PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section specifies the minimum technical requirements for design engineering,
furnishing, manpower, installing and supervision, of electrical wiring connections as
per the Contract Documents.

B. The Contractor shall, as part of his full responsibility scope, check the electrical wiring
connections as specified in the Contract Drawings/Documents. When this check
indicates that the specified electrical wiring connections are not adequate, the
Contractor shall notify the Royal Commission and take the necessary action/changes
with approval by the Royal Commission.

C. The Contractor shall also check and verify every requirement, aspect and detail
necessary for coordinating with new or existing systems of electrical wiring
connections.

D. These Specifications define the minimum requirements for electrical wiring


connections with either IEC/SASO or North American based standards as specified
in par 1.04.

E. Where works interface with Saudi Electricity Company (SEC) the


equipment/materials and installation system shall comply with latest revision of SEC
standards and shall be reviewed and approved by SEC.

1.02 SECTION INCLUDES

A. This Section specifies furnishing, installing, and testing of electrical connections to


equipment and utility services as per the Contract Documents.

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment conforming to
one group of codes and standards.

1.05 DEFINITIONS

A. compression connectors: Connectors which are compressed onto the conductor


using a die and high mechanical force. The process is not reversible and the
connector becomes a permanent part of the conductor. The connector can only be
removed from the conductor by either cutting the conductor or the connector.

B. mechanical connectors: Connectors which are attached onto the conductor using,
generally, a standard tool. The process is reversible and the connector can be
removed from the conductor without cutting the conductor or the connector.

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provision of
SECTION 01330, the following items for review and approval before commencing
Work:

1. Shop Drawings, product data and any special tools shall be provided before
installation, as listed below:

a) List of manufacturers.

b) Manufacturer’s literature including installation instruction for electrical


materials.

c) Quality Control Program as specified in SECTION 01450.

d) Factory test reports.

e) Samples of electrical materials for approval by the Royal Commission.

f) Certificates of compliance.

B. The Contractor shall submit field test reports after the completion of Testing and
Commissioning.

1.07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality work and shall develop and
propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1.08 HEALTH AND SAFETY CONSIDERTIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and System as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 FACTORY TESTING

A. The Contractor shall:

1. Ensure that all cable accessories (splices and termination) are tested at the
factory in accordance with approved test procedure; conform to applicable
codes and standard; splice and termination kits comply with the specifications

and operational requirements. If required all tests are subject to witnessing by


the Royal Commission’s representatives.

2. Perform all applicable routine tests for splice and termination kits as per
IEEE- 48 and IEEE-404, as well as the manufacturer’s standard.

3. Upon completion of all tests, submit 5 certified copies of the test reports to the
Royal Commission for review and approval not later than 10 days after the
completion of all factory tests.

1.10 SERVICE CONDITIONS

A. All the equipment/materials installed indoors shall be suitable for continuous


operation under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 40°C.

b) A minimum of 0°C.

c) Average temperature, measured over a 1 month period, not exceeding


35°C.

2. Relative Humidity

a) Average value, for a period of 24 hour, not exceeding 95%.

b) Average value, for a period of 1 month, not exceeding 90%.

B. All the equipment/materials installed outdoors shall be suitable for continuous


operation under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 50°C and a minimum of 0°C, unless a lower temperature


is specified on the Contract Drawing/Documents.

b) Average temperature, measured over a 1 month period, not exceeding


45°C.

2. Altitude

a) Less than 1000 m, unless a higher altitude is specified on the Contract


Drawings/Documents.

3. Relative Humidity

a) Average value, for a period of 24 hour, not exceeding 95%.

b) Average value, for a period of 1 month, not exceeding 90%.

c) Relative humidity may be temporarily 100%.

4. All the equipment/materials to be installed in classified areas shall be suitable


for installation within the Electrical Area Classification in accordance with NEC
Article 500 and as indicated on the Contract Drawings.

1.11 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store product units in accordance with
SECTIONS 01650 and 01660, as well as the following requirements:

1. Deliver equipment and materials to site originally packed, securely wrapped


and labeled by manufacturer in unopened containers. Protect materials during
delivery to comply with manufacturer’s direction.

2. Store materials at building site strictly in accordance with the manufacturer’s


instruction. Store products or equipment in dry and ventilated place.

