1. SCOPE
1.1 This specification covers the general responsibilities and requirements applicable to the construction of
small dams of height up to 15 m, as defined by the International Commission on Large Dams (ICOLD).

a) Terminology used throughout the standardized specifications is explained because, in terms of the
conditions of contract, the mployer, the Contractor and the Engineer have certain rrghts and obligations
that can be exercised most equitably when all parties have a clear understanding of the operations that
are covered by each item +n the schedule of quantities. As this specification is applicable only to
construction, on a prepared site or foundations, of a structure or group of structures that fall within a
single work classification (see Annexwe A to Part 1 of SABS 01201, only one item is scheduled to cover
the cost of the Contractor's obligations of a preliminary and general nature.

2. INTERPRETATIONS
2.1 APPLICATION. This specification contains clauses that are generally applicable to small ddnt
construction. Interpretations of and variations to this specification are set out in Portion 2 o f the
project specification.
2.3 DEFINITIONS. For the purposes of this specification the following definitions shall apply:
a) General
Acceptable/Approved (Approval). Acceptable to/approved (approval) by the Engineer.
Adequate. Adequate in the opinion of the Engineer.
Agreed. Agreed in writing.
As detailed. As detailed on drawings.
Authorized/ordered/rejected. Authorized/ordered/rejected by the Engineer.
Designated. Shown on a drawing or otherwise specified by the Engineer o r , in relation to an i t e m
scheduled in the tender document, descriptive of an item to be priced by a tenderer.
Indicated. Indicated in, or reasonably to be inferred from the contract, or indicated 111
writing by the Engineer.
Instructed/directed/ermitted. Instructed/directed/permitted by the Engineer.
Restricted excavations. Excavations so restricted in area, width or situation as to preclude the remvdl
of material by bulldozer or front end loader.
Satisfactorx. Capable of fulfilling or having fulfilled the intended function.
Submitted. Submitted with the tender or submitted to the Engineer, as appropriate.
b) Tolerances
Deviation. The difference between t.he actual (i.e. measured) size or position and the specified size or
position.
Permissible deviation=. The specified llmitcs) of deviation (see Clause 6).
Tolerance. The range between the limits within which a size or position must lie.
2.4 ABBREVIATIONS. For the pusposes of this specification the following abbreviations shall apply and shall

2.5 NO LIMITATION BY DESCRIPTION. Nothing appearing in the specification or schedule of quantities shall
limit the obligations and liabilities of the Contractor, the Engineer or the Employer under the
conditions of contract.
2.6 APPROVAL. No approval of any material or plant and its use, or of any construction procedure to be used,
will imply any relaxation of the requirements governing the quality of the materials or of the firrlshed
work, or relieve the Contractor of his responsibilities under the contract.
2.1 DRAWINGS
2.7.1 General. The drawings listed in these documents show generally the character and extent of the proposed
Works, but they shall not necessarily be held as showing or describing all or every portion of the Work:,
to be executed. Additions and detailed drawings or schedules may be furnished by the Engineer in terms
of the conditions of contract.
2.7.2 Specification Drawings. Where reference by number to a standardized specification drawing 1 s used in
place of a written requirement, the drawing shall be deemed t.0 be the drawing that bears that n'auher and
forns part of the specification.

3. MATERIALS
3.1 QUALITY AND SAMPLES. The Contra.ctor shall, when so ordered by t h e Engineer, d e l i v e r t o t h e E n g i n e e r ' s
o f f i c e on t h e S i t e , samples of m a t e r i a l s t o be used i n t h e Works. M a t e r i a l s t h a t do n o t conform t o
approved samples i n r e s p e c t of m a t e r i a l s o r workmanship ( o r both) may be r e j e c t e d .
4. PLANT
4.1 C0NTRACTOH"S OFFICE AND STORES. The Contractor s h a l l supply and maintain a l l necessary o f f i c e s and
s h e l t e r s f o r h i s workmen, and adequate and s u i t a b l e sheds for t h e s t o r a g e of m a t e r i a l s and equipment.

