1. ANALYTICAL SUMMARY OF THE REPORT

The Plurinational State of Bolivia established important advances in the 2017 and 2018
administrations thanks to the Technical Assistance of UNESCO experts. The participation of
local, regional and central level institutions was unsurpassed and allowed in the first instance
the elaboration of the Document: Desired State of Conservation for the withdrawal of the
City of Potosí from the List of World Heritage in Danger - DSOCR, document that served as
a methodological systematization of the guidelines referring to the fulfillment of tasks and
actions committed by the different institutions involved, this document points to four fields
of action within the UNESCO declaration, which are: Mining Productive Heritage,
Environmental Heritage, Archaeological, Architectural and Urban Heritage and the
Management and Governance Systems.

One of the important products achieved and delivered to UNESCO and found in the
Document: Desired State of Conservation for the withdrawal of the City of Potosí from the
List of World Heritage in Danger - DSOCR, was the Clarification of Limits and Definition
of the Buffer Zone for the Site, which was developed in a participatory manner by: the of
Mining and Metallurgy Ministry, COMIBOL, Environment and Water Ministry,
Autonomous Municipal Government of Potosi and Departmental Autonomous Government
of Potosí

The strategy for the development of the Comprehensive and Participatory Management Plan
has progress regarding four actions:

1. Socialization of the Content Script for the Management Plan which was sent to the
participating entities.

2. Delivery of formats of the objectives, Public Policies and indicators.

3. Delivery of formats of descriptive Sheets for projects and programs.

4. Elaboration of the Integral and Participative Management Plan

Based on this adopted methodology, the information requested in these formats was
delivered in its entirety by the institutions involved in the Participatory Workshop for the
Review of the Draft Management Plan for the City of Potosí, held in the City of Potosí
from April 14 to May 21, 2018, later on June 11 of the same administration the Ministry of
Culture and Tourism officially sent all the documentation to the UNESCO World Heritage
Center, within the framework of the agreed commitments.

In terms of Legislation to address the Conservation and Preservation of Cerro Rico, the
Ministry of Mining and Metallurgy has prepared a project of Supreme Decree that defines
mechanisms and legal instruments for the conservation of the morphological structure of the

Cerro Rico de Potosí, this one, is still in analysis by the instance of social and economic
policies of the Bolivian State.

The proposed calendar for the implementation of the corrective measures is adequate and
flexible, which is why deadlines are being met.

1. RESUMEN ANALÍTICO DEL INFORME

El Estado Plurinacional de Bolivia estableció avances importantes en las gestiones 2017 y 2018 gracias
a la Asistencia Técnica de expertos de la UNESCO. La participación de instituciones locales,
regionales y del nivel central fue insuperable y permitió en primera instancia la elaboración del
Documento: Estado Deseado de Conservación para el retiro de la Ciudad de Potosí de la Lista de
Patrimonio Mundial en Peligro – DSOCR, documento que sirvió como una sistematización
metodológica de los lineamientos referidos al cumplimiento de tareas y acciones comprometidas por
las diferentes instituciones involucradas, este documento apunta a cuatro campos de acción dentro la
declaratoria UNESCO, que son: Patrimonio Productivo Minero, Patrimonio Ambiental, Patrimonio
Arqueológico, Arquitectónico y Urbano y los Sistemas de Gestión y Gobernanza.

Uno de los productos importantes logrados y entregado a la UNESCO y que se encontraban en el

Documento: Estado Deseado de Conservación para el retiro de la Ciudad de Potosí de la Lista de
Patrimonio Mundial en Peligro – DSOCR, fue la Aclaración de Límites y Definición de la Zona de
Amortiguamiento para el Sitio, que fue elaborado de manera participativa por: la el Ministerio de
Minería y Metalurgia, COMIBOL, Ministerio de Medio Ambiente y Aguas, Gobierno Autónomo
Municipal de Potosí y Gobierno Autónomo Departamental de Potosí

La estrategia para la elaboración del Plan de Manejo Integral y Participativo tiene avance en cuanto a
cuatro acciones:

1. Socialización del Guion de Contenidos para el Plan de Manejo el cual fue remitido a las instancias
participantes.

2. Entrega de formatos de los objetivos, Políticas Publicas e indicadores.

3. Entrega de formatos de las Fichas descriptivas para proyectos y programas.

4. Elaboración del Plan de Manejo Integral y Participativo

En base a esta metodología adoptada, la información solicitada en estos formatos fue entregada en su
totalidad por las instituciones involucradas en el Taller Participativo para la Revisión del Borrador
del Plan de Manejo Para la Ciudad de Potosí, realizado en la Ciudad de Potosí del 14 al 21 de Mayo
de 2018, posteriormente el 11 de Junio de la misma gestión el Ministerio de Culturas y Turismo

remitió de manera oficial al Centro de Patrimonio Mundial de la UNESCO toda la documentación, en

el marco de los compromisos acordados.

En cuanto a Legislación para abordar la Conservación y Preservación del Cerro Rico, el Ministerio de
Minería y Metalurgia ha elaborado un proyecto de Decreto Supremo que define mecanismos e
instrumentos legales para la conservación de la estructura morfológica del Cerro Rico de Potosí, la
misma está aún en análisis por la instancia de políticas sociales y económicas del Estado boliviano.

El calendario propuesto para implementación de las medidas correctivas es adecuado y flexible por lo
cual se están cumpliendo los plazos.
