THE PALMA+PB ALLIANCE

M A N U A L O F O P E R A T I O N

I. BRIEF HISTORY:

PALMA+PB Alliance, formerly known as PALMA Complex, then PALMA Alliance have had
its beginnings when the concern for the conservation of the Libungan- Alamada River
Watershed came into the fore. But the Libungan- Alamada rivers do not only serve the two
municipalities they primarily across. When the Libungan- Alamada River watershed has finally
succumbed to the wanton destruction brought about by the improperly managed logging
operations, not only did the rice fields of Libungan and Alamada cried out for water, so did the
rice fields of Pigcawayan, Midsayap, and Aleosan.

Concerned as ever of this situation, at the time of late Governor Rosario P. Diaz,
Province of Cotabato came up with an ecology and environment management protocol, in
partnership with the ARD- GOLD. This effort was further strengthened with the coming of
PhiDHRRA in support to the policy advocacy component of the Alliance. Thus, each municipality
prepared a 10- year Framework Plan revolving around the urgency of implementing the
Libungan- Alamada River Watershed Management Plan.

More than ten (10) years had passed since these pronouncements, and yet every
consultations and discussions on what is happening to the surroundings of these municipalities
almost always focus on the slowly dying rivers of Libungan and Alamada. The plans are there for
each municipality to work on. The next concern was how do these municipalities get their acts
together?

This was answered by the entry of the Phase II of the Local Government Support
Program (LGSP) of the Canadian International Development Agency (CIDA) sponsored a
workshop for the Review/Revisiting of the Executive Agenda at the Asian Institute of
Management (AIM), Makati City, Metro Manila for all Local Chief Executives.

On the last day of the workshop, during the break, when the five (5) Mayors from the
five (5) municipalities under the first district of North Cotabato, namely:
1. Hon. Eliseo D. Garcesa, Jr. of Pigcawayan
2. Hon. Patricio Señeres of Alamada
3. Hon. Ronaldo B. Pader, MD of Libungan
4. Hon. Romeo D. Araña of Midsayap and
5. Hon. Vicente C. Sorupia of Aleosan

They grouped themselves together with the concern of the Libungan- Alamada River
Watershed and on how to rehabilitate the poorly maintained roads in the area; with the glass of

wine they conceptualized to organize a complex or alliance of the five (5) contiguous
municipalities under the first district of North Cotabato.

After the Review/Revisiting Workshop in Metro Manila, the Phase II of the LGSP-CIDA,
its Regional Project Management Office (RPMO) XII made rounds among the Provincial
Government Centers, to feel the pulse of what the provinces in Region XII see as their priority
concerns After several rounds of consultations and dialogues, an Interim Board and Technical
working Group were created, with LGSP- RPMO XII and the PPDO served as technical
consultants, which eventually came up, in April 2000, with the formulation of the Manual of
Operations and Rules of Procedures for the PALMA Alliance, which included the establishment
of the PALMA Alliance Development Board (PADB) and the Project Management Office (PMO)
which handles the day-to-day operations of the aggrupation.

Finally, to formalize the establishment of the Alliance and to prepare the Alliance
Framework Plan, a Memorandum of Agreement (MOA) was signed by and between the five
municipal governments of PALMA and the Provincial Government of Cotabato, on August 07,
2000. On November 10, 2000, the Memorandum of Understanding (MOU) between PALMA
Alliance and LGSP-RPMO XII was subsequently signed, spelling out the commitment of LGSP to
assist the Alliance in terms of capacity building.

Keeping faith to their commitment to put in place a working alliance, they carefully
selected representatives from both the government and non-government sectors converged on
January 30, 2001 until February 04, 2001, crafted the beginnings of the PALMA Alliance
Framework Plan.

The PALMA+PB Alliance was originally composed of five municipalities, namely:


Pigcawayan, Alamada, Libungan, Midsayap and Aleosan. After one year of probation as observer
status, the municipality of Pikit, Cotabato was accepted to the alliance on April 25, 2008. The
name PALMA Alliance was changed to PALMA Alliance which represents the first letter of the
names of the municipalities that comprise the alliance namely; P for Pigawayan and Pikit, A for
Alamada, L for Libungan, M for Midsayap and A for Aleosan. On August 18, 2011, another
municipality was granted to join the alliance after a year of probation as observer status, this
was the municipality of Banisilan, Cotabato and the name PALMA Alliance was again changed
and finally called PALMA+PB Alliance which stands as P for Pigcawayan, A for Alamada, L for
Libungan, M for Midsayap, A for Aleosan, P for Pikit and B for Banisilan.

