage or distortion of the materials during handling and shipment or


transportation.

4. Be responsible for damages to equipment/materials occurring during


transportation or storage of the product.

5. Fill in forms required by Contract Manual.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured when
available from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.

B. All materials for subterranean use shall suffer no deterioration from corrosive
elements found in the ground. Those materials used above ground shall suffer no
deterioration from constant exposure to direct sunlight.

C. If the location of the mast as shown in the Contract Drawings proves unsatisfactory
for reception, it may be relocated to a suitable position, (away from chimneys and
power cables.) with the approval of the Royal Commission.

D. The broadcast television system shall consist of VHF and UHF TV receiving aerials
and satellite antennas, a head-end station with satellite receiver, TV input and output
converters, SAT distribution panel and power supply unit and a TV distribution
network with distribution, trunk and line extender amplifiers, directional couplers and
line splitters, coaxial cable system with TV outlet boxes, terminating resistors and TV
receivers.

E. The signals received by antenna shall be distributed to the end-user through


distribution network.

F. The system shall provide for reception of color TV transmission at every outlet as
shown in the Contract Drawings.

G. All equipment shall be designed and rated for 127 V, 60 Hz AC operation and shall
be rated for 24 hours a day.

H. Table 2A shows the maximum radiation limits as measured with reference dipole, not
to be exceeded on any portion of the system, including location of amplifier, coupling
and mixing networks, distribution wiring and terminal service locations.

2.02 MATERIALS

A. Passive Components

1. All passive components, i.e. splitters, directional couplers, matching networks


and matching transformers shall be 75 Ω back matched variety with band-pass
capacity of 5 to 300 MHz flatness of ± 0.5 dB or better over the entire
frequency range of each unit measured.

2. Input and output return loss shall be 20 dB or greater for each component over
the complete frequency range.

B. Tap-Off Units

1. Tap-off units shall be all channel devices (20 to 890 MHz).

2. They shall be 75 Ω back matched.

3. Isolation and insertion loss shall be chosen for each location to enable the total
system to perform as specified.

4. Tap-off units shall be capable of mounting in standard size wall boxes and
shall be equipped with crimp-on bushings to accept the cable.

C. Terminating Resistors

1. Terminating resistors shall be used to terminate the ends of all branches of the
system and shall be devices specifically designed for the purpose of
terminating coaxial lines.

2. They shall be products of the manufacture of the amplifiers and tap-off units
used in the system.

3. They shall be of a physical configuration that shall allow mechanical integration


of the terminators into the system as needed.

2.03 RADIO AND TV AERIALS

A. The AM and FM radio and TV receiving aerials shall be mounted on a galvanized


steel antenna mast.

B. The antenna mast for VHF and UHF aerials shall be of galvanized steel with diameter
of 80 to 100 mm and approximately 6 m long.

C. The AM radio antenna shall consist of fiberglass reinforced polyester rod. The
antenna gain shall be 3 dB.

D. The FM antenna shall consist of a support and bracket arm, matched to the mast
diameter.

E. The TV aerial shall be of high mechanical stability, weather protected dipole for wind
speeds of up to 150 km/h.

F. The UHF antenna shall consist of a bracket arm, matched to the mast diameter. The
UHF antenna shall be enclosed in polyester shell or approved equal material for
complete protection of the elements. Table 2B shows some data of TV aerials for
VHF3 and UHF.

G. The parabolic reflector for satellite reception shall be:

1. Symmetrical and solid for fixed alignment to one satellite in the frequency
range 10.7 to 12.75 GHz.

2. Robust, painted aluminum with anodized surface.

3. Having the following technical properties:

a) Low Noise Block (LNB) gain shall be 50 dB minimum.

b) Half-value aperture 1.2°.

c) Noise temperature at 30° elevation 33 K.

d) Quality factor G/T is 22.7 dB/K.

