Sec. 2. The Vice President shall take over in case of unavailability of the
president. He shall be vested with the power and authority inherent in said office.
He should be enthusiastic in his function.
Sec. 3. There shall be a Secretary to the association who shall be appointed by the
president with the consent of the other officers. He keeps all records, minutes of
meetings, prepares reports and notices the president and/or officers may direct and
perform other functions inherent in his office. He must know how to read and
write; and have sufficient time and interest in his works.
Sec. 4. The Treasurer shall be the custodian of all funds and real property records
of the association; shall pay all obligations legally incurred through vouchers
and/or receipts authorized and approved by the association; shall have in his
possession a books of account. Shall post a bond with good and sufficient surety in
an amount and character to be determined from time to time by the association;
prepares and submits financial statements of the association during the officer’s or
assembly meetings or as needed. A working knowledge in accounting.
Sec. 5. The Auditor shall examine and audit all accounts pertaining to receipts and
expenditures or uses of funds and properties owned or held in trust by or pertaining
to the association in accordance with rules and regulations. Shall countersign
reports of the treasurer and make certifications to the correctness of the reports. He
must have interest in his work and knowledge in examining books and records.
Sec. 6. The Press Relation Officer shall take charge of the dissemination and
publication of matters in favor of the PTA; He shall be the liaison officer with
other organizations, abruption of people, between officer and members, and other
functions the PTA directs him. He must have interest in promoting the aims and
purpose of the PTA; and must know how to read and write.
Sec. 7. The Business Manager must possess cooperative and willingness attitudes
towards their duties. They shall coordinate in the management of occasional affairs

such as; preparation of the hall for the meeting, programs, and securing facilities
necessary during such occasions.
Sec. 8. The Sergeant at Arms shall be person of authority of the PTA. They shall
maintain peace and order during PTA meetings and occasions; shall inform parent
of absentee pupils; arrest school problem pupils; and shall perform other duties as
may be directed/by the PTA. They should possess punctuality and promptness
attitudes towards their tasks.
Sec. 9. The Secretary may participate in the deliberations but without voting
privilege during officers meeting.
Sec. 10. A four-fifth (4/5) vote among the active officers can “recall” an elected
officer who neglects his duties and functions or who transferred his residence to
another `barangay that he cannot perform officially his functions, provided the
officer concerned was duly notified of his prior to his recall.

The SGC
The SGC determines the general policies of the school on: Student welfare,
discipline and well-being Development and Implementation of the SIP Monitoring
and Evaluation of the SIP Implementation Reporting progress of SIP
Implementation to the SDS and the community Management of Council resources
The authority of the SGC is exercised in accordance with government legislation,
administrative instructions and the Council Constitution and By-laws.
I. CHAIRPERSON
1.1. Act as the presiding officer of the council
1.2. Chairs all meetings of the council
1.3. Initiates and responds to all communications which are for the
attention of the council
1.4. Signs for identification purposes any document referred for the
council
1.5. Ascertains that in all meetings, a quorum is present
1.6. Presents any report for which the chairman is responsible
1.7. In consultation with the principal, prepares agenda for meetings
1.8. Is available to the wider school community for consultation and
information sharing
1.9. Works with the principal regarding direction of the School Governing
Council
2. VICE – CHAIRPERSON
2.1. Be prepared at all meetings and acts as proxy at any functions as
required in the absence of the chair
2.2. Be aware of the duties of the Chair in the event of that person’s absence
2.3. Be prepared to assist the chair and when requested by the chair
2.4. Provides positive, candid input to the chair, on occasion when such
advice is seen as necessary or appropriate
2.5. Assists in publishing the work of the Council

3. SECRETARY
3.1. Assists with the writing of reports and correspondence when
necessary
3.2. Files paper works into governing council files
3.2. Assist the chair in gathering any additional items for the council
agenda
3.3. Records and documents accurately minutes of all Council meetings
3.4. Provides all council members legible copies of the minutes at least
seven (7) days prior to the next meeting
3.5. Sends and does follow up of notice of meeting to all members
3.6. Takes the attendance and apologies of the Council during meeting
4. TREASURER
4.1. Takes charge of the fund receipts and disbursement of the governing
Council
4.2. Keeps the money and valuables of the Council on a book that the
Council designates
4.3. Keeps and have charge of books accounts
4.4. Prepares an audited report of all SGC funds and disbursements and
meeting
5. AUDITOR
5.1. Assists the treasurer in the processing of all financial transactions and
records
5.2. Adult funds, receipts and disbursement for submission to the council
5.3. Assists the treasurer in keeping a clear record book of accounts
6.4. Provides the council accurate and clear information necessary for
decision making
6.5. Arranges report to be available to all council
6.6. Keeps the Council up-to-date with new initiatives that are occurring

I. The Grievance Committee shall consist of five members in good standing. The
local AFT president shall appoint the members of the Committee to three-year terms.
The Committee will elect its chair by a majority vote of its members.
II. The Grievance Committee shall meet at the direction of the chair, most usually
when the chair has been notified of a grievance that should be heard.

III. Grievants are required to present their cases before the Grievance Committee.
They may be represented by legal counsel and counsel may speak about the case.
IV. (a) If the grievant is an AFT member in good standing; (b) if the grievance has
cleared the grievant's department; and (c) if the grievant has retained an attorney; then
$300 shall be paid to the grievant.
V. If the grievant is not an AFT member, then the Committee is required to rule on
the merits of the case. If the Committee rules in favor of the case, and if conditions (b)
and (c) above are also met, then $300 shall be paid to the grievant.
VI. The chair of the Grievance Committee shall communicate the results of its
decisions to the President in writing with a copy to the Treasurer.
VII. The Committee chair should communicate with the grievant on a regular basis
in order to assess the current state of the case.
VIII. Any additional legal aid must be decided at a full membership meeting.
Additional meetings of the Grievance Committee may be necessary to reconsider the
case. By a majority vote the Committee will decide to present the case to the
membership. The members shall rule on the merits of the case and vote additional
legal aid by a majority vote.
IX. Legal aid from the IFT Defense Fund will require that the local contact the IFT
President and the case will then be discussed at a IFT Executive Council meeting.
X. At-Large IFT members may contact the IFT President and if conditions a-c have
been met, then the IFT President shall instruct the IFT Secretary-Treasurer to send a
check for $300. All other stipulations above apply except the IFT president, rather
than the local president, will handle the case. Any further legal aid will require full
discussion by the IFT Executive Council.
XI. Grievants who receive monetary settlements in their cases shall repay the AFT
for legal aid to the extent that the settlement requires.
