Feel the flavour of France by playing the ever popular Gallic game of pétanque; pitches are dotted around
the town. The remains of 13th century Grosnez Castle, can be found perched high on the towering cliffs of
the north-west. St Aubin’s Fort sits proudly near the harbour that bears its name; cross the causeway to this
Tudor fortress as the tide recedes and view the historic village from a different perspective.
The Jersey Health and Community Services Department (HCS) is independent from the U.K. National
Health Service and is the political responsibility of the Health and Community Services Ministry, consisting
of an elected Minister and 2 Assistant Ministers who serve as part of the Island’s Government system. The
Government of Jersey’s Health & Community Services is directed by a Director General, Caroline Landon,
supported by Corporate Directors.
Funded by the States of Jersey from taxation revenue, the Department of Health and Community Services
has a statutory requirement to provide free health care in respect of Hospital Services, Public and
Environmental Health for the residents of the island. The island has a resident population of approximately
100,000 which increases to approximately 120,000 in the summer tourist season.
Jersey General Hospital is the sole location of acute hospital services in Jersey. The hospital provides
approximately 250 acute beds, 2 day case theatres, 4 main theatres and 2 more being constructed. There
is a dedicated endoscopy suite and Breast Clinic along with a full range of other services and facilities. A
wide spectrum of care is available including the following specialties:-
Consultants representing the following specialties visit regularly from the UK:-
Support Services are well-developed with first class facilities in Radiology, Pathology, Physiotherapy and
Medical and Surgical Intensive Care.
Private patients are treated on the Private Wing which consists of two wards with 26 single rooms. All
consultants have admitting rights to these beds.
Other facilities within Health and Community Services include Adult Mental Health and Old Age Psychiatry,
Overdale (EMI day centre, Rehabilitation unit, out-patient facilities for Neurology / Rheumatology / Care of
the Elderly / Diabetes and Endocrinology / Chronic Pain service / Uro-dynamics, Child Development Unit,
Hearing Assessment Unit, Psychology Dept, Speech and Language Therapy Dept, Occupational Therapy
Dept) and Sandybrook wards (long term care ward for the elderly).
Primary Medical Care is not the responsibility of Health and Community Services, but is provided as a fee-
based service by independent General Practitioners. There are approximately 100 practising GP’s on the
Island, grouped into Practices of various sizes. General Practitioner fees are reimbursed in part by the
patient and in part by the Department of Social Security funded by Social Security contributions. A Health
Exemption Scheme funded by the Department of Social Security provides full repayment of General Practice
fees in case of hardship to patients on low incomes.
District Nursing and Health Visiting is provided by a charity; Family Nursing and Home Care, which receives
some of its budget from the Health and Community Services Department. Patients are required to pay for
some of these services.
Management Structure
The Director General for Health and Community Services - Caroline Landon. The Group Managing Director
for Health and Community Services is Mr Robert Sainsbury. The position of Acting Group Medical Director
is Mr Patrick Armstrong. The Director of Operations is Mrs Michelle West supported by General Managers
and Associate Medical Directors. The Chief Nurse – Mrs Rose Naylor.

Mental health, Children’s Services, Digital, Education, Infection Prevention and Control, Innovation and
Strategy are all services required to work across all of the care areas, which is why they are described in
this way on the above structure. We will continue to bring Mental Health and Social Care services
together, as it is vital that these services integrate as part of our response to the impact of COVID-19
For Obstetric and Gynaecology services we will continue to have Executive oversight of the service with
close alignment to the medical and surgical functions in the Hospital as well as Primary and Community
focused services.
The new appointee will be expected to take his/her share of divisional and hospital administrative/managerial
duties and will be expected to be an active member of the Divisional Management Team and the Medical
Staff Committee.
Safeguarding
Health & Community Services, Jersey, has a responsibility for, and is committed to, safeguarding and
promoting the welfare of children and young people as well as vulnerable adults in our care and for ensuring
that they are protected from harm.
The post holder will take responsibility for the safeguarding and welfare of all children, adults and/or families
within their care and conduct and must be familiar with the signs and symptoms of abuse and know what to
do if any such concerns are raised. He/she shall be aware of and comply with all child protection,
safeguarding policies and procedures.
As this position will involve working in ‘regulated activity’, the successful applicant will be subject to an
Enhanced DBS disclosure as part of their pre-employment clearances. Any offer of employment is subject
to satisfactory clearances being obtained.

