SECTION 1
INFORMATION TO TENDERERS
The work covered by the attached Specification comprises the supply, installation, testing, placing in service,
twelve (12) months warranty and maintenance without further charge of the Electrical Services Installations for
the complete project.
Tenders shall contain such information pertaining to the principal items of equipment as may be requested for
proper evaluation.
Tenderers are advised that all available plans and specifications of the building, structural and other services
drawings and specifications may be inspected by prior arrangement at the Offices of Mirvac.
Any Tender which does not comply with the requirements of this Specification or which contains provisions not
required by the Specification may be considered informal and may be rejected without further analysis.
All documents issued to the tenderers shall remain the property of Mirvac and shall be returned with the Tender
submission.
a) Inspected all available building and services documents and to have visited the site before tendering,
to have fully informed himself of site and local conditions affecting the Sub-Contract Works and to have
satisfied himself as to the true nature and extent to the Sub-Contract Works.
b) Checked access to the site and ascertained for himself all local information required for preparation of
the Tender with particular reference to the relevant regulations and requirements of the Authorities
having jurisdiction over the Sub-Contract Works.
c) Ascertained the extent of temporary services as required to complete the works including all
commissioning in accordance with the program requirements.
1.4 TENDERS
Tenders shall be submitted as required by Mirvac’s instructions issued separately to this specification.
The opening of the Tenders will not be public. Tenderers will be advised of the recommended proposals after
due consideration.
Tenders shall be submitted on the Tender Form attached to this Specification and no tender will be considered
formal unless so submitted.
Tenderers shall submit a firm price not subject to Rise and Fall and shall include a Schedule of Rates and
complete all schedules provided.
Tenders shall remain valid for sixty (60) days after Tenders close.
Any Tenderer requiring clarification of the Specification shall notify Mirvac and obtain clarification prior to delivery
of his Tender. Any necessary clarification will only be made by a formal numbered addendum, issued in writing.
No consideration will be granted for misunderstanding or faulty assessment of the works to be done or of the
materials to be furnished or for lack of knowledge of the nature and conditions of the site.
One (1) completed copy of the "Tender Form" and "Schedule of Technical Data" shall be submitted with the
tender. Schedules not completed may result in a Tender being considered informal. The Schedule of Technical
Data submitted shall form part of the Sub-Contract document but the details presented therein shall not relieve
the Tenderer of his obligation to complete the Sub-Contract Works in accordance with the specification, and for
the Sub-Contract sum.
1.6 ALTERNATIVES
Should the Tenderer consider that an alternative has advantages or additional features to the equipment
specified or conditions of Sub-Contract he may so state in his alternative Tender and due consideration will be
given to such submissions. This shall however only be submitted as an alternative to a fully complying tender.
Where manufacturers have been specifically named with an option for equal or approved alternatives, the
complying bid shall include the named manufacturers, with the alternatives only offered as options.
(a) Information sufficient to illustrate clearly the details of construction and finish of the equipment that is
offered and the methods of installation.
(b) A detailed statement of all materials and / or labour and / or services which are necessary for installation
and putting into operation of the items tendered for, but which are required to be provided by Mirvac
either directly or through his Electrical Sub-Contractor. Failure to provide such a statement will result in
the Electrical Sub-Contractor having to pay the costs which are necessary.
In recommending acceptance of Tenders, quality and details will be fully considered as well as price, but overall
economy is of prime importance.
1.8 ADDENDA
Tenderers shall state that Addenda which may have been issued during the tendering period have been received
and allowed for and shall name each Addendum.
Failure to so name Addenda issued shall not relieve the Tenderer of the responsibility for complying with same
where other evidence of such issue exists.
If any discrepancy contradiction or omission appears in the Documents, the Tenderer shall refer same to Mirvac
for resolution before submitting a Tender.
Mirvac will issue directives on such matters in writing. Oral amendments to the Specification shall not be
recognised by the Tenderer.
If requested by Mirvac the Tenderer shall submit a statement of detailed facts regarding his experience and
achievements in performing similar or comparable work and of his resources to complete the Sub-Contract Works
in accordance with his Tender to the satisfaction of Mirvac.
Such evidence shall be submitted within five working days of any such request.
Mirvac will not be obliged to accept the lowest or any Tender, and shall not be responsible for any expense or
loss which may be incurred by the Tenderers in the preparation and submission of their tenders. Tenders shall
be submitted on the Tender closing date unless the written approval of Mirvac has been obtained.
In evaluating and selecting a Tender for recommendation for acceptance, consideration will be given to all factors
including but not limited by:-
• Submission of a fully complying bid on the schedules provided with any options listed on the sheet for
alternatives.
• Ability to comply with the technical requirements of the Specification.
• Agreement to comply with conditions of Sub-Contract.
• Ability to meet target construction dates.
• Tender quotation.
This specification covers the General requirements and technical aspects of the installation only. This
specification shall be read in conjunction with the Specific Conditions of Sub-Contract issued by Mirvac. Any
conflict between information given in this specification and that in the Specific Conditions of Sub-Contract shall
be raised prior to signing of the Sub-Contract for Mirvac’s decision.
1.13 TERMINOLOGY
Where the reference Builder, Project Manager, Proprietor, Architect, Construction Manager, Engineer,
Superintendent or Consulting Engineer are used anywhere throughout this specification it shall be taken as
meaning Mirvac.
Where the reference Sub-Contractor is used anywhere throughout this specification (without reference to another
trade) it shall mean the Electrical Sub-Contractor.
This specification and associated drawings covers the minimum general requirements and the minimum
technical aspects of the installation only on the basis for the Contract. This specification shall be read in
conjunction with the:-
SECTION 2
2.1 INTRODUCTION
This Specification details the proposed electrical, communications and security systems proposed to be
installed at Sky Apartments development in Newstead, QLD.
The project consists of one (1) twenty five (25) storey tower with one hundred and forty three (143) Apartments,
three (3) levels of basement car parking.
The following items below have been confirmed for this project:-
Four (4) weeks prior to the completion of the Maintenance Period, the Electrical Sub-Contractor shall assist with
complete inspection of the Sub-Contract Works.
The Electrical Sub-Contractor shall prepare his own list of incomplete works, and works requiring rectification
and issue to Mirvac. The Electrical Sub-Contractor shall then co-ordinate a full inspection with Mirvac, in which
he shall note all items considered unsatisfactory by the inspecting parties, and shall rectify accordingly, except
for deterioration due to fair wear and tear. Fair wear and tear shall be rectified by the Electrical Sub-Contractor
if so directed, and he will be reimbursed accordingly.
Failure of the Electrical Sub-Contractor to follow this procedure will result in Mirvac engaging a third party
contractor to carry out this inspection, which will then be charged against the Electrical Sub-Contractors account.
All rectification works shall be completed one (1) week prior to the expiration of the Maintenance Period.
Final Completion will not be issued until all items are approved as satisfactory.
The Electrical Sub-Contractor is advised that Mirvac reserves the right to enter into numerous separate tenancy
work Sub-Contracts and have various completion times for the same. The Electrical Sub-Contractor shall include
in his tender for any associated disruption and discontinuity of the works.
Such separate Sub-Contract works will commence earlier than the date of Practical Completion and continue
after Practical Completion. The work will include the internal tenancy fitout but not be limited to partition works,
alterations to services, ceiling adjustments and similar items. The Electrical Sub-Contractor shall be required to
co-operate with the program of Mirvac with regard to the separate tenancy works Sub-Contract. The Electrical
Sub-Contractor shall be required to quote to Mirvac for any alterations to the Building or its services which may
be necessary as a result of tenants requirements. During the above period Mirvac’s and / or tenant's separate
Electrical Sub-Contractors will also be admitted to the building.
Aconex is to be used as the document control procedure for all correspondence and documentation on this
project including the following:-
• General memorandums.
Documentation Review
All documentation for this project including drawings, schedules, registers and operating & maintenance manuals
are to be reviewed by both the Head Contractor and the Electrical Consulting Engineer.
SECTION 3
ASSOCIATED WORKS
3.1 GENERAL
This Section of the Specification summarises the items and work which define the limits of this Sub-Contract in
relation to Mirvac and other Trades. It is not intended to be a full Specification of any items mentioned or work
involved.
The preliminary Clauses and all conditions of this Specification shall apply to all works summarised in this Section.
The Drawings take precedence over the following clauses where conflict arises.
The Electrical Sub-Contractor shall ensure that power is made available in accordance with the construction
program to all switchboards including those for Mechanical, Lifts, Fire, Hydraulics, Pools and water features, in
time for testing and commissioning. Mirvac shall be advised in good time if there are problems in achieving this,
otherwise any costs due to delays shall be at the expense of the Electrical Sub-Contractor.
3.3.1 General
Mirvac will provide all openings in concrete only for the passage of conduits etc in accordance with
dimensional details provided by the Electrical Sub-Contractor, where these exceed 300 Dia, or 300 x
300; Penetrations up to and including these sizes shall be formed by the Electrical Sub-Contractor
utilising sleeves or styrene inserts. Penetrations through structural beams shall not be varied from those
shown on the Tender Drawings without written approval from Mirvac. The Electrical Sub-Contractor
shall be responsible for checking the accuracy and set out of all penetrations.
All penetrations must have safety mesh cast in and ply covers provided over for safety thereafter.
Where pipes, conduits ducts or the like are grouped together they shall each be an individual penetration
not be grouped into one large penetration.
The precise location of all openings and other work required by the Electrical Sub-Contractor and also
the set out of openings the Electrical Sub-Contractor requires Mirvac to provide shall be shown on the
Electrical Sub-Contractors “Mirvac’s work“ installation drawings.
Where openings are shown on the drawings supplied by Mirvac these are not intended to be a full
record of all openings necessary by the Electrical Sub-Contractor.
The drawings supplied by Mirvac are diagrammatic and unless otherwise specified shall not be used
for determining the precise positions of equipment, openings, outlets etc. The exact location of these
will be determined from the Electrical Sub-Contractors construction issue of drawings.
3.3.2 Major Penetrations (Penetrations in Formed Concrete In Excess Of 300 Dia Or 300 X 300)
Major penetrations in formed concrete for items such as cable trays through walls or floors shall be
provided by Mirvac in the form of blockouts. Where Mirvac elects to have services built-in, penetrations
will not be provided, e.g.: cable tray passing through / over walls. The Electrical Sub-Contractor shall
provide fully dimensioned shop Drawings to Mirvac in sufficient time for Mirvac to locate such blockouts
in the structure and provide suitable frames for building in.
If the information is not provided to Mirvac in sufficient time for the blockouts to be included, the Electrical
Sub-Contractor shall pay all costs associated with providing the penetrations through the finished work.
Sealing up and flashing of all penetrations will be the responsibility of the Electrical Sub-Contractor.
All penetrations must be signed off by the Structural Engineer prior to coring, cutting or drilling taking
place.
3.3.4 Sealing of Penetration and Maintenance of Integrity (By the Electrical Sub-Contractor)
(a) Sealing around cable trays, ducts, conduits, cables etc which pass through acoustic barriers
shall be a certified method to maintain the STC rating of the wall, slab or ceiling being
penetrated.
(b) Sealing between cables and sleeves, where movement is to occur, to details or as approved.
(c) Provide and maintain temporary water proofing of all Risers / Penetrations throughout
construction.
(d) Fire seal with certified installation all penetrations of fire rated walls, floors, ducts and ceilings.
(e) Sealing around penetrations through chambers subject to suction or pressure, to details as
approved.
(f) All works to be sealed to adjoining elements as appropriate.
Materials used for sealing penetrations shall be suitable for the purpose and shall comply with the
requirements of the local authority and Mirvac.
Unless shown otherwise Mirvac will provide under flashed holes in roofs, including kerbs as necessary,
to accommodate the installation of cable, conduit, flues etc necessary for the electrical installation.
The Electrical Sub-Contractor will provide over-flashing of each penetration to ensure a fully waterproof
installation.
All trimmer beams between purlins or other reinforcement necessary to support equipment installed
through or on the penetrations shall be supplied and installed by the Electrical Sub-Contractor to suit
his plant and equipment, unless shown otherwise on the drawings.
The Electrical Sub-Contractor shall allow for cutting out of mesh left in all penetrations by Mirvac.
The Electrical Sub-Contractor shall allow for placing temporary covers and caps to all risers /
penetrations for the purpose of water proofing and safety and for clean out of same prior to handover
including penetrations by others for this trade.
The Electrical Sub-Contractor shall visit the site at regular intervals to ascertain that the working
dimensions and tolerances shown on the Electrical Sub-Contractor's drawings are being adhered to by
Mirvac and to assure himself that such will fit in with the Sub-Contract works as specified. Should any
discrepancy arise it shall be immediately reported to Mirvac.
The Electrical Sub-Contractor shall be responsible for any work not reported as being incorrectly carried
out, or not done, and is subsequently found as being necessary to complete the Works of the Electrical
Sub-Contractor or Other Trades. The Electrical Sub-Contractor shall be responsible for the cost of any
rectification.
