PART 1 GENERAL

1.01 DESCRIPTION OF WORK

A. This Section specifies the minimum technical requirements for designing,


manufacturing, supplying, installing, storing, handling, testing and commissioning of
equipment, wires, cables, power supply wiring and connecting devices used in
Information Technology Equipment Room (ITER).

1.02 SECTION INCLUDES

A. Wires, cables, connecting devices, installation and testing for wiring systems to be
used as signal pathways for voice and high-speed data transmission.

B. Equipment, power-supply wiring, equipment interconnecting wiring and grounding of


information technology equipment and systems including terminal units in Information
Technology Equipment Room (ITER).

1.04 REFERENCES

A. The referred codes and standards are intended to provide an acceptable level of
quality for materials and products. In case of conflict between these standards and
the text of this Specification, the Specification text shall govern.

B. The latest revision of the referred codes and standards shall be used wherever
applicable. In case of conflict, the Contractor shall propose equipment conforming to
one group of codes and standards.

1.05 DEFINITION

A. electromagnetic interference (EMI): The interference in signal transmission or


reception resulting from the radiation of undesirable frequency interfering electrical or
magnetic and electrical fields.

B. jack: A receptacle used with a plug to make an electrical connection between


communication circuits. Jacks are considered the female component of a jack/plug
connector.

C. local area network (LAN): A network used for bit serial communication of
information between interconnected, independent devices and is completely under

user jurisdiction and limited to being within a user’s premises.

D. plug: The male component of a connection providing a method to connect


communication equipment to the communication outlets.

E. registered jack (RJ): Registered jack wiring configurations developed by Bell


System for the connection of customer premises equipment to the public network.
Registered jacks serve telephone and data applications. The most common types are
RJ45 and RJ11.

F. twisted pair cable (TP): A type of communication transmission cable in which two
individually insulated wires are twisted around each other to reduce induction (thus
interference) from one wire to other. The pair may be surrounded by a shield,
insulating jacket, to form Shielded Twisted Pair (STP) cable other wise it is
Unshielded Twisted Pair (UTP).

1.06 SUBMITTALS

A. The Contractor shall submit to the Royal Commission, under the provisions of
SECTION 01330, the following items for review and approval before commencing
work:

1. Detailed dimensioned Shop Drawings.

2. Manufacturer’s data sheets indicating the necessary installation dimensions,


weights and materials.

3. Factory test reports.

4. Certificate of compliance stating that the materials used conform to all


requirements of this Specification.

5. A list of manufacturers of all items indicated for under this Specification.

6. Copies of catalogs of all equipment to be furnished.

7. Manufacturers suggested list of 2 years spare parts.

8. Quality program as specified in SECTION 01450.

B. After installation and commissioning of the equipment, the Contractor shall submit
the following:

1. As-built drawings of complete system.

2. All test results and commissioning reports to show all tests specified have
been performed and all requirements have been met.

3. Operation and Maintenance manuals.

4. Field test report.

1.07 QUALITY CONTROL

A. The Contractor shall be responsible for the quality of work and shall develop and
propose programs and methods of construction and testing such as to achieve the
specified quality to the approval of the Royal Commission in accordance with
SECTION 01450.

1.08 HEALTH AND SAFETY CONSIDERATIONS

A. All works undertaken in relation to this Specification are to be completed in full


accordance with the respective health and safety requirements established by the
following:

1. Kingdom of Saudi Arabia

a) Legislation, Regulation, Standards and Codes.

2. Royal Commission Regulations

a) Standards, Contractual Conditions, and Health and Safety Systems.

3. Contractor

a) Health and Safety Standards and Systems as accepted by the Royal


Commission.

B. In the absence of any of the above, best accepted industry practice shall be
employed throughout.

1.09 SERVICE CONDITIONS

A. All the equipment/materials installed indoor shall be suitable for continuous operation
under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 40°C.

b) A minimum of 0°C.

c) Average temperature, measured over a period of 1 month, is a


maximum of 35°C.

2. Relative Humidity (Average Value)

a) For a period of 24 hours, does not exceed 95%.

b) For a period of 1 month, does not exceed 90%.

B. All the equipment/materials installed outdoor shall be suitable for continuous


operation under the following service conditions:

1. Ambient Air Temperature

a) A maximum of 50°C.

b) A minimum of 0°C.

c) Average temperature, measured over a period of 1 month, is a


maximum of 45°C.

2. Altitude is less than 1000 m, unless a higher altitude is specified in Contract


Drawings.

3. Average Value of the Relative Humidity

a) For a period of 24 hours, does not exceed 95%.

b) For a period of 1 month, does not exceed 90%.

c) Relative humidity may be temporarily 100%.

1.10 FACTORY TESTING

A. All the equipment/material shall be tested at factory. The Contractor shall notify the
Royal Commission in writing not less than 30 days prior to the scheduled starting
date of the factory tests.

B. The Royal Commission reserves the right of deputing their representative for
witnessing the factory test.

C. Upon completion of factory test, and before shipment of the equipment/material, the
Contractor shall submit 5 certified copies of test reports not later than 10 days after
the completion of all factory tests for review/approval of the Royal Commission.

