1.0 INTRODUCTION

A project is temporary in that it has a defined beginning and end in time, and
therefore defined scope and resources. A project is unique in that it is not a routine
operation, but a specific set of operations designed to accomplish a singular goal. So a
project team often includes people who don’t usually work together and it can be from
different organizations and across multiple geographies. Project management is the
application of knowledge, skills, tools, and techniques to project activities to meet the
project requirements and achieve the project objectives. Project management processes
fall into five groups which are initiating, planning, executing, monitoring and closing.
Project management plan is a document that can be used by everyone involved with the
project to help communicate and detail information and describe processes that the
project will undertake. The purpose is to provide a comprehensive baseline of what must
be achieved by the project, how it is to be achieved, who will be involved, how it will be
reported and measured and how information will be communicated.

In this project, Sahabat Ukur were assigned by JKR Kedah to conduct a Road
Inventory and Demarcation of JKR ROW at Daerah Kota Setar which Jalan Kuala Kedah
and Jalan Gunung keriang for the state road maintenance. The Topographic survey,
planimetric control and demarcation for Daerah Kota Setar need to cover about 21
kilometers along the study area. For the survey job, we need plan the project by using
Microsoft Project. First, the project will be start with project briefing, and reconnaissance
and planning. After that, calibration need to conduct as to maintain the accuracy. The
survey work will be proceeding with vertical control and horizontal control. Leveling will be
conducted to establish the TBM and transferring after the survey work is done, the data
collection will be process and produce the map.

2.0 EXECUTIVE SUMMARY

Project performance and success can be significantly improved by applying project


management knowledge, processes, skills, tools, and techniques. This is increasingly
accepted across all industries include in survey work. This integrated project management
is intended to add value to the organization by outlining a body of knowledge, processes,
skills, tools, and techniques that, when used, will improve performance in conducting its
work. This project is intended to provide project for road inventory and demarcation of JKR
ROW at Daerah Kota Setar which in Jalan Kuala Kedah and Jalan Gunung Keriang. The
duration for this project may take about 4 months on subjecting to supplements and
funding from the project.

It must be determined which organizational objectives will be supported by


undertaking the project. The objective of the project to ensure that an organization is
apply the project management for any project successfully. Project management is
ensuring that any organization will be familiar with project management plan.

The scope management will state the purpose and objectives of the project. It
should be definition as to the scope of the project as well as the major deliverables. The
work breakdown structure (WBS) will be determined here. Quality specifications will also
be included. It also describing the product or service performance criteria from a customer
perspective. Project assumptions should also be included, clarifying grey areas in the
project scope.

The project schedule and milestone will define the milestones and activity
schedule of the project, integrating three key elements which are deliverables, due date or
duration and critical dependencies. Estimates of budget and costing are required for the
project duration. It is important to ensure that the budget and costing are do not over limit.
Human resource will define the project team organization, roles and responsibility
requirements. Training requirements will need to be identified and the development of a
project training plan should begin. In communication management, description of the
system of communications and the project performance documentation that will be
provided to the various stakeholders

3.0 SCOPE MANAGEMENT

This project scope includes the determination and documentation of a list of


projects' specific goals, results, features, functions, tasks, deadlines and ultimately costs.
In other words, it is what must be accomplished, and work done to implement a project.
The scope is the defining boundaries of the extent of a project in project management.
Understanding the scope lies within or outside the project boundaries for project manager
and project team to understand. If something "not within the scope," it is not involved in
the project planning.

Scope management involves receiving the information necessary to launch a


project, and the characteristics of the product would meet its holder's needs. The purpose
of scope management is to ensure that the project contains all the work and only the
work needed to successfully complete the project. The focus of scope management is to
identify and monitor what is included in the project or not.

a. Step Involved in Project Scope Management


Step 1 - Define project needs
Defining the project's needs is the first step in establishing a project
schedule, assigning project resources and establishing project objectives.
The overview of the project can be easily understood by defining the
needs. Once done, members of the team can be assigned for tasks with
schedule and budget to deliver a project.