These seven municipalities with a contiguous area of a very similar topographic and
climatic condition have an approximate land area of 280,015.88 hectares constituting 42.65
percent of the province’s total land area.

The topography of the area is generally mountainous which is characterized by varied


landscapes, from Plain and gently rolling to wide valleys and extensive mountain ranges which

are located in the Northeastern and Northwestern part of the Alliance. Mt. Akir-akir is the
highest peak in the alliance that intersects the municipalities of Libungan, Pigcawayan and
Alamada. Principal tributaries such as the fertile Libungan– Alamada river runs from the
Northern mountains of Alamada and spreads towards the low lying areas of the alliance.
Maridagao River and Pulangi bring silt from the mountain ranges to flood plains of Maguindanao
thus enriching the agricultural lands of these areas. Generally the land is blessed with favorable
climatic condition & ever free from onslaught of typhoon.

II. RATIONALE:

The rationale for adopting the area-based development program is to ensure the
orderly, balance and coordinated socio-economic development of geographic area. It recognizes
that in planning for total development, aggrupation of a number of municipalities has a higher
degree of viability than one municipality alone. When resources are scare and inadequate,
planning on a municipality-to-municipality basis is not strategically beneficial. It also considers
the fact that as agriculture modernizes and new agro-industries and agro-services emerge, there
will be increasing interdependence among nearby municipalities; a strategically located place
with resource potentials will emerge and become nucleus or growth center for the future
economic, social and political development of surrounding areas. Drawn to this center will be
the surrounding municipalities which overtime will look to it as the primary focal point of most
of their social, economic and institutional services.

The identification of a sustainable integrated area-based development package can be a


tool to implement the growth center or urban development strategy for the province. It can also
lead to a more optimal utilization of physical, manpower and financial resources. The local and
national line agencies including donor institutions or the private sector can easily and efficiently
facilitate the extension of technical and other related support services.

Section 33, Chapter 3 of RA 7160 (Local Government Code of 1991) entitled Cooperative
Undertakings among Local Government Units (LGUs) provides that LGUs may, through
appropriate ordinances group themselves, consolidate, or coordinate their efforts, services, and
resources for purposes commonly beneficial to them. In support to such undertakings, the LGUs
involved may, upon approval by the Sanggunian concerned after a public hearing conducted for
the urpose, contribute funds, real estate, equipment and other kinds of property and appoint or
assign personnel under such terms and conditions as may be agreed upon by the participating
local units through Memoranda of Agreement (MOA).

Section 34, Chapter 4 of the Local Government Code of 1991 also provided the Role of
the People’s Organizations and NGOs, which states that LGUs shall promote the establishment
and operation of people’s organizations and NGOs to become active partners in the pursuit of
local autonomy.

The 5 municipalities (Pigcawayan, Alamada, Libungan, Midsayap and Aleosan) agree to
organize and establish a strong foundation among themselves thru an alliance so that
cooperation and unity will be attained.

Solving these problems cannot be done by government agencies alone. Hence the need
to forge alliance by and between the LGUs, National Line Agencies and the Non-Government
Organizations. One instance as an offshoot of the TWG initiatives is the organization of the
PALMA+PB Alliance Development Board (PADB).

III. BASIC DEVELOPMENT FRAMEWORK:

A. Conceptual Framework

Inspired by the political will exhibited by former Governor Emmanuel F. Piñol of


Cotabato Province, the Memorandum of Agreement (MOA) by and between the Provincial
Government and the five Local Chief Executives was signed last August 7, 2000. It formally
created the PALMA Complex Development Board (PCDB), now PALMA+PB Alliance Development
Board (PADB). The signing of MOA is a genuine manifestation of political will and sincerity of
local leaders of the Alliance to pursue the development interest of the area.

The PADB provides a backbone mechanism basically to address the development gaps
that hinder rowing capacity to succeed. The Project Management Office was created to
spearhead in the implementation of programs and projects in accordance with the thrusts and
priorities of the Complex to boast economic development in the area.