D. On arrival at site, the equipment/material shall be checked for operational and


dimensional requirements.

1.11 COORDINATION

A. The Contractor shall be held responsible for the proper coordination of all phases of
the work under this Contract.

B. It shall be the responsibility of the Contractor to coordinate the work and equipment
as specified herein with work to be performed and equipment to be furnished under
other Sections of the specifications in order to assure a complete and satisfactory
installation.

1.12 DELIVERY, HANDLING AND STORAGE

A. The Contractor shall deliver, handle and store equipment and materials in
accordance with SECTIONS 01650 and 01660, as well as the following

requirements:

1. Ensure equipment and materials delivered to site originally packed, securely


wrapped and labeled by the manufacturer in unopened containers. Protect
materials during delivery by complying with manufacturer’s direction.

2. Store materials at building site strictly according to manufacturer’s instruction.

3. Avoid damage or distortion of the materials during handling and shipment or


transportation.

6. Fill in forms required by Contract Quality Manual.

PART 2 PRODUCTS

2.01 GENERAL

A. All goods and products covered by these Specifications shall be procured, when
available, from an in-Kingdom manufacturer. Procurement of all goods and products
manufactured out-of-Kingdom shall be approved by the Royal Commission.

B. All materials for subterranean use shall suffer no deterioration from corrosive
elements found in the ground. Those materials used above ground shall suffer no
deterioration from constant exposure to direct sunlight.

C. All basic LANs hardware specification shall comply with SECTION 16715.

2.02 SYSTEM REQUIREMENTS

A. The Contractor shall coordinate the features of materials and equipment so that they
form an integrated system.

B. Components and interconnections shall match for optimum future performance.

C. Unless otherwise indicated, provide spare fibers and conductor pairs in cables;
positions in patch panels, cross-connects and terminal strips and space in backbone
cable trays and wire-way to accommodate 20% future increase in active work-
stations.

D. The technical characteristics of a LAN such as network topology, access method and
data transmission rate shall comply with IEC 60847 and SECTION 16715.

2.03 SPECIAL REQUIREMENTS FOR INFORMATION TECHNOLOGY EQUIPMENT ROOM


(ITER)

A. A means shall be provided to disconnect power to all electronic equipment in the


information technology equipment room (ITER).

B. There shall also be a similar means to disconnect the power to all dedicated Heating
Ventilating Air-Conditioning (HVAC) systems serving the room and cause all required
fire/smoke dampers to close. The control for these disconnecting means shall be
grouped and identified and shall be readily accessible at the principal exit doors.

C. A single means to control both electronic equipment and HVAC systems to


disconnect power by pushing one button shall be provided.

D. A separate HVAC system that is dedicated for information technology equipment use
and is separated from other areas occupancy shall be provided. Any HVAC system
that serves other occupancies shall be permitted to also serve the ITER if fire/smoke
dampers are provided at the point of penetration of the room boundary. Such
dampers shall operate on activation of smoke detectors and also by operation of the
disconnecting means.

E. The room shall be separated from other occupancies by fire rated walls, floors and
ceilings with protected openings.

F. The branch-circuit conductors supplying one or more units of a data processing


system shall have an ampacity not less than 125% of the total connected load as
specified by NEC 645.5.

G. The data processing system shall be permitted to be connected to a branch circuit by


any of the following means listed for the purpose:

1. Flexible cord and attachment plug cap not to exceed 4.5 m.

2. Cord set assembly. Where run on the surface of the floor, they shall be
protected against physical damage.

H. Separate data processing units shall be permitted to be interconnected by means of


cables and cable assemblies listed for the purpose.

I. Power cables, communication cables, connecting cables, interconnecting cables and


receptacles associated with the ITER shall be permitted under a raised floor provided
the conditions specified in NEC 645.5 are met.

J. Penetrations of the fire-resistant room boundary shall be in accordance with


NEC 300.21.

K. Grounding of cables shall be in accordance with SECTION 16060 and NEC 645.15.

2.04 MATERIALS

A. Cable trays shall comply with SECTION 16055.

B. Raceways and Boxes shall comply with SECTION 16130.

C. Distribution Racks

1. Distribution racks shall be freestanding modular-steel units designed for


telecommunications terminal support and coordinated with dimensions of units
to be supported.

2. Approximate module dimensions shall be 2133 mm (84 in.) high by 482 mm


(19 in.) wide.

3. Finish coat shall be baked-polyester powder.

D. Twisted-Pair Cables, Connectors and Terminal Equipment

1. Data cables shall be Unshielded Twisted-Pair (UTP) Category 6 unless


otherwise specified.

2. Telecommunication and telephone cables, conductor cables as well as fiber


optic cables, shall comply with SECTION 16710.

3. UTP Category 6 cable shall have the features presented in Table 2A.

5. UTP Cable Connecting Hardware

a) Shall comply with TIA/EIA 568-B.

b) Shall be IDC type, using modules designed for punch-down caps or


tools.

c) IDC terminal block modules shall be integral with connector bodies,


including plugs and jacks.