Step 2 – Understand the Project Objectives
In order to define the scope of the project it is important first to identify the
objectives of the project, including new product, new services or the
development of new software within the organization. The project manager
ensures that the team delivers results in accordance with the specific
features or functions. There are several objectives that could be central to
a project.

v. Resources
vi. Budget
vii. Schedule
The limitations of the project must be explained, and the aspects not to be
included in the project should be identified, once listed parameters are
established. By doing so, the scope of the project will make clear what is
and is not included into the final product or service to stakeholders, senior
management and team members.
c. Work Breakdown Structure (WBS)
This activity describes each project task. These work packages describe
schedules, identify requirements to be completed and particular work to be
carried out.

4.0 SCHEDULE AND TIME MANAGEMENT

4.1 Project Schedule and Time Management


Table below shown the detail of project schedule and time management of this project
that including with the task name, estimation cost, duration days of that task are
taking from start until finish every job and predecessor are describe about risk of job
and it can be finished on time or not and lastly are resources names that will be
display at every graph like are show in figure below. Gants chart below show detail
about time management that taking for every task and each symbol has their own
criteria.

4.2 Project Working Hour


Table below are show the project working hour that will be follow by employee to
make this job running smoothly and minimize the cost. It has shown the detail of
working hour for each task from starting this job until end, and the total hour of working
in everyday are also show in table below. The working days are from Monday to
Friday while the working time are staring from 8.00 am to 5.00 pm and has one-hour
break time that start from 12.00pm to 1.00pm

5.0 COST AND BUDGET MANAGEMENT

All the cost and budget for this project are mention and listed in table below to minimize
the costing and over budget problem for this project topographical route survey.

6.0 QUALITY MANAGEMENT

6.1 Quality management

Quality management is the act of overseeing different activities and tasks within an
organization to ensure that products and services offered, as well as the means used to
achieve them are consistent. It helps to achieve and maintain a desired level of quality within
the organization. The aim of quality management is to ensure that all the organization’s
stakeholders work together to improve the company’s processes, products, services, and
culture to achieve the long-term success that stems from customer satisfaction.

Quality management has four components which is quality planning, quality


assurance, quality control and continual improvement. The first component, quality planning,
involves the preparation of a quality management plan that describes the processes and
metrics that will be used. The quality management plan needs to be agreed with relevant
stakeholders to ensure that their expectations for quality are correctly identified. Quality
assurance provides confidence to the host organization that its projects, programs and
portfolios are being well managed. It validates the consistent use of procedures and standards,
and ensures that staff has the correct knowledge, skills and attitudes to fulfill their project
roles and responsibilities in a competent manner. The next component, quality control,
consists of inspection, testing and measurement. It verifies that the deliverables conform to
specification, are fit for purpose and meet stakeholder expectations. Quality control activities
determine whether acceptance criteria have, or have not, been met. The last component,
continual improvement, is the generic term used by organizations to describe how information
provided by quality assurance and quality control processes is used to drive improvements in
efficiency and effectiveness.

Quality management will satisfy two (2) goals which are to ensure the quality of the
end product of the project and ensure that all of the processes involved during the project
lifecycle are carried out efficiently. The product of this project to conduct a Road Inventory and
Demarcation of JKR ROW at Dearah Kota Setar which in Jalan Kuala Kedah and Jalan
Gunung Keriang for the state road maintenance. As the project manager, there are three key
quality management concepts that will help in delivering a high-quality project which area
customer satisfaction, prevention over inspection and continuous improvement which satisfy
the quality management concept.