At each inspection, the Electrical Sub-Contractor shall examine prior remedial works carried out by
Mirvac and shall report to Mirvac if remedial work has (a) not been carried out properly or (b) not been
carried out at all.
All equipment i.e.: switchboards shall be fixed direct to the structural floor slab if floor mounted.
Mirvac will construct masonry building service ducts and enclosures to the extent as shown on Mirvac’s Drawings.
It is the Contractor’s responsibility to ensure that masonry enclosures shown on architectural drawings are of a
suitable size and construction and fit for purpose.
Mirvac will provide access doors, where shown on Mirvac’s Drawings, in masonry walls or plantrooms and
building services ducts.
It is the Contractor’s responsibility to ensure that access doors shown on architectural drawings are of a suitable
size and construction and fit for purpose.
Note: It is the Sub-Contractors responsibility to review architectural drawings to confirm that all details shown
of works agreed to be performed by Mirvac are correct and suitable for the intended purpose. Costs for
rectification works that may be required as a result of a failure to do so may be passed onto the Sub-
Contractor.
(a) Provision of electric pumps complete with associated control panels incorporating all control and
switchgear for the pumps. The Electrical Sub-Contractor shall provide suitable power supplies to each
control panel including termination.
(b) Hot water and cold water flow metering complete with flow meters. The Electrical Sub-Contractor shall
supply and install wiring for the automatic meter reading including termination. The Electrical Sub-
Contractor shall also install the logging equipment supplied by the hot water supplier.
(c) Provision of gas shut-off valves with 240VAC solenoids and integral battery backup. The Electrical
Sub-Contractor will provide 240VAC cabling and connection to the valve solenoid terminals.
(d) Provision of irrigation pressure pump and control panel. The Electrical Sub-Contractor shall provide a
power supply to the irrigation control panel.
(e) Provision of subsoil pumps. The Electrical Sub-Contractor shall provide a power supply and terminate
cables at the pump control panel.
(f) Provision of contactors and relays in hydraulic switchboards and control panels for critical alarm
notifications. Electrical Sub-Contractor shall provide cabling from the security panel to the hydraulic
switchboard/control panel and terminate cable.
(a) Provision of lift switchboards at the top floor served. Electrical Sub-Contractor shall provide fire rated
submains and terminate to the switchboards.
(b) Connection of lift emergency telephones to each Lift telephone point at top floor served. Electrical Sub-
Contractor shall provide telephone cabling terminated for telephone outlet.
(c) Provisions of all controls, trailing cable and the like for floor by floor security control of the lifts. The
Electrical Sub-Contractor shall provide a security card readers and interface wiring to each lift security
interface relay panel located adjacent to each lift control panel at the top floor served. The Lift Sub-
Contractor shall wire from a terminal strip in these lift security interface panels to the lift panels. The Lift
Sub-Contractor shall install the card readers into the lift car control panel complete with all wiring to the
lift security interface panels. The Electrical Sub-Contractor shall also supply and install card readers at
lift lobbies as shown wired to the lift interface panels to restrict lift access at the associated lobbies. The
Lift Sub-Contractor will install the landing card readers into the call button face plates. Note that some
lift levels and some lift lobbies card readers will include time schedule control to de-secure during
nominated time periods.
(d) Lighting, emergency lighting and power outlets to lift shafts.
(f) Installation of CCTV camera inside each lift car. Electrical Sub-Contractor to supply CCTV camera’s
and cabling to security interface panel at top floor served. Commissioning of the CCTV camera’s will
be by both the Lift and Electrical Sub-Contractor.
(a) Provision of sprinkler jacking pump. Electrical Sub-Contractor to provide a permanent connection for
same.
(b) Provision of an electric sprinkler pump and a diesel sprinkler pump. Electrical Sub-Contractor to provide
a permanent connection for each pump control panel.
(c) Run, power available (normal) and isolated / fault status switches on the sprinkler pump control panels.
Electrical Sub-Contractor to provide monitoring of these at the FIP and provide cabling from the FIP to
each switch.
(d) Provision of pressure switches, flow switches and valve monitoring switches. Electrical Sub-Contractor
to provide monitoring of these at the FIP and provide cabling from the FIP to each switch.
(e) Provision of solenoid test valves. Electrical Sub-Contractor to provide control of these at the FIP and
provide cabling from the FIP to each solenoid.
(f) Provision of contactors and relays in fire sprinkler switchboards and control panels for critical alarm
notifications. Electrical Sub-Contractor shall provide cabling from the security panel to the fire sprinkler
switchboard/control panel and terminate cable.
(a) Provision of FIP / MECP, FFCP, jacking pump and Sprinkler Pump Control panel.
(b) Provision of volt free contacts at the FIP for each of:-
• Electric strikes on doors which are required exits.
• The Fire Sub-Contractor shall provide wiring from the FIP to the electric strikes.
(c) FIP volt free contacts and cabling to the gas shut-off valves.
(d) Provision of fire alarm and detection system and EWIS system.
(e) Provision of contactors and relays in fire switchboards and control panels for critical alarm notifications.
Electrical Sub-Contractor shall provide cabling from the security panel to the fire switchboard/control
panel and terminate cable.
(a) Installation of HV Cables. Electrical Contractor to install HV conduits, HV pit, remote earthing and
prepare padmount site as detailed on drawings.
(b) Installation of Energex equipment including transformer, HV Switchgear and HV cabling. (Electrical
Contractor to complete HV cable room light and power fit out).
(c) Commissioning of padmount transformer.
Should the Electrical Sub-Contractor require any other works, not set out above to be carried out by others, he
shall provide details of same with his tender. Should such a list not be provided it will be determined that the
Electrical Services Sub-Contractor has allowed same in his tender.
SECTION 4
TECHNICAL SECTION
The extent of work is detailed on the accompanying drawings and described more fully in the remainder of this
specification. The extent of work covered by this Sub-Contract includes the supply, installation, testing and
placing into service, commissioning, twelve (12) months defects liability and maintenance of the whole of the
electrical services for Sky Newstead Stage 1 Works from the date of practical completion.
The work included shall not be limited to, but shall include the following:-
• Coordination with Energex for the supply and installation of their outdoor padmount transformer.
• Padmount site preparation works and HV conduits and HV pit to Energex requirements.
• Basement HV cable room lighting and power fit out to Energex requirements.
• Conduits, cable trays, ladders and cable support systems throughout including within high voltage cable
room.
• Liaison and coordination with NBN Co, Builder, Consultants and all other Sub-Contractors.
• Workshop drawings.
• Issue of samples and required submissions.
• Co-ordination with Mirvac and all other Sub-Contractors.
• Site Main Switchboard.
• Submains including fire rated mains and submains and final sub circuits for fire services.
• Supply and installation of all meter panels, community switchboards, apartment switchboards and other
switchboards. Design to facilitate future introduction of an embedded network operator. Supply
Authority meters supplied by energy retailer.
• Supply and installation of all final sub-circuit cabling.
• Supply and installation of the complete lighting system complete with luminaries.
• Provision of the complete power system including power distribution, submains, power outlets and
power supplies to all electrically operated equipment.
• Retail tenancy distribution switchboards.
• NCC Section J8 metering and monitoring system.
• Earthing Systems.
• Emergency lighting and exit lighting systems.
• Cable support systems.
• Lightning Protection System.
• Surge protection for site main switchboard.
• Conduit pathways to all areas for NBN incoming services and from BD room to all apartments, retail
and Building Manager’s Office.
• Telephone cabling system and Data Cabling System to apartments from Apartment communication
distribution hub to wall outlets.
• Ceiling fans (where required).
• Supply and installation of Master Antennae Television system (MATV) and Foxtel Pay TV system.
• Proximity card access control system.
• Interface and cabling from security panel to Mechanical, Hydraulic, Fire and Electrical Services Critical
Alarms.
• Visitor and Apartment intercom access control system.
• Closed circuit Television (CCTV) surveillance.
• Hot water and cold water metering logging system installation and cabling.
• Electric car charging switchboards, cable tray and busduct including metering and communications
provisions to facilitate third party provider (e.g. Jet Charge).
• Underground conduiting and cabling.
• Smoke alarms in Apartments.

The work carried out by the Electrical Sub-Contractor shall comply with all respects with this Specification and:-
The completed installation shall be passed by Inspectors or the relevant statutory authorities prior to Practical
Completion.
The electrical installation shall be carried out by licensed electrical installers working under the supervision of a
licensed Electrical Sub-Contractor.
All equipment and installation shall comply with appropriate Australian standards and codes current at the date
of tendering and also reference codes and standards listed in the prefaces to those standards and codes are
applicable in respect of all materials and workmanship associated with this project.
Where notice is required by any statutory authority having jurisdiction over the Sub-Contract Works and/or
approval required therefrom the Sub-Contractor shall give such notice and information as may be called for
and/or obtain such approval.
The Sub-Contractor shall obtain all permits within such time as to ensure no delay to the work and shall pay all
fees associated therewith.
The Sub-Contractor shall make any tests required by the statutory authority at the Sub-Contractor's expense.
Any such tests shall be carried out in the presence of an inspector of the statutory authority and the Builder.
Advice of such tests shall be conveyed to Mirvac no later than 7 days prior to such tests taking place.
4.4 DOCUMENTS
Documents prepared for this Sub-Contract include this Specification complete with the schedules and
appendices enumerated in the index and subsequent addenda as may be listed hereinafter form part of this
Specification. The Electrical Services drawings shall be read in conjunction with the specification and form part
of the contract documentation.
The layouts and details shown on the Electrical Drawings are approximate only and all dimensions and building
features shall be checked before proceeding with the work. In particular, tenderers shall check on site the status
of all existing services prior to submitting tender.
Also refer to the pool, lift, mechanical, hydraulics and other services drawings for associated electrical connection
point locations. Coordinate all electrical services with the Architectural and Structural drawings.
4.5 GST
GST is applicable and therefore shall be included as appropriate for each item. All GST shall be separately
identified on a Tax Invoice.
Samples of materials and items described as "to be approved" shall be delivered to site at least fifteen (15) days
before approval is required.
Submit the following sample fittings and accessories to obtain review from Mirvac before installation:-
The Sub-Contract shall be based upon a guarantee that all materials and equipment required for the work shall
be obtained at such time as to enable the work to be completed in each element in accordance with Mirvac’s
program. If any doubt exists regarding dates of supplies full information shall be included in the tender.
The Electrical Sub-Contractor shall be responsible for ordering all materials in ample time. Lack of such materials
due to delay in offering shall not constitute grounds for extension of item for completion.
The Electrical Sub-Contractor shall prepare, and submit for review by the Head Contractor and Consulting
Engineer before commencing manufacture or installation, drawings from which the subject works shall be built.
Factory or site work which proceeds before such drawings have been reviewed and marked as complying with
general intent shall be at the Electrical Sub-Contractor's risk.
Drawings shall be prepared which are generally in accordance with the drawings supplied with this Specification
except where variations on the drawings are endorsed by Mirvac.
Drawings shall all be on the same size drawing sheets and shall be to a scale of one to less than 1:50 and larger
where necessary.
• Fabrication drawings for all switchboards including line diagrams and control schematics,
• Telephone, Data, Access Control, Security, Audio, MATV and other communication systems schematic
diagrams including all equipment types/part numbers, all cable sizes and types and all terminations.
Drawings shall contain reference to all Electrical Sub-Contractor work and work required by other trades, such
as electrical terminations and the like, to enable Mirvac to co-ordinate these requirements with the trades
concerned.
The Electrical Sub-Contractor shall initially submit to Mirvac three (3) prints of each drawing which will be issued
to Mirvac’s Consultants for review. Upon the return the Electrical Sub-Contractor shall make such amendments
as are noted and then issue six (6) copies of drawings to Mirvac for final issue.
The Electrical Sub-Contractor must allow a least two (2) weeks for the return of the drawings or such longer
period as may be nominated by Mirvac.
If errors, omission and inferences are noticed, bring same to Mirvac’s attention. Drawings returned without
comments/annotations will not in any way relieve the Electrical Sub-Contractor from responsibility of such errors
or omissions and interference or from the necessity of furnishing such workmanship or materials as may be
required for the completion of these works in accordance with this specification.
Where drawings are returned for amendment, such drawings shall be amended and resubmitted within sufficient
time to prevent delay to the completion of the works. Necessary re-submissions shall be made until such time
as the drawings are satisfactory for the review process.
Construction Drawings submitted to and retained by Mirvac will not be used for purposes other than those
covered by these works.
The Electrical Sub-Contractor is to issue six (6) copies of the up-dated schedule of drawings to Mirvac detailing
the following information:-
Alterations shall not be made to any drawing unless resubmitting such drawings for further review.
One (1) complete set of drawings shall be maintained on the site at all times for the sole purpose of marking up
the up to date "As Installed" status.
These drawings shall be made available at all times for inspections and should the Electrical Sub-Contractor not
keep them up to date on a fortnightly basis, then Mirvac shall have them up-dated at the Electrical Sub-
Contractors expense.