6. Cross-Connect Panel

a) Shall be modular array of IDC terminal blocks arranged to terminate


building cables and permit interconnection between cables.

b) The number of terminals per field shall be one for each conductor in the
assigned cables.

c) Mounting shall be backboard or rack as specified by the Royal


Commission.

7. Patch Panel

a) It shall be modular panels housing multiple, numbered jack units with


IDC type connectors at each jack for permanent termination of pair
groups of installed cables.

b) The number of jacks per field shall be one for each four-pair UTP cable.

c) Mounting shall be rack type.

8. Jacks and Jack Assemblies for UTP

a) Jacks shall be modular, color-coded, RJ-45 receptacle units with integral


IDC-type terminals.

b) Keyed jacks shall be used for data service.

9. UTP Patch Cords

a) It shall be four-pair cables in 1219 mm (48 in.) lengths, terminated with


RJ-45 plug at each end.

10. Workstation Outlets

a) They shall be dual jack-connector assemblies mounted in single or


multi-gang faceplate.

b) The faceplate shall be of high impact plastic material.

E. Application of Media

1. Backbone and Horizontal Cables for Data Service

a) UTP cable complying with Category 6 of TIA /EIA 568-B shall be used.
Fiber optic cable shall be used for runs between equipment rooms and
wiring closets and for runs between wiring closets.

PART 3 EXECUTION

3.01 GENERAL

A. The Contractor shall be the responsible for coordinating the installation and activation
of the communication and data processing equipment, as well as obtaining any
required permits.

B. All equipment used to transport and place the cable shall be subject to the Royal
Commission approval.

C. The Contractor shall be responsible for providing operating and supervisory


personnel with adequate knowledge and experience.

D. All work shall be done in a workmanlike manner by competent personnel under the
supervision of personnel who have prior experience in the placing of wires and
cables including fiber optic cables.

E. A set of Working Drawings shall also be at the site at all times during the works. All
work shall be subject to acceptance by the Royal Commission.

F. Deviations from the Contract Drawings and specifications shall not be permitted,
except upon prior written permission of the Royal Commission.

G. Installation of Conductor Cables shall comply with SECTIONS 16710 and 16726.

3.02 INSTALLATION

A. The Contractor shall:

1. Install wires in raceway and cable trays except within consoles, cabinets,
desks, and counters, and except in accessible ceiling spaces and in gypsum
board partitions where cable wiring method may be used.

2. Install cables using techniques, practices and methods that are consistent
with Category 6 rating of components.

3. Ensure Category 6 performance of completed and linked signal paths, end to


end.

4. Avoid damaging of conductors, shield and jacket while installing cables and
ensure that cables are not bent during handling or installing to smaller radii
than minimums recommended by the manufacturer.

5. Pull cables without exceeding cable manufacturer’s recommended pulling


tensions. If there are more than 1 cable being installed in the same raceway,
all cables shall be pulled simultaneously.

6. Use pulling compound or lubricant if necessary. Used compounds shall not


damage conductor or insulation.

7. Install exposed cable parallel and perpendicular to surfaces or exposed

structural members, and follow surface contours where possible.

8. Secure and support cable at intervals not exceeding 762 mm (30 in.) and not
more than 152 mm (6 in.) from cabinets, boxes, fittings, outlets, racks,
frames, and terminals.

9. Make splices, taps, and terminations only at indicated outlets, terminals, and
cross-connect and patch panels. Use splice and tap connectors compatible
with media types.

10. Separation of wires shall comply with EIA/TIA-569 rules or NEC 800.52 for
separating unshielded copper communication and data-processing
equipment cables from potential EMI sources, including electrical power lines
and equipment.

3.03 TESTING AND COMMISSIONING

A. General

1. The Contractor shall carry out all site tests in accordance with approved test
procedures to ensure that the equipment and related accessories comply
with specifications and operational requirements. All tests are subject to
witnessing by the Royal Commission’s representative.

2. At least 4 weeks prior to schedule tests, the Contractor shall submit to the
Royal Commission an outline of the plan and procedures to be used in
performing the site inspection and site tests. This shall include a brief
description of the test equipment, reference drawings, proposed tests and
procedure, test sheets, calculations, reference drawings and
minimum/maximum test and performance values in conformance with the
specification and acceptability of the equipment and acceptability of the
installation.

3. Upon completion of installation and prior to final acceptance, each


component of each system shall be tested to the complete satisfaction of the
Royal Commission. Before commissioning, the Contractor shall provide all
test instrumentation, equipment and accessories necessary for
demonstration and putting the equipment into operation.

4. Upon completion of all testing, the Contractor shall submit 5 copies of


certified reports attesting that each test has been performed in accordance
with the approved test procedures. The report for each test shall include the
name of the person in-charge of the test and the date of performance. All
factory and field test reports shall be included in Operation and Maintenance
Manual.

5. Care shall be taken that the test apparatus does not damage the equipment
or other related accessories during the testing.

6. Commissioning shall be in accordance with SECTION 01810.
