LUCIEN SMITH ANNOUNCES CAMPAIGN FOR STATE TREASURER

Jackson – Republican Lucien Smith announced his campaign for State Treasurer today at Brent's
Drugs. “We need a Treasurer with a lifetime commitment to Republican principles, who understands
that the state must manage its finances conservatively to keep taxes down, get them lower, and bring
more and better jobs to Mississippi,” said Smith, a former budget adviser to Governor Haley Barbour.

“I am announcing here at Brent's Drugs, one of the oldest businesses in the capital area, because it is
exactly the sort of small business that would be hit earliest and hardest if the state were to recklessly
manage its finances, and cause taxes to go up,” said Smith.

According to Charles F. Porter, a supporter of Smith's and CEO of Regions Insurance of Mississippi,
“Lucien has the knowledge and experience to make an excellent Treasurer. His expertise on the state's
finances will let him fight for us from day one: protecting taxpayer money, keeping us from running up
the state's debt, and ensuring the state honors its commitments to retirees without a taxpayer bailout.”

In addition to having been a Budget Adviser to Governor Barbour, Smith is a Certified Public Funds
Investment Manager, a designation conferred by the Association of Public Treasurers of the United
States and Canada, based on an examination of fiscal issues facing state and local treasurer's offices.

“Mississippi will face meaningful revenue shortfalls for at least the next two fiscal years, and likely for
several more. The next Treasurer will need to be expertly familiar with the state's finances and
prepared to stand up to politicians more interested in advancing their political careers than protecting
taxpayer money. I have been honored to help Governor Barbour fight for conservative management of
our state's finances and am running for Treasurer to keep fighting for Mississippi taxpayers,” said
Smith.

In December 2010, Smith left the Governor's office for private practice, and is currently Counsel at
Balch and Bingham LLP. Since leaving the Governor's office, he has travelled the state building a
grassroots network in support of his candidacy. After his announcement, he will return to campaigning
statewide, with immediate plans to campaign in Pearl River, Hancock, Harrison, Jackson, Forrest,
Lamar, Jones, Lauderdale, Lowndes, Lee, Lafayette, DeSoto, and Oktibbeha Counties.

Smith's January campaign finance report, which can be viewed here, showed $256,549 raised in 2010.