The Electrical Sub-Contractor shall visit the site at regular intervals to ascertain that the working dimensions and
tolerances shown on the Electrical Sub-Contractor's drawings are being adhered to by Mirvac and to assure
himself that such will fit in with the Sub-Contract works as specified. Should any discrepancy arise it shall be
immediately reported to Mirvac.
The Electrical Sub-Contractor shall be responsible for any work not reported as being incorrectly carried out, or
not done, and is subsequently found as being necessary to complete the Works of the Electrical Sub-Contractor
or Works of other Trades.
At each inspection, the Electrical Sub-Contractor shall examine prior remedial works carried out by Mirvac and
shall report to Mirvac if remedial work has (a) not been carried out properly or (b) not been carried out at all.
4.10 UNIFORMITY
Where applicable, and where particular types of fittings and equipment have been selected, their use shall be
uniform throughout the project unless altered by Mirvac.
All materials, equipment, components and devices shall be new and unused, of current manufacture and the
best of these respective kind conforming to the appropriate current SAA specification and approved by the
relevant authority. The manufacturer shall be approved where this has not been specified, and sufficient technical
information shall be submitted to enable the equipment to be assessed.
Unless specified otherwise the manufacturers recommendations shall be followed with regard to both
workmanship and associated materials, equipment, components and devices, whether or not the particular
manufacturer has been specified.
All materials, equipment, components and devices shall be rated for the maximum average temperature over
any eight (8) hour period within its immediate enclosure.
All materials, equipment, components and devices shall be rated for use on the voltage and frequency specified.
Where vibration is present, all materials, equipment, components and devices which could be affected by
vibration shall be selected and installed to ensure satisfactory operation.
Holes shall be drilled by electric or compressed air drill wherever possible. Explosive charge fixing devices shall
only be used when and where approved by Mirvac and when approved, shall be used in accordance with all by
laws, acts, regulations and authorities governing their use.
Where devices are required for attaching materials or equipment to the building, Ramset ‘Dynabolt Plus’ metal
sleeve expansion anchor devices shall be used except that in cases up to 0.2kg Tension at 0.8kg, shear load
Ramset ‘Nylon Anchors’ or approved equal may be used. Wooden plugs will not be permitted. Approval of
Mirvac shall also be obtained prior to drilling or explosive charge fixing any hole whatsoever.
4.13 CHASING
All required chases shall be made after checking with Mirvac the proposed finish of the surface, to be chased.
A limited amount of building - in to wall chases shall be carried out in order to retain conduits and wall boxes in
position. Consult with Mirvac for the type of mortar mix to be used.
Where it is found necessary to chase finished areas caused through an omission or fault under these works, the
making good shall be completed by Mirvac at the Electrical Sub-Contractor's cost.
Chasing will not be permitted in face brickwork. Any conduit or wall boxes required in such walls shall be installed
on the reverse face or in cavities as applicable.
Where no cavity exists, rendered walls shall be chased to take conduits and wall boxes.
Any chasing required in walls shall be kept to minimum widths and depths but provide sufficient depth so that the
conduit is a minimum of 15mm below the surface after final rendering.

Structural members and cast walls or columns shall not be cut without prior written approval of Mirvac.
Chasing of walls shall be completed using a machine approved by Workplace Health and Safety and shall have
approved dust suppression.
Where required by site restrictions, Workplace Health and Safety or Industrial requirement chasing shall be
carried out outside working hours to prevent disruption to other workers.
The Electrical Sub-Contractor shall make good, or pay all costs in respect of making good, all work in respect of
patching, filling, painting etc of hole and chases or damage caused by the Electrical Sub-Contractor and / or his
Electrical Sub-Contractors in the execution of the Sub-Contract works. Such making good shall be of a standard
to restore the surface to its original condition.
The Electrical Sub-Contractor shall do all cutting and boring and shall supply and fix all hooks, bolts etc required
to secure the work. These shall be set in as the work proceeds. All cutting and boring shall be subject to approval
of Mirvac.
4.16 PAINTING
Mirvac will NOT paint any part of the work of this Sub-Contract. All parts of the work of this Sub-Contract requiring
painting shall be painted by the Electrical Sub-Contractor. The Electrical Sub-Contractor shall paint all exposed
metalware.
The Electrical Sub-Contractor shall, as requested by Mirvac, disconnect and make safe any equipment or parts
of a building on which other trades are working where a danger exists such that the work may disturb the electrical
services.
Tender seven (7) days written notice of all proposed disconnection and obtain approval in writing. Make all such
disconnection of minimum duration and at a time suitable to Mirvac.
Immediately prior to such disconnection obtain confirmation from Mirvac for such work to proceed.
Supply and fix clearly visible danger notices in places considered dangerous, or as directed by Mirvac, until
completion of the works or such other times as may be deemed safe for their removal.
Unless otherwise specified, where conduits, pipes, cables or any other materials or equipment penetrate fire
rated walls, roofs, or floors the Electrical Sub-Contractor shall seal the penetration with a fire rated foam, divide,
or other approved method, to achieve a fire rating equal to the wall, floor, or roof. Any fire sealing shall be to the
approval of the QFES and the Local Authority. The Electrical Sub-Contractor shall certify that all fire rating works
have been carried out in accordance with the manufacturer’s recommendations.
Accurate positions, depth etc. of existing services within and external to site shall be checked by the Electrical
Sub-Contractor with the various authorities. The Electrical Sub-Contractor shall take precautions to protect
existing services where necessary. Liaise with the appropriate authorities as required.
The following clauses in the specification cover the basic minimum requirements in respect of type, materials,
workmanship and installation.
Tenderers shall offer plant and equipment which they consider to be most suitable for the application and the
arrangements shown on the drawing.
• All minor items and incidental work, equipment accessories and materials which may not be
specifically mentioned but are required for the proper completion of the installation in accordance
with the true intent and meaning of this specification.
Where phases are not nominated for particular loads, as far as possible balance the loads between the individual
phases of the supply to the satisfaction of Mirvac.
All equipment and / or appliance provided under this specification shall be designed so that no interference will
be caused with any radio or other electronic transmitting or receiving equipment in the same locality. In the event
of inherent characteristics of the electrical installation being such that the interference is possible, efficient devised
capable of elimination of such interference shall be provided.
The authority giving supply to the site is Energex. The supply is 415/240 Volt, 3 phase, a wire, 50 Hertz
alternating current. All equipment used on the installation shall be suitable for this supply.
4.25.1 General
The power supply will be provided by Energex at low voltage from an on-site padmount transformer
located as shown. The supply point at the padmount will be the low voltage terminals of the padmount
transformer. Co-ordinate the connection arrangement with Energex and provide all necessary
equipment and materials for connection.
Liaise with Energex for Energex padmount transformer site preparation requirements.
Supply and install consumer mains from the Energex LV terminals of the Energex padmount
transformer to the site main switchboard. The consumer mains shall be two (2) hour fire rated as the
main switchboard serves fire essential services.
Consumers mains shall be installed on cable tray to the main switchroom. Coordinate route with
structure and other services.
4.25.3 Metering
Supply Authority metering will be provided in the main switchboard and all apartment and retail
meter panels by the Electrical Sub-Contractor as shown. The design shall facilitate the future
introduction of an embedded network operator.
Provide NCC Section J8 metering to retail tenancies and provide monitoring system for
these meters.
Private kW/h metering for monitoring of other loads as indicated on the drawings shall be
installed in the associated switchboards and designed to fit in the spaces provided, generally
polyphase or CT type as indicated.
All three phase private metering shall include current and voltage monitoring of all three
phases.
4.26 SWITCHBOARDS
4.26.1 General
Supply and install all switchboards throughout the installation unless when specified otherwise.
The switchboards shall be manufactured strictly in accordance with Australian Standard AS 3439.
The Main Switchboard is being provided by the Electrical Subcontractor. Allow to provide all equipment,
switchgear and terminations etc to the Main Switchboard as detailed on the drawings.
Supply and install the main switchboard as detailed below and as further detailed on the drawings.
Installation Freestanding floor mounting on 76mm high galvanised steel channel plinth.
Construction Totally enclosed, front access, front connected, sheet metal and cubicle type.
Segregation Type tested Form 2 with segregation of Fire services section to NCC and AS 3000
requirements. Fire section to be Red and labelled to approval.
Protection IP54
Special Provision of metering to Supply Authority requirements. Boards shall by type tested
type.
Provisions Provide all type test certificates.
Label the switchboard: 75H x 150L Brushed Aluminium (c/w Black In-Fill) with switchboard designation,
Electrical Contractor and consulting engineer.
Switchboards shall be floor mounted or wall mounted front connected dead front sheet metal
switchboards. Boards shall be form 1 dimensioned to suit the space available. The circuit breaker
boards may be standard Merlin Gerin, Terasaki. The boards shall have a separate section for
distribution submain ACB's.
Busbars shall all be fully insulated and the boards up to the fault current limiters shall have 18kA for one
(1) second fault capacity. Provide a minimum of 25% spare circuit breaker positions (poles).
Provide "Fault Current Limiter" (FCL) fuse protection to limit prospective fault current levels for the
miniature circuit breaker panel section as required. The miniature circuit breakers shall have a 6kA for
one (1) second minimum fault capacity. The circuit breakers shall be NHP or Merlin Gerin.
Provide labelling on all distribution boards and load centres to indicate source of incoming supply.
Space shall be provided in a common section for control gear i.e. contactors, timers, relays etc. This
shall be ventilated and DIN rail mount equipment.
All boards other than those enclosed in electrical riser cupboard shall have lift off hinged doors with key
locking. All keys shall be alike. Budget locks are not acceptable.
4.26.4.1 Ventilation
The switchboards shall have ventilation louvres fitted with fine mesh behind to prevent ingress
of dust and vermin. Louvres hall be repositioned to allow natural ventilation of switchgear heat
dissipation and to prevent the build-up of condensation.
4.26.4.2 Metering
The switchboards shall incorporate metering equipment where shown complete with all
necessary accessories.
4.26.4.3 Drawings
Prior to submitting the drawings ensure that the overall dimensions of each switchboard are
satisfactory and suitable for the space provided by Mirvac. Additionally ensure that the
switchboard can pass through access doorways and access ways to ensure that it can be
fitted in place on site.
4.26.4.4 Construction
The switchboards shall use sheet steel construction forming a rigid framework with removable
panels and hinged doors.
Use sheet and structural members of commercial quality drawn bright mild steel machine bent
and folded, flat, smooth and free from warps, twists or other distortions.
In Form 3, switchboards, each cubicle shall be separated by a sheet steel barrier with close
fitting bushed holes between cubicles and top explosion vent as required.
Provide louvres for heat dissipation of equipment located at top and bottom on the sides of the
switchboard. Attach brass flywire mesh behind the louvres.
Prepare the edges of holes or cut outs so that they are free from burrs and are ground to a
clean face.
Doors shall be manufactured to be weatherproof with rubber or neoprene gaskets, 13mm lips
all around, and concealed lift off chrome hinges with staggered length hinge pins. Mount doors
to open a minimum of 110 with restraints at full open position.
Hinged panels shall be manufactured using dustproof construction with rubber or neoprene
gaskets and 13mm lips all round. They shall be secured by chrome plated large knurled
captive head machine screws. Provide locating pins to accurately locate hinged panels when
they are being closed.
Bolts and machine screws shall be of non-corrosive types complete with hexagon nuts and
washer with excess threaded sections cut and filed. Where exposed to view chrome plate all
nuts, bolts and machine screws.
Use captive bolts and nuts wherever possible. Lock nuts shall be used on bolts securing
submain cable lugs.
Unless enclosed in conduit or troughing, adequately clamp cables entering the switchboard in
an approved manner or use cable glands similar to those of Neta manufacture to ensure that
the cables cannot exert any stress on the terminations.
All switchboards shall be designed to be vermin proof with lockable doors, all keyed alike.
Keys shall be K & F 92268.
4.26.5 Finish
Switchboards shall be ground smooth and all joints filled. After removal of all scale, rust, and grease
and after fabrication, treatment shall be as follows:- (allowing ample time for thorough drying between
coats).
Two (2) coats of dual mix epoxy paint or two (2) coats of a powder coat finish.
The finished paintworks shall be free of all blemishes and runs and shall have a high gloss of automotive
quality.
4.26.6 Cables
Supply and install cables and wiring within the switchboard cabinets of the V75 PVC insulated variety
run horizontally or vertically in a neat manner and continuously clipped or enclosed in PVC wiring ducts.
Control cabling shall be of minimum size 1.5mm2 stranded V75 copper PVC insulated and identify each
cable by means of Z type slip-on ferrules fitted to both ends. Terminate on terminal strips such as
Sprecher and Schuh where external connection is required.
Blue point connectors shall not be permitted within switchboards and sub-boards. Cables shall be
looped from light fitting to light fitting, switch to switch or power point to power point. Junction boxes
shall only be used after written approval from the Builder.