3. Avoid damage or distortion of the materials during handling, shipment and


transportation. The Contractor shall be held responsible for damage of the
materials during storage or transportation.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered in this Specification shall be procured, when
available from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom or in-Kingdom must be approved by the Royal
Commission.

B. Quality of the equipment shall be of the best grade for each type of class. All
materials and products shall be new and manufactured by well-known firms and shall
be sound and uniform in quality, size, ratings, shapes, color and texture, and shall be
free from cracks, warpage or other defects.

C. Procured materials and equipment shall be of the type and quality specified.
Materials and equipment shall be the manufacturer’s standard products in
compliance with the referenced standards and adequately described by published
product information.

D. Procured materials to be used in hazardous classified areas shall be rated for the
specific classification of each area.

2.02 CONNECTORS, TERMINAL LUGS AND SPLICES

A. General

1. All the connectors, terminal lugs, splices and tapes shall conform to the
industry codes and standards, as specified in par. 1.04.

2. Connectors and splice caps shall be in accordance with UL 486A. Connectors


shall only be used for joining two or more 6 mm2 or smaller conductor cables.
Connectors shall be compression type tin-plated copper, having non-
flammable and self-extinguishing insulation with a temperature rating equal or
higher to that of the conductor insulation.

3. Terminal lugs required for termination on bolt or screw terminals shall be


tin-plated copper compression type only. For conductors between 10 and
120 mm2, the terminal lugs shall be 1 or 2 bolt hole tongue, as required by the
application. For conductors larger than 120 mm2 the terminal lugs shall have a
2 bolt hole tongue.

4. Splices shall be tin-plated copper compression type only. Splicing materials


shall be in kit or individual composite units complete with insulation equal to
the cable insulation. Provide only splicing materials approved for the specific
application. Splices in wet locations shall provide a moisture seal equal to the
cable insulation. Compression splices in ground cables shall only be permitted
above ground and shall be un-insulated.

5. The Contractor shall determine the number and size of pressure connectors to
be provided on all equipment grounding bars for the termination of equipment
grounding conductors. In addition to the active circuits, provide pressure
connectors for all 3-phase spares and spaces on switchgear and motor control

centers.

B. Low Voltage Connectors

1. Compression type connectors shall be used for the termination of 1000 V


power cables.

2. Conductors 1.5 mm2 to and including 25 mm2 in size shall be terminated with
crimp type, full ring or rectangular tongue terminal connectors having
conductor insulation gripping sleeve.

3. Conductor 1.5 mm2 to and including 6 mm2 in size shall be terminated with
pre-insulated diamond grip type or approved equal.

4. Conductors larger than 25 mm2 in size shall be terminated with 2-hole, long
barrel, double indent crimp type lugs or approved equal.

C. Connectors for Control Cable

1. All conductor terminations for 600 V power, instrumentation and control cable
shall be made using compression type tin-plated copper connector.

2. When required, control cables shall be terminated on terminal blocks. Any


spare conductors in the control cable that does not terminate on terminal block
shall be left long enough and dressed.

D. Medium Voltage Splice and Termination Kits

1. Terminations and splices shall match electrical, thermal and mechanical


properties of cable.

2. Electrical shielding shall be designed to control electrical stress.

3. The shield shall drain off electrostatically induced voltage, charging currents,
leakage currents and shall ensure safety to personnel.

4. Terminations and splices shall be environmentally sealed and capable of


preventing ingress of moisture and contamination.

5. Medium voltage splices and terminations shall be prefabricated, factory made


(no field tapes), pre-molded cold shrink or heat-shrinkable type. Pre-molded
terminations (elbows) shall be load-break type. Elbows shall not be used on
conductor size greater than or equal to 300 mm2 or for terminations rated
more than 200 A. Pre-molded splices shall be separable bolted connectors.

6. All splices and terminations shall be insulated, suitable for indoor, outdoor and
submersible applications, conforming to the following:

a) Splices and terminations shall be designed for cables used on 3-phase


low resistance grounded systems which have a maximum phase-to-
phase voltage of 15 kV for nominal 13.8 kV systems and 38 kV for
nominal 34.5 kV systems. Current rating of splices shall be equal to the
current rating of the cable on which it is installed.

b) 15 kV splices and terminations shall have a minimum basic impulse


level of 95 kV for 1.2 x 50 microsecond wave. Minimum corona
extinction voltage level shall be 11 kV. Minimum AC withstand voltage
shall be 34 kV, 60 Hz, for 1 minute.

c) 35 kV splices and terminations shall have a minimum basic impulse


level of 150 kV for 1.2 x 50 microsecond wave. Minimum corona
extinction voltage level shall be 26 kV. Minimum AC withstand voltage
shall be 50 kV, 60 Hz, for 1 minute.

d) The short circuit current rating shall be equal to the rating of the cable
as specified.