Infection Control
All employees have a duty to comply with Health & Community Services’ guidelines and policies in relation
to Infection Prevention and Control. The post holder will have a duty to ensure that they minimise the risk of
infection and infectious diseases. This responsibility includes minimising the risk by highlighting any
concerns to the appropriate person.
Smokefree policy
Health and Community Services operates a smokefree policy. The goal of this policy is to benefit the
community by creating a healthy environment for all employees, volunteers, clients, residents, patients, and
visitors. Smokefree means that there is no smoking allowed anywhere within our hospital or any other clinical
and non-clinical buildings or grounds belonging to Health and Community Services.
Resource Management
The post holder will demonstrate awareness of the departmental budget and the factors which contribute to
over/under spending.
The Education Centre is a shared facility for the Health and Community Services Department. The recently
refurbished centre is furnished and equipped to a very high standard. The medical library is well stocked
with books, journals and computer facilities, including internet access. The centre has numerous excellent
teaching rooms and a 90 seat lecture theatre equipped with the highest standard presentation technology.
There is a full time administrator and one of the Consultants is elected as the Postgraduate Educational
Tutor. The Post-Graduate Educational Committee meets on a regular basis.
Teaching
The Hospital has been a recognised ATLS centre since 1990 and ALS centre since 1995. Four courses of
each are held annually, one of the ATLS courses is held in conjunction with an ATNC course. APLS courses
commenced in 2002 and it is intended to run two courses each year.
The hospital has a Governance committee supported by a team of clinical audit officers. The post holder will
be expected to contribute and participate in the Department’s ongoing clinical audit programme.
Health & Community Services work with Health Education Wessex to provide high quality medical education
to FY1, FY2 and GP Trainee doctors on a rotational basis. Medical Students also rotate through Medicine
and Surgery from Southampton.
The post holder will assist junior staff to identify and meet learning objectives by using the principles of
teaching and learning.
The post holder will seek opportunities to develop knowledge, skills and experience and be expected to
maintain continued professional development to satisfy the requirement of yearly appraisals including
attendance at relevant courses and conferences, involvement at locally organised CME events and
comparative audit.
Health & Community Services supports the requirements for Continuing Medical Education and is committed
to providing reasonable amounts of time and financial support for these activities. Study leave of 30 days
in 3 years and an annual study leave allowance is provided, subject to the approval of the Clinical Director
/ Medical Director. The post holder will be expected to meet the Continuing Professional Development
requirements of their relevant Royal College.
Clinical Effectiveness
Active and regular participation in Clinical Audit will be expected. Increased emphasis is placed upon
medical audit and the post holder will also play a crucial role in co-ordinating these activities.
Corporate Governance
Health & Community Services place a high importance on excellence in clinical practice. Full participation
in ensuring compliance with the organisation’s clinical governance process is required. Dr Peter Southall is
the Lead for this area.
Professional Standards
All Medical Staff are expected to comply with management arrangements in place to follow the guidelines
on practice laid down by the General Medical Council’s ‘Maintaining Good Medical Practice’ and to be
accountable to the hospital for their actions and the quality of their work.
The post holder is required to participate in the annual appraisal and review process which has been
implemented for all medical staff and is in line with the GMC guidelines for re-validation. Training is available
for appraisers.
Allocate
The organisation uses electronic web-based software to support job planning, e-Leave, e-Appraisal and e-
360. Training in the use of these systems will be provided to the successful appointee.
Commencement of duties
The appointee will be required to take up the post no later than three months from the date of the offer of an
appointment, unless a special agreement has been made between the appointee and Health & Community
Services.