Following on-site delivery and during the construction of the building, ensure that the switchboard is
suitably covered and locked to prevent damage to the cabinet or equipment.
Make good any damage during delivery or following installation, and completely repaint to match the
original finish.
In addition to the standard switchboard tests, subject the Main Switchboard to a high voltage test of 2kV
for one minute between phases and phases to earth.
Carry out a 1000Volt dc insulation test and an earth continuity test before and after the high voltage
tests.
Advise Mirvac when the switchboard construction has been completed such that they can be inspected
and approved prior to delivery.
4.26.9 Uniformity
4.26.10 Busbars
Busbars shall be provided for all connections rated at 80Amps and above.
Busbars shall be high conductivity electrolytic copper of adequate size for the maximum current rating
of each and all items of switchgear, rigidly supported on approved material and able to withstand the
prospective fault levels for 1 second. Busbars shall be rated to the associated main switch rating and
be higher if nominated on the drawings.
Busbars shall be sized in accordance with AS 3000 Appendix C. No other methods will be accepted.
Minimum Size
The minimum size of copper busbar to be incorporated in the construction of the busbar system,
including final connection to components is to be 25 x 6.3mm. Do not rely upon support from the
equipment tails or stubs. Securely support by insulated material fixed to the steelwork.
Note: The busbar size nominated does not apply to proprietary MACB(S) and fuse Panel(s).
Insulated Supports
Insulated supports through which busbars pass shall be clearance fit not exceeding total of 1mm.
Accessibility of Joints
Locate joints and tee offs such that they are accessible for visual inspection and for access with a
tension wrench.
Standardise joints and tee offs in dimension, arrangement and bolting. Bolts to comply with AS 1110
and be isometric coarse pitch threads, property class 8.8, precision bots, zinc coated.
Cutting techniques to be such that edges are without lip and are smooth and free of deformation.
Remove burrs and ensure that mating surfaces of joint are true and flat.
Smooth matching faces of joints by draw filing or flat belt sanding. Lightly smear with petroleum jelly
before jointing.
Bend and form busbars using bending devices and jigs specifically designed for the purpose. Bends
and sets shall be free from cracks. Distortion of the busbar cross section to be minimal. The internal
radius of bends to be approximately twice the thickness of the busbars being bent. Annealing is not
permitted.
Drill bolt holes through aligned busbars concentric, having maximum 1mm clearance on diameter over
the bolt size.
Phase Identification
Identify phases with 25mm wide bands of flat enamel paint at regular intervals located so that when any
section of the busbar system is exposed, the phase colour may be easily seen and identified.
Insulation
All busbars except earth and neutral shall be insulated for full length and colour coded.
Install CT(S) on separate removable sections of busbar so that access and removal is simply
accomplished. Provide mechanical clearance of not less than 12mm between adjacent CT(S). Ensure
rating plates are easily readable after installation. All CT'S shall be securely fixed from the switchboard
structure and shall not be secured to the busbar.
Ensure isolating switches are fully insulated and rated to meet the required duty.
Use MMCCB’s chassis of Terasaki or Merlin Gerin manufacture. Where earth leakage is nominated
use Terasaki or Merlin Gerin 33mA circuit breakers which occupy only one (1) pole to provide single
circuit protection. Install MMCCB’s only to poles required and blank off unused sections with PVC blank
pole fillers fitted to the escutcheon.
MMCCB’s shall be moulded case type and have minimum interrupting capacity of 6000Amp
symmetrical at 240Volts AC single pole and 6000Amp symmetrical at 415Volts AC multi pole.
All circuit breakers shall be numbered consecutively on the fascia from top and bottom on the left hand
side then top to bottom on the right hand side, and also on the circuit breaker mounting bracket mounting
for ease of identification once the fascia has been removed.
All active cables entering circuit breakers shall be via cable lugs.
For circuit breakers for loads in excess of 100Amps, moulded case circuit breakers are to be used.
Terasaki Tembreak Series or Merlin Gerin NS type with discrimination using downstream matching
brands.
Earth and neutral links shall be of brass and have a sufficient number of terminations to suit the
maximum possible development of the switchboard.
Provide separate sets of earth and neutral links for lighting and power circuits. The neutral and earth
bars shall have the same number of terminations as there are circuit breaker provisions. Multi-jointing
of earths and neutrals into one joint prior to termination is not acceptable. All neutrals, earths and active
cables shall be number ferruled to correspond to the circuit breaker number.
Fully insulate neutral bars from switchboard metalware by non hygroscopic materials.
Control switches shall be rotary, with pointer type knob and square escutcheon.
4.26.17 Contactors
Use contactors of ratings adequate for AC3 duty (AS 1029) with minimum 15% spare capacity in contact
carrying capacity for the associated load.
Contactors shall be mounted in a separate section within the switchboard and labelled accordingly.
A by-pass switch shall be provided to manually override contactor switching (AUTO / OFF / ON).
Contactor control shall be via 240VAC or 24VAC control circuits as appropriate. Provide associated
240 /24V transformers and protection fuses in the corresponding switchboards for 24VAC control where
required.
Rate the relay coils to the supply voltage of the circuit in which they are connected with a minimum
contact rating of 10Amps.
Circuit schedules shall be typed and shall be provided at all switchboard positions. Circuit numbering
shall be continuous without segregation between light and power to achieve maximum efficiency.
Schedules shall be secured in purpose made clear PVC covered holders. Circuit schedules shall
indicate the room number or area served by the circuit.
Ensure that bolts used throughout are adequate for the purpose and zinc plated unless otherwise
specified.
Constructional bolts and fixings (except busbar joints) are to be complete with two (2) zinc plated
external tooth lock washers, placed directly on the metal walls on opposite sides under the bolt head
and the nut.
Make captive remove bolts on escutcheons, doors and lift off panels.
For bolts or screws of which nuts are inaccessible from the front of the cubicle after assembly, engage
in spire rootnuts or other approved captive nut arrangement.
The length of bolts shall be such that after fitment of required material, washers and nuts, expose thread
by at least 2 clear threads but not more than 5mm.
4.26.22 Cabling
Make adequate provision for cabling entry and for internal cabling.
Cable entries to switchboards or equipment via gland plates or through panels shall be made using
circular, orange-sheathed, cable and suitable compression glands. Double insulated fault cable may
be used if entering through ducts or conduits. Non-magnetic gland plates shall be used when the cable
rating exceeds 100Amps.
Firmly fasten conduits, ducts or mims cables terminating at switchboards with locknuts, adaptors or
brackets as applicable.
Neatly group and fasten cables inside switchboards so that a particular cable may be readily traced.
Fasten groups of cables so that they do not rely on the individual cable terminations or connections for
support.
Provide cable ducting or trays wherever possible within the board for grouping and supporting cables.
When using cables to feed rows or groups or MMCCB’s, ensure each such feeder is at least of a current
rating equal to the total rating of the particular fuse / MMCCB’s row or group. Stranded tails, each at
least of the current rating of the particular fuse or MMCCB’s it serves, are to be firmly wound around the
feeder (at least 3 turns) and soldered.
4.26.23 Identifications
Ensure active conductors (busbars and cables) are in the same relative position with respect to phase
colour in switchboards and switchgear mainly red, white and blue, left to right or top to bottom, facing
the front of the switchboard(s) and switchgear.
All submain circuit protection devices shall be labelled with description and rating.
Mark fuses / MMCCB’s with IPA or similar sequence numbered markers of the current phase grouping
colours. Secure markers to panels/escutcheons.
Label neutrals using numbered and phase coloured, printed type E-Z code or equal wrap around cable
markers so that each neutral is discretely identified with its corresponding active wire(s).
Each and every control, switch etc on all switchboards shall be clearly labelled. All labels shall engraved
white, black, white traffolyte or white, red, white traffolyte for emergency lights secured by means of
screws, nuts and washers. Gluing or the use of self tapping screws is unacceptable. Label each
switchboard with its given name as designated.
Mount equipment securely on suitable mounting channels behind removable escutcheon panels giving
front access to the terminals.
Generally finish equipment level with the escutcheons. Equipment may be fixed to the rear wall of the
cabinet. Ensure that there is negligible deflection when equipment is handled or operated as could be
reasonably expected during service.
Fabricate escutcheon from steel, form a return edge all around and reinforce as required. Cut out
escutcheons for the full equipment complement and blank off as required to approval. Neatly execute
cut outs with edges free from burrs, and fit closely to the equipment.
Fix escutcheons with captive chrome plated brass MT screws (with star washers) and fit each
escutcheon with two chrome plated "D" type handles or as otherwise shown on drawing(s).
Position components neatly and logically so that as far as possible power flow control and operational
sequences are obvious. Delineate sections of switchboards containing more than one service by
continuous 3mm wide white painted lines.
The live connection to fuses and MACB’s shall be fully insulated and where these components are
mounted vertically the live connection shall be at the top.
Position and ventilate heat generating equipment to ensure that no component is subjected to excessive
temperatures.
At completion and at the end of the defects liability period carry out an Infrascan infra red photographic
test of all switchboards except retail tenancy switchboards and Apartment Switchboards.
Submit the results, photographs and written report to Mirvac. Any defects found shall be made good
prior to the issue of a Certificate of Final Completion and a complete report together with thermal
photographs shall be provided on completion.
Within each unit provide a miniature white PVC circuit breaker load centre switchboard Clipsal or
approved equal manufacture complete with:-
Circuit breakers shall have 6kA for 1 second minimum fault capacity.
Locate each switchboard within each unit above fridge to comply with AS 3000 for maximum height of
main switches. Refer to drawings for locations.
Ensure they are mounted and located so there can be no storage in front of them.
Provide “Total Discrimination and Co-ordination Study Report” (i.e. fault and overload
discrimination) within three (3) weeks or as agreed in writing by EMF Griffiths on awarding the
Contract or receiving instruction to proceed, whichever is earliest. The study shall incorporate all
details, including the following;
1. Single line diagram, identifying each typical/critical power path clearly labelled, consistent
with associated discrimination study power paths.
2. Consumer mains and submains details, including cable type, submains configuration, run
length, MD, submains capacity, fault levels at the source and associated load end.
3. Circuit breaker rating, frame size, type and settings of trip units, including zone
selectivity/protection as appropriate.
4. Grading curve for each power path complete with let-through energy study.
All circuit breakers shall be fully co-ordinated and “Total Discrimination and co-ordination (i.e.
overload and fault current)” achieved throughout the installation.
Consider various types of cables and configuration for submains and types of protection relays, etc.,
to achieve optimum solution. The current rating shown on the tender documents are Maximum
Demand Amps with indicative circuit breaker rating and frame sizes. It is the Contractors
responsibility to ensure the circuit breakers proposed for the job are of correct type, frame size, trip
units/settings, de-rating for temperature rise, spare capacities and will achieve “Total Discrimination
and Circuit Breaker Co-ordination”.
No variation and/or extension of time will be entertained for the failure to allow in the tender price to
achieve the above requirements.
The Switchboard shop drawings will not be reviewed and/or approved until the Circuit Breaker
Discrimination and Co-ordination Study has been accepted.
The above report shall be done using a commercially available software that can be updated during
the course of the project or afterwards by the Client. Once submitted and accepted, the Contractor
shall formally transfer all rights to the Client.
4.27 CABLING
4.27.1 General
Supply, install and connect all cabling as specified herein and as indicated on the drawings. All cables
shall be concealed from view except where approved where specified otherwise ie in plant rooms. The
following clauses describe the specific and general requirements for both materials and installation
techniques to be adopted throughout the installation.
All cables shall have copper conductors and except for mims shall be stranded type conductors.
4.27.2 Submains
Submains except fire rated type shall be XLPE or PVC / PVC circular with Orange PVC sheath type
V75 insulated with stranded copper conductors. Cables shall be labelled indicating size and source of
supply.
Specific Requirements
Supply and install all cable support systems and miscellaneous equipment required for all the cable
systems. Where the drawings do not detail the necessary cable support systems ascertain the
requirements from survey, architectural and other drawings showing the available routes, light fittings,
structure, plumbing and other features in particularly complex areas, take site measurements to enable
a suitable cable support system to be provided and co-ordinated with all other trades.
Determine the size, number and type of each cable support system in conjunction with AS 3000 and
AS 3008 and the size and number of cables to be run in each enclosure.
Provide all off-sets to suit the job and examine all drawings and all other relevant and available
documents. In the basement car park, the cable ladders installation shall provide a minimum vertical
clearance of 2300mm from floor level to underside of ladder / support fixings.
All mains and sub mains shall be run on cable tray or ladder or underground conduit where indicated.
Cable trays are required for final sub circuits where more than eight (8), final circuits are run together.
Elsewhere all cabling in ceiling shall be supported on a wire catenary system. Separate cable support
systems shall be used for the following:-
Cable ladders, tray and ducts shall be fully galvanised in all areas.
All cable ladders and ducts shall have 25% spare carrying capacity.