6.2 Quality Management Project

In this project, we were assigned by Jabatan Kerja Raya (JKR) Perak as a consultant
to to conduct a Road Inventory and Demarcation of JKR ROW at Dearah Kota Setar which in
Jalan Kuala Kedah and Jalan Gunung Keriang for the state road maintenance. The project's
investors, owners and consumers assess the value to be preserved in a project. From the
moment the project begins to the final steps in the project closure stage, it is part of every
project management system. Quality standards

are also specified based on the values and standards of the organization. A quality management
system of quality scheduling, quality assurance and quality control are implemented in a
project.

In order to manage the quality of the project, the project manager and the team must
identify what quality standards will be used in the project. The quality was viewed on the
scope, schedule and budget of the project. The scope is included planimetric control survey,
height control survey, stacking right of way (ROW) point and topographic survey.

6.3 Project Quality

Quality assurance requires ensuring the implementation of the correct concepts of


project management. Other concepts include allocation of capital, cost control, and
scheduling of projects. Planning for the performance of the deliverables involved is an
important aspect of project management planning. Quality content is one of the tools in
quality preparation. Part of the quality definition includes the design of a quality plan and a
quality checklist to be used during the implementation phase of the project. A check list must
ensure that the project team and other stakeholders produce the results of the project in
compliance with the quality requirements.

This project is to conduct a Road Inventory and Demarcation of JKR ROW at Dearah
Kota Setar which in Jalan Kuala Kedah and Jalan Gunung Keriang. The survey work shall
comply with and comply with the rules and standards laid down by the Malaysian Survey and
Mapping Department (JUPEM) relating to the boundary stone of the project area, with at least
2 adjacent boundaries and solar observations. The minimum accuracy of the survey is 1:
8000 and the coordinate system used for this project is based on Malaysian Rectified Skew
Orthomorphic (MRSO) coordinate system.

A) Resources Management

Resource management is the system through which organizations effectively manage


their different resources. An organization's resources are people, supplies, facilities,
information, and time. It includes preparation to devote the right resources to the right
activities. Resource management requires plans and budgets for people, programs,
equipment and supplies. Within the project schedules, the timing of the need for such services
can and should be calculated. A resource plan, which describes the type of resource needed
and the timing of that need, is critical to effective resource management. As the project
schedule changes, the resource plan must also be flexible enough to adjust as these changes
occur.

B) Cost Management

i. Cost and Budget Management


Cost management is concerned with the process of planning and controlling the
budget of a project or business. It includes activities such as planning, estimating,
budgeting, financing, funding, managing, and controlling costs so that the project
can be completed within the approved budget
ii. Plan Cost Management
Plan Cost Management is the process of defining how the project costs will be
estimated, budgeted, managed, monitored, and controlled. The key benefit of this
process is that it provides guidance and direction on how the project costs will be
managed throughout the project. This process is performed once or at predefined
points in the project. The inputs, tools and techniques, and outputs of this process
are depicted in Table 6.1 and Figure 6.1 depicts the data flow diagram of the
process.

6.4 Quality Assurances

The second process in quality management is performance of quality assurance tests.


These tests use a system of metrics to determine whether the quality plan is proceeding in an
acceptable manner. Quality assurance tests both project quality and customer satisfaction
with product quality.

Quality Assurance is a process to provide confirmation based on evidence to ensure


to the donor, beneficiaries, organization management and other stakeholders that product
meet needs, expectations, and other requirements. It assures the existence and
effectiveness of process and procedures tools, and safeguards are in place to make sure that
the expected levels of quality will be reached to produce quality outputs. Quality assurance
occurs during the implementation phase of the project and includes the evaluation of the
overall performance of the project on a regular basis to provide confidence that the project
will satisfy the quality standards defined by the project.

One of the purposes of quality management is to find errors and defects as early in the
project as possible. Therefore, a good quality management process will end up taking more
effort hours and cost upfront. The goal is to reduce the chances that products or services will
be of poor quality after the project has been completed. Quality assurance is done not only to
the products and services delivered by the project but also to the process and procedures
used to manage the project, that includes the way the project uses the tools, techniques and
methodologies to manage scope, schedule, budget and quality.