weatherproof, adequately v e n t i l a t e d and provided with r a i s e d f I.oor:s.
4.3 FIRST ALD AND SAFETY. The Contractor slroll provide adequate f i r s t - a i d f a c i l i t i e s and a l l equipment
necessary t o ensure compliance with 5 . 0 and with t h e Machinery ancl Occupational Safety A c t , 1983 ( A c t No.
6 of 1983).
5. CONSTRUCTION
5.1 METHODS OF CONSTRUCTION. Except where such acceptance i s s t a t e d i n t h e l e t t e r i n which t h e t e n d e r i s
accepted, acceptance of t h e t e n d e r s h a l l not s i g n i f y acceptance of t h e C o n t r a c t o r ' s proposed methods o f
c o n s t r u c t i o n o r materials, nor s h a l l it i n any way r e l i e v e t h e Contractor o f any of h i s r e s p o n s i b i l i t i e s
f o r t h e Works o r form a b a s i s f o r claiming a d d i t i o n a l compensation where t h e proposed methods of
c o n s t r u c t i o n o r t h e proposed materials do not comply w i t h t h e s p e c i f i c a t i o n s and are n o t approved.
5.5 SURVEY
5.5.1 S e t t i n g Out o f t.he Works. The methods of set.ting o u t employed by t h e Cont.ractor s h a l l be such that. they
ensure p o s i t i v e c o n t r o l of t h e l i n e and t h e l e v e l of a l l c o n s t r u c t i o n and s h a l l have been approved. A l l
pegs and bench marks e x i s t i n g a t t h e commencement of t h e c o n t r a c t and those t h a t have been placed by t.he
Engineer and t h a t are l i k e l y t o be d i s t u r b e d during c o n s t r u c t i o n s h a l l be referenced by t h e Cont.ractor
and s h a l l be c a r e f u l l y protect-ed. Fxom t h e information given on t h e drawings, t h e Contractor s h a l l
c a l c u l a t e t h e p o s i t i o n o r l e v e l o r both, of a l l i n t e r m e d i a t e p o i n t s required by him f o r t h e proper
c o n t r o l of t h e Works.
Bench marks w i l l be e s t a b l i s h e d t o t h e same datum a s t.hat. of t h e reduced l e v e l s shown on t h e drawings.
As t h e s e bench marks may be d i s t u r b e d during t h e execution of t h e work, a l l s e t t i n g o u t pegs and marks
s h a l l be r e f e r r e d t o a t l e a s t two bench marks. Any discrepancy discovered between bench marks s h a l l be
r e f e r r e d immediately to t h e Engineer.
5.5.2 P r e s e r v a t i o n and Replacement of Pegs subject. t o Land Survey A c t . The C o n t r a c t o r ' s a t t e n t i o n i s drawn t o
t h e provisions of S e c t i o n s 35 and 36 of t h e Land Survey A c t , 1927 ( A c t No. 9 of 1927). i n terms of which
he w i l l be deemed t o be r e s p o n s i b l e f o r t h e s a f e t y of-any survey beacons and bench k r k s encountered on
t h e S i t e as w e l l a s f o r all c o s t s i n c u r r e d i n t h e replacement of moved o r damaged survey beacons and
bench marks by a Registered Land Surveyor.
5.5.3 Recording of O r i g i n a l Ground P r o f i l e s . The Contractor s h a l l inform t h e Engineer i n w r i t i n g , a t least 7 d
before commencing any work t h a t w i l l r e s u l t i n a change o f t h e topography of t h e e x i s t i n g s i t e , whether
such work be f o r t h e permanent dam o r f o r temporary works that. t h e Contractor intends t o execute f o r h i s
own convenience.
Before commencing any such work, t h e Contract-or s h a l l a s s i s t t h e Engineer i n t a k i n g cross-sect-ions of t h e
o r i g i n a l ground p r o f i l e s over t h e e n t i r e area t o be worked.
The cross-sections s h a l l be such t h a t , i n t h e opinion of t h e Engineer, they are s u f f i c i e n t i n number and
accuracy.
The information so obtained s h a l l be permanently recorded on one o r more drawings which s h a l l be siyned
by both t h e Contractor and t h e Engineer. The Contractor s h a l l provide t h e Engineer w i t h a reproducible
copy o f each drawing
a ) f o r use when checking t.he q u a n t i t i e s of excavation and earthworks c a r r i e d o u t i n t h e construction of
t h e permanent. works; and
b ) t o enable t h e Engineer t.o determine t h e e x t e n t t o which temporary works should be removed o r t h e
r e f i l l i n g of temporary excavations on completion of t h e Works should be c a r r i e d out.
5.7 POLLUTION, NOISE, ETC. Where compliance with t h e terms of t h e c o n t r a c t may l e a d t o excessive d u s t
nuisance, noise, t r a f f i c , p o l l u t i o n of streams, o r o t h e r inconvenience or i n t e r f e r e n c e , t h e Contractor
s h a l l t a k e such measures a s t h e Engineer may d i r e c t t o minimize such problems. Such direct.ions s h a l l i n
no way r e l i e v e t h e Contractor of h i s r e s p o n s i b i l i t i e s as s e t f o r t h i n t h e conditions of contract..
5.8 SAFETY. The Contractor s h a l l a t a l l t i m e s observe proper and adequate safet.y precautions on t h e Sit.e.
Where adequate s a f e t y precautions a r e not being observed, t h e Engineer may o r d e r t h e Contractor t o comply
with minimum s a f e t y requirements a t t h e C o n t r a c t o r ' s expense and compliance with such an o r d e r w i l l not
absolve t.he Contractor from any of h i s r e s p o n s i b i l i t i e s and o b l i g a t i o n s under t h e c o n t r a c t .
6. TOLERANCES
6.1 METHODS OF SPECIFYING. Tolerances a r e s p e c i f i e d by way of p e r m i s s i b l e deviat-ions (PD) f r o m the
designated l i n e or l e v e l o r designated dimensions o r v e r t i c a l i t y or squareness, a s t h e c a s e may be.
7. TESTING
7.1 METHODS OF TESTING. Unless otherwise s t a t e d i n t h e p r o j e c t s p e c i f i c a t i o n , compaction t e s t i n g s h a l l be by
means of t h e s t a n d a r d Proctor test., c a r r i e d o u t i n accordance with t h e method s p e c i f i e d i n ASTM D 698.
7.2 RESPONSIBILITY FOR TESTS. The Contractor s h a l l , at. h i s own expense, c a r r y o u t such tests a s are
necessary t o s a t i s f y himself that. t h e Works comply with t h e s p e c i f i c a t i o n s , and he s h a l l from t i m e t o
t i m e report accordingly t o t h e Engineer. Any a d d i t i o n a l v e r i f i c a t i o n tests t h a t t h e Engineer considers
necessary s h a l l be c a r r i e d out a t t.he Employer's expense provided t h a t , where such v e r i f i c a t i o n tests
prove t h a t t h e Works do n o t comply w i t h t h e s p e c i f i c a t i o n s , they s h a l l be p a i d for by t h e Cont.ractor.