Main sub-board feeders and sub-circuit wiring shall generally be run on cable ladder in risers and major
routes in ceiling voids. Cables shall be supported clear of ceiling structure by approved cable support
system, e.g. "Unicon" and cable tied to catenary wires or suspended hangers such as flat steel hoop
iron complete with "Unicon". Care must be taken to have enough slack in the cable runs to eliminate
stretching of the cable and strain on the "Unicon". The practise of tying a single cable to the outside of
a "Unicon" with a cable tie will be rejected.
Single core, double insulated cables must only be used in parallel with a twin or multicore cable feeding
the same circuit.
Conduits shall be minimum 20mm diameter and shall generally be class "B" rigid PVC unless specified
otherwise. Underground power conduits shall be Cat "A" rigid PVC, orange colour unless specified
otherwise.
PVC conduits, fittings and adhesive shall be of one manufacture complying to AS 2053.
Terminate PVC conduits in approved plastic boxes. Cement joints using the correct PVC adhesive or
locknut on threaded joints.
All conduit routes shall be vertical or horizontal and follow building grid lines.
Where steel conduit is nominated for specific areas it shall be galvanised with all joints, elbows and tee-
offs being screwed galvanised steel.
Layout all conduits incorporating all necessary fittings as required to enable wiring to be drawn
(rewiring). Freely in and out from switchboard to outlet locations without disturbing finished surfaces.
Elbows and tee pieces will not be permitted unless particularly indicated otherwise.
Plug all open conduits and outlets prior to the placing of concrete and plastering to ensure no ingress
of slurry, first etc. no draw in boxes shall be used unless specific approval is obtained.
(i) General
Interpret the word 'trays' to mean the cable tray or ladder, component parts of the tray / ladder
and tray / ladder supports forming the cable support system.
Trays shall be hot dip galvanised type to suit the salt environment and be perforated type with
the necessary fittings and accessory parts of the same make. Where tees, crosses and the
like occur use approved fittings only and make joints by approved fish plates or splines. All
shall be galvanised.
Bends shall be one piece manufacture and at all points equal in strength to the original section.
Butted straight ends will not be accepted.
Size bends to allow the installation of the largest cable necessary without bending it at a
smaller radius than allowable while at all times remaining parallel with the sides of the tray.
Generally follow the tray routes shown on the drawings and as far as possible run trays square
with the building lines. Where routes are not specifically shown carefully located the trays to
approval.
(ii) Installation
Fix cable trays to the manufacturers recommendations using galvanised hangers and
brackets.
Install cables parallel with the tray and neatly saddle to the tray in single layers except that
control cables may be bunched.
Fix cables at intervals not exceeding 1800mm by means of approved fastenings of non-
corrosive materials. Supply and install mushroom, cheese or round head type bolts, nuts and
washers of suitable size to support the cables. Use one type of nut throughout. Do not tighten
direct to tray to support the cables.
Avoid any sharp protuberances on the supporting face of the tray do not use self tapping type
screws. Provide a spare space capacity of not less than 20% on each tray when initially
installed.
Do not irregularly cut or deform the tray. Arrange cables so that they leave the tray either at
an end or over the side. Where exits are made from the tray edge and suitably form the tray
to prevent damage to the cables.
Lay cables parallel with edge of the tray and run in such a manner as to avoid unnecessary
crossovers. Regard air circulation around cables as a prime factor in determining the mounting
of such cables.
All wiring shall have stranded copper conductors. All wiring shall be concealed and no exposed wiring
shall be permitted unless approved by the Builder and will and generally only be approved in plantrooms
and service/storage areas. Where an exposed conduit is approved it shall be galvanised steel in areas
subject to mechanical damage and class B PVC elsewhere. Where PVC conduit is exposed, all saddles
and fittings shall be PVC.
Wiring generally shall be V75 PVC insulated and sheathed cable. Wiring to lighting or power in concrete
slabs or chased into walls shall be V75 PVC insulated cable enclosed in class B PVC conduit. Wiring
elsewhere shall be TPS type run in ceiling spaces, wall cavities and within studwork.
All wiring is to be sized to comply with AS 3000 and AS 3008, shall have copper stranded conductors
of the following minimum sizes.
Unless specified or approved, cables including earths, shall loop from point to point with connections
only at switches or outlets. Earths shall tee off at light fittings to ensure that the continuity of the earthing
conductor is not broken if a fitting is removed.
Control wiring for extra low Voltage (less than 32VAC/110VDC) shall not be less than 1.5mm 2
stranded copper.
Where single conductors smaller than 1.5mm2 enter terminals the bare ends shall be firmly twisted and
doubled back to ensure a robust and secure connection.
PVC insulated and PVC sheathed cables shall be so installed that adequate spacing is provided for
fixing and for heat dissipation. Bending radii shall not be less than six (6) times the overall cable
diameter. Cables shall run straight for a minimum of 300mm immediately prior to entering switchboards
and other equipment.
Cables run in false ceiling shall be supported every 1000mm by approved hangers fixed to the soffit of
the structural slab and shall be kept a minimum of 70mm clear of other services, suspended ceilings,
air conditioning ducts and other associated equipment.
"Crawl-in" roof or false ceiling spaces shall be considered as locations where "cables are likely to be
disturbed" and shall be as installed in accordance with AS 3000 Clause 3.18.
Cables shall be so installed to allow easy withdrawal with minimum disturbance to ceiling panels, light
fittings and similar items.
Where cables (insulated and sheathed) are required to penetrate steel purlins, studs or millions and
factory formed penetrations are not available, the Electrical Sub-Contractor shall make his own
arrangement for the provision of such penetrations. Any site penetrations so made shall be bushed in
approved insulating material.
Cables run in external masonry cavity walls shall be tied against the face of the inner skin of the wall
and kept clear of the external skin.
In no case shall cables from different distribution boards or systems be installed in the same length of
conduit, duct or in the same junction box.

Fixing of metal sheathed cables shall be by means of saddles and screws which will no set up
electrolytic corrosion with the cable or member to which it is fixed. Similarly use bushes where such
cables pass through dissimilar materials. Fix clips or saddles not more than 150mm on either side of a
fitting, accessory or right angle bend and not more than 600mm apart elsewhere.
Electrical
Underground 415V / 240V wiring shall be installed in a Category 'A' system in one of the
following types of wiring enclosures unless specified otherwise or shown on the drawings.
All LV conduits shall have 600mm minimum cover unless specified otherwise or shown on the
Drawings.
The trench shall be cleared of all rocks and other sharp materials and the conduits laid on
50mm thick bed of selected sand.
Before backfilling, the conduits shall be covered with a further 50m layer of sand. A PVC
"Electrical" marker tape shall be buried in the trench over the entire length of the cable route
above the conduit.
Conduits shall be turned up below Switchboards in 600mm minimum radius bends. Spare
conduits shall be provided with 4mm2 PVC stranded copper draw wires.
Telephone
Underground telephone conduit shall be high impact underground PVC pipe, colour white, to
the sizes as shown on the Drawings, with a minimum of 300mm cover, installed to ACA
requirements including service identification tape, as specified in "Telephone Installation"
Section of the Specification".
Backfilling
Backfilling shall not be carried out without the approval of the Builder. After approval of the
bedding and laying of conduits, backfilling shall be carried out.
Generally, backfilling shall be carried out using the excavated material but in special instances,
such as under roadway and parking area pavements, backfill shall consist entirely of approved
material such as gritty loam or sand, and the cost thereof shall be included in the tender price.
Backfill shall be compacted in 150mm layers by watering and ramming or other approved
method, care being taken not to dislodge conduits. All surplus backfilling shall be removed
from the site.
A minimum of 300mm separation shall be provided between electrical and telephone conduits.
Cable Pits
Supply and install cable pits for underground wiring, where required.
The complete pit and conduit system shall be drained as specified below.
Concrete shall be provided in base of pits with a fall to ensure full drainage of pits. Conduits
penetrations through pit walls shall be fully sealed to approval
The conduit system shall be provided with falls to pits to suit the finished contour levels. and
pits located in the lowest points of the system shall be drained.
Where connection to storm water is not practicable, pipes may be discharged by one of the
following methods. The method proposed shall be determined on site by the Builder.
Drains shall be 100mm PVC pipe discharged into rubble below the pits.
Drains shall be of a suitable length and depth and of sufficient number to provide drainage of
the complete system. Exact type of rubble drain shall be to Builder's approval.
Route Markers
Markers shall be set in the ground at finished surface levels, directly above the underground
conduits and shall be provided as follows:-
iii) One (1) meter approximately from the point of entry of conduits into buildings.
iv) At all conduits stubs directly above terminal point of the conduit.
Markers shall be 150 x 150 x 150 deep cast concrete blocks. An engraved brass marker plate
100 x 100 shall be fixed to the block to indicate type of service and direction of underground
conduit run. At crossing of kerbs fix the cable markers to the kerb. Confirm with engineer prior
to installation proposed locations.
(i) General
Earths shall tee-off at light fittings to ensure that the continuity of the earth conductor
is not broken if a light fitting is removed.
In areas other than false ceiling areas the "loop-in loop-out" system of wiring shall be
used.
Provide continuous wiring from the point of supply to its termination at the equipment
position. No joints shall be made except at outlet positions.
Do not join cables within ducting systems or in any conductor except where made by
mechanical connectors in approved junction boxes. Ensure that the protective cable
sheathing is continuous to and from the junction boxes.
Install junction boxes so that they are readily accessible for inspection.
Do not change gauge of conductors unless prior approval has been given.
Terminate copper cables 6mm² and above to bolts or studs, using compression type
lugs.
Ensure compression lugs, or ferrules have been designed for the type of cable and
are installed in accordance with the manufacturer's recommendations using the
correct compression tool and die for such lugs or ferrules.
Where un-enclosed cables enter switchboards, gland the cables with Neta or other
approved cable glands which are designed for the particular type of cable situation.
(i) General
Fire rated cables shall be approved Radox cable. All fire rated cables shall be run separately
from other cabling including;
Where Radox cable is used it shall be provided with any necessary physical protection required
to obtain the regulatory WS rating appropriate.
All conductors shall be copper, stranded with the following minimum sizes:-
Lighting - 2.5mm2
Power - 2.5mm2
Earth - 2.5mm2
Unless specified or approved, cables including earths, shall loop from point to point with
connections only at switches or outlets. Earths shall tee off at light fittings to ensure that the
continuity of the earthing conductor is not broken if a fitting is removed.
4.27.7 Earthing
4.27.7.1 General
Install the earthing system strictly in accordance with AS/NZS 3000:2018 and the
requirements of Energex.
Earthing at the site shall be the Multiple Earthed Neutral (MEN) System/TN-C-S.
Select all earth conductor sizes to achieve the earth loop impedance requirements of AS
3000:2018. Verify by calculation all earth conductor sizes.
Provide a main protective earth system to provide the AS/NZS 3000:2018 required earth
resistance. Securely connect the main earth to the building main switchboard. Protect the
earth connection over the entire earthing route.
Bond the main earth to all incoming water pipes and other incoming metallic services pipes
with separate earth conductors appropriately labelled.

Provide an earth bond between the lighting protection system and the main earth. Refer to
the Lightning Protection System section.
Provide a communications room earthing system to the carrier and communications rooms
comprising a dedicated earth bar mounted 500mm AFFL directly underneath the
communication room equipment DB. Provide a 35mm² cable link from the DB earth to the
earth bar. Label the earth bar “Communications Earth”. Pre-drill holes in the earth bar
suitable for 10 earth cables from the communications equipment.
4.27.7.5 Switchboards
Unless specified otherwise earth all switchboards by means of earthing conductors which
shall be installed with each submain cable.
Earth all metallic switchboard enclosures and exposed accessible metallic switchboard
covers.
Where PVC / PVC cabling or PVC building wire is used provide an earth cable with the
respective cables connected from the earth at the origin of supply for that cable.
Fit green / yellow sleeving over non insulated earth wires in switchboards.
Earth all metal work in the vicinity of the switchboards. No equipment earthed in accordance
with this Specification shall cease to be earthed, should the earth connection be removed
from the neutral busbar or the otherwise interrupted.
Earth all light fittings, socket outlets and fixed wiring to appliances by means of the earth
conductor which forms part of the respective circuit cabling.
Install earthing conductors back to the earth bar within the switchboard from where the
supply originated.
Earth all exposed metal fittings associated with the Electrical Services.
Earth all metallic enclosures of electrical equipment. Where metallic pipes ducts, or brackets
which are likely to provide either a direct or indirect path to earth, and which are accessible
from and within 2m of any metallic enclosures containing electrical supplies, effectively earth
such pipes, ducts or brackets to the enclosure earth. This shall apply to metal brackets fixed
to concrete walls or slabs.
Any conductive reinforcing within a concrete floor or wall of a room containing a shower or
bath shall be bonded to the earthing system of the electrical installation.
An equipotential bonding conductor, of minimum size 4mm 2 shall be connected between the
reinforcing material and any part of the earthing system. The reinforcing shall be electrically
continuous by way of twisted reinforcing wire tying together the main reinforcing bars. The
bonding point between the reinforcing and the earthing cabling system shall be in a
concealed, accessible location to allow for ongoing inspection.
