PART 1 GENERAL
B. The Contractor shall furnish all labor, materials, tools and equipment required to
complete the work.
C. Where works interface with Saudi Telecommunication Company (STC) and Ministry
of Public Work and Housing (MPW), the equipment/materials and installation shall
comply with STC and MPW standards latest revision, and shall be reviewed and
approved by the both STC and MPW.
A. This Section includes radio and TV aerials, radio communication antenna, radio and
TV distribution system, video telecommunication system, video surveillance system,
video film making and coaxial cable distribution for TV and radio systems.
1.04 REFERENCES
A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this Specification, the Specification text shall govern.
B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment conforming to
one group of codes and standards.
1.05 DEFINITIONS
B. bandwidth: In electrical transmission systems, the range between the highest and
lowest frequencies of a transmission channel.
E. directional coupler: A splitter in which the attenuation between any two output
ports exceeds the sum of the attenuations between the input port and each of those
output ports.
H. splitter: A device in which the signal power at the input port is divided equally or
unequally between two or more output ports.
I. spur feeder: A feeder to which splitters, subscriber taps or looped system outlet are
connected.
K. trunk feeder: A feeder used for the transmission of signals between a head end and
a distribution point or between distribution points.
1.06 SUBMITTALS
A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
work:

performed and all requirements have been met.

propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1.09 COORDINATION
A. The Contractor shall be held responsible for the proper coordination of all phases of

as specified herein with work to be performed and equipment to be furnished under
other Sections of the specifications in order to assure a complete and satisfactory
installation.
A. All the equipment/materials installed indoor shall be suitable for continuous operation

b) A minimum of 0°C.

A. All the equipment/materials shall be tested at factory. The Contractor shall notify the
Royal Commission in writing not less than 30 days prior to the scheduled starting
date of the factory tests.
B. The Royal Commission reserves the right of deputing own representatives for
witnessing the factory test.
C. Upon completion of factory test, and before shipment of the equipment/materials, the
Contractor shall submit 5 certified copies of test reports not later than 10 days after
the completion of all factory tests for review/approval of the Royal Commission.
A. The Contractor shall deliver, handle and store equipment and material units in
accordance with SECTIONS 01650 and 01660, as well as the following
requirements:
PART 2 PRODUCTS
2.01 GENERAL
A. All goods and products covered by these Specifications shall be procured when
available from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom must be approved by the Royal Commission.
B. All materials for subterranean use shall suffer no deterioration from corrosive
elements found in the ground. Those materials used above ground shall suffer no
deterioration from constant exposure to direct sunlight.
C. If the location of the mast as shown in the Contract Drawings proves unsatisfactory
for reception, it may be relocated to a suitable position, (away from chimneys and
power cables.) with the approval of the Royal Commission.
D. The broadcast television system shall consist of VHF and UHF TV receiving aerials
and satellite antennas, a head-end station with satellite receiver, TV input and output
converters, SAT distribution panel and power supply unit and a TV distribution
network with distribution, trunk and line extender amplifiers, directional couplers and
line splitters, coaxial cable system with TV outlet boxes, terminating resistors and TV
receivers.
F. The system shall provide for reception of color TV transmission at every outlet as
shown in the Contract Drawings.
G. All equipment shall be designed and rated for 127 V, 60 Hz AC operation and shall
be rated for 24 hours a day.
H. Table 2A shows the maximum radiation limits as measured with reference dipole, not
to be exceeded on any portion of the system, including location of amplifier, coupling
and mixing networks, distribution wiring and terminal service locations.

