1.0 SCOPE
This Material Standard Specification specifies the minimum technical requirements for
design, engineering, manufacture, inspection testing and performance of non-metallic,
communication fiber optic cables intended to be used for Standard Pilot Wire Protection
Schemes and Telecommunication Purposes.
The cables shall be laid in HDPE (High Density Polyethylene) duct of suitable diameter
buried in the ground.
2.0 REFERENCES
All equipment supplied under this specification shall conform to the listed here under the
latest edition of the International Electromechanical Commission (IEC) Specification,
ISO standards, IEEE Standards, International Telecommunication Union (ITU)
Specifications. Equivalent national standards may be acceptable subject to approval by
KAHRAMAA.
3.0 GENERAL
The details given in this specification are based on international standards and
KAHRAMAA requirements in general and for the guideline to the manufacturers. The
parameters given herewith are minimum requirements, however, manufacturer shall
confirm in all aspects to supply of best design, high quality and good workmanship
towards the manufacturing the material for the safe and accurate installation and
continuous smooth operation throughout the life of the material stipulated herein.
KAHRAMAA reserve the right to reject any material if found not as per International
standards mentioned hereto and KAHRAMAA requirements.
Manufacturer may offer any better product up and above the specified one herein,
however, KAHRAMAA reserves the right to accept or not.
All cables covered under this Specification should be designed for continuous operation
life for 30 years under the climatic conditions specified herein.
5.1 General:
5.1.1 The Non-Metallic Fiber Optic cables (NFOC) shall meet or exceed the requirements of this
Specification in all respects.
5.1.2 Manufacturer's drawings shall show the outline of the non-metallic fiber optic cable,
together with all pertinent dimensions. Tolerances of any variations in dimensions shall
be according to relevant standards.
5.1.3 Sample of the proposed NFOC shall be provided for KM evaluation and approval.
5.2.1 The maximum ambient outdoor temperature shall be as specified above in clause 4.0.
5.2.2 The non-metallic fiber optic cables shall be strengthened, reinforced and sheathed to
offer protection, rendering it suitable for installation as mentioned in Section 6.0.
5.3.1: The Optical Fiber shall be made of germanium doped silica glass or pure silica glass.
5.3.2: The mode field eccentricity shall be less than 1 µm.
5.3.3: The cladding of the Optical Fiber shall be made of silica glass having lower refractive index.
The outside diameter of the cladded fiber shall be 125 µm with tolerance of ± 2.0 µm.
5.3.4: The non-circularity of cladding surface shall be 2%, maximum.
5.3.5: The nominal fiber coating diameter shall be in the range of 245 to 400 microns.
5.3.6: There shall be no joints or splices in any optical fiber in any reel length of the complete
optical cable.
5.3.7: Optical fibers shall be free of material and manufacturing defects which would prevent
them from meeting the requirements of this Specification.
5.3.8: Each group of fiber may be enclosed in a loose buffer tube or may be taped in a helical
fashion to provide protection against mechanical stresses and environmental effects.
5.3.9: The buffer shall be easily removable. Buffer shall not need shrink back tubing once
installed in a closure box If special tools are recommended by the manufacturer; these
shall be provided.
5.3.10: Maximum continuous operating temperature without optical degradation shall be 70°C.
5.3.11: Maximum optical loss variation at temperature range of -5°C to +80°C shall be ±0.05dB/km.
5.4 Color Coding
5.4.1: The individual color and group color coding scheme of optical fibers shall be as
specified in Table 2.
5.4.2: Optical fibers within a cable shall be grouped and each group shall contain twelve fibers.
If the cable contains only six fibers (one group), no group identification is required.
5.4.3: When a number of optical fibers form a group, the group shall be uniquely identified as
specified in Table 2.
5.4.4: All fibers within a group shall be discernible throughout the design life of the optical
fibers and uniquely color coded as shown in Table 2.
5.4.5: When groups are defined by means of tubes, binder tapes, ribbons, threads, etc., such
means shall be discernible and uniquely color coded as shown in Table 2.