H. Head-End Station

1. The head-end station shall be installed near to the radio and TV receiving
aerials at a readily accessible location.

2. For satellite television reception, satellite receivers, TV modulators, TV output


converters, a SAT distribution panel, a power supply unit and blind panels as
required shall be installed in 19” modules or 19” cabinets in the head-end
station. The following equipment shall be provided:

a) Analog Satellite Receiver


1) Analog satellite receiver is for demodulating FM modulated satellite
radio programs in the first SAT Intermediate Frequency (IF) to the
video/audio base band.
2) It shall be equipped with:
(a) Integrated mono modulator.

(b) Phase Locked Loop (PLL) controlled tuner.


(c) Simple setting of all sound carrier frequencies used via a
DIP switch located in the front panel.
(d) Noise reduction system.

b) Digital Satellite Receiver


1) Digital satellite receiver shall have the following minimum features:
(a) Input Connector : F-Type in according with IEC
60169.
(b) Frequency Range : 950 to 2150 MHz.
(c) Input Impedance : 75 Ω unbalanced.
(d) Signal Level : - 65 to - 25 dBm.
(e) IF Frequency : 480 MHz.
(f) IF Bandwidth : 36 MHz.
(g) LNB Power & Polarization : + 13.5 V (Vertical),
+ 18 V (Horizontal).
(h) Current : Max. 500 mA.
(i) Demodulation : QPSK.
(j) Input Symbol Rate : 1 to 45 MS/s.
(k) FEC Decoder : Convolution code rate 1/2,
2/3, 3/4, 5/6 and 7/8 with
constraint length K = 7.
(l) Video Resolution : 720 x 576.
(m) Video Decoding : MPEG-2.
(n) Audio Decoding : MPEG-1 layer 1 and 2.

c) TV Output Converter
1) It is an IF/Channel TV converter as defined in par. 1.04 L.
2) One output converter shall be available for each band.
3) It shall be equipped with microprocessor controlled tuning across
each range, adjacent channel operation and high output level.
4) It shall have fast and easy setting of the output channels using the
DIP switches on the front panel.

d) SAT Distribution Panel


1) SAT distribution panel is for distributing SAT signals in the first
SAT IF.

2) It shall be designed as an active SAT distribution panel with 1 input


and 4 outputs.

e) TV Modulator
1) TV modulator is for processing and modulating a video signal and
TV signal in the RF (B/G) TV standard.

I. AM Radio Modulator and Frequency Converter

1. The AM radio converter shall be used for conversion of AM radio programs in


the FM frequency range, using standardized IF of 455 kHz.

J. TV Combiner Panel

1. TV combiner panel is for combining 8 TV channels.

2. It shall have the following main features:

a) Nominal input and output impedance is 50 Ω.

b) Frequency range 40 to 300 MHz.

c) Insertion loss 15 dB.

d) Isolation 25 dB.

K. FM Radio Test and Combiner Panel

1. FM combiner panel is for combining 8 FM channels.

2. It shall have the same features of TV combiner panel as specified in


par. 2.03 J.2 with additional built-in selective level meter.

L. TV/FM Radio Output Combiner Panel

1. TV/FM radio combiner panel is for combining of up to 4 TV and FM radio lines.

2. It shall have the following main features:

a) Nominal input impedance of 50 Ω and output of 75 Ω.

b) Frequency range 40 to 300 MHz.

c) Insertion loss 8.5 dB.

d) Isolation 20 dB.

M. Transmitter Unit Combiner

1. Transmitter unit combiner is for combining up to 3 receiver unit outputs and the
upper pilot frequency.

2. It shall have the following main features:

a) Nominal input and output impedance of 75 Ω.

b) Frequency range 40 to 300 MHz.

c) Insertion loss 13 dB.

e) Level adaptations 0, 1, 2 dB.

f) Equalizers provided at 2 inputs.

2.04 RADIO COMMUNICATION ANTENNA

A. Fiberglass Antenna

1. Fiberglass antenna shall have the following features:

a) It shall consist of high density fiberglass.

b) It shall be resistant to sun damage.

c) It shall be compatible with the N-female type connector.

d) The sleeve and cap of the fiberglass antenna shall be gold anodized.