Vision

By 2020, PALMA shall be an agro– industrial center, guided by the principles of good
governance, gender equality, moral uprightness ecological integrity, and peaceful co-existence
towards an improved quality of life.
Mission

Strengthen collaborative alliance towards agro- industrialization; Promote a self- reliant,


sustainable socio- economic development through programs of genuine land reform,
modernized farming system, environmental protection and conservation; Foster a
comprehensive policy on peace, unity, gender equality, and good governance; and Harness our
resources to generate more income and employment opportunities

Our Guiding Principles and Policies

We, the inhabitants of PALMA+PB Alliance, seek to improve the quality of our lives cognizant of
the laws of our lands; respectful of our cultural diversity; and concerned with the protection,
conservation, and sound utilization of our environmental resources.

We will ensure that all our policies, goals, strategies, programs, and projects must seek to
strengthen collaborative efforts among the government instrumentalities, business entities, and
civil society organization of our Municipalities.

B. Goals, Objectives and Strategies:

Goal: Sound Environment

Objectives:

 Formulated and reviewed the mechanism to implement, manage, and sustain the
Watershed Management and Development Plan (WMDP) for PALMA+PB Alliance.
 Increased capacity of the PMO to put into operation, monitors, and evaluates the
provisions, thrusts, and directions of the WMDP and the PALMA+PB Alliance Strategic
Plan (PASP).
 Ensured continuous availability and sufficiency of water supply even during El Niño
period.
 Increase areas earmarked for reforestation projects.
 Increased number of signed agreements between the agriculture and industry sectors.

Strategies:

1. Institutionalize the PALMA+PB Alliance Project Management Office (PMO), through the
adoption of a legal mandate, to ensure the continuity of commitment ad quality service
of those tasked to implement, manage, and sustain the results of both the WMDP and
PASP.
2. Formulate a capacity building program to ensure such commitment and quality service.
3. Integrate in this program, the capacity and authority of the PMO to seek partnerships as
well as facilitate agreements between the agriculture and industry sectors, as well as
among government instrumentalities, business entities, and the civil society
organizations, agreements which are consistent with the requirements of a sustainable
integrated areas development.
4. Ensure that all agreements for sharing of resources shall be strictly adhered to.

Goal: Peaceful Community

Objective: Reduced the occurrence of any form of conflict.

Strategies:

1. Creation of a system that will facilitate the appropriate approaches and avenues
towards addressing the root causes of violence and conflict; pursue the implementation
of the identified ways; and ensure that such efforts shall be sustained; and
2. Religious campaign in all institutions for moral values.

Goal: Increase Productivity

Objectives:

Having identified the specific areas for complementation, the following concerns should be
addressed:

 Increased levels of incomes by as much as 30% in three years and 50% in five years;
 Increased numbers, quantities and/or volumes of propagation or production in high
value commercial crops, grains, and livestock;
 Reduced levels of unemployment;
 Reduced occurrences of pest infestations, crop failures and animal widespread diseases;
 Facilitated greater access to pre-and-post production technologies, facilities, and other
agricultural support mechanisms;
 Improved capabilities for demanding fair market share and product pricing;
 Improved capacities for identifying and clinching market deals and linkages;
 Increased capacities for promoting environment-friendly and sustainable practices and
technologies;
 Impose advocacy and legislation; and
 Adopted broader options for access to land ownership and/or utilization with close
coordination to DAR.

Strategies:

1. Integrate the plans of the seven (7) Municipal Agriculture Offices, Municipal Natural
Resources Offices, Municipal Agrarian Reform Offices, and Municipal Cooperative and
Development Coordinating Offices, putting into priority those that cause to realize, in the
next five years, the targets set.
2. Identify alternative income-generating activities especially for those residing in
protected areas.
3. Legislate, promote and implement synchronous farming techniques and practices.

4. Put in place the mechanisms to enable quick and easy access to financial technical,
technological, and marketing assistance and resources.
5. Continually pursue all peacekeeping efforts to ensure that all propagation and
production targets are met.
6. Forge linkages, strengthen partnerships, and establish tie-ups between and among
production, financial, and market resources.

