Intact Stability Criteria
Guidelines Criteria
1. The area under the righting lever curve (GZ curve) should
not be less than 0.055 meter-radians up to 30° angle of
heel.
2. The area under the righting lever curve (GZ curve) should
not be less than 0.09-meter radials up to 40° angle of the
heel or the angle of down flooding if this is less than 40°.
3. An area under righting curve between the angles of the
International heel of 30° and 40° or between 30° and the angle of down
Maritime flooding if this angle is less than 40°, should not be less
Organization (IMO) than 0.03 meter-radians.
4. The righting lever GZ should be at least 0.20 m at an angle
of heel equal to or greater than 30°.
5. The maximum righting arm should occur at an angle of
heel preferably exceeding 30° but not less than 25°.
6. The initial metacentric height GM should not be less than
0.15 m.
7. Severe wind and rolling criterion (weather criterion) In
addition to the criteria described above, ships covered by
2008 IS Code should meet a weather criterion that
considers the effect of strong beam wind and waves
applied when the vessel is in dead ship condition.

the angle of flooding θf if this angle is less than 40°.

7. Severe wind and rolling criterion (weather criterion)
1. A stability letter is not required if the information can be
placed on the Certificate of Inspection or the Load Line
Certificate.
2. Non-counterballasted vessel. If a vessel is not
counterballasted, stability information setting forth hook
load limits corresponding to boom radii based on the intact
stability criterion in §173.020 must be provided.
3. Counterballasted vessel. If a vessel is counterballasted
SOLAS with water, the following information must be provided:
i. Instructions on the effect of the free surface of the
counterballast water.
ii. Instructions on the amounts of counterballast
needed to compensate for hook load heeling
moments.
iii. If a vessel has fixed counterballast, a table of draft
versus maximum vertical moment of deck cargo
and hook load combined.
iv. If a vessel has variable counterballast, a table of
draft versus maximum vertical moment of deck
cargo and hook load combined for each
counterballasted condition.
4. Less than 150 gross tons; or a tank barge that operates only
in river or lakes, bays, and sounds service.
5. For weather criteria, each vessel must be shown by design
calculations to have a metacentric height (GM) that is
equal to or greater than the following in each condition of
loading and operation:

P=.005+(L/14,200)2 tons/ft2 . . . for ocean service, Great
Lakes winter service, or service on exposed waters.

1. In port, the initial metacentric height GMo, corrected for
the free surface measured at 0° heel, shall be not less than
0.15 meter.
2. At sea, the following criteria shall be applicable, the area
under the righting lever curve (GZ curve) shall be not less
than 0.055 m·rad up to θ = 30° angle of heel and not less
than 0.09 m·rad up to θ = 40° or other angle of flooding
MARPOL (ANNEX) θf* if this angle is less than 40°. Additionally, the area
under the righting lever curve (GZ curve) between the
angles of heel of 308 and 40° or between 30° and θf, if this
angle is less than 40°, shall be not less than 0.03 m·rad;
3. The righting lever GZ shall be at least 0.20 m at an angle
of heel equal to or greater than 30°
4. The maximum righting arm shall occur at an angle of heel
preferably exceeding 30° but not less than 25°; and
5. The initial metacentric height GMo, corrected for free
surface measured at 0° heel, shall be not less than 0.15 m.
