BACKGROUND

The poor and non-productive of neighborhood is one of the root causes of


the problem of poverty in urban areas

Therefore, one of the efforts to reduce poverty in urban areas through


raising awareness and behavioral change in the neighborhood development
in the community level through the provision of productive infrastructure
that supports the public welfare.

Thiese provision of productive infrastructure at the community level in PNPM


Urban is implemented thorugh The Neighborhood Development Program
based on community-based approach

The PNPM Urban-Neighborhood Development program (The ND Program)


was designed as the fourth phase of a process of urban community driven
development (called as the “social transformation concept”) to build the
civil society

BASIC CONCEPT

The ND Program focused on community


behavior change and improve quality of life of
the poor to realize the worthy, productive and
sustainable of their neighborhood.

The ND Program is an effort to introduce more


systematic urban upgrading and introducing
spatial planning with the community based.

Priority area is the area where many of the poor or slum areas at the
Ward/village level

The spatial planning element focuses on synergize and integrating the


planning, development and management of Neighborhood (at ward/
village level) into local government or macro plainning areas (city/
district level)

GOAL

To increase the quality of life of the poor by their neighbourhood


development which are a healthy, orderly, harmonious, and sustainable”,
through:

Increased community awareness to live a clean, healthy and productive


through capacity building, partner-ship and integration planning;

Neighborhood Development in a poor community level, based on the area


/ spatial planning (Synergize planning and development);

Improvement of the community neighborhood facilities, infrastruc-ture


and services for the poor.

1. PLANNING DOCUMENTS:
a. V
 illage planning Document (macro), or Neighborhood Development
Plans at Ward/Village level (RPLP)

b. Priority Area Planning Document (mikro), or Neighbor-hood Development


Plans Action Plans in Priority Areas (RTPLP). RTPLP is part of RPLP

2. INSTITUTIONS:
a. T
 ogether rules, the community agreement to maintain & improve their
neighborhood
b.Community Institutions (BKM, KSM, etc), to organize the community

 hysical - Building and Neigborhood – infrastructure at community level
in priority areas / poor are more orderly, worthy, safe, productive and
sustainable

 ocial Capital, Change community behavior - which is oriented healthy
living, clean and productive

PROGRAM
COMPONENTS

Facilitation and Capacity Building: for


community, Local Government and other
stakeholders through facilitation, training,
socialization, workshop, mass communi-cation,
coordination, etc:

Community Block Grant; as stimulant


for community to build and improve their
neighborhood infrastructure based on the
community spatial planning. The amount is @Rp
1 billion/ward, comprised of, Rp 150 million for
planning, marketing and technical assistance
and Rp 850 million for Physical

monitoring, and evaluation

Kelurahan Karangwaru located at the Center of Yogyakarta City with 72.927 hectares
and the population are 11.215 people with 1.415 poor

There is one river, Buntung River or Karangwaru River, that flows from the north to
south

Conditions Karangwaru river is dirty and full of trash. At every rainy season got a
shipment of waste from Sleman and the citizens themselves. People also used to dump
garbage in the river.

Realize that the river is the source of life, communities who choose to arrange
karangwaru riverside areas as a communities program pirorities in their building and
neighborhood planning

THE COMMUNITY PRIORITY PLANNING

The Karangwaru Riverside development will be the potential as a public


space and interaction space to realize a better, healthier and productive of the
building and neighborhood.

Structuring the river side will be implemented through build the settlement
road at the riverside and strengthe the river bodies.

Community will also make the river as being their front yard of their home.

All people commit to Restore the life right of river and keep the river habitat.

ACHIEVEMENT

“In terms of planning, program PLPBK in Karangwaru admittedly very good,


not only arrange the riverside, but also built a communal sanitation system
so that waste does not go into the river.

Although the fund is managed by communities, the results of the financial audit
shows that a relatively a little amount of mis-use of funds of only 0.05 percent.
People are much more clever in managing finances than the government “

sustainability can be guaranteed