2. Fiberglass antenna shall have the following technical features:

a) Maximum Power : 100 W for UHF and 800 MHz models and
150 W for VHF models.

b) Impedance : Minimum of 50 Ω.

c) Mounting Sleeve : Heavy wall, gold anodized 11/4” aluminum.

d) Polarization : Vertical Polarization.

e) Antenna length shall be as specified in Table 2C.

2.05 RADIO AND TV DISTRIBUTION SYSTEM

A. Trunk, Distribution and Line Extender Amplifiers

1. The broadband push-pull amplifier, with local power supply shall be used for
level amplification in the trunk and spur feeders and shall be installed in a
standard rack.

2. Trunk and line extender amplifier shall have the main features in Table 2D.

B. Distribution Amplifier

1. Distribution amplifiers as defined in par. 1.04 F shall be used for raising the
level to the head-end output level and for insertion of the lower pilot frequency.

2. It shall have the following main features:

a) Nominal impedance, input and output 75 Ω.

b) Frequency range 47 to 300 MHz.

c) Input level 78 dBµV and output level 92 dBµV.

d) Gain 12 to 14 dB.

e) Frequency response ± 0.4 dB.

f) Isolation of test points, input and outputs - 20 dB.

g) Pilot insertion level adjustable over ± 1 dB.

h) Maximum admissible spurious emissions 4 x 10–9 W.

C. Directional Coupler

1. Directional coupler shall be two-way, with cast-aluminum enclosure, 75 Ω, and


shall be used for connection of cables with a maximum outer connector

diameter of 12.7 mm.

2. It shall have the features presented in Table 2E.

D. Line Splitter

1. Line splitters with cast-aluminum enclosure shall be used for the connection of

2.06 VIDEO TELECOMMUNICATION SYSTEM

A. Video telecommunication systems shall be used for such purposes as education


(particularly for male lecturers in girls’ schools and colleges) and teleconferencing.

B. Educational Video

1. Lecture studio for male teachers in female schools and colleges shall have:

a) Color cameras with automatic focus.

b) Document color camera fixed vertically over table.

c) Three way video switch for switching between document and fixed
camera and video tape player.

d) Audio control panel for two-way conversation with students.

e) Color television monitor.

C. Lecture Control Room Equipment

1. Central Switcher

a) With video input from each lecturer studio, outputs to all designated
classrooms.

b) It shall be possible to direct any lecture studio to any classroom, or to


several classrooms.

c) The audio circuits from the classroom shall also be automatically


switched to the correct lecturer.

d) The switcher shall also direct each video signal to a tape recorder.

e) The switcher shall have visible indication that the recorder is operating,
plus an alarm for faults and end of tape.

2. Monitor Panel

a) With at least one color monitor for each lecture studio plus two for public
broadcasts.

b) The panel shall include built-in loudspeakers plus audio selection switch
for all channels, and outlet for headphone with automatic muting of
loudspeakers.

3. Recording Panel

a) With one video tape recorder per lecturer studio plus one for public
broadcast recording.

D. Classroom Equipment

1. Student Microphone Station

a) The student microphone station shall consist of cardioids microphone on


a gooseneck and a pushbutton which energizes lamp on the teachers’
panel.

2. Teacher/Supervisor Control Station

a) Teacher/supervisor control station shall contain intercom unit for direct


communication with the teacher or the control room, and remote controls
for the monitors or TV projector.

3. Monitors

a) Ceiling or wall mounted monitors shall be flat screen color TV’s 4:3
aspect ratio.

4. TV Projectors

a) High brightness projectors suitable for use in normal lighting conditions


when used with high reflectance screens, i.e. with minimum desk top
illumination of 500 lux.

2.07 VIDEO SURVEILLANCE SYSTEMS

A. Individual cameras can be selected by means of the video matrix’s operating unit.

B. At night the cameras shall be connected to video alarm systems to allow detection
and recording of every alteration in the images and transmission of alarms to the
central processing unit of the Intruder Detection System.

C. The images received shall also be recorded on video cassette recorders.

D. Operating units for pan and tilt heads, camera control units, video switches and VCR
remote control units shall be installed in the operator console.