2.02 MATERIALS
A. Passive Components
2. Input and output return loss shall be 20 dB or greater for each component over
the complete frequency range.
B. Tap-Off Units
3. Isolation and insertion loss shall be chosen for each location to enable the total
system to perform as specified.
4. Tap-off units shall be capable of mounting in standard size wall boxes and
shall be equipped with crimp-on bushings to accept the cable.
C. Terminating Resistors
1. Terminating resistors shall be used to terminate the ends of all branches of the
system and shall be devices specifically designed for the purpose of
terminating coaxial lines.
2. They shall be products of the manufacture of the amplifiers and tap-off units
used in the system.
B. The antenna mast for VHF and UHF aerials shall be of galvanized steel with diameter
of 80 to 100 mm and approximately 6 m long.
C. The AM radio antenna shall consist of fiberglass reinforced polyester rod. The
antenna gain shall be 3 dB.
D. The FM antenna shall consist of a support and bracket arm, matched to the mast
diameter.
E. The TV aerial shall be of high mechanical stability, weather protected dipole for wind
speeds of up to 150 km/h.
F. The UHF antenna shall consist of a bracket arm, matched to the mast diameter. The
UHF antenna shall be enclosed in polyester shell or approved equal material for
complete protection of the elements. Table 2B shows some data of TV aerials for
VHF3 and UHF.

1. Symmetrical and solid for fixed alignment to one satellite in the frequency
range 10.7 to 12.75 GHz.
H. Head-End Station
1. The head-end station shall be installed near to the radio and TV receiving
aerials at a readily accessible location.
c) TV Output Converter
1) It is an IF/Channel TV converter as defined in par. 1.04 L.
2) One output converter shall be available for each band.
3) It shall be equipped with microprocessor controlled tuning across
each range, adjacent channel operation and high output level.
4) It shall have fast and easy setting of the output channels using the
DIP switches on the front panel.
e) TV Modulator
1) TV modulator is for processing and modulating a video signal and
TV signal in the RF (B/G) TV standard.
J. TV Combiner Panel
d) Isolation 25 dB.

1. Transmitter unit combiner is for combining up to 3 receiver unit outputs and the
upper pilot frequency.

A. Fiberglass Antenna
d) The sleeve and cap of the fiberglass antenna shall be gold anodized.

150 W for VHF models.

1. The broadband push-pull amplifier, with local power supply shall be used for
level amplification in the trunk and spur feeders and shall be installed in a
standard rack.
2. Trunk and line extender amplifier shall have the main features in Table 2D.

level to the head-end output level and for insertion of the lower pilot frequency.

D. Line Splitter
1. Line splitters with cast-aluminum enclosure shall be used for the connection of
cables with a maximum outer connector diameter of 12.7 mm.