The complete NFOC shall have the following minimum dimensions and ratings:
6.1: The fiber optic cable shall be able to withstand a compressive stress specified in Data
Schedule without mechanical or optical degradation.
6.2: The tensile strength of the fiber optic cable shall be such that the nominal pulling tension
specified in Data Schedule causes no temporary or permanent optical degradation or
cable damage.
6.3: The minimum bending radius of cable that can be applied without temporary or
permanent optical degradation shall not exceed 200 mm radius.
6.4: The types of Non-metallic Fiber Optic Cables are the following:
7.1.1 The Non-Metallic Self-Supporting Optical Cable, this shall consist of the following:
7.1.2: Strength members shall be an integral part of the cable assembly but are not
considered part of the messenger support component.
7.1.3: The messenger support shall be made of non-metallic material. The sheath of fiber
optic cable and messenger support shall be made of medium density polyethylene
material or equivalent.
7.1.4: The connection material between messenger support and non-metallic fiber optic
cable shall be made of high density polyethylene or equivalent.
7.1.5: The wrapping tape shall be dielectric material. The wrapping tape may be used as a
heat barrier to prevent deformation and contain the inner core.
7.1.6: Filling gel shall be applied to the core wrap so that voids or air spaces are
eliminated between the core and the inner side of the slot.
7.2 The Non-Metallic Direct Buried/Underground Cable shall consist of the following:
This type of fiber optic cable shall be used for direct buried applications.
d. The inner (First) sheath surrounding the tube or core shall be made of medium
density polyethylene (MDPE).
The cables shall be laid in Plastic Duct (HDPE - High Density Polyethylene – diameter of
40mm) wherever required as mentioned in clause 7.4 above. The duct shall be in accordance
with BS-ISO442-1:2007.
The HDPE duct can be joint using the Mechanical or any equivalent technique such as
fusion method.
The Mechanical joint fitting is installed by pushing the back nut, spring follower and
rubber ring on to the plain pipe end, and then inserting into the socket of the filling. The
back nut is then tightened by hand.
Duct ends shall be used for sealing before cable installation prevents ingress of dirt, water,
moisture, insects etc.
Long sweep 90° bend is used for routing of conduits around corners and for the interfacing
between the duct and the base of a cabinet or termination boxes.
9.0: TESTS
All test results shall be submitted for review and acceptance by KAHRAMAA.
All type (design) tests prescribed in the relevant EIA/TIA or equivalent IEC Standard
shall be performed on the representative unit or on the first unit of every new design or
rating to be supplied to KAHRAMAA.
In lieu of the actual type (design) tests, certified test reports of type (design) tests
performed on an identical unit may be submitted to KAHRAMAA for review and
approval during the bidding stage.
The cutoff wavelength of the cabled fiber shall be less than l250 nm for dispersion un-
shifted single-mode fiber and not less than 1450nm for non-zero dispersion- shifted
single-mode fiber. Measurement shall be as specified in the relevant standard or in
accordance with EIA/TIA-455-170.
Water ingress tests for cables designed for water blocking shall be performed for one
meter cable sample for one hour in accordance with the requirements of EIA-455-82B
or IEC 60794-1-FSB. No water shall leak through the open end of l m sample. If the
first sample fails, one additional l m sample, taken from a section of cable adjacent to
the first sample may be tested for acceptance. Water leakage from second sample shall
constitute failure.
d. Vibration Test
Vibration test shall be carried out in accordance with EIA-455-11A. Any significant
damage to any component of the composite NFOC, permanent or temporary increase
in optical attenuation greater than 1.0 dB/km at 1300 nm or 1550 nm for single-mode
fibers shall constitute failure.
A crush and an impact tests shall be performed in accordance with EIA-455-25A and
EIA-455-41 or IEC 60794-1-E3 and IEC 60794-1-E4. A permanent or temporary
increase in optical attenuation value greater than 0.1 dB change in sample at 1300 nm
or 1550 nm for single-mode fibers shall constitute failure.
The breaking strength of the completed NFOC shall not be less than the specified rated
breaking strength of the NFOC unless the failure occurs in the gripping device. If the
failure occurs in the grip, the test value must not be less than 95% of the specified
rated breaking strength.