E. High Voltage Splice and Termination Kits

1. The general requirements for high voltage splices and termination kits are
same as specified in par. 2.02 D.1.a, b, c and d.

2. In addition to the above requirements, the shield shall immediately establish


the flow of current after an insulation failure at any point on the shield. The
shield shall allow the fault current to be re-established immediately in the
event that the circuit is re-energized.

3. The terminations and splices shall provide non-tracking exterior surfaces and
shall be suitable for operation under severe external contamination and
environmental pollution.

4. High voltage splices and terminations shall be prefabricated factory made,


pre-molded joint kits. Cable joint kits shall be complete in every respect
including overall housing. The joint shall be designed so that it is protected
from mechanical damage, corrosion and ingress of moisture. Likewise, cable
terminations shall be complete in every respect and shall mate with SF6
switchgear cable end units and with transformer oil-filled termination boxes.
Transformers shall be located outdoors and the SF6 switchgear located
indoors. Compliance with any special environmental requirements for making
the joints and terminations shall be the responsibility of the Contractor.

5. Cable end units provided at the 115 kV GIS shall make possible the
connection of fault location devices and test equipment for each single
conductor 115 kV cable without degassing the unit.

6. When cable terminations are silicon oil filled type, a metal compensation tank
with level or pressure gage and copper connected tubing shall be included
and installed beside the termination.

2.03 CABLE IDENTIFICATION TAGS

1. For wire and cable/equipment identification tags, refer to SECTION 16075.

PART 3 EXECUTION

3.01 GENERAL

A. The Contractor shall provide all materials, equipment and labor as deemed
necessary for proper execution of the work.

B. Incoming cables shall be terminated as follows in a secure manner; following good


electrical engineering practice; in conformance with the applicable codes and
standards; and as per the direction of manufacturer’s instruction and the relevant
approved drawings.

C. All the workmen making electrical connections to the utility services and equipment
shall be certified to perform these tasks. The certification shall be valid and approved
by the Royal Commission or their appointed representative.

D. Before making electrical connections to utility services and equipment, the Contractor
shall check the availability of supply voltage and the current ratings at the location
and check the polarities. The Contractor shall ensure the supply of power matches
the nameplate rating of the equipment and make connections as per the approved
drawings and manufacturer’s instructions.

E. The Contractor shall be responsible for making electrical connections to the


mechanical, instrumentation and telecommunication equipment, in addition to
electrical equipment and coordinate with the relevant disciplines. Refer to
SECTION 01310.

F. All the electrical connections to utility services and equipment shall be made with
reference to the single line diagrams, wiring diagrams, interconnection diagrams,
manufacturer’s instructions, equipment installation layouts and cable and conduit
routing drawings. In case of any misconnections to the equipment, the Contractor
shall be held responsible for the loss of damaged or burnt out equipment and he shall
replace the same equipment with new, or repair to the satisfaction of the Royal
Commission, after prior written approvals are obtained from the Royal Commission.

G. The Contractor shall be responsible for the proper coordination of all phases of the
work and equipment as specified herein, with other work to be performed and
equipment to be furnished in order to assure a complete and satisfactory installation.

H. After the electrical connection is completed and properly adjusted, the Contractor
shall conduct operating tests. The various equipment and systems shall be
demonstrated to operate in accordance with the requirements of the specifications.
Tests shall be performed in the presence of the Royal Commission’s representative.
The Contractor shall provide electric power, instruments and personnel necessary for
performing the various tests.

I. All the grounding connections to the electro-mechanical and other equipment as well
as concrete and metallic structures shall be made as per the Grounding Layout
Drawings. Size of the grounding wires and cable shall be as indicated on the
Contract Drawings. For more and complete details on products and methods on
grounding installations, refer to SECTION 16060.