Goal: Equally Empowered Men and Women

Objectives:

By Year 2020, PALMA+PB Alliance shall have:


 Increased levels of women participation in all manners of consultative and collective
action, and in all aspects of decision-making processes;
 Increased number of women in elective positions;
 Increased number of men and women engaged in generating sustainable sources of
income;
 Increased number of men who have undergone gender sensitivity trainings and
consultations;
 Increased number of women representatives from the Indigenous and Moro Peoples to
the different consultative and decision-making bodies; and
 Reduced incidences of complaints against all forms and manners of prejudices,
harassments, and gender as well as ethnic degradation.

Strategies:

1. Strict enforcement of the provision of RA 7160 on sectoral representation into the


different planning bodies.
2. Institutionalizing a legal mechanism that will expand the composition of the different
planning, policy-making, and implementing bodies that will include equal representation
from the marginalized sectors, as well as from the Indigenous and Moro Peoples.
3. Institute reforms in the identification and selection of party-list members during electoral
exercise, ensuring equal participation of women.
4. Instituting a system of reward and recognition to women achievers.
5. Formulation of a capability building program, advocacy, and IEC on gender awareness
and reproductive health.
6. Provision of broader opportunities for alternative employment and/or income
generating activities, particularly those that seek to uphold the dignity and integrity of
women workers.
7. Sustainability of women’s economic enterprise; reflection of successful project.

Goal: Infrastructure Development

Objectives:

Rehabilitate Farm-to-Market roads (FMR) under the “Bayanihan” concept with the following
purpose:
1. Rehabilitate and upgrade road
2. Reduced cost of road rehabilitation
3. Fast-track road rehabilitation
4. Reduce transportation cost
5. Make travel time shorter and convenient

Strategies:

1. The PALMA+PB Alliance uses the term “All-weather Road” to the Kabalikat
PALMA+PB Infrastructure Project.

2. The typical cross-section of road is 6 m including 1 m shouldering on both sides


with 0.25m thickness of pavement.

3. The materials used for pavement is limestone, mountain mix or river mix
depending on the availability in the area.

4. Installation of culverts is allowed depending on the necessity and availability.

5. The project is expected to be carried out by the host municipality using the
PALMA+PB road building equipments and the PALMA+PB Alliance Development
Board (PADB) through the PALMA+PB PMO.

6. The project duration ranges from 15 days under normal condition and may
extend to a maximum of 5 days.

C. Coverage

The seven municipalities covered under the PALMA+PB Alliance are the following:
Pigcawayan, Alamada, Libungan, Midsayap, Aleosan, Pikit and Banisilan. These municipalities
have agreed to forge alliance to institutionalize and implement what has been presented/layed
out in the Strategic Plan.

IV. THE PALMA+PB ALLIANCE DEVELOPMENT BOARD, IT’S STRUCTURE, COMPOSITION,


FUNCTIONS AND TERM OF OFFICE; AND THE PALMA+PB PROJECT MANAGEMENT OFFICE

A. The PALMA Alliance Development Board (PADB)

The institutionalization of the PADB and the PMO is the key element in the
institutionalization and implementation of the Strategic Plan as a coordinative mechanism
to integrate and accelerate growth and progress in the entire Alliance.

The PADB is the organizational mechanism that will oversee the total development of
the area comprising the Alliance and formulate needed policies.

The PADB shall be composed of nineteen (19) members with a Project Management
Office (PMO) which will act as secretariat to the Board. It will provide information and linkages
with outside agencies. It shall have five working committees.

The members of the Board are the following:

 Governor
 7 Mayors of PALMA+PB Alliance
 7 SB Members (1 SB member from each municipality and to be indorsed by their
respective Sanggunians)
 2 Sangguniang Panlalawigan Members ( to be indorsed by the Sangguniang
Panlalawigan) coming from the 1st District
 2 Non-Government Organizations (NGOs) to be agreed upon by the 7
municipalities wherein each municipality will recommend 2 NGOs/POs and select
from among themselves 2 who will represent in the Board.(1 preferably from
Women’s Organization/federation)

The officers of the PADB shall be the following:

a. Chairperson
b. Vice-Chairperson
c. 17 Board of Directors

The Chairperson and the Vice-Chairperson shall be elected from among the seven (7)
Mayors. The Chairperson of the different working committee shall be elected from among the
members of the Board.

In case of vacancy due to death, permanent mental incapacity, resignation or removal of


the Chairperson, the Vice-Chairperson shall automatically succeed and shall serve only for the

remainder of the term. Thereafter, an election shall be called for the position of Vice-
Chairperson who shall likewise serve for the remainder of the term.