Tensile Loading and Bending Tests shall be performed on cable sample in accordance
with EIA/TIA-455-33A or IEC 60794-1-E1 and IEC 60794-1-E6.
Any visual damage to the conductor strands or permanent or temporary increase in
optical attenuation greater than 0.2 dB/km at 1310 nm or 1550 nm for single-mode
fibers shall constitute failure.
h. Micro-Bending
All routine (production) tests prescribed in the relevant EIA/TIA or equivalent IEC
Standards shall be performed on all drums prior to delivery to KAHRAMAA.
Tests for mechanical and physical properties of messenger support or strength member
shall be made before assembly.
Attenuation test shall be performed on each fiber of each individual reel in accordance
with EIA/TIA 455-61A, or IEC 60793-1-C1C. Measurement shall be made from both
directions if accessible and the results shall be averaged. Attenuation loss values
exceeding those specified shall constitute failure.
All type (design) tests prescribed in the relevant EIA/TIA or equivalent IEC Standards
shall be performed on the representative unit or on the first unit of every new design or
rating to be supplied to KAHRAMAA.
In lieu of the actual type (design) tests, certified test reports of type (design) tests
performed on an identical unit shall be submitted, or the cable manufacturer shall submit
reports in the form of batch test reports furnished by the core manufacturer, provided that
the core supplied to KAHRAMAA is out of the same batch. All the required test reports
shall be submitted to KAHRAMAA for review and approval during the bidding stage.
The type (design) tests are as follow:
The measurement shall be made in accordance with EIA/TIA 455-78A or IEC 60793-
1-C1A. The spectral width of the source shall be less than 10 nm. The attenuation
coefficient of un shifted single-mode fibers for wavelengths between 1285 and l300
nm shall not exceed the attenuation coefficient at l300 by more than 0.1 dB/km.
For un shifted single-mode fiber, the attenuation coefficient at the water peak found
within 1383 nm shall not exceed 3dB/km. The measurement shall be made using the
same procedure described in 7.2.1.a
e. Concentricity Error
Concentricity error - The offset between the center of the core and the center of the
cladding shall be < 1.0 micron.
g. Cladding Diameter and Non circularity Error Measurements shall be in with EIA/TIA
455 or IEC 60793-1-A2.
Cladding Diameter - The cladding outside diameter shall be l25.0 microns ± 2.0 %
microns.
Cladding Non circularity - The cladding non circularity shall be < 2%.
Individual fibers shall be proof tested in accordance with EIA/TIA 455-31C, or IEC
60793-1-B1.
All fibers shall be subjected to a minimum proof stress of 0.35 GN/m² for one second
equivalent by the fiber manufacturer (100% testing).
i. Chromatic Dispersion
j. Coating Diameter.
Coating Diameter - The nominal coating diameter for loose buffer shall be 250
microns.
All routine (production) tests prescribed in the relevant EIA/TIA or equivalent IEC
Standards shall be performed on all units prior to delivery to KAHRAMAA.
a. Attenuation Coefficient.
The attenuation coefficient for un shifted single-mode fiber shall be 0.45 dB/km or
less at 1300 nm and 0.25 dB/km or less at 1550 nm wavelength. All the traces (hard
copies) shall provide at least the following information other than the standard data
provided by the OTDR:
i. For the graphical representation of the trace, sufficient acquisition time shall be set on
OTDR for the straight line of the graph. Hazy lines due to insufficient acquisition
time shall constitute failure.
ii. All traces shall clearly identify fiber number, binder-color (group identifier) and
fiber color.
iii. All traces shall be furnished with the fiber-ID and the drum/reel number and physical
length of the cable ordered for cross reference.
The attenuation of the fiber shall be distributed uniformly throughout its length such
that there are no discontinuities in excess of 0.1 dB for single- mode fiber.
Upon receipt of the NFOC from the manufacturer, the purchaser shall at his option,
perform acceptance tests in order to verify that the optical characteristics of the fiber meet
the order requirements and to determine if optical fibers have been damaged during
shipment. The results of these tests and the manufacturer's certified quality control
information, which is attached to each reel, shall be compared to the fiber requirements
specified in the purchase order.
