BACKGROUND

Section 7, Article XVI, 1987 Philippine Constitution

“The State shall provide immediate and adequate care,


benefits and other forms of assistance to war veterans and
veterans of military campaigns, their surviving spouses and
orphans.

Funds shall be provided therefor and due consideration shall


be given them in the disposition of agricultural lands of the
public domain and, in appropriate cases, in the utilization of
natural resources”

Republic Act 6948

A veteran is -

❑ A person who rendered military service in the land, sea or air forces of the
Philippines during the revolution against Spain, the Philippine-American War, World
War II;

❑ A Filipino citizen who served in Allied Forces in the Philippine territory and foreign
nationals who served in Philippine forces, the Korean Campaign, the Vietnam
Campaign, the Anti-Dissidence Campaign, or other wars and military campaigns;

❑ A person who rendered military service in the Armed Forces of the Philippines and
has been honourably discharged or separated after at least six (6) years total
cumulative active service, or sooner separated due to death or disability arising
from a wound or injury received or sickness or disease incurred in line of duty while
in the active service.

REPUBLIC ACT 9396 - AN ACT REDEFINING THE TERM “VETERAN” THEREBY
AMENDING FURTHER REPUBLIC ACT NO. 6948, AS AMENDED

SECTION 1. Section 2 (a), Title I of Republic Act No. 6948 is amended to read as
follows:

“ (a) Veteran – any person who:

(1) rendered military service in the land, sea or air forces of the Philippines during the
revolution against Spain, the Philippine-American War, and World War II, including
Filipino citizens who served with the Allied Forces in Philippine territory;

(2) was a member of the Philippine Expeditionary Forces sent to the Korean War and
the Philippine Civic Action Group sent to the Vietnam War;

(3) rendered military service in the Armed Forces of the Philippines (AFP) and has
been honorably discharged or retired after at least twenty (20) years total
cumulative active service or sooner separated while in the active service in the AFP
due to death or disability arising from a wound or injury received or sickness or
disease incurred in line of duty.

WWII veterans -

P5,000.00 as old age pension and with additional of


P1,750.00 as Total Administrative Disability or TAD pension
when they reached 70 years of age.

However, when the veteran dies, the spouse will receive


the P5,000.00 old age pension.

* P20,000.00 starting next year

Post-war veterans

P5,000.00 – old age pension when they reached the age of 65

All spouses regardless of category will be recipient of old age pension


when the veterans die.

REPUBLIC ACT NO. 2640

AN ACT TO CREATE A PUBLIC CORPORATION TO BE KNOWN AS THE


VETERANS FEDERATION OF THE PHILIPPINES, DEFINING ITS POWERS, AND
FOR OTHER PURPOSES

❑ It has perpetual succession with the power to sue and be sued.

❑ It can receive properties through gifts, devise or bequest.

❑ It can invest its funds for the exclusive use of the veterans of the Philippines.

❑ It is a non-sectarian and non-political organization.

❑ It shall exist solely for the purpose of a benevolent character and not for
pecuniary profits of its members.

Purpose
❑ To uphold and defend the democratic way of life
❑ To represent and to defend the interests of all Filipino veterans;
❑ To coordinate the efforts of all different veterans of the Philippines in behalf of
the interests of respective members;
❑ To promote mutual help among former comrades-in-arms;
❑ To perpetuate their common experiences in war;
❑ To undertake acts of charity and relief work;
❑ To preserve peace and order;
❑ To foster love of country and things Filipino and inculcate individual civic
consciousness

October 2018.

36 World War II (WWII) veterans from Pangasinan received their US Congressional Gold Medal, on 15
October 2018 in Lingayen, Pangasinan timed for the unveiling of the memorial marker . The medals were
awarded by Tracey A. Betts, Director of the US Department of Veterans Afffairs, assisted by the
Secretary of National Defense.

WAY AHEAD

1) On non-monetary assistance to veterans –

Supporting the national government’s poverty reduction initiatives by investing in


the human capital, the VFP will assist the children of our veterans who are high
school graduates to pursue higher education.

VFP in close coordination with a government bank requested for the inclusion of
their children. The government bank shall defray the tuition fees of their children
covering all levels of their chosen course or program in the accredited partner
schools.

Eligible courses are engineering, real estate management, maritime, education,


accounting, aviation, hotel management, Information technology,
Technical/Vocational skills training courses.

2. On monetary assistance

❑ VFP intends to put up medical diagnostics center nationwide

- provide medical tests to all veterans, their dependents and other


paying individuals.
- to be manned by veterans who retired from medical institutions of our
armed forces or by medical practitioners who are children of our
veterans
- capital involved in the gradual build-up of these medical centers shall
be shouldered by the VFP national headquarters.

❑ VFP intends to establish a sizeable amount of Provident Fund

- to be loaned out to all veterans with very much low interest rate.