4.27.7.10Earth Conductors
Provide earth conductors with all submains and sub-circuits sized in accordance with AS
3000:2018.
The Pool Services Builder shall provide equipotential bonding of pool shell and associated
equipment. The Electrical Contractor is to provide equipotential bonding of conductive
equipment external to the pool but within pool zone in accordance with AS 3000:2018.
Supply and install all fittings and accessories specified on the drawings or in the specification or
obviously needed to complete the whole of the electrical installation. Wherever possible, or unless
specified otherwise, flush fittings and accessories shall be used throughout.
Isolating switches shall be installed for all direct wired equipment and shall have approved
polycarbonate enclosures similar to Clipsal / Wilco. The 'ON' and 'OFF' switch positions shall be clearly
visible from a distance. Co-ordinate the location and switch rating with the relevant services Electrical
Sub-Contractor who is supplying associated equipment.
All light switches, isolating switches, general purpose outlets and multi-phase outlets shall have the
originating distribution board number and circuit number identified on the switches and outlets.
All wall outlet accessories including GPO's, SPO's light switches, telephone, MATV, Pay TV, data,
audio, video etc shall be mounted on matching wall plates. These shall be “slimline type” Clipsal, Hager,
Legrand or approved equal manufacture with Architect selected colour.
Every control switch other than for general lighting and GPO's shall be clearly engraved to denote its
function on its respective cover plate e.g. `EXTRACT FAN', `PROJECTOR SCREEN', ‘OVEN’.
Switches installed in positions subject to weather and in all plant areas be of the polycarbonate all
insulated flush weatherproof type, whether specifically scheduled as weatherproof or not.
Where switches and outlets are flush mounted on acoustic or fire rated walls HPM acoustic / fire rated
wall boxes shall be used.
Set out switches and GPO's on site by marking out walls and ceilings prior to wiring and confirm
positions with architect. Outlets may be relocated at this time by 2000mm without additional cost.
Unless otherwise specified or scheduled light switches shall consist of approved 10Amp in Apartments
and elsewhere 15Amp rated minimum capacity rocker action microbreak switch mounted in a PVC
vertical wall box under PVC plate at 1100mm above finished floor level.
Where switches are to be positioned adjacent to the closing stile of doors, confirm the hanging of doors
prior to installing any switch drops.
Provide insulating shrouds for all light switches installed in metal stud walls, metal door frames and
where metal foil insulation is used. These shall match the GPO selection.
Install ganged switches where several switches fall together. Arrange switches in ganged boxes similar
in plan to lighting points which they control.
Where switches are supplied from different phases, provide suitable insulating shrouds to totally
segregate.
Where located in masonry walls, switches shall be fully recessed in PVC wall boxes built into walls.
Where switches are located in face brickwork or special finish walls, locate to the nearest brick, panel,
or tile course as applicable. Where mounted to stud walls mount with a galvanised plate secured to the
studwork.
Where flush mounted on acoustic or fire rated walls HPM acoustics / fire rated wall boxes shall be used.
Shall be of weatherproof type and shall consist of an approved minimum 15Amp rated capacity switch
in a high impact polycarbonate enclosure.
Unless otherwise specified or scheduled GPO's shall be flush mounted combination type consisting of
approved 10Amp single pole rocker switch and standard 3 pin 10Amp receptacle mounted in a pressed
steel horizontal wall box with a flush PVC plate.
Power outlets shall be supplied 115 x 70 flush plates except where architrave mounting is required.
Mount horizontally.
Where located in masonry walls, install outlets in fully recessed metal boxes built into the walls. Where
outlets are located in face brickwork or special finish walls locate to the nearest brick, panel or central
to tile course as applicable. Where located on stud walls mount with a galvanised mounting plate
secured to the studwork.
Provide insulating shrouds for all GPO's installed in metal stud walls and where metal foil insulation is
used.
Outlets for all two (2) or three (3) phase supplies shall be installed with a neutral conductor.
GPO's shall be wired with top left pin-red active wire, top right pin - black neutral wire, bottom vertical
pin - green earth wire, viewed from front.
Shall be flush wall mounted and shall consist of an approved 10Amp toggle or rotary action switch with
a 3 pin 10Amp outlets shall be white Clipsal / Legrand type.
4.28.7 Isolators
Provide local isolators for final connection of all permanent power connections.
Shall be of an approved double break switch in an high impact polycarbonate enclosure similar to Clipsal
type.
Switches shall be motor rated type sized to suit the connected load. White colour.

Ceiling fans shall be four (4) blade as nominated on the drawings. Suspension rods shall be
300mm nominal unless noted otherwise. Speed control and ON / OFF switches shall be mounted
on a flush wallplate to match light switches. In raked ceiling areas provide longer suspension rods to
ensure ceiling fan blades do not hit ceiling.
Shall be PVC type with sliding nuts and press out tabs to hold the box firmly in position. Wall boxes
shall be used for switches and general purpose outlets, wall bracket light outlets and shall be securely
fixed to the conduit with locknuts or by other approved methods. For outlets on stud walls metal
mounting plates secured to studwork shall be used to securely fix outlets.
4.28.10 Identification
Every control switch other than switches for ordinary lighting and GPO's shall be clearly engraved to
denote its function on the respective cover plate or mechanism (e.g. extract fan, etc).
All power outlets and light switches shall be identified with IPA studs or other approved method with
phase colour/black lettering showing circuit number and switchboard of origin. IPA studs shall be
concealed behind the clip-on cover plate of the outlet or switch.
The positions of switches, power outlets and brackets shown on the drawings are diagrammatic only
and may be varied up to 2000mm without cost variation to the Sub-Contract if unchanged prior to
installation. Sub-circuit cabling and fittings shall therefore not be finally installed without prior checking
of all locations with Mirvac.
Locate all items in accordance with the Architectural electrical setout layouts.
Where separate switches and GPO's etc. are mounted in reasonably close proximity ensure that they
are aligned horizontally and/or vertically.
Where outlets and switches are installed on wall tiles they shall be aligned with the tile course with the
outlet central to the course.
Supply and install electric car charging station infrastructure located in each basement carparking area
as nominated on the drawings.
The system shall incorporate a dedicated switchboard on each level with cable tray and busduct stubs
for future connection. Communications provisions shall also be made by way of conduit provisions for
future wireless access points to facilitate billing by a third party provider (e.g. Jet Charge).
Charging stations shall be limited to ten (10) fast charges and thirty (30) standard charges with the use
of an energy monitoring and management system to ensure load does not exceed 130 Amps per phase.
All wiring in fire escapes where they cannot be cast into concrete shall be enclosed in galvanised steel
conduit secured by double sided saddles both painted to match finished surface colour.
4.29 LIGHTING
4.29.1 General
Supply and install all light fittings complete with lamps and tubes, as shown on the drawings and
scheduled in the luminaire schedule.
All fittings whether of standard or special design shall be of sound thermal design with adequate
ventilation complying with AS 3137 and unless specified or scheduled, shall as a minimum comply with
the requirements of category 'A' luminaries. Temperature rise in the fittings shall be restricted to 50C
above ambient.
Accept responsibility for proper storage, erection, cleaning and care of all light fittings. When stored, all
fittings and components shall be carefully packed in cardboard or similar protective covering to prevent
scratching, soiling or other damage.
Exact positions of fittings should be as directed on site by Architect and generally be symmetrical,
aligned and equally spaced.
Just prior to the proprietor taking over the works thoroughly clean lamps, tubes, diffusers and reflectors
and demonstrate that the fittings are in first class working order.
Any damage or soiling of fittings, diffusers and reflectors shall be made good to approval and without
additional cost.
The fittings shall be guaranteed against fault design, workmanship, materials, lamps and components
for the defects liability period.
The guarantee shall cover the cost of all labour, transport and materials to rectify any such faults on site
during the period of guarantee.
Where false ceiling exists, light fittings shall be connected to the wiring loom by means of a three-pin
plug and 1800mm of flexible lead. Lighting loom sockets in ceiling space shall be circuit numbered
using IPA studs.
Light fittings shall be guaranteed against faulty design, workmanship, materials, lamps and components
for the Defects Liability Period. The guarantee shall cover the cost of all labour, transport and materials
to rectify any such faults on site during the period of guarantee including the disconnection, removal
and re-installation of the fittings.
Ensure light fitting package delivered to site is clearly marked on the outside with the contents.
4.29.2 Construction
The trims of all recessed light fittings shall be rigid and unwarped and shall finish in contact with the
ceiling at all points.
Firmly locate and retain all fascias, diffuser and other parts using spring clips and similar devices
manufactured from the best quality zinc plated (or otherwise corrosion protected recognising dissimilar
metal corrosion) spring steel wire or ribbon. They shall be manufactured and installed to ensure that
fascias, diffusers or other parts will, under no circumstances, become dislodged or displaced.
Clean and surface treat all metal parts by approved corrosion resisting process to ensure that they are
adequately protected against the action of moisture and other agents during transport to site, during on-
site storage and after installation.
All screws, nuts, bolts, washers and similar fittings shall be zinc plated.
Unless specified otherwise all fittings for external use or use in damp situations shall be of aluminium
construction.
All parts constructed of aluminium shall either be painted or where shown to be unpainted the aluminium
parts shall be anodised to approval.
For external fittings all ventilation openings shall be adequately shielded and meshed against the
ingress of insects.
Specially treat and paint light fittings which are to operate in high temperature areas so that the applied
finish will withstand the conditions of operation.
4.29.3 Installation
Install all fittings in an approved manner as detailed on the drawings and/or as directed in the positions
shown approximately on the drawings.
Supply and install all suspensions, brackets, timber battens and fixings necessary for the erection of
fittings.
Light fittings shall be securely fixed with a minimum of two (2) screws or studs with nuts. All standard
mounting holes on surface type fittings shall be fully utilised to fix the fittings.
Where fittings are installed in plantrooms, in basement and other areas where there are no false ceilings,
chain suspend luminaires as necessary to prevent pipework / ductwork / cable trays from blocking the
lumen output. Use galvanised wire chain and ceiling rose. Situate fittings on completion of other
services installation.
Provide all trimmed holes necessary for all recessed light fittings during the progress of work. Ensure
that holes are correctly sized and located. Prior to the installation of ceilings mark out the exact locations
of all recessed lights and ensure that they do not clash with ceiling obstructions or the structure. The
height of recessed luminaries shall be checked by measurement from the floor level using a marked
pole or similar. Once this is completed the location shall be approved by the Builder on site. The
locations shall then be transferred to the floor prior to the fitting of ceilings. The Electrical Sub-Contractor
shall be responsible for any costs associated with having to relocate light fittings due to these
procedures not being carried out correctly.
All holes for light fittings shall be cut with a hole saw to provide a neatly cut opening.
Include all removal and reinstatement of ceiling tiles for lighting installation.
The statement of a manufacturers catalogue number or other identifying symbol does not remove the
responsibility of ensuring that light fittings so identified comply with requirements of the Specification
and the accompanying drawings. Where specified fittings require modification to comply with the
specification requirements details of the modifications shall be submitted to the Builder prior to carrying
out the changes.
Upon receipt of approval to proceed, the modifications shall be carried out at no cost variation.
All fittings shall be complete with electronic high frequency control gear / drivers (Osram, Tridonic or
approved equal) and equipment necessary for the correct operation of the fittings.
All LED luminaries shall include a dedicated driver for each fitting. Ensure drivers are located to avoid
excessive heat build up which would limit driver life.
4.29.6 Alternatives
Provide all light fittings and associated equipment of the precise manufacture, type and detail stated in
the specification, or as shown on the drawings. Do not change the manufacture, type or detail of any
light fittings without written approval.
Alternative prices may be submitted for fittings or other makes, having the same appearance and of no
lesser performance provided that prices have also been submitted at the time of tender for the specified
fittings.
4.29.7 Packaging
Pack fittings and components supplied in robust and adequately sealed enclosures fully suitable for
conditions pertaining to dispatch, transport, delivery, storage and hoisting until the said fittings and
components reach their final destination.
4.29.8 Quantities
Determine the quantities of each type of light fittings and associated equipment from the drawings.
Submit a prototype or sample of each type of fitting before ordering final production and / or delivery.
Where prototypes are required to be submitted the prototypes should be sufficiently complete to give a
clear indication of the final appearance and to determine its suitability for the required application with
reference to the ceiling module, special location and similar details.
Where samples of standard fittings are required to be submitted, supply and deliver to the office of the
Builder a sample production fitting of each standard type of fitting to establish that the manufacturing
process meets with the required standard of quality.
After approval has been given, deliver these samples to site where they will be held and used as a
standard for acceptance or rejection of subsequent production fittings. Upon approval of the Consulting
Engineer the sample fittings may subsequently be incorporated into the project.
Samples shall be fitted with tested plug and lead and transformers as required to allow switching on of
lights. Recessed lights shall be installed fitted to a flat surface (eg. Laminated chipboard) to replicate
installation of the fitting in a ceiling for detailed inspection on site.