J. Install electrical connection accessories for equipment in damp and classified areas

so as to protect from moisture and prevent entry and accumulation of water within the
terminating box. All boxes/fittings and connection accessories shall be listed for use
in damp or wet location. Installation in damp location shall conform to NEC Article
312.2, and for classified areas as specified in par. 1.10 B.4.

3.02 CABLE JOINTS AND CABLE TERMINATION

A. General

1. The recommendations of the cable and connector manufacturers shall be


followed in terminating and connecting power and control cables.

2. All terminations and connections shall be protected from contamination or


damage by water or other foreign materials.

3. Crimping tools used to secure conductors in compression type connectors or


terminal lugs shall be those made for that purpose and for the conductor sizes
involved. The crimping tools shall accurately crimp the connector band and the
conductor insulation support sleeve where provided. Crimping tools shall be
provided with guides to position connectors in the tools, and with stops to
prevent over crimping. It shall be of a type that prevents the tools from opening
until the crimp action is completed. Crimping tools shall be products of the
connector manufacturer. The Contractor shall establish and maintain a tool
certification program to ensure that crimping tools are kept in accurate
operating condition.

4. No reduction in the number of strands of a cable core shall be allowed at a


cable joint or termination.

5. Ferrules, compression connectors and bare portions of cable core resulting


from a jointing or terminating process shall be insulated with an approved type
insulating tape or heat shrinkable tubing, after completion of the process. Such
insulating tape or heat shrinkable tubing shall have equal or better electrical
and mechanical properties as those of the original insulation removed, and
shall adhere securely and permanently to the cores. The final thickness shall
be in a smooth contour throughout the whole length.

6. Bolted electrical connection shall be thoroughly cleaned before assembly. The


bolted connections shall be tightened with the manual torque wrenches as per
the manufacturer’s recommendations. The tightened bolts shall be tested in
presence of the Royal Commission’s representative and the results shall be
submitted to the Royal Commission.

7. Because of different characteristics of dissimilar metals, devices such as


pressure terminal or pressure splicing connectors and soldering lugs shall be
identified with regards to the material of the conductor and shall be properly
installed and used.

8. Conductors of dissimilar metals shall not be intermixed in a terminal or splicing


connector where physical contact occurs between them (such as copper and
aluminum, copper and copper-clad aluminum, or aluminum and copper-clad
aluminum), unless the devices is identified for the purpose and conditions of
use. Materials such as solder, fluxes, inhibitors, and compounds, where

employed, shall be suitable for the use and shall be of a type that will not
adversely affect the conductors, installation or equipment.

9. Connection of conductors to terminal parts shall ensure a thoroughly good


connection without damaging the conductors and shall be made by means of
pressure connectors (including set-screw type), solder lugs, or splices to
flexible leads. Connection by means of wire-binding screw or studs and nuts
that have upturned lugs or the equivalent, shall be permitted for No. 10 AWG
or smaller conductors. Terminals for more than one conductor and terminals
used to connect aluminum shall be so identified.

10. Apply anti-corrosion joint compound to connectors, terminal lugs and bolting
pads before installation.

11. Terminations and connections for lighting circuits shall have the wire formed to
the terminal connection.

12. Connections at motor leads and other similar connections to insulated leads,
current transformers, or bus bars shall be covered and taped in such a manner
appropriate to the class of insulation originally on the conductor, with the tape
application extended over the terminal connector fitting and the terminal of the
device to which the conductor attaches. Tape shall be of a material approved
by the cable manufacturer and suitable for the purpose. Taping shall be
penciled as appropriate on built-up tape terminations, using either a pennant-
type tape, or by stepping and varying tape stretch, and with a non-tracking
cover tape overall.

B. Low Voltage Splice and Termination

1. For taps in conductors 6 mm2 and larger, use bolt type connectors or
compression type tin-plated copper connectors as specified. Bolt type
connectors shall be used with insulation covers or each connector shall be
taped with adequate layers to provide the same insulation value as the
conductor insulation.

2. For conductors 4 mm2 and smaller, use solder-less connectors of the twist-on
type.

3. Make no splices or joints in low voltage cables except at accessible splice or


junction box.

C. Termination to Control Cable

1. Compression type tin-plated copper connector shall be used for termination of


instrument and control cable or terminal block where applicable.