Relocation
The relocation entitlement for this position is up to £8,000. For further information, please discuss with

1. THE POST
The Department of Ophthalmology is the sole provider of eye care to the population of Jersey and
visitors to the Island. The department is in the process of active expansion in staff and facilities. The
department is a dedicated self-contained unit within the main body of the Outpatient Department.
The Medical Staff currently comprises three Consultant Ophthalmic Surgeons, Mr A Shah (Medical &
Surgical Retina), Mr G Bowler (Oculoplastics, Adnexal & Lacrimal) and Mr A Spiteri (Cornea & Ocular
Surface); one Associate Specialist, Mr A Shami; and one Staff Grade (this post). An additional Staff
Grade post is also being created. The department has its own nursing team headed by a full time Sister
supported by four Staff Nurses, of which all are ophthalmic trained, and two Health Care Assistants.
Two senior orthoptists are responsible for orthoptic services on the Island, which includes a school-
entry screening programme as well as, uniquely, screening of all stroke in-patients for visual problems.
Low Vision and paediatric refraction clinics are provided in-house by visiting optometrists. Mr John
Lowrie, a visiting Anaplastologist, provides comprehensive support for prosthetic services.
All doctors in the department have Medical Secretarial Support for typing of dictated letters and other
admin support.
2. DUTIES
The postholder will work both within the Eye department and possibly the Day Surgery unit and closely
with other hospital divisions to provide a high quality, general and specialist ophthalmic service for the
island. The postholder will be expected to be comptetent in out-patient management of common acute
and chronic eye conditions including glaucoma and chronic retinal disorders, and basic Yag and retinal
laser treatments. The postholder will be expected to be comptetent in (either independently or with
supervision initially) intravitreal injections and possibly minor operations too ( eg. chalazion removal).
The majority of intravitreal injections are actually delivered by specialist nurses, but the postholder may
There may be opportunities for attending theatre for applicants with a suitable background or
experience. This may include consultant-delivered training in cataract surgery and/or independent
theatre lists, if appropriate. The extent of surgical exposure and training will naturally be dependent
on the experience, surgical skills / safety, career development aims of the successful applicant.
Whilst there is presently no requirement for the post holder to be on-call, the coming years will see a
transformation of health and community care in Jersey. As part of this transformation, on-call
arrangements for this post may potentially feature in the future. In the event of any changes, the
successful applicant will be consulted with and would be remunerated accordingly.
The post holder will be expected to take part in management and audit activities and represent the
service at Hospital meetings, as agreed with colleagues. The eye department holds a monthly teaching
meeting and regular participation in this will be encouraged and expected. The postholder will be
expected to be fully involved in a ‘Risk Management” programme and support the Governance agenda.
The eye department occasionally receives medical students from the University of Southampton both
for regular teaching and for special study modules, and there may therefore be opportunities to be
involved in clinic-based undergraduate teaching.
The successful candidate should be adaptable, flexible and innovative in order to meet the ongoing
challenges within the service.

4. THE SPECIALTY
Operating Theatres
Surgical sessions are carried out in Day Surgery. The ophthalmic theatre (DSU1) is fully
equipped with a modern Zeiss Lumera microscope, new phacoemulsification & vitrectomy
machines, a 810nm laser and all facilities for general ophthalmic uses. All intraocular theatre
sessions are supported by an anaesthetist.
Minor operating facilities are available in both DSU and the outpatient suite with operations
and intravitreal injections undertaken in both areas.
Eye Clinic
The eye department, both in terms of outpatient and theatre facilities is extensively equipped.
Major items include:
• Zeiss digital mydriatic fundus camera with a networked imaging system,
• Zeiss Cirrus OCT scanner (also networked)
• Zeiss IOLMaster
• Optomap wide-field camera
• A and combined A/B ultrasound scanners
• YAG laser
• 532 nm laser
• 810nm laser (in theatre)
• Pentacam HR corneal topographer
• Autorefractor
• 2 Humphrey visual field analysers.
Nursing Staff:
2 sisters - trained in intravitreal injections, OCT reading and other extended roles
4 staff nurses
3 healthcare assistants / technicians

The Surgical Departments encompass a diverse, exciting and very busy service that strives to provide safe
quality care that meets the needs of all patient groups. We have many challenges ahead to maintain this
quality service but the hospital has a committed highly skilled team who will take the service forward to
continually improve and implement changes in practice to deliver this care.

The final job plan will be agreed with the Clinical Lead, Hospital Director and ratified by the Medical

Note: depending on experience, surgical skills / safety, and career development aims of the
successful applicant, there may be opportunities for some of the clinic sessions to be changed into
minor operation or theatre sessions.