For this topographic survey project, the Quality Unit should check the completed plan
and data in order to verify that it meets their standards. Staff was performed the task that
include Quality Assurance of topographic work by contractors as well as performing right of
way (ROW) pegging and topographic survey work directly. Besides, there are several
responsibilities of Quality Unit that is included:

1. Perform Quality Assurance when appropriate.


2. Produce topographic plan
3. Check the detail on the topographic plan
4. Check the topographic plan as follow with the engineering standards.
5. Assist in checking the quality of topography.
6. Check the coordinate for each pegging point
7. Checking the tolerance of pegging point by following cadastral standard accuracy

The Quality Unit is beginning the checking process by examining the maps for errors
in symbology, elevations, coordinate, scale of map and file corruption. Then, if the map is
acceptable and have no errors, the Quality Unit should grant preliminary acceptance of the
maps. Besides, Quality Unit should inform to the district topography coordinator of the maps
and need to refer the map to the Digital Terrain Data Unit. Digital Terrain Data Unit will check
for digital terrain model and schedules the maps for comprehensive checking process. If the
error of the map is eliminated, the map will give final

acceptance by Quality Unit and send the maps to Digital Terrain Data Unit. Besides, there is
several checking that need to be done for the field Quality Assurance checks:

6.5 Quality Control

Quality control involves monitoring project results and delivery to check if they are
meeting desired results or not. If not, then alternative actions should be implemented. It is the
use of techniques and activities that compare actual quality performance with goals and
define appropriate action in response to a shortfall. It is the process that monitors specific
project results to determine if they comply with relevant standards and identifies different
approaches to eliminate the causes for the unsatisfactory performance. The goal of quality
control is to improve quality and involves monitoring the project outputs to determine if they
meet the quality standards or definitions based on the project stakeholder’s expectations.
Quality control also includes how the project performs in its efforts to manage scope, budget
and schedule.

• Acceptance - The beneficiaries, the donor or other key project stakeholders accept or
reject the product or service delivered.
• Rework - is the action taken to bring the rejected product or service into compliance
with the requirements, quality specifications or stakeholder expectations. Rework is
expensive that is why the project must make every effort to do a good job in quality
planning and quality assurance to avoid the need for rework
• Adjustments - correct or take the necessary steps to prevent further quality problems
or defects based on quality control measurements. Adjustments are identified to the
processes that produce the outputs and the decisions that were taken that lead to the
defects and errors.

7.0 HUMAN RESOURCE MANAGEMENT

Human Resource Management involves doing task research, assessing employee


requirements, hiring the right people for the job, orienting and training, controlling salaries,
providing benefits and promotions, performance monitoring, dispute resolution, and engaging
with all staff at all levels. The idea behind human resource management is that workers
subject to successful human resource management will contribute more efficiently and
productively to a company's overall mission, thereby ensuring that company goals are
accomplished.

The main purpose of this project management process is to develop the Human
Resource Plan for better management of project team members, especially on work schedule
and work instructions. This is because the project managers would find it difficult to identify
the right team members to conduct the tasks required for the project without the Human
Resource Management Plan.

7.1 Human Resource Management Plan

Human resource planning is a mechanism that determines an organization's current


and future needs for human resources to achieve its objectives. Human resource planning
should be a link between the management of human resources and an organization's overall
strategic plan. Once the strategy for handling human resources has been adequately
formulated, the results of a project will certainly be accomplished effectively. At the very least,
this plan outlines topics like roles and responsibilities, organizational maps, how resources
are to be obtained, when each resource is required, and any criteria for specialized training.

7.2 Roles and Responsibilities

The roles and responsibilities for the project of Topographical and Right of Way
survey Jalan Kuala Kedah and Jalan Gunung Keriang are essential to ensure this project can
be done successfully. Therefore, all team members for this project must have a clear
understanding of their position and duties to carry out their part of the work and then be able
to assist the project on time. As shown in the table below, the following roles and
responsibilities for the project team are created.

