Name of assignment or project: Consultancy Services for Dhaka – Sylhet Road Improvement Project of Bangladesh.

Location: Dhaka-Sylhet project road starts from the east bank of Shitalakhya River at Kachpur Bridge in Naryanganj district and
connects six major districts of Bangladesh viz. Naryanganj, Narshingdi, Kishorganj, Brahmanbaria, Maulavibazar, and Sylhet (215
km).
Client: Ministry of Road Transportation and Bridges, Roads and Highway Department (RHD), Government of Bangladesh.
Main project features: The project will upgrade National Highway N2 between the city of Sylhet to the Tamabil border point from a
two-lane single carriageway to a two-lane dual carriageway highway. The project is finance by Asian Development Bank (ADB): (a)
road construction and operation and maintenance works, (b) consulting services; and (c) institutional development and project
management support. The project objective is to improve intercity connectivity in Bangladesh and cross-border connectivity
between Bangladesh and India by upgrading Bangladesh National Highway N2 between Sylhet and Tamabil.
Positions held: Climate Change Expert
Activities performed: A climate risk assessment was conducted for the project road. Key climate change risks identified were
extreme rainfall events, changes in seasonal and annual average rainfall levels, increase in maximum temperature and heat
waves. The road design incorporated climate resilience features such as improved surface drainage (road drains, curbs and
gutters), improved design criteria for bridges and culverts to account for increased peak flows and floods, erosion control measures
for embankment slopes and hillside cuts (e.g., increased tree planting and revegetation) and enhanced pavements and road base
in areas prone to flooding. The Climate Risk and Vulnerability Assessment (CRVA) officially submits the reports to ADB for consideration
by the Board of Directors.

Name of assignment or project: Consultancy Services for Urban Public and Environmental Health Sector Development
Project of Bangladesh.
Year: July 2018 to Aug 2018, 02 months (intermittent)
Location: Urban Public and Environmental Health Sector Development of Dhaka South, Dhaka North, Chittagong, Barisal, Khulna,
Rajshahi and Sylhet.
Client: Urban Public and Environmental Health Unit (UPEHU), Local Government Division, Government of Bangladesh.
Main project features: The Bangladesh Urban Public and Environmental Health Sector Development Program (UPEHSDP) aims
to establish a sustainable approach to public and environmental health at national level to guide and support city corporations and
municipalities in improving the quality of life and economic status of urban residents, especially the poor. This will be achieved by a
range of measures, including: (i) creating an Urban Public and Environmental Health Unit (UPEHU) under LGD with a mandate to
improve public health; (ii) improving staff and financial resources to enable city corporations and municipalities fulfil their
responsibilities in public and environmental health; (iii) improving management of solid waste and hospital waste through
municipality-managed public-private partnerships and other mechanisms; and (iv) improving food safety by providing food testing
laboratories and food inspection services.

Impact Assessment (EIA) which are related to the type and location of the project, the sensitivity, scale, nature and magnitude of its
potential impacts, and the availability of cost-effective mitigation measures, prepared to comply with ADB procedure (in this case the EA
of the Policy Matrix) are reviewed by ADB’s Regional Department Sector Division and Social and Environmental Safeguards Division.
Additional comments may be sought from project affected people and other stakeholders. All comments are incorporated in preparing
final documents, which are reviewed by the Executing Agency and the national environmental protection agency (in this case the
Department of Environment, DOE). The EA then officially submits the reports to ADB for consideration by the Board of Directors.