Wiring
Use 105C, 250V grade PVC insulated cable either 0.75mm² flexible wiring or 1.00mm² single insulated
wiring. If flexible wiring is used dip solder the ends before terminating. Install wiring in a neatly bunched
and workmanlike manner with adequate slack ensuring that it is permanently retained clear of all hot
parts. Do not clamp cable either beneath or in contact with ballasts.
Adequately bush and locate cable entry holes in the fittings to keep sub-circuit wiring clear of hot parts.
Use an approved cable clamp inside the carcass of each fitting adjacent to the entry hole suitable for
the clamping of up to 3 entering cables.
Mounting of Components
Secure all lamp holders, drivers, wiring clips and other components included in fittings by means of
either metal thread screws of threaded studs and nuts.
In addition suitably attach components and auxiliaries to the fittings in such a manner that they can be
removed from or added to the fitting without access to the top of the fitting.
Fittings shall include high temperature terminal boxes incorporated within or attached to the fitting
containing fixed terminals for the connection of building wires or flexible cords. Provide an earth terminal
for all metal light fittings. Arrange the incoming sub-circuit wiring so that it is not exposed to excessive
heat.
Use a suitable type of cable entry for each light fitting type such as grommeted or bushed holes with or
without approved cable grip devices or a minimum 20mm conduit entry.
Use 0.75mm fibreglass insulated cable for all internal fitting wiring. Ensure that the cable makers
recommended cable temperatures are not exceeded.
Recessed or semi-recessed fittings shall be provided with a minimum of three adjustable spring loaded
clips for installation from below the ceiling.
Diffusers
Diffusers shall be easily removable and all components shall be easily accessible. Fittings which have
to be dismantled in order to replace bulbs or tubes shall not be used. Standard diffusers shall be K12.
4.29.11 Lamps
The quality of installed lamp colour rendition shall be uniform, lamps with colour shift(s) exceeding 5%
shall be rejected and replaced at the Electrical Sub-Contractors expense. This specifically applies to
LED lamps.
All light fitting lenses or light diffusing material shall be ultra violet (UV) stabilised to reduce the damaging
effects of both lamp operation and sunlight.
Lay-in diffused material shall be a minimum 3mm thick and show no appreciable signs of distortion
when installed.
4.30.1 General
Supply and install all emergency lighting and illuminated exit signs as shown on the drawings and as
specified in this section. The emergency lighting system shall fully comply with AS 2293 Part 1 and the
whole installation shall meet the approval of the Supply Authority, Local Council, QFES and the Builder.
Suspend fittings as necessary where pipework / ductwork / cable tray block the lumen output or visibility
or the fittings.
Emergency light fittings shall be the non-maintained LED type (Clevertronics or approved equal) unless
particularly indicated otherwise. Illuminated "Exit" signs shall be of the maintained type. All fittings shall
be of the single point type which incorporate their own battery, charging and switching systems.
The power supply for use with single point emergency light fittings shall comply with AS 2293, Part 1.
The batteries, charger and where applicable, inverter shall be concealed within the fitting.
Where specified or as required for installation the batteries and charger shall be installed remote from
the fitting otherwise they shall be mounted adjacent to the fitting in the ceiling space. Provide fire rated
cabling or approved method of cabling between luminaire and battery inverter pack if installed remote
from luminaire. Where the battery inverter pack cannot be concealed or as indicated on the drawing,
provide a separate well ventilated enclosure appropriately labelled.
The battery charger shall be rated to recharge the batteries as specified in Clause 4.4 of AS 2293 Part
1.
Power supply units shall be fully matched units and be capable of rated performance at a temperature
of 70C. Batteries and chargers shall be mounted in a suitable thermal environment. Batteries shall be
suitable for 70C operation.
The light fittings shall be provided with a test switch in the fittings to simulate a mains circuit failure.
The charging and sensing equipment of emergency fittings shall be wired from the unswitched "active"
of the nearest light fitting via the timer-test unit contacts in the associated switchboard.
Emergency lighting units shall have a minimum three (3) year written replacement guarantee. This
guarantee shall be passed on to the building owner and shall continue after the Defects Liability Period.
All emergency and exit lights shall include an engrave label fixed to the fitting which shall identify its
number as identified on the As Built drawings and log book. Submit a sample of the label for approval
prior to manufacture.
4.30.4 Testing
Ensure that the complete system is installed and fully tested to the satisfaction of the Inspecting
Authority and the Builder. Provide an installers certification.
Supply and install a Log Book in a binder. The log book shall be set out to enable the Proprietor to
undertake and record all maintenance procedures as required by AS 2293, Part 2. Operating and
Maintenance Manuals for the system shall also be provided as a part of the Manual provided for the
whole project. Manuals and log books shall comply with AS 2293.
Maintain the emergency lighting system during the Defects Liability Period, keeping hard copy records
in the Log Book. Maintenance procedures shall comply with AS 2293, Part 2.
Refer to manuals section of this specification for details of Approved Manual format.
At each switchboard serving lighting circuits with emergency and exit lights provide a key switch spring
return test switch to automatically simulate loss of power to test the emergency lights and signs for two
(2) hours in accordance with AS 2293.1.
The below is intended as a functional description of lighting control. All control is to be in accordance with the
NCC 2019 Section J, modify control where required to ensure compliance.
• Carpark lighting to be switched by motion sensor (some 24/7 security lights to be provided) with zones
switched separately in accordance with NCC Section J6 maximum area requirements.
• Plantrooms and storerooms to be switched by motion sensor. Main switchroom, communications room,
fire pump room and fire control room shall include manual switching [2-way where two (2) entries are
provided].
• Fire escapes and stairwells to be switched via motion sensors.
• Common areas to be switched by motion sensors.
• Front of House common areas (including Level 19 common area) to be switched by motion sensor and
time schedule control (some 24/7 security lights to be provided).
• External public area lighting to be PE cell and time schedule controlled.
• Minor rooms and offices shall be switched by motion detectors.
• All lighting control within the building shall comply with the requirements of NCC Section J6.
SECTION 5
COMMUNICATIONS
5.1 GENERAL
The Electrical Sub-Contractor shall supply and install a complete telephone distribution system in accordance
with current revisions of the following:-
• Liaison with NBN for the provision of a Telecommunications Connection to the project including co-
ordinating their works to comply with construction program.
• Conduit and cable tray provisions for NBN Fibre to the Home (FTTH) for telephone and broadband to
each Apartment, retail tenancy and Building Manager’s Unit and for common area equipment such as
Lifts, FIP, in accordance with NBN Co. requirements.
• Telephone voice cabling backbone cabling system for each Apartment, Manager’s unit, retail tenancy,
Lift, FIP and all areas requiring a present or future telephone.
• 4 pair cable to a phone outlet adjacent to each lift connection panel at top floor served.
• MATV system for Pay TV (Foxtel) and FTA services.
• Supply Authority Metering, Cold Water Metering and Security System cabling and outlets for modem
connections.
• One (1 off) Cat 6 cabling from Apartments comms hub to each outlet in Apartment (RJ45 outlet).
• Terminations and testing of all the above services.
• Communication Cupboards shall comply with all requirements of AS 3084 and AS / ACIFS009;
• Provision for multiple termination equipment enclosures. Conveniently located with access to carrier
cable entries from exchange;
• Conveniently located to access main communications cable risers.
5.4 STANDARDS
• All work shall be carried out by persons knowledgeable and experienced in the relevant Standards and
in possession of a current Australian Communications and Media Authority (ACMA) license, or under
the supervision of persons with qualifications on site as well as latest guidelines and standards.
• All wiring work shall be carried out in accordance with the ACMA Technical Standards and with excellent
workmanship.
• All electrical work shall comply with the current AS 3000 (i.e. SAA Wiring Rules).
• In general, the telecommunications wiring shall comply with Australian/New Zealand Standard
AS/NZS 3080: "Telecommunications installations - integrated telecommunications cabling systems for
commercial premises", with specific requirements and exceptions as set out in this document.
• AS 3084 Tele. Communications. Installations. Telecom pathways and spaces for commercial buildings.
• Current revision of Foxtel installation / design documentation / manuals / guidelines.
• Current revision of NBN Co. general and MDU installation documentation / standards.
• AS/ACIFS008 and S009.
5.5 CABLES
• Cables shall be supported their full length on galvanised perforated cable tray secured with velcro straps
or insitu conduits.
• Provide Cat 6 grade cabling to all telephone outlets.
• All of the cabling components shall be of the same system and manufacturer.
• All cables must be run via accessible ceiling cavities, and/or proper cable risers.
• All cables must be restrained and supported over their full length by enclosed ducting, cable trays, or
bundled and supported by catenary wires as appropriate.
• There shall be no cables nor cable ducting visible nor readily accessible within the general areas.
• Required access panel locations and sizes to be clearly identified on shop drawings.
Supply and install all conduits with telephone facility wiring (cat 6) to all telephone / Communication outlets as
shown on the drawings. (Further to the NBN equipment provided).
Each apartment is to be provided with a services cupboard with a NBN final distribution enclosure and an
apartment final distribution enclosure. Both within this contract and sized appropriately. (Allow two (2) x DGPO’s
on local circuit for power in the services cupboard). (Finalise sizes and coordinate as necessary to ensure up to
date coordination to the latest NBN and local requirements).
To each apartment provide 4 pair category 6 linking cables to the apartment final distribution enclosure (in this
contract) with a patch panel located in this communications box in the cupboard from the NBN final distribution
facility. Provide a 4 pair category 6 cable star wired from the patch panel (NTD/PSU etc) to each outlet as shown.
The FDP’s in the residential areas shall be Category 6 type.
All other outlets in community areas shall also be wired using 4 pair category 6 cables from the associated frame.
Provide P23mm conduits minimum from risers to apartments and all locations where riser to apartment / plant
reticulation occurs for reticulation of terminated NBN fibre cabling.
Separate to the NBN scope, no more than three (3) final communication outlets (within the contractor’s scope
i.e. apartment outlet cabling, etc.) shall be served by a 32m conduit. Increase conduit size as applicable.
All spare conduits shall be provided with a minimum 7/0.67 PVC insulated copper draw wire anchored at each
end to prevent accidental withdrawal.
Connection to outlets shall be in accordance with the T568A configuration as specified in AS 3080.
Provide all necessary modules to allow dial out facility of all systems onto the NBN provided network (this includes
but is not limited to Lifts, Metering Systems and Plant Systems).
Ensure that all communications equipment connected to any NBN services is NBN approved. Seek NBN
approval for all equipment that is not already pre-approved by NBN.
Acceptance testing by ACMA approved Sub-Contractor shall be arranged to commence at least three weeks
before practical completion.
Acceptance of the installation is conditional upon the work being accepted by ACMA.
NBN shall inspect the system as necessary. The Contractor shall perform all necessary works to achieve NBN
acceptance.
The Electrical Sub-Contractor shall allow to attend to and provide all access for ACMA / NBN and inspect the
cable paths / facilities, “As Installed” cabling and complete the installation prior to the date of Practical Completion
of the Building.
Telecommunications outlets shall be ACMA approved flush RJ45 Category 6 type in horizontal alignment on
plates to match adjoining GPO's.
Provide a four (4) pair Cat 6 cable from the NBN final distribution device to each lift NTD. Co-ordinate locations
with the Lift Sub-Contractor and NBN. Note that a pair of lifts requires a separate final connection for each lift.
5.13.1 General
The MATV system shall be designed, installed and commissioned by a specialist MATV installer.
• MATV antenna to the building (and mast, supports, etc as required – receiving all FTA TV
channels on FM band radio).
• Incoming satellite TV dish cabling.
• Booster amplification equipment (Foxtel, Satellite), multiswitch equipment, taps, and
distribution amplification equipment as required to give adequate signal strength to each
outlet.
• All dropper cables, associated cable tray, conduits and distribution to each TV outlet including
equalisers, diplexers, splitters and directional couplers.
• Power supplies as necessary for all of the above equipment all supplied from 240VAC power
circuits.
• Foxtel 5 wire distribution system to foxtel standards.
• Setting up, testing and commissioning of the system.
• As built drawings and manuals.
• TV outlets of 75Ohm F-type connection and plates to match GPO’s.
The system shall be UHV/VHF (capable of supplying all generally available Digital television stations
and FM radio stations) and shall provide high quality picture at each outlet free of distortion, cross
modulation, ghosting and snow with a signal level at each outlet between 70 and 75 DBuV over the
entire bandwidth and up to 2500MHz, all to Australian Standards requirements for MATV systems.
5.13.2 Scope
• Internet connection outlet at the nominated outlets for Foxtel set top box dial back.
• Design, Installation, Testing and Commissioning of the fully operational system.
All cabling shall be concealed throughout and installed such that it can be withdrawn at a later date.
Where necessary enclose in conduit.