7.3 Project Organization Charts

An organizational chart below shows the project’s structure, including the relationship
and a command hierarchy outlining project team members assigned to work on specific
projects. The following RACI chart shows the relationship between tasks of the project and
members of the team. The general manager and project manager must review and approve
any proposed changes to project responsibilities. The changes will be proposed in line with
the change control process of the project. All project documents will be updated and
redistributed accordingly as changes are made.

From the RACI table below, R indicates the one who will be responsible for
completing the work, A is the person who accountable for ensuring task completion while C is
consulted before any decisions are made and I is the person who will be informed of when an
action has been made.

7.4 Staffing Management Plans

7.4.1 Estimated Number of Hours

All resources are required before the project begin. The resource histogram below
illustrates that the general manger and project manager will be required to perform 45 hours
per week for the first month and that’s means 180 hours working hour on that the first month
of the project begin in order to ensure and coordinate properly. They were required to work 9
hours per day and but will maintain to work for 170 hours in the following months. For the rest
of staffs such as surveyor and assistant surveyor will be performed 30 hours in the first
second weeks and other two weeks of the first month until the following month, they need to
work 35 hours in order to ensure the surveyed work may have a good progress. Draftsman
will work 30 hours per week at the beginning of the project and 35 hours on the following
months just to ensure the plans that will come out from the project does not have any serious
problems or mistakes. Hence, to ensure the project is successfully done, all of the resources
roles play an important part.

7.4.2 Staffing Skills and Competencies

Set of skills and experiences that are part of the important things that should be
addressed in order to ensure that the task can be done on time. Skills and skills give a
different definition, although they both look similar. Competencies are specific characteristics
that are important for workers to possess that a company's recruiters have determined.
Competencies are typically used as the employers ' benchmarks for assessing the workers.
Skills are acquired while skills are innate attributes that a person possesses through the
combination of skills, knowledge and skills. That project workers must have their own
expertise and abilities that can be used in managing the project to ensure that the project is
successfully completed even when there are several problems that will arise during the
development of the project.

requires to complete assigned tasks and activities within the time and quality parameters

8.0 CONCLUSION AND RECOMMENDATION

In conclude, surveying a land topography is an important factor in the design and


development of a secure and cost-effective highway or roadway. Surveyors play a crucial role
in helping the engineers find a suitable location for the construction of a highway. To achieve a
smooth project flow and a good result, the project must be well monitored and managed from
start to finish. To ensure the progress of the project as scheduled, the entire team should
follow the Gantt chart.

In this case study, the aim of project is to produce a topographic map for Jalan Kuala
Kedah and Jalan Gunung Keriang. Project manager should ensure that the entire team
knows the cause and effect on survey results of any activity. Project manager must also be
precise and efficient from phase of preparation to phase of execution. All of this will allow
such an insightful and appealing map to generate the final production of the project.

Other than that, in order to ensure the project is successful, team leader will educate
the entire team on the value of time management, such as explaining to the team how to
achieve good goals and timetable of projects. Project budget planning is also very effective in
calculating, allocating and managing a project's costs. This generates an approved budget,
tracks project-wide costs and provides a basis for decision-making to manage unnecessary or
extra costs. In addition, project managers also need to clarify quality management and
human resource management to the team members.

In addition, to complete the project well, it is necessary to protect and preserve the
environment. Everyone is responsible for ensuring the local health of the community. The
survey project will be carried out safely and efficiently if all the parameters involved are
respected accordingly.

A project manager serves as a project manager with clear goals, goals and outcomes
in charge of a specific project. A project manager should show a great attitude to respect his
employees and remove any doubt within the employees. A great project manager will ensure
a project managed to achieve an excellent outcome. Other than that, project managers
should stick to strict scheduling of work that has been scheduled to ensure that all work has
been done well.
