Subject: Request for Concession in University Fees during the pandemic.

Respected Sir,

This application is with reference to the notice dated 07.08.2020 bearing Letter no. CNLU/45(a)/2020-
323, on behalf of the students which runs as follows: -

1. It is well known to the College Administration about the pandemic from which the whole
country is suffering. This pandemic has not only affected our health but has also affected our financial
condition. Therefore we are writing this application in order to request you to reduce our fees.

2. Since we are not using any facilities of the college during the lockdown it is unreasonable on
part of the university to charge Rupees. 16,000 for the same. The charge for facilities should be waived
off so that it is in the interest of the students.

3. Thereto, the sum of Rupees. 5000 charged for library is unreasonable and uncooperative on part
of the College Administration. This amount is the usual library fee which is paid when we avail all the
facilities of the library. Due to the lockdown we are not using any facilities of the library and we have
only access to e resources through the remote access. During the entire lockdown the SCC Online is not
working. Further the E-resources available to us are in no way equivalent to the resources and facilities
available in the library for which we pay 5000Rs. Annually. So, it's a humble request that this amount
should be waived off.
4. We would also like to bring to your kind notice that as per the BCI notification dated 27.07.2020
the college should allow the students to pay the fees in instalments. The administration while
understanding the current financial situation of students should curb the rule as per which it can fine
Rupees. 500 for late submission, and fine of Rupees. 50 per day in case of payment made after 15th
September 2020. During pandemic such strict provisions for delay in payment of fee is unreasonable,
unjust and inhuman as CNLU is not a profit-making organisation. Furthermore, it is well known to the
administration that some of the students are already dependent on loan to pay their college fees. It
usually takes two to three months, after the results have been declare, for the loan amount to be
reflected in the colleges' account. So, during pandemic such strict provisions for delay in payment of fee
is unreasonable, unjust and inhuman.

Therefore, we request the administration to not fine anyone in case of late payment.

5. Since the college will charge fees for Hostel and mess on pro rata basis once the college
reopens, the college should also refund and adjust the fee of the two months on pro-rata basis. In
March and April due to the lockdown the facilities like Hostel, mess, electricity, student welfare fund,
facilities etc. were unused and that amount should be refunded and adjusted to the current year's fee.
Since the end-semester examination has not been conducted during the last semester due to the
lockdown so, the Examination fees of the last semester should also be refunded and adjusted in the
current fee structure.

6. Therefore, we humbly request the administration to make necessary amendments in the fee structure
of this year and release the notice for the same within 7 days which includes :-

a. waiver of the fees charged under ‘Facilities Fee’;

b. waiver of the fees charged under ‘Library Fee’;

c. Extension of time for payment of fees and no fine on late payment of fee;

d. Provision for payment of fees in instalments.

e. Refund and adjustment of fee of the March and April of 2020.

We shall be highly obliged if you look into the matter urgently.