D. Medium and High Voltage Cable Termination

1. Termination of PVC Insulated or XLPE Insulated Cable with Copper


Conductors

a) PVC insulated or XLPE insulated cables shall be terminated when


required in a gland fitted with an armor clamp. Provision shall be made
to enable a watertight seal between the gland and inner sheath.

b) The gland body shall be provided with an internal conical seating to


receive the armor clamping cone.

c) The spigot on the gland body shall be threaded to suit standard conduit
accessories.

d) A shroud of PVC or alternative approved materials shall be fitted to


cover the body of the gland and the exposed armor wires.

E. Joint Box and Terminating Box

1. Wire and cable shall be spliced in outlet boxes, junction boxes, pull boxes or
equipment cabinets. Splices in conduits, raceways, or trench ducts are not
permitted.

2. Boxes for the termination of different types of insulated power cable and boxes
for joints in all power cables shall be of cast-iron. The boxes shall be fitted with
suitable armoring clamps and glands. The armoring of the cables shall be
terminated at the armoring clamps and the inner sheath shall pass through the
gland.

3. Plastic shells fitted with suitably sized armor bond and filled with approved type
cold-pouring, encapsulating compound may be used as alternative for jointing
PVC insulated power cables.

4. The complete jointing kit, including plastic shell, compound and insulating tape
shall be from the same proprietary manufacturer.

F. Straight Through Joint for Copper Conductors

1. The two conductors shall be butted together after the strands have been
soldered solid and it shall be jointed by means of a weak back ferrule, soldered
to the cores.

2. Soldering shall be carried out by pouring tin-man’s solder over the cores and
weak back ferrule. Under no circumstances shall direct flame from a blow lamp
be used for soldering.

3. As an alternative, conductors may be jointed by approved type compression


connectors using the appropriate tools and connectors.

G. T-Joint for Copper Conductors

1. When two cables with copper conductors are T-jointed, the branch conductor
shall be connected to the main conductor by means of a claw-type or weak
back ferrules.

2. The strands in both branch and main conductors are to be sweated solid
before sweating to the ferrule.

H. Heat-Shrinkable Tubing

1. Heat-shrinkable tubing and accessories may be used for cable joints or


terminations. All tubing and accessories shall be especially designed for this

purpose and shall be suitable for use with the type and construction of cable to
be jointed or terminated.

2. Whenever heat-shrinkable tubing and accessories are used, the complete kit
shall be from the same proprietary manufacturer who is specialized in
manufacturing products for this purpose.

3. The installation method and procedures adopted shall strictly follow those laid
down by the manufacturer.

I. Cable Lugs

1. Conductor insulation shall be peeled off to proper length to allow maximum of


conductor length to be located in lug shaft without excessive clearance of
insulation.

2. Lugs shall be bolted to the termination pads in equipment using corrosion


resistant bolts, nuts and washers. Washers shall be used for bolting aluminum
to aluminum and lock washers for bolting copper to copper, or as
recommended by the equipment manufacturer. The washer shall be placed on
the same side as the lug. Torque to manufacturer’s recommendations.

J. Cable Tags

1. Cable tags shall be fixed at each end of joint and termination. For installation
refer to SECTION 16075.

3.03 TESTING AND COMMISSIONING

A. General

1. Prior to starting the electrical testing, the Contractor shall verify the correct
voltage, phases and current consumption of all utilization equipment to be
connected.

2. The Contractor shall carry out all site tests in accordance with approved test
procedures that conform to applicable standards referenced in the
specifications.

3. All tests are subject to witnessing by the Royal Commission’s representatives.

4. At least 4 weeks prior to schedule tests, the Contractor shall submit to the
Royal Commission an outline of the plan and procedures to be used in
performing the site inspection and site tests. This outline shall include a brief
description of the test equipment, connection diagrams, proposed tests and
procedure, test sheets, calculations, reference drawings and
minimum/maximum test and performance values in conformance with the
specification and acceptability of the splices and termination kits and
acceptability of installation.

5. All terminals, connections and attachments, covers, insulating fittings,


supports, hardware and field mounted accessories shall be checked for proper
tightness.

WIRING CONNECTIONS

6. Upon completion of testing, submit 5 copies of certified report attesting that


each test was performed in accordance with the approved test procedures.
The report for each test shall include the date of performance and the name of
the person in-charge of the test.
