For CONTRACTORS
EXECUTIVE SUMMARY

The HSSE Roadmap to 2025 continues to be our


strategy in 2019.

The 3 Goal Zero Priorities remains the foundation of


HSSE in Retail, and they are supplemented by 3 Future
Enablers that will support our journey towards 2025.

Guiding handrails are provided with some updates for


Retail Market Unit Leadership, Retail HSSE, Contract
Management Team and Contract Partners how best to
achieve the targets of 2019 and beyond.

OUR 2019 OBJECTIVES

Retail HSSE objectives are aligned with the DLT’s aspiration


for NO MORE BIG STUFF and the FOUR HALVES:

◼ No fatalities, no significant incidents


◼ Personal Safety: Group Reportable TRCF of 0.5
◼ Security: =<18.1 robberies per thousand sites
◼ Process Safety: 10 LOPCs >100kg
◼ Environment: 7 tonnes LOPC volume released

To achieve these objectives, our efforts should be focused on 2


key areas:

2) The Way Forward:

◼ Getting ahead of the evolving risks of Retail’s


growth agenda

◼ Leveraging innovation and technology to


make HSSE easier at the front line

The Handrails for each area have been updated and act as
guidance for Retail Leaders, Market Unit GMs, Contract
Management Teams, Contract Partners and the Retail HSSE
Community to support them creating robust HSSE plans that
deliver change and achieve the objectives of 2019 and
beyond.

CONTINUE 3 GOAL ZERO PRIORITIES:
DELIVERING FRONT LINE HSSE OPERATIONAL EXCELLENCE

The 3 Goal Zero Priorities: COMPETENCE, ASSURANCE and


CULTURE remain the foundation of Retail’s approach to
HSSE. These will be primarily owned and driven by Markets
with Global HSSE as a key support.

1. The right COMPETENCE at the front line


To carry out their roles safely, people working at the front line
must have the right HSSE competence. They must be aware of
the risks and know what to do to keep themselves and others
safe. Equipping them to identify risks, predict risks and
prevent risk normalization is critical for success in 2019.

Handrails:

(1) Identify who are (and will be) exposed to risks, and
bring up their competence to ensure each of these
risks are managed through programs like PTW,
Safety Passport, and localized Retail Engineering &
SGW Contractor Safety Case (Hazard Control
Sheets, Safe Work Guidelines, 10-Questions, etc.)
in every Market Unit.

(2) Eliminate risk normalization by leveraging effective


LFI processes and campaigns at the front line to
raise awareness of the risks. Use LCSC/ ACSC/
GCSC as an effective communication channel.

2. The right ASSURANCE that the front line is


operating safely

We want no surprises and “no more big stuff”. We want


Contractor Leadership teams to understand their biggest and
emerging risks, and then take ownership for assuring that the
risks are effectively mitigated.

Handrails:

(1) Update and validate Contract HSSE Plan, Action


Plan and Assurance Plan for every high HSSE risk
contract in your Market Unit so that biggest and
emerging HSSE risks are known

(2) Execute Action Plan to mitigate the risks by every


Contractor

(3) Implement robust LoD1 plans and Assurance Plans


by every Contractor that provide transparency on
how effectively risks are being managed

3. The right HSSE CULTURE at the front line


We want to build a culture of care, role modelled by Retail
and Contractor leaders. Reinforce the right behaviour(s) by
reward and recognition and appropriate consequence
management.

Handrails:

(1) Define and drive the desired front line safety


behaviour(s) and mindset in each Market Unit

(2) Have clear and open leadership commitment and


actions to inspire and personally drive the desired
behaviour(s) and mindset at the front line

(3) Promote the culture of learning and replication


through existing tools and platforms

THE WAY FORWARD

Excellence in HSSE performance is critical in helping Retail


achieve its 5 Ambitions. The 3 Goal Zero Priorities provide the
strong foundation to deliver our 2019 objectives, but more is
required to make the difference.

To deliver future business targets and achieve the 5 Ambitions


by 2025, 3 “Future Enablers” have been identified. These will
be primarily driven by Global HSSE in collaboration with
Market Units.

THE WAY FORWARD

1. Getting ahead of the evolving risks of Retail’s


growth agenda

As the Retail business grows and develops we will need a


clear line of sight of the new and evolving risks and the
impact they will have. Our intent is to anticipate these risks
and develop appropriate guidelines to manage them. HSSE
is a business differentiator as customers expect more.

Handrails:

(1) Define region-by-region multi-year plan for


evolving risks, and equip our people with the right
skillset accordingly (HSSE Standards & Assurance
Advisor and Area HSSE Manager)

(2) Embed Management of Change (MOC) as the key


tool to build the culture of managing evolving risks
in markets, and share good practices gained from
other evolved markets to accelerate learning (Area
HSSE Manager)

2. Leveraging innovation and technology to make


HSSE easier at the front line

Our intent is to make it easier for the Frontline to do the right


thing through innovation and technology.

Handrails

(1) Develop and implement improvement plan for


existing tools (e.g. Remote PTW, e-HEMP, and e-
PTW, as appropriate) that improves connectivity
with front line (HSSE Excellence Manager*)

(2) Develop and implement plans for new solutions


(e.g. Work Jam, new technologies, go paperless,
Smart Maintenance, analytics, etc.) (HSSE
Contractor Safety Advisor*)

3. Going beyond safety to capture the value of good


HSSE

As our customers expect more, our intent is to demonstrate


more care when it comes to health and communities, and live
our core values to protect the environment and our brand.
Good HSSE is good business. This aims at delivering the 5th
Retail Ambition.

Handrails

(1) Equip our people with the right skillset to champion


health, CO2 reduction, waste reduction and
benefiting local communities (HSSE Excellence
Manager*)

(2) Share and replicate best practices in markets (HSSE


Excellence Manager*)

(3) Start measuring our performance in health, CO2


reduction, waste reduction and benefiting local
communities (HSSE Excellence Manager*)

(4) Include training or awareness programs within


Contractor companies focusing on care for workers
(e.g. diversity & inclusiveness, mental health
awareness, interventions, etc.)

NEXT STEPS

The 3 Goal Zero Priorities will continue to build on our success


over the last few years. We will build for our future by
“getting ahead of the emerging risks”, “leveraging innovation
and technology” and “going beyond safety”.

Under the ownership of Market Unit Leadership Teams and


Contractor Leadership Teams, Contractor HSSE Plans should
be developed in accordance with these objectives and
handrails. To support this, a list of guiding questions is
developed for markets to self-assess the robustness of the
Contractor HSSE Plans – see Section E for more information.
Market Unit HSSE Managers and the Global HSSE Team will
continue to support for any questions and comments.

1. Continue three Goal Zero priorities:


i. Competence
◼ What would you do differently in your key areas
of competence to make the biggest impact?

ii. Assurance
◼ Have you used Market Unit Risk Matrix to
develop your LoD1 Plan?
◼ How would you ensure the quality of LoD1
outcomes? i.e. key control barriers are effective in
ALL sites to mitigate key risks and emerging risks?
◼ What special focus would you give to sites and
people in a higher risk category?

iii. Culture
◼ What is/are the frontline behavior/s you want to
focus on?
◼ What leadership actions would you take to
Inspire the frontline behaviour/s?

2. Adapt the three future enablers:


◼ How do you identify and manage emerging risks?
◼ In addition to global plans, do you have local
initiatives to leverage innovations and technologies
that allow for quicker and greater impact with the
Frontlines?

and communities in your Contractor companies? How