The Board shall meet every 2nd Thursday of the 2nd month of the quarter and shall call a
special meeting as the need arises.

The Board shall have an Executive Committee (ExeCom) that composes of 7. It shall
specify the function of the Execom.

The Executive Committee shall meet anytime upon the request by the chairman and if
urgent matter for immediate action arises.

The Board by ¾ votes may opt to have additional members of PALMA+PB that will
represent other sectoral and/or interest group from within the alliance other than those coming
from the government sectors.

The NGO/PO members of the Board are also entitled to an honorarium of P1,000.00 per
meeting. Further, they are also entitles to traveling expenses at cost while attending trainings on
official business.

Functions of the Board:

1. Formulates, review, modifies and approves policies and general guidelines for the
smooth implementation of PALMA+PB Development Plan based on development goals,
objectives, targets, strategies, programs and projects and ensures sustainable
development initiatives and its subsequent amendments, updating and refinement;
2. Recommends to the component municipalities ordinances for enactment which
encourages/seeks the support of NGAs/NGOs;
3. Acts on ordinances, resolutions relative to PALMA+PB Development Plan activities,
policies, plans, programs, projects from component municipalities;
4. Approves PALMA+PB Alliance Development Board budget which will require ¾ votes of
the members of the Board.
5. Organize the PMO and recommends the appointment of personnel;
6. Represents the alliance in all fund sourcing undertakings common to all component
municipalities;
7. Shall closely coordinate with the Provincial Government, National Line and Government
Agencies (NLAs/NGAs) and Non-Government Organizations/People’s Organizations
(NGOs/POs) on matters related to the operations of the PALMA+PB Alliance
Development Board;
8. Submits pertinent reports to the 7 member LGUs and the Provincial Government of
Cotabato; and

9. Authorize the Chairperson to sign and act on all legal transactions entered into by the
PALMA+PB Alliance.

Term Of Office Of The Members Of The Development Board:

The term of office for all members shall be co-terminus with their terms of office in their
respective organization.

Duties and Responsibilities:

1. The Chairperson shall perform the following:

1.1 Calls and presides over the meeting of the Board;


1.2 Represents the alliance and signs all documents as authorized by the Board;
1.3 Accepts local and foreign donations, grants contributions and counterpart funds from
member LGU's;
1.4 Reviews and recommends approval of policies, plans, programs, project and activities
emanating from the Project Management Office before approval of the Board;
1.5 Directs and supervises all activities of the PALMA+PB Alliance thru the Project
Management Office;
1.6 Appoints personnel of the PMO upon recommendation of the Board; and
1.7 Perform other duties and functions as maybe required by the Board.

2. The Vice-Chairperson shall perform the following:

2.1 Presides over the Board meeting in the absence of the Chairperson;
2.2 Acts on matters requiring immediate decision in the absence of the Chairperson, except
policy determining matters; and
2.3 Performs other duties, which may be assigned to him by the Chair or by the Board.

3. The Members of the Board shall perform the following:

3.1 Attends all meetings of the Board;


3.2 Acts as Chair/Member of the different working committees;
3.3 Participates in the deliberation of issues and concerns relative to the operation of the
Alliance; and
3.4 Creates different working committees whose chairpersons will come from among the
members of the Board.

The different Working Committees to be recognized are as follows:

1. Environmental Protection and Management Committee

1.1 Formulates alliance Environmental Protection & Management Plan integrating


environmental programs, projects, activities of the PALMA+PB LGU's;
1.2 Coordinate to the member LGUs to ensure the mainstreaming of the environmental
concerns in their local development plan actively participate in the environmental
protection and management;
1.3 Prepares and submits Committee report to the Board; and
1.4 Performs other related functions as maybe required by the Board.

2. Investment, Trade and Promotion Committee

1.1 Formulate alliance Trade & Investment Promotion Plan integrating trade & investment
promotion programs, projects, activities of the PALMA+PB LGU's;
1.2 Coordinate to the member LGUs to ensure the mainstreaming of the trade & investment
promotion concerns in their local development plan and actively participate in the
environmental protection and management;
1.3 Prepares and submits Committee report to the Board; and
1.4 Performs other related functions as maybe required by the Board.

