3.10 TESTING AND COMMISSIONING

A. Upon completing the installation of the system, the Contractor shall test the entire
system to insure proper working. The Contractor shall verify that the system is fully
operational and meets all the system performance requirements of this document.
Moreover, the system shall be checked to verify that all performance requirements
and standards are met. The performance requirements shall be verified using the
necessary test equipment.

B. Telephone systems shall be tested in accordance with SASO 969.

C. Feeder and distribution cable terminations shall be tested separately as components

of their respective cables after jointing.

D. Tests shall include, as minimum, opens, shorts, crosses, grounds and insulation
resistance.

E. The Contractor shall guarantee that all installed material and equipment will be free
from defects, workmanship and will remain so for a period of 1 year from the date of
final acceptance of the system by the Royal Commission. The Contractor shall
provide manufacturer’s equipment warranty documents certifying that all equipment
installed under this document conforms to its published specifications.

F. EPABX Test

1. System test shall comply with the specification of SECTION 16720. The total
system tests shall verify that the requirements have been met for all system
signals.

2. In addition to compliance with the technical characteristics and quantities of

equipment specified herein, the Final Acceptance Test shall contain the
provision that 30 continuous days uninterrupted telephone service must be
completed prior to the Contractor being deemed to be in compliance with the
Contract.

Rev 0 33 of 46 Contract No:

SECTION 16726
INSTALLATION OF TELECOMMUNICATION FACILITIES

3. For the purpose of final acceptance, the telephone service shall be considered
interrupted when the failure of any Contractor provided data or telephone
equipment including batteries, results in an interruption of service. This
includes a failure of more than 20% of any trunk group, 15% of any number
group (15 or more stations), operator console, or telephone service to any area
determined to be critical by the Facility Director. Response time to restore
service shall have no bearing upon the term "interrupted service."

4. To facilitate the EPABX Acceptance Test and to allow familiarization and

training of employees, the Contractor shall activate the EPABX, including the
operator consoles, stations, data circuits and equipment a minimum of 30 days
prior to the acceptance test date. All installed equipment and circuits shall be
fully tested prior to the acceptance by the Royal Commission. During this
period, the Contractor shall debug the EPABX. The Contractor shall make the
EPABX available for in-house communications and demonstrate to the facility
staff the required features. The Contractor will make certain trunking and tie
line circuits available to the EPABX during this period for testing.

5. At the conclusion of the Acceptance Test, the Contractor shall reschedule

testing on deficiencies and shortages, if any. When the test show the system
performs in accordance with the Royal Commission Specifications, the
30 days of uninterrupted service provision begins. This provision must be
successfully met for Contract compliance. If any retests are needed to reach
agreement on the results of the tests or to establish compliance with these
Specifications, such retesting will be done at the Contractor's expense.

G. Cable Testing

1. Factory inspection and tests of jointing material shall be coordinated with the
Royal Commission to permit witnessing, if desired. Certified results shall be
submitted in accordance with par. 1.05 A.3.

2. Connectors

a) The following type tests shall have been performed at the factory and
test results shall be available for review. If any of the following tests are
not on record for review, those tests shall be performed on a minimum
sample of 100 units chosen at random from a production batch.

b) The transition resistance shall be measured before and after each test,
(ASTM B63). The results of the tests shall indicate on deterioration in
the quality or performance of the component.
1) Vibration Test

cycle = 1 hour at + 80°C and 1 hour at - 20°C.

3) Climate Test

Rev 0 34 of 46 Contract No:

SECTION 16726
INSTALLATION OF TELECOMMUNICATION FACILITIES

(a) IEC 60068 shall apply. 16 hours at + 85°C. One cycle

accelerated humidity.
(b) 16 hours at - 20°C. Five cycles of accelerated humidity.
4) Humidity Test
(a) IEC 60068 test shall apply.

56 days.

3. Joint Sleeves

a) Tightness to Pressure
1) Joint sleeves for filled cables shall be pressurized at overpressure
of 20 kPa and submerged in water for 20 minutes. The joint
sleeve shall be noted as failing if bubbles are observed.

b) Temperature Cycling
1) Joint sleeves for filled cables shall be placed in an environmental
test chamber and subjected to 20 complete temperature cycles.
2) Each cycle shall consist of raising the temperature form + 20 to
+ 80°C in 1 hour, keeping the temperature at + 80°C for 4 hours,

temperature at - 20°C for 4 hours and then raising the
temperature to + 20°C in 1 hour.
3) The test samples for filled cables shall be kept at an overpressure
of 20 kPa during the test.
4) The samples shall be monitored for pressure loss. After
20 complete cycles, the samples shall be subjected to a tightness
test as specified in 3.10 G.3.a.1.

c) Vibration Test
1) The cables leading in the joint shall be rigidly clamped at a point
500 mm from each end of the sleeve. The assembly shall be
mounted on a vibration table and shall be vibrated for 6 hours
through-out the frequency range 5 to 35 Hz.
2) The samples shall be monitored for pressure loss by means of a

SECTION 16726
INSTALLATION OF TELECOMMUNICATION FACILITIES

1) The joint sleeve shall be rigidly clamped. At a point 10 x do (do=

outer diameter of cable in mm) from the sleeve the cable leading
to the joint sleeve shall be forced to a 90° bend from the
longitudinal axis of the sleeve and retained in that position for a
period of 5 minutes.
2) The cable shall be returned to its original position and the
procedure shall be repeated in the opposite direction.
3) The joint sleeves for filled cables shall be kept at an overpressure
of 20 kPa during the test.

2) Nitrogen gas dried over phosphorous pent-oxide desiccant shall
be fed through the samples with a flow rate of 100 cm3/min.
during the drying process.
3) The dried joint sleeves shall be connected to a gas
chromatograph and then be fully submerged in water of + 10°C
± 1°C.
4) Helium gas shall be continuously fed through the samples at a
