Foreword
BIODIESEL (B100) is a fuel manufactured from vegetable oils , recycled cooking oil as well
as animal fats. .The fuel typically contains different types of fatty acids that are chemically
transformed into Fatty Acid Alkyl Esters.

Different fractions of each type of Fatty Acid Alkyl Esters/FAME present in various
feedstocks influence some of the properties of the fuel.

High levels of saturates (C14:0, C16:0, C18:0) from pure BIODIESEL (B100) improve Cetane
number, reduce NOx, and improve stability. This also raises the cloud point. However more
poly-unsaturates (C18:2, C18:3) in B100 will reduce cloud point & Cetane number, reduce
stability (unless stability additives are used), and raise NOx. Resultant B100 substantially
reduces unburnt Hydro Carbon, CO and particulate matter. It has almost no sulphur, no
aromatics and about 10% built in oxygen; helps in ensuring complete combustion.

The B100 conforms to the requirements stipulated in BIS specification IS 15607: 2016 and is
given as Annexure I.

B100 is environment friendly fuel and therefore it is blended in HSD manufactured as per
IS: 1460, up to a maximum of 5% v/v to formulate B5 . Specification for 6%(B6) to 20%(B20)
Biodiesel v/v blended with HSD is published in IS 16531:2016 and is given as Annexure II.

While practising the laid down procedures, various laws / statutory requirements pertaining
to handling, storage, dispensing, purchase, sale, safety etc. need to be adhered to. All
practices in handling Biodiesel and its blends as per the petroleum rules/act, shall be
followed.

The Manual provides guidelines based on proven Industry practices developed over a period
of time in this field.

Section No.1 Section Name: Introduction Clause 1.1 to 1.3.

1. Introduction:

1.1 BIODIESEL (B100) is a renewable fuel manufactured from vegetable oils , recycled
cooking oil as well as animal fats. It is environment friendly fuel and is being used for
blending with HSD which brings down the consumption of conventional HSD.

Automotive diesel fuel specification ( IS: 1460) permits FAME Content , 7 % max, v/v
both for Bharat Stage IV & VI grade fuels. Earlier biodiesel blending in HSD was
permitted upto 5 % v/v. Subsequently, the specification for blending of Biodiesel in
the range of 6 % to 20 % v/v have been formulated .

B100 is heavier than HSD. Suitable methodologies such as online blending, splash
blending , in tank blending may be used . It shall be ensured that the blended product
is homogeneous.

1.2 The basic practices of handling B5 as well as B6 to B20 remains the same . The
procedures outlined in this manual are only the minimum requirements in order to
ensure quality of B100 and its blends.

1.3 This manual supersedes earlier communications regarding handling of Biodiesel.

4.2 Significance of Characteristics – B100:

Appearance - BIODIESEL should be clear, although it may come in a variety of

colours. BIODIESEL colour does not predict fuel quality. A milky layer of material on
the bottom of a fuel container can have several meanings. If the fuel was frozen or
chilled, the layer may contain the saturated Alkyl Esters with high cloud points. If the
material returns to a clear form after heating to 40 °C, it is probably composed of
BIODIESEL saturates. If the material remains milky or jelly-like at 40 °C, it may be
poorly processed and is contaminated with the fuel residues, water, or other
contaminants.
INDUSTRY MANUAL ON OPERATIONS, QUALITY & SAFETY
FOR
BIODIESEL (B100) & HSD-BIODIESEL BLENDS(B5 & B6-B20)
2019

Flash point – It is typically high. Alkyl Esters are not volatile. The fall in flash point
signifies that the manufacturer has not removed excess alcohol used in the
manufacturing process. Accordingly the residual alcohol in the fuel is a safety issue
because very small amounts of alcohol reduces the flash point. Alcohol can also affect
fuel pumps, seals, elastomers, and can result in poor combustion properties.

Sulphated ash – The test ensures the removal of all the manufacturing catalysts.
High levels of manufacturing catalysts in the fuel can result in injector deposits or filter
plugging.

Acid Number – Acid number will become elevated if the fuel ages, or if it was not
properly manufactured. Higher Acid numbers is associated with fuel system deposits
and reduces the life of fuel pumps and filters.

Free and total glycerine – The numbers measure the complete conversion of the
fats and oils into Alkyl Esters. If these numbers are too high, the manufacturing
process is inadequate and engine fouling can occur. Fuel that exceeds the free and
total glycerine limit should not be used.

Oxidative Stability - High acid numbers coupled with high viscosity numbers indicate
a degraded fuel.

Sulphur – BIODIESEL generally contains less than 10 ppm sulphur.

Cetane Number – BIODIESEL requires the Cetane Number test because the
calculated Cetane Index provides inaccurate results.

Aromatics – Aromatics test for diesel fuel will provide inaccurate results for bio diesel.
BIODIESEL does not contain any aromatics.