E. Special video cables shall be used for video connections to the video matrix.

F. Broadcast television systems shall be designed according to IEC 60574.

2.08 VIDEO FILM MAKING

A. Recording Studio

1. Recording studio is for general use, including the making of educational,


promotional or advertising videos and shall contain the following:

a) Digital Cameras
1) With latest semi-professional quality, as specified in Contract

2) Camera shall include earphone socket for instructions from studio

1) Heavy duty, with manual pan and tilt head, rubber tired wheels and
adjustable height.

c) Microphones
1) It shall be studio quality microphones with wind noise damping
accessories supplied.

d) Microphone Booms
1) It shall be manual controlled with counterweights, built-in sockets
for microphone and cable, wheel controlled extension, microphone
direction and height control.

B. Control Room

1. Control room shall contain the following equipment:

a) Video Switchers
1) With selection switch for cameras, a monitor for each camera and
fade controls.
2) Microphone with switching to communicate with earphones on
each camera.

b) Audio Control Panels


1) With selector and mixer controls for each microphone and full
volume control for each.

c) Lighting Control Panel

d) Recording Editing Panel


1) With 25 mm (1 in.) recorders for each camera plus VHS video tape
recorders.

2.09 COAXIAL CABLE DISTRIBUTION FOR TV AND RADIO SYSTEMS

A. The coaxial cable shall be permitted to deliver low-energy power to equipment that is
directly associated with the radio frequency distribution system if the voltage is not
over 60 V and if the current supply is from a transformer or other device that has
energy-limiting characteristics.

B. The center conductor in all coaxial cable used shall be copper clad aluminum unless
otherwise specified.

C. All center conductor tolerances shall be ± 0.03 mm (0.001 in.).

D. The outer layer of copper shall be metallurgically bonded and continually cover the
aluminum core prior to processing. The composite conductor shall meet the
requirements of ASTM B566 Class 10A or 10H.

E. Factory joints in the finished product shall be allowed. The ultimate tensile strength in
the joint area when tested per ASTM E8 shall be 90% of the original un-spliced wire.

F. Five types of coaxial cables shall be used in the Royal Commission CATV system
and shall be as per SCTE 15:

1. Trunk/Distribution Cable (Duct Runs)

a) Used to carry signals/data between the head-end and major distribution


areas.

b) Cable shall have the following features:


1) Outer conductor diameter shall be 19.05 mm (0.750 in.).
2) Center conductor dimension shall be 4.22 mm (0.166 in.).
3) Nominal inside diameter of outer conductor shall be 17.22 mm
(0.678 in.).
4) Nominal thickness of outer conductor shall be 0.91 mm (0.036 in.).
5) The center conductor material shall be as specified in
par. 2.09 B.
6) Extruded polyethylene foam dielectric between conductors.
7) Aluminum tube outer conductor.
8) The outer jacket shall be polyethylene.

c) Electrical Properties
1) Nominal impedance shall be 75 ± 2 Ω.
2) Maximum DC resistance at 20°C shall be 1.9 Ω/km for inner
conductor and 0.62 Ω/km for outer conductor.
3) Attenuation at 211 MHz shall be 2.43 dB/100 m.

2. Trunk/Distribution Cable (Direct Buried)

a) It shall be the same as specified in par. 2.09 F.1.

b) Additional features are:


1) A second outer polyethylene jacket.
2) Steel tape armor between the inner and outer jackets.
3) Two layers of flooding compound between aluminum tube outer
conductor and inner polyethylene jacket, and between steel tape
and outer polyethylene jacket.

3. Distribution Cable (Duct Installation)

a) Cable shall have the following features:


1) Outer conductor diameter shall be 12.7 mm (0.500 in.).
2) Center conductor dimension shall be 2.77 mm (0.109 in.).
3) Nominal inside diameter of outer conductor shall be 11.43 mm
(0.450 in.).
4) Nominal thickness of outer conductor shall be 0.64 mm (0.025 in.).
5) The center conductor material shall be as specified in
par. 2.09 B.
6) Extruded polyethylene foam dielectric between conductors.
7) Aluminum tube outer conductor.
8) The outer jacket shall be polyethylene.

b) Electrical Properties
1) Nominal impedance shall be 75 ± 2 Ω.
2) Maximum DC resistance at 20°C shall be 4.66 Ω/km for inner
conductor and 1.21 Ω/km for outer conductor.
3) Attenuation at 211 MHz shall be 3.58 dB/100 m.

