AN ORDER FOR THE OBSERVANCE OF GUIDELINES ON


WORKPLACE AND OTHER ESTABLISHMENTS FOR THE
PREVENTION AND CONTROL OF COVID-19 WITHIN THE
CITY OF IMUS, CAVITE

WHEREAS, on March 16, 2020, the City of Imus was subjected to


General Community Quarantine, resulting to the commencement again of
selected establishments and communal activities;

WHEREAS, despite the modification of the community quarantine,


COVID-19 remains to be present within the City of Imus and continues to pose
a danger to its residents. The efforts to curb the number of infected individuals,
while progressive, remains to be slower than expected.;

WHEREAS, the commencement of work and opening of establishments


may expose the community to the risk of infecting and contracting this novel
virus, thus increasing the numbers of COVID-19 related cases again;

WHEREAS, it becomes imperative to strictly observe guidelines intended


for workplaces and establishments, to alleviate the spread of this novel virus to
the residents of Imus;

NOW, THEREFORE, I, EMMANUEL L. MALIKSI, City Mayor of Imus,


Cavite, by the power vested in me by law, do hereby issues this ORDER and
mandates the observance of guidelines on workplace and other establishments
for the prevention and control of COVID-19 within the city of Imus, Cavite;

Section 1. GENERAL GUIDELINES. DTI-DOLE Joint Guidelines on Workplace


Prevention and Control of COVID-19 is hereby adopted. All business
establishments in the City of Imus must observe measures indicated therein to
avoid the spread of COVID-19. A copy of said guideline is attached as Annex A.

Section 2. MALL GUIDELINES. In addition to Section 1 hereof, all mall


establishments are to follow measures enumerated in DTI MC 2020-21 –
Guidelines on the Operation of Malls and Shopping Centers in areas declared
under General Community Quarantine

Section 3. DISEASE SURVEILLANCE OFFICER (DSO). All establishments


shall appoint a DSO who shall be the focal person in ensuring that all COVID-
19 prevention, control and reporting measures are complied with. DSO must

always be present during the operation of the business. Additional DSOs must
be appointed where there are multiple shifts in the business operation.

Section 4. ROSTER OF WORKERS. All Business establishments are to


submit, within three (3) days after start of operation under General Community
Quarantine (GCQ) to imus.covidmonitor@gmail.com, a roster of all workers
reporting in their establishments. The roster must indicate the Name of
Establishment (as reflected in their business permit), Business Address, Name
of designated Disease Surveillance Officer/s (DSO), and Contact Number. It
must likewise indicate the following information of their workers: (1) Name of
Worker; (2) Sex; (3) Age; (4) Address; (5) Contact number; and (6) How
screened/cleared for work (Symptom Interview, 14 day quarantine, rapid test,
etc.)

Section 5. HEALTH CLEARANCE/CERTIFICATE. All business are given until


May 30, 2020 to ensure that all their workers obtain a Health
Clearance/Certificate from the City Health Office. Batch processing may be
coordinated with City Epidemiological Surveillance Unit (CESU). The following
are required to be submitted: (1) 1-2 weeks documented monitoring and (2)
Testing Result (RT-PCR or Rapid Antibody Test). In case of non-submission,
company will have to report and coordinate with CESU or CHO.

Section 6. WORKERS FROM OUTSIDE IMUS. Workers residing outside of


Imus must secure from their respective City/Municipal Health Office a
certification clearing them from COVID-19.

Section 7. INFORMATION MATERIALS. COVID-19 Emergency numbers,


Cough Etiquette and Hygiene, Standard Health Algorithm, and other
information materials about COVID-19 must be posted in conspicuous areas of
the establishment.

Section 8. DAILY HEALTH MONITORING. The DSO shall maintain a daily


health monitoring record of all the workers in the establishment to ensure that
no one is experiencing COVID-19 related symptoms. In case a COVID-19
related symptom is detected, the Incident Command System (ICS) Staging Area
covering their cluster must be notified.

Section 9. BI-WEEKLY REPORT. The DSO must submit a summary report of


monitoring done in the workplace every 15th and 30th of the month to

Section 10. INSPECTION TOOL. An inspection tool shall be formulated by the
Local Investment Promotion Office (LEIPO) to ensure compliance by all
establishments to workplace prevention and control. This shall be used by
agents of the City Government in assessing compliance by the business
establishments. The tool shall likewise be made available to the establishments
for them to be informed of the minimum standards each establishment must
comply in the fight against COVID19 spread.

Section 11. INSPECTION. The Joint Inspection Team (JIT), City Health Office,
and LEIPO are empowered to conduct inspection of business establishment to
ensure compliance with the workplace prevention and control measures
against COVID-19. Barangay Officials are likewise deputized to conduct initial
inspection in their respective barangays using the Inspection Tool upon report
of violation or on its own initiative.

Section 12. VIOLATION. Violations found by any person must be reported to


the Barangay. Refusal to comply with standards after initial inspection of the
barangay must be reported to Imus LEIPO (Facebook Page)

Section 13. PENALTY. Wilful violation of this Executive Order shall cause the
cancelation of Business Permit issued by the City Government in addition to
any legal action in accordance with existing laws, rules, and ordinances.

Section 14. SEPARABILITY CLAUSE. Should any provision of this Order be


declared by a court of competent jurisdiction as invalid or unconstitutional, the
remaining provisions not otherwise adversely affected thereby shall remain in
full force and effect.

Section 6. EFFECTIVITY. This Executive Order shall take effect immediately


upon signing. Any order found inconsistent thereto shall be deemed repealed or
modified.

SIGNED AND ORDERED, this 15th day of May, 2020, here at the Imus City