The tests shall be performed and documented by the use of Optical Time Domain
Reflectometer (OTDR). The end of the cable shall be sealed after completion of these
tests in order to prevent entry of moisture into the optical fiber.
Tests shall be performed from both ends and results shall be averaged.
Continuity checks of each fiber may be made to determine if any fiber is broken or
any attenuation irregularities exist.
9.3.2 Attenuation
Total attenuation for the entire reel length and attenuation per kilometer should be
measured on each fiber. Attenuation uniformity shall meet the requirements of
Section 8.2.2.b.
The fiber length may be measured using the OTDR. The index factor to be used in
this measurement should be furnished by the fiber manufacturer. A check should be
made to verify received reel numbers and lengths correspond to ordered quantities.
10.1 Progressive length on the cable shall be marked at 1m (one meter) intervals.
10.2 The NFOC ends shall be sealed with a waterproof, heat shrinkable plastic or elastomeric
end cap with adhesive type sealing compound. NFOC ends shall be properly secured to
the reel.
10.3 The NFOC shall be delivered without splices, on standard sized non-returnable wood
drums properly packed and lagged externally to prevent the cable from possible damage
during transportation. Wood lagging shall be used and have a minimum thickness of 19
mm.
10.4 For all NFOC purchases, the standard order length shall be a min. of 4000 to 6000 M.
10.5.1 NFOC reels/drums shall be marked in legible and indelible letters giving the following
particulars:
11.1 Before commencing the production/manufacturing of 1st lot, against KM tenders, the
manufacturer is obliged to produce samples and inform Kahramaa for inspection and
acceptance through witnessing factory acceptance tests, and routine tests.
11.2 For every subsequent lot, the manufacturer is obliged to inform Kahramaa, at least 20
days before dispatch, and obtain clearance for dispatch. KM Engineers have the option of
inspecting & witnessing all factory acceptance tests, including routine tests, at
manufacturer’s factory premises for each lot.
11.4 Type tests are to be carried out on Samples, essentially of same design and ratings, as
being offered. Manufacturer is obliged to provide details of test procedures being
followed, to the KM inspection team before commencing factory accepting tests.
11.5 Each Lot needs to be subjected to all routine tests & sample tests at factory before
delivery. Further, each drum may be subjected to inspection and testing as stated in above
noted clause 8.3 on receiving them at DOHA to verify its healthiness and its conformity
with the guaranteed design data.
11.6 All tests should be performed in accordance with the latest issue of relevant IEC
standards.
11.7 Three sets (copies) of routine tests, sample tests & FAT reports to be prepared. One set to
be attached with the drum, in a strong water-proof envelope. Second copy to be sent
along with delivery note. Third copy to be sent to the end-user department.
11.8 FAT report shall include copy of ‘quality control report’ containing ‘list of check points’
verified/inspected at factory against each drum. Each delivery note shall include the
details of ‘serial number’ and ‘month/year’ of production of each drum.
11.9 Both the manufacturing date (i.e. month/year) and shipment date should be marked on
each drum, and the time difference between these two dates should not be more than 6-
months.
12.1 An illustrated drawing showing the cable cross section design, all components,
dimensions of each layer and data sheets.
12.2 A specific compliance (clause by clause up to sub clause level), statement of conformity
with the specification, else details of non-conformity.
12.3 Type Test Report from International recognized Independent Laboratory. The report must
be not older than 10 years.
12.4 Complete product catalogue with all ratings, characteristics & recommended installation
procedure.
13.0 GUARANTEE
Supplied material shall be guaranteed against any defect for 10 (Ten) years from the date
of delivery or 7 (Seven) years from the date of installation whichever comes first.
The Bidders are required to attach a separate deviation list to their Technical Offer and
include it in the Technical Package if the offered equipments do not meet the
requirements of any clause of the Specification.
Offers without any deviation list attached to the Technical Offer and included in the
Technical Package shall mean that the offer meets the requirements of the Specifications
on all the clauses.
Offers with deviations listed out shall mean that the offer meets the requirements of the
Specification on all the other clauses not included in the deviation list.