4. Distribution Cable (Direct Buried)

a) It shall be the same as specified in pars. 2.09 F.2.b and F.3.

5. The RG 59U Coaxial Cable

a) Cable shall have the following features:


1) Nominal impedance shall be 75 Ω and the nominal capacitance
shall be 53.1 pF/km.
2) Inner conductor diameter 0.81 mm. Material shall be copper
covered steel. The nominal DC resistance of the conductor at 20°C
shall be 147.2 Ω/km.
3) Dielectric diameter 3.71 mm. Material shall be cellular (foam)
polyethylene.
4) Shield shall be aluminum mylar tape plus aluminum braid. The
nominal shield resistance shall be 36.3 Ω/km.
5) The outer jacket shall be PVC, black color, with diameter of
6.16 mm.
6) Attenuation at 200 MHz shall be 11.5 dB/100 m.

PART 3 EXECUTION

3.01 GENERAL

A. The Contractor shall be responsible for coordinating the installation and activation of
the distribution system to ensure that complete and fully operational CATV and Radio
systems are available for immediate use once a facility is complete.

B. The Contractor shall be responsible for obtaining any required permits.

C. All equipment used to transport and place the cable shall be subject to the Royal
Commission approval.

D. The Contractor shall be responsible for providing operating and supervisory


personnel with adequate knowledge and experience.

E. All work shall be done in a workmanlike manner by competent personnel under the
supervision of personnel who have prior experience in the placing of
telecommunication cables including fiber optic cables.

F. A set of working drawings shall also be at the site at all times during the works. All
work shall be subject to acceptance by the Royal Commission.

G. Deviations from the Contract Drawings and specifications shall not be permitted,
except upon prior written permission of the Royal Commission.

H. Installation of conductor cables shall comply with the SECTIONS 16710 and 16726.

3.02 GENERAL INSTALLATION GUIDELINES

A. All distribution system installation and activation work shall be performed according to
the latest manufacturing technology and the Royal Commission rules and
regulations.

B. The Contractor shall ensure that the distribution system meets the performance
criteria specified in this Guideline Specification.

C. Cables installed, which are exposed on the surface of ceiling and sidewalls, shall be
supported by the structural components of the building structure in such a manner
that the cable is not damaged by normal building use. Such cables shall be attached
to structural components by straps, staples, hangers or similar fittings designed and
installed so as not to damage the cable. The installation shall also conform to
NEC Article 300.

D. Where attached to buildings, cables shall be securely fastened in such a manner that
they shall be separated from other conductors in accordance with NEC Article 820.

E. Hybrid power and coaxial cabling shall comply with SECTION 16710 as well as
NEC Article 820.

F. Cables installed in risers shall comply with any of the requirements of NEC
Article 820.

3.03 TESTING AND COMMISSIONING

A. The Contractor shall perform and document all tests and measurements
recommended and/or required by the manufacturer of the individual products
installed in the distribution system and the recommended tests by the Royal
Commission.

B. The following tests shall be performed at each installation by the Contractor:

1. The attenuation of each installation shall be measured.

2. The mutual isolation at any signal frequency between any 2 system outlets
shall not be less than 20 dB.

3. The CATV installation to each building shall be tested and approved before
jointing to the main CATV system at the site boundary pedestal.

C. The Contractor shall provide the Royal Commission with the results of the proof of
performance tests normally associated with CATV, radio distribution and video
telecommunication systems as a part of the initial acceptance procedures.

D. Initial acceptance shall only be granted following a satisfactory inspection of the


works by the Royal Commission and correction of any defects noted during both the
testing and inspection of the final works.

E. The Royal Commission representative shall witness all final testing and acceptance
procedures.

F. Commissioning shall be in accordance with SECTION 01810.