B. Educational Video
1. Lecture studio for male teachers in female schools and colleges shall have:
c) Three way video switch for switching between document and fixed
camera and video tape player.
1. Central Switcher
a) With video input from each lecturer studio, outputs to all designated
classrooms.
d) The switcher shall also direct each video signal to a tape recorder.
e) The switcher shall have visible indication that the recorder is operating,
plus an alarm for faults and end of tape.
2. Monitor Panel
a) With at least one color monitor for each lecture studio plus two for public
broadcasts.
b) The panel shall include built-in loudspeakers plus audio selection switch
for all channels, and outlet for headphone with automatic muting of
loudspeakers.
3. Recording Panel
a) With one video tape recorder per lecturer studio plus one for public
broadcast recording.
D. Classroom Equipment
3. Monitors
a) Ceiling or wall mounted monitors shall be flat screen color TV’s 4:3
aspect ratio.
4. TV Projectors
A. Individual cameras can be selected by means of the video matrix’s operating unit.
B. At night the cameras shall be connected to video alarm systems to allow detection
and recording of every alteration in the images and transmission of alarms to the
central processing unit of the Intruder Detection System.
D. Operating units for pan and tilt heads, camera control units, video switches and VCR
remote control units shall be installed in the operator console.
E. Special video cables shall be used for video connections to the video matrix.
A. Recording Studio
a) Digital Cameras
1) With latest semi-professional quality, as specified in Contract
Documents.
2) Camera shall include earphone socket for instructions from studio
to cameraman.
3) Red signal lamp to indicate camera selected.
b) Camera Dolly
1) Heavy duty, with manual pan and tilt head, rubber tired wheels and
adjustable height.
c) Microphones
1) It shall be studio quality microphones with wind noise damping
accessories supplied.
d) Microphone Booms
1) It shall be manual controlled with counterweights, built-in sockets
for microphone and cable, wheel controlled extension, microphone
direction and height control.
B. Control Room
a) Video Switchers
1) With selection switch for cameras, a monitor for each camera and
fade controls.
2) Microphone with switching to communicate with earphones on
each camera.
A. The coaxial cable shall be permitted to deliver low-energy power to equipment that is
directly associated with the radio frequency distribution system if the voltage is not
over 60 V and if the current supply is from a transformer or other device that has
energy-limiting characteristics.
B. The center conductor in all coaxial cable used shall be copper clad aluminum unless
otherwise specified.
D. The outer layer of copper shall be metallurgically bonded and continually cover the
aluminum core prior to processing. The composite conductor shall meet the
requirements of ASTM B566 Class 10A or 10H.
E. Factory joints in the finished product shall be allowed. The ultimate tensile strength in
the joint area when tested per ASTM E8 shall be 90% of the original un-spliced wire.
F. Five types of coaxial cables shall be used in the Royal Commission CATV system
and shall be as per SCTE 15:
c) Electrical Properties
1) Nominal impedance shall be 75 ± 2 Ω.
2) Maximum DC resistance at 20°C shall be 1.9 Ω/km for inner
conductor and 0.62 Ω/km for outer conductor.
3) Attenuation at 211 MHz shall be 2.43 dB/100 m.
b) Electrical Properties
1) Nominal impedance shall be 75 ± 2 Ω.
2) Maximum DC resistance at 20°C shall be 4.66 Ω/km for inner
conductor and 1.21 Ω/km for outer conductor.
3) Attenuation at 211 MHz shall be 3.58 dB/100 m.
PART 3 EXECUTION
3.01 GENERAL
A. The Contractor shall be responsible for coordinating the installation and activation of
the distribution system to ensure that complete and fully operational CATV and Radio
systems are available for immediate use once a facility is complete.
C. All equipment used to transport and place the cable shall be subject to the Royal
Commission approval.
E. All work shall be done in a workmanlike manner by competent personnel under the
supervision of personnel who have prior experience in the placing of
telecommunication cables including fiber optic cables.
F. A set of working drawings shall also be at the site at all times during the works. All
work shall be subject to acceptance by the Royal Commission.
G. Deviations from the Contract Drawings and specifications shall not be permitted,
except upon prior written permission of the Royal Commission.
H. Installation of conductor cables shall comply with the SECTIONS 16710 and 16726.
A. All distribution system installation and activation work shall be performed according to
the latest manufacturing technology and the Royal Commission rules and
regulations.
B. The Contractor shall ensure that the distribution system meets the performance
criteria specified in this Guideline Specification.
C. Cables installed, which are exposed on the surface of ceiling and sidewalls, shall be
supported by the structural components of the building structure in such a manner
that the cable is not damaged by normal building use. Such cables shall be attached
to structural components by straps, staples, hangers or similar fittings designed and
installed so as not to damage the cable. The installation shall also conform to
NEC Article 300.
D. Where attached to buildings, cables shall be securely fastened in such a manner that
they shall be separated from other conductors in accordance with NEC Article 820.
E. Hybrid power and coaxial cabling shall comply with SECTION 16710 as well as
NEC Article 820.
F. Cables installed in risers shall comply with any of the requirements of NEC
Article 820.
A. The Contractor shall perform and document all tests and measurements
recommended and/or required by the manufacturer of the individual products
installed in the distribution system and the recommended tests by the Royal
Commission.
2. The mutual isolation at any signal frequency between any 2 system outlets
shall not be less than 20 dB.
3. The CATV installation to each building shall be tested and approved before
jointing to the main CATV system at the site boundary pedestal.
C. The Contractor shall provide the Royal Commission with the results of the proof of
performance tests normally associated with CATV, radio distribution and video
telecommunication systems as a part of the initial acceptance procedures.
E. The Royal Commission representative shall witness all final testing and acceptance
procedures.