3. Livelihood Opportunities Committee

1.1 Formulate alliance Livelihood Programs integrating livelihood & opportunities programs,
projects, activities of the PALMA+PB LGU's;
1.2 Coordinate to the member LGUs to ensure the mainstreaming of the livelihood &
opportunities concerns in their local development plan and actively participate in the
environmental protection and management;
1.3 Prepares and submits Committee report to the Board; and
1.4 Performs other related functions as maybe required by the Board.

4. Advocacy Committee

1.1 Formulates Alliance Advocacy Programs integrating advocacy programs, projects,


activities of the PALMA+PB LGU's;
1.2 Coordinates to the member LGUs to ensure the mainstreaming of the advocacy concerns
in their local development plan and actively participate in the environmental protection
and management;
1.3 Prepares and submits Committee report to the Board; and
1.4 Performs other related functions as maybe required by the Board.

5. Infrastructure Support Committee

1.1 Formulates Alliance Infrastructure Support Programs integrating infrastructure support
programs, projects, activities of the PALMA+PB LGU's;
1.2 Coordinates to the member LGUs to ensure the mainstreaming of the infrastructure
support concerns in their local development plan and actively participate in the
environmental protection and management;
1.3 Prepares and submits Committee report to the Board; and
1.4 Performs other related functions as maybe required by the Board.

6. Health and Education Committee

1.1 Formulates alliance Health & Education Programs integrating health & education programs,
projects, and activities of the PALMA + PB LGU's.
1.2 Coordinates to the member LGUs to ensure the mainstreaming of the health and education
concerns in their local development plan and actively participate in the environmental
protection and management.
1.3 Prepares and submits Committee report to the Board.
1.4 Performs other related functions as maybe required by the Board.

B. The Project Management Office (PMO)

The existing Technical Working Group (TWG) composed of the Provincial Planning and
Development Coordinator, Municipal Planning and Development Coordinators and the
Provincial line agencies shall facilitate the operationalization of the PADB. It shall act as technical
advisor to the PADB.

The PMO is mandated to serve as secretariat and to operationalize and implement the
mission, goals, objectives, programs and projects of the PALMA+PB Alliance to attain its vision.

Its objectives include the following:

1. to enhance the capacity of component municipalities on agri– industrialization;


2. To manage and coordinate development activities relative to PALMA+PB;
3. To create an environment conductive to investment and
4. To support the socio– economic concerns of the LGUs.

In line with the implementation of the programs and projects of the alliance, the PMO
has the authority to recommend for disciplinary action to the Chairperson of PALMA+PB
Alliance.

The PMO shall be composed of the Project Manager, Researcher/Community Organizer,


seven (7) Project Officer, two (2) Clerk Encoder and Utility/Messenger/Driver.

The Qualification Standard of PMO staff shall be as follows:

Project Manager
1. A Filipino Citizen and bonafide resident of PALMA+PB Alliance area.
2. 21-45 years old

PROJECT MANAGEMENT OFFICE

POSITION JOB DESCRIPTION/FUNCTIONS & RESPONSIBILITIES

PROJECT MANAGER 1. Acts as Secretariat of the Board;


 Assists in the preparation of agenda for discussion
during the Board meeting.
 Keeps a complete record of all the proceedings of the
Board meeting.
 Certifies to the veracity of all official records and
documents of the Board and the Chairperson’s
signature.
2. Performs the day-to day operations of the PMO;
3. Implements Programs/Projects, policies and general guidelines
set by the PALMA+PB Alliance Development Board;
4. Coordinates with the Provincial Government, NGAs, Financing
Institutions, NGOs and other entities;
5. Submits periodic reports to the Board; and
6. Performs such other functions as the PADB and/or the
Chairperson may direct.

RESEARCHER/ 1. Conduct research;


COMMUNITY 2. Gather all data and proposals emanating from beneficiary
ORGANIZER organizations groups, or individuals, for incorporation into the
final formulation of project proposals/feasibility studies;
3. Assist the Project Manager in the preparation and formulation of
plans, programs, project proposals, guidelines, criteria and

9. Prepare and submit reports and/or recommendations as the need
for them arises, for proper action or intervention by the Project
Manager;
10. Exercise such other powers and perform such other duties

CLERK/ENCODER/ Performs cashiering jobs and encodes communication, letters and


CASHIER other important/official documents for and of the PMO & PALMA+PB
Alliance.