Currently, fuel quality of BIODIESEL can be tested before it is blended, but not after
it is blended with diesel fuel. Once BIODIESEL is blended, it is very difficult to
determine if it was a good quality fuel to begin with. Therefore, it is essential that
organisation actually blending the BIODIESEL into the Diesel fuel ensures that the
BIODIESEL fully meets the specifications.

Section Name: Blending of B100

in HSD and Quality Control
Section No.9 Checks Clause 9.1 to 9.2

9. Blending of B100 in HSD and Quality Control Checks :

9.1 At Depot / Installation / Terminal:-

9.1.1 It is necessary that adequate care be taken to ensure the correct blending of B100
with HSD.

9.1.2 Manufacturing specification of HSD at Refinery end to be kept such that the end
product from Marketing after blending 5% v/v max B100 into HSD remains within
specification IS 1460.and after blending 6 % v/v to 20 % v/v remains within
specification IS 16531-2016.

9.1.3 Procedure for Blending B100 in HSD:

There are mainly three options available and practised for blending B100 in HSD
i.e. On-line blending, in-tank blending and Splash blending.

a. On-line Blending:

In this case, B100 is added slowly and continuously into the moving stream of
HSD via a smaller line inserted or ‘Y’ in a larger pipe at the loading gantry. B100
can also be added in small slug or pulsed quantities spread evenly throughout the
time HSD is being loaded. B100 and HSD get mixed by the turbulent movement
that occurs once the fuel is loaded into its receiving tank truck/tank wagon. This is
similar to the way additives are blended into HSD and is commonly used
at locations.

b. In-tank blending:

In tank blending shall be applicable for pipeline receiving location. In this operation,
Bio-Diesel is stored at location in dedicated tanks with facility for pumping metered
quantity such as batch controllers/ Mass Flow Meters, Pipelines etc. Pre calculated
quantity of B100 is based on the total quantity expected to be available in the HSD
tank after receipt. The injection point of Bio-Diesel in HSD receipt line should be as
far away as possible from the receiving tank inlet.
It shall be ensured that the receiving HSD tank as well as incoming HSD parcel is
free from water.
INDUSTRY MANUAL ON OPERATIONS, QUALITY & SAFETY
FOR
BIODIESEL (B100) & HSD-BIODIESEL BLENDS(B5 & B6-B20)
2019

Batch controller/Mass Flow Controller shall be used to monitor requisite quantity of

Bio-Diesel injected in HSD. It shall be ensured that on completion of the operation,
the pipeline is left with HSD only and no bio diesel is available. The storage tank
should have facility for churning either through circulation or through jet mixer. After
completion of operation, TMB samples shall be checked for density to verify
homogeneity of product. In case the product is non-homogeneous, the product
needs to be circulated till homogeneity is established. It is preferable to carry out in
tank blending operation in empty tank or with minimum stock.

c. Splash Blending:

In this blending, both the products Bio Diesel and HSD are loaded sequentially in
the tank truck. Product mixing occurs as the fuel is agitated during the
transportation and delivery of the Biodiesel blend to the end user.Being slightly
heavier than conventional distillates, we recommend that Biodiesel be loaded
as per the following sequence:

Top loading TT facility:

HSD followed by Bio Diesel

Bottom loading TT facility:

Bio Diesel followed by HSD

9.1.4 Notwithstanding the method adopted, to ensure uniform blending of B100 with
HSD, it shall be carried out through a closed system, with proper interlocks, while
maintaining efficacy of mixing B100 in the right proportion of 5% v/v max or 6 % v/v
upto 20 % v/v as per specification. This can be ascertained at least for first few
batches employing test method given in Annexe- A of the BIS specification for HSD
viz. IS 1460.

9.1.5 A 80 mesh strainer shall be provided on the delivery side of B100 storage tank.

9.1.6 The following QC checks are recommended for quality monitoring after blending
B100 in HSD:

A top, middle, and bottom sample of the tank can be taken and analysed for the
percent B100 by measuring the density. This can be done with any of the
conventional means of measuring density that are readily available (i.e. digital
density meter, hydrometer). If the values do not vary by more than 3.0 kg/m3 at 15°C
from top to bottom, the mixture is adequate.

If the homogeneity as above is not achieved, the fuel will require agitation to mix
thoroughly.

-12-
9.1.7 Samples shall be drawn, tested and retained as per the procedure mentioned below
a) At locations Sampling procedure as outlined in IQCM for HSD will be followed
for B5 & B6-B20..
b) Parameters covered under MDG for HSD will be followed in case of MDG samples
of B5 & B6-B20.

9.1.7 Biodiesel content in HSD-Biodiesel Blends is to be verified as per procedure outlined

in Annex- A of IS 1460. In case Biodiesel content in HSD exceeds / is less than the
permissible level, corrective steps are to be taken immediately.

9.1.8 Retention of the HSD-Biodiesel sample from TLF shall be ensured as per IQCM
requirements (before commencement of loading in each shift and whenever there is
a switchover of tank).

9.2 Test / Facilities required for testing B100 and HSD. :

9.2.1 At Depot / Installation:

Facilities required for the field test of B100 Quality:
