CONSULTANCY

Terms of Reference
This consultancy is requested by: PETRAGALLO Samuel

1. Purpose of the Consultancy


The consultant will support the design, development and implementation of health information systems, with
a focus on HeRAMS. The consultant is part of the HeRAMS team, and works closely with other relevant teams
in WHO HQ, regional and country offices as well as with other partners involved in HeRAMS roll-out at regional
and country levels.

2. Background
The HeRAMS project has undergone major developments in recent years, particularly on the development of
technical and normative guidance, the development of the new platform (www.herams.org) and its increased
roll-out at country level.

3. Planned timelines (subject to confirmation)


Start date: 01/10/2020
End date: 31/03/2021
Note: it is expected that these functions will require further extension

4. Work to be performed
The consultant will provide a technical report at the end of each month on the below outputs to achieve:

1. Contribute to the development and implementation of an approach to assess country-level health


information systems with ROs, WCOs and partners

2. Contribute to the normative and methodological development of public health assessment and monitoring
approaches, with an initial focus on HeRAMS, and including:
- normative and technical guidance material
- standard operating procedures
- training material and provision of training and capacity building activities

3. Contribute to the design, development and integration of innovative health information systems at
country, regional and global levels, and more particularly on the Health Resources and Services Availability
Monitoring System (HeRAMS):
a. Coordinate users’ feedback and their integration to the development roadmap
b. Coordinate the development of training material on the use of the platform (incl. online
user guide, presentations, videos)
c. Coordinate the development of standard reporting and analytical products as well as their
automation and implementation
d. Support ongoing communication efforts to increase the visibility of the initiative

4. Contribute to the deployment of health information systems at regional and country levels including:
- capacity building activities to support regional and country offices in harmonizing and strengthening
data management, information products and systems as part of the implementation of best practices

- country support activities (inception workshops, process/platform setup, follow-up)
- network/community of experts to support country level implementations

5. Provide technical expertise in public health information management and systems and contribute to
WHO’s representation in relevant expert groups in and outside of WHO (e.g. ITTT, UHC/FCVs, GHC IMTT,
GPW13)

6. Perform other related responsibilities as assigned, including replacing and backstopping for others as
required

6. Specific requirements:
Qualifications:
Essential: University degree in information systems, statistics, informatics or other relevant area for health
information systems
Desirable: Master’s degree in a related discipline as well as complementary disciplines including Public Health
and Epidemiology

Experience:
Essential: at least 5 years of experience in Information Management, Health Information, GIS, Information
Systems
Desirable: experience with WHO or other UN/International Agencies in related areas

Languages:
Expert knowledge in English is required; working knowledge of French is desirable

Others:
pWorking knowledge of business intelligence software, geographic information systems, statistical packages
and software development

7. Place of assignment
Flexible work arrangements when the consultant is not travelling; working from home is possible.

8. Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant
without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will
receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if
needed.