PROJECT OFFICER 1. Assists in conducting research, community organizing, Barangay


consultations, Data gathering and profiling in his/her area of
responsibility and submit to the Community Organizer/
Researcher pertinent documents for Project Proposals, Feasibility
Studies for project implementations;
2. Conduct evaluation/sites verification to target proposed projects
at his/her area of responsibility;
3. Conduct evaluation/monitoring in all PALMA+PB MO Project
implementation in his/her area of responsibity;
4. Assess/evaluate/validate programs/projects of the LGU and
submit suggestions for innovation of the project implementation
to the PALMA+PB Project Management Office (PMO);
5. Assist the Project Manager in the implementation of
Programs/Projects/Activities in the respective Municipalities and
serve as documenter in the Technical Working Group meeting;
6. Report to the PALMA+PB PMO every regular working days of the
week from 8:00 AM to 5:00 PM unless for official business or
travel;
7. Prepares and submit weekly accomplishment reports and other
deliverables to the PALMA+PB PMO and furnish copy to LGU
where you assigned; and
8. Perform such other duties that may be assigned by superiors from
time to time, in the exigency of the service;
9. Exercise such other powers and perform such other duties and
functions as may be prescribed by the PADB and the Chairperson.

UTILITY/DRIVER/ 1. Deliver official communications and other matters, to designate


MESSENGER persons, groups or agencies, both in government and private
sectors;
2. Assist the Community Organizer/Researcher and Project Officers
in conducting research and community organizing in their area of
responsibility;
3. Ferry/fetch the Project Manager and PMO staff as need arises;
4. Assist the Community Organizer/Researcher in the property

custodian and as caretaker of the office;
5. Cleans/maintains the office and its surroundings;
6. Prepares and submit reports weekly to the PMO; and
7. Exercise such other powers and perform such other duties and
functions as may be prescribed by the PADB and the Chairperson.

The PMO Staff is entitled to an additional 20% of his basic salary as stipulated under
Local Budget Circular No. 64 series of 1997 issued by the Department of Budget and
Management. When out on official business, he will be entitled to a transportation allowance
(actual expenses) and per diems not exceeding P300 if outside the 50 km radius and P200 if
within the 50km radius.

Personnel coming from the national line agencies may be tapped as members of
different working committees.

V. RELATIONAL/ FUNCTIONAL LINKAGES AND COORDINATION

A. Relationship with Local Development Council

The PALMA+PB Alliance Development Board (PADB) shall maintain relational and
functional linkages and coordination with all levels of the Local Development Council. The LCEs
and other members of the Board who are members of their respective LDCs shall seek its
support as maybe needed by the Board and the PMO through:

1. Enactment of ordinances and issuance of resolutions.


2. Provision of financial, technical support and recommend for training opportunities as
maybe needed by PMO.

B. Relationship with Provincial Government and other Bodies

The Board shall maintain relational and functional linkages with the Provincial
Government and non-government organizations, private sectors in a collaborative effort of
addressing the various development concerns of the PALMA+PB Alliance.

The Board shall promote a strong partnership between and among the Non- Government
Organizations/ People’s Organizations and the Local Government Units within the Alliance.

VI. INSTITUTIONALIZATION OF PADB AND PMO

The PALMA+PB Alliance Development Plan (PADP) is a blueprint for agro- industrial
development of the Alliance. The vision, mission, goals and strategies embodied in the plan

reflect the aspiration of the people. It is just but urgent that the plan should be interpreted into
a doable programs and projects for immediate implementation.

The signing of Memorandum of Agreement (MOA) as amended on August 18, 2011


between the Provincial Government of Cotabato and the seven (7) Municipal Mayors of
PALMA+PB Alliance is a manifestation of their common political will and sincerity to accelerate
growth and pursue development interest in the area. The Board is expected to exist for 3 years
as stipulated in the MOA. Each Municipality will share the amount of P350,000.00 per year while
the Provincial Government will also share the amount of P1,000,000.00 per year to be taken out
from their respective Internal Revenue Allotment (IRA) and thereafter for a period of five (3)
years. The assistance shall be for the operationalization of the PALMA+PB Alliance Development
Board (PADB) and the Project Management Office (PMO) and to fund some projects identified
and approved by the Board.