All fittings on amplifiers, multiswitches, taps, equalisers, splitters and outlets etc (all equipment) shall be
‘F’ type connectors with 75Ohm impedance. Amplifiers, multiswitches, taps, equalisers, directional
couplers and splitters (all headend and riser equipment) shall be securely affixed to a stationary platform
in each location to prevent flexing. They shall be easily accessible.
Final distribution to the outlets in each unit shall include diplexers and all necessary equipment to
provide a Foxtel compliant system with the ability to receive FTA television without the need for special
equipment (ie. tenant / end user TV only).
All cabling shall be RG-11 and RG-6Q 75Ohm solid core quad shield Coaxial. RG11 cable shall be
used for main runs, RG6 cable shall be used for individual outlet distribution. This cable shall meet or
exceed the 1987 NEC Standard and be underwriter laboratory listed.
The system design shall enable the transmission of a total of eighty (80) channels with a signal level of
70 – 75dBV signal level for the full signal bandwidth of 44MHz to 2500MHz.
All works shall be performed by Foxtel accredited installers using Foxtel approved equipment in full
compliance to the Foxtel documentation / manuals etc.

All coaxial cabling shall be installed without joints, all connections to active and passive equipment and
outlets shall be via F-Type connectors.
All active and passive equipment shall be completely shielded to prevent induction and radiation. All
MATV cabling shall be installed with a minimum of 200mm segregation from 240V/415V AC cabling for
horizontal and vertical cable runs.
All cable runs should be kept as short as practical with one metre of useable slack at each end. If the
RG-6Q cable passes through brickwork or concrete it shall be conduited to prevent chaffing and to
ensure ease of withdrawal.
All due care must be taken with the running of these cables to prevent cutting of the outer shield,
crushing of cable etc. Any damage done to the cable will cause degradation of the service and will
have to be rectified prior to commissioning.
NOTE: As with all MATV installation fittings, care must be taken when terminating to ensure the outer
shield is not shorted to the inner conductor.
Upon commissioning, the attached form will be completed by the Technician performing the works. All
applicable Foxtel compliances shall be provided / confirmed for tenant implementation of Foxtel
agreement / services.
This commissioning is to ensure quality of the MATV network. Whilst carrying out the commissioning,
a portable signal strength meter with the required bandwidth shall be utilised for these tests, the meter
shall include a colour monitor for visual inspection.
At completion utilise a portable colour receiver to demonstrate the system performance to the Architects
satisfaction.
All MATV distribution equipment shall be earthed to the telecommunications earthing system by its own
earthing system reticulated to the main communications room.
Provide the Cold Water Metering wiring network in accordance with the Hydraulics Contractors requirements.
• Cat 5 4 pair cabling from each water meter to associated data logger.
• Cat 5 4 pair cabling from data logger to headend equipment.
• Cat 5 4 pair cabling from headend to Automatic Meter Reading (AMR) unit.
Provide all terminations to metering equipment (note provision of water meters, headend and AMR’s is by
Hydraulics Contractor). Allow to assist in the commissioning of the system.
Provide wiring from each hot water flow meter to distributed meter interface units. Wiring shall be to
Retailers specifications. Refer to the hydraulics services drawings for hot water flow meter positions,
there will be one meter for each apartment.
SECTION 6
SECURITY SYSTEMS
6.1 GENERAL
Provide a comprehensive fully integrated IP micro-computer, security, access control and visitor intercom system
for the entire complex with CCTV coverage which will be linked to the site headend system.
The security system shall include but not be limited to in brief the following:-
A proximity "Key Card" security access control system shall be provided for tenants entry to the building.
Recessed coded key card reader devices shall be provided as shown at:
• Card readers in each lift car (one per car) for individual floor by floor control for each individual lift. The
Level 1 Floor in each building shall always have free access hence no interface relay is required for this
floor.
• Card readers to be integrated in lift panel.
• Card readers at Level 1 vehicle entries to control the associated motorised doors. Provide in-ground
loops for exit control of these doors as indicated on drawings.
• Card reader and electric strike for entry control of all pedestrian access door as indicated on drawings.
• Infrared receivers for vehicle entry in the carparks.
• Level 19 amenities.
• Access doors to pool and gymnasium.
All card readers shall be HID Corp (Hughes) Mini prox type except for the carpark entry card readers which shall
be HID Hughes Maxi Prox type.
They shall be suitable for outdoor use in the weather and shall have a self illuminating LED to illuminate when
an authorised card has been inserted.
The system requires unique proximity type key tag ‘Fob’ (bullet) HID(Hughes), each with an integrated/code
which will be read by a proximity card reader.

Each key is programmed for hierarchy and level area (and times if so desired) and shall be issued with a
detachable spring loaded quick connect key ring.
Key holders are required to utilise the system in the following manner:-
i) Place the programmed tag at the Proximity Reader or press the appropriate radio signal button near a
radio signal receiver. .
ii) The Reader/receiver will initiate a scan of this key fob within its data files, if recognised and authorised
for entry the central processor will initiate a command signal to the appropriate security 'Slave'
mechanism(s). A LED indicator located on each reader will illuminate indicating the access sequence
has begun.
Upon acknowledging that an authorised key has been presented the respective door/gate will be enabled to
open. For the lift call reader or lift car reader a signal shall be transmitted to the lift controller.
For the vehicle entries on an authorised tag being presented the access system shall signal the associated
vehicle gate or roller shutter control panel to open the door. The door shall then close automatically after the
vehicle has passed through. Provide all interfacing relays necessary for this door operation.
For entries with electric locks, the doors shall be unlocked for a timed (adjustable) period when an authorised tag
is presented.
Where electric mortice locks are installed in double doors one leaf shall be fixed manually bolted. The electric
mortice lock shall be installed in the operable leaf, with the internal (secure side) handle always being free for
exit and the external handle being electrically controlled (fail secure). Include an override master key switch.
Provide wiring through the door from a special flexible wired hinge to the electric mortice lock.
If an invalid or unrecognised key card is used, the central processor will not initiate the access sequence but will
"log" an attempted breach of security within its data file. The data file print-out can be accessed by Building
Management as required via the printer.
The access control system shall include a PC (personal computer) based headend for programming of cards
and display of the system status and function, this will be located in the main communications room. Include a
fixed wall mounted card reader adjacent to the PC for card testing and code number / name verifying. The
system shall include auto-dialler facilities to allow for future off-site monitoring and off-site programming of cards.
The complete system shall include six (6) hour battery backup to maintain full operation of the system during
mains failure including time scheduling and monitoring. The access control system win also provide contractor
driven outputs to the lighting control system.
Provide interface with the Mechanical, Hydraulic, Fire Sprinkler and Dry Fire Services for Critical Alarms as
outlined in the below schedule. Alarm notification is to be sent via SMS to the Building Manager
Provide testing for all time schedule control, card access, door monitoring, services alarms and visitor intercom.
Each item of equipment shall be individually tested in conjunction with its associated connected equipment. All
functions shall be tested.
Provide a record of all tests performed together with a written certificate warranting the system against defects
faulty workmanship for issue to the client covering twelve (12) month period after the nominal fifty two (52) week
Defects Liability Period.
Provide random tests for each function in conjunction with the Superintendent for approval, the Superintendent
will nominate which items are to be tested.
Provide comprehensive operating and maintenance manuals specifically developed for this project and
installation works.
Provide a digital colour video visitor intercom access control system which shall include an entrance panel at
Ground Level main entry and intercom answer stations in each Apartment. This shall provide access control for
visitors into each Ground Level lift lobby and in the lift to the appropriate floor.
• Digital keypad to call units, co-ordinate numbering with unit numbering system.
• Colour Video Infrared Camera, Speaker and microphone entry panel.
• Engraved operating instructions.
The answer stations in the units shall include as a minimum the following:-
• "Key in" the desired Unit number at the associated entry station. The number will be displayed on the
front panel.
• A tone will sound in the remote Unit dialled.
• The dialled Unit answers by accepting the call, a two-way conversation will allow the unit owner
screening of persons requesting admittance.
• Visitors once verified will be permitted access by unit owners depressing the intercom station 'Entry'
pushbutton. This will;-
i) Transmit a signal to unlock or open the associated entry door for an adjustable preset period
(approximately 5 seconds).
ii) Transmit a signal to the associated buildings lift controller to enable the associated lift car floor
button (in each lift) for a timed period (300 seconds, adjustable).
The system shall be supplied via mains with integral six (6) hour battery backup, this to ensure continued
operation during power outages.
The systems shall be independent such that simultaneous calls can be made from any entry station providing
they are calling different units.
Tender prices shall be submitted using the lowest priced of the following three (3) types where they conform with
the specifications as set out above.
• Urmet
• Fermax
• Samsung
The following cable types and sizes indicate the minimum size and quality for the video intercom system riser
cables:-
• DC Supply : 2.5mm2
• Audio and Control : Twisted Shielded Pairs
All intercom rising cable shall be installed in the electrical risers with segregation from 240v/415v AC cable.
Cabling to the handsets in each unit shall be directly from the riser and not via other units. All amplification
equipment shall be installed in the main communications room and the main switchroom.
The complete system shall include a minimum of five (5) years manufacturers warranty.
The PC front end shall run all necessary software to operate the systems outlined. The PC shall incorporate the
following as a minimum:-
The PC shall be complete with all operating software and ownership of all software will be with the proprietors.
The system shall provide logging of all activities which shall be stored on hard drive and can be in hard copy on
the printer (switchable).
6.7.1 General
Supply and install a colour IP CCTV system providing monitoring of the site including video streaming
on the Local Area Network (LAN). The system will include internally and / or externally housed cameras
located as per the electrical drawings.
The NVR (video recorder) utilised for the system shall be located in the project (main security / comms
facility).
All camera feeds shall reticulate to this facility and allow recording of the cameras.
6.7.2 Cameras

Glands IP67 rated shall be provided at all external cable entries whether they be through walls, housings
etc.
Reticulate cabling in slab / in ceiling (out of sight) where in unsecured areas and public / aesthetic areas.
The system shall be designed and installed by a dedicated CCTV installer and shall be fully tested,
commissioned and operational. The installation shall allow for all componentry as necessary to facilitate
the system to the Client’s satisfaction.
Provide a comprehensive and complete quality assured commissioning and testing to ensure the full
functionality and operation of all programming, software, equipment and seamless integration with
associated intercom and security systems and all auxiliary systems.
• Confirm all functional and operational tests and verify all equipment and controls.
• Review and populate database, adjust all default settings to suit the site specific requirements
• Supply all test equipment and network and communication devices.
• Provide valid calibration certificates for all test equipment.
• Provide all UPS and all other regulated power supplies as required to suit site specific
requirements. Minimum backup time for complete system shall be four (4) hours.

• Select and verify the optimum lens focal length for each camera to produce area coverage as
nominated on workshop drawings to be adjusted as required on site prior to ordering of lenses.
Provide suitable camera, housings and the like equipment and wiring to facilitate and
calibrated zoom lens in which to conduct tests.
• Test each camera to ensure correct field of view, focus, camera adjustment (target
adjustments and the like), iris adjustments, limit adjustment and similar items.
• Test all field wiring before connection of field devices for communications cabling test
requirements in accordance with AS/NZS 3080 and validate operational requirements.
• Set up all programmable system parameters to suitable values, populate data base, adjust all
defaults to the site specific settings and configure to suit fully functional capability.
• Confirm the coverage of cameras in accordance with design intent and verify correct lens
installation. Replace camera and lens or adjust camera if required.
• Confirm manual iris and focus facilities are as required to achieve full functionality.
• Confirm picture quality under both minimum and a range of day time lighting conditions
(outdoor camera) including dawn and dusk are acceptable for viewing.
• Set up and confirm all on screen titles for correct wording, screen location, contrast and
camera allocation are complete, operational and functional.
• Perform all functional test of recorder for camera sequences and keyboard control and provide
all adjustments and auxiliary equipment to achieve full functionality.
• Perform all functional tests of camera operation and recording functionality with seamless
integration to existing system.
• Following commissioning, demonstrate correct operation of the system including all cameras
and all major system functions on representative samples.
• Clean all camera lens and monitor screens with a suitable photographic solvent prior to
commissioning.
• Confirm auto iris cameras to ensure the CCD iris, lens iris and Automatic Level Control (ALC)
are operating as intended and not hunting.
• Confirm the back focus of the camera. Recalibrate poorly adjusted cameras under factory
conditions only. On site calibration is not acceptable.
• Confirm operation of video motion detection where applicable.
• For outdoor cameras, the following tests shall be performed twice, once during daylight and a
second time at night.
• Confirm all player/recorders for correct recording, review and backup of data.
• Should any test fail: determine the cause of failure, correct the fault and repeat the test.
SECTION 7
7.1 GENERAL
Design, supply and install a lightning protection system in accordance with AS 1768-2007.
The system shall comply with the performance requirements and details as specified herein. The system shall
be supervised and certified by the specialist installer.
The lightning protection system shall be a traditional finial and copper strap system.
The lightning protection system shall include components as follows: vertical and horizontal air termination,
mechanical support(s), downconductors, earth test points, and an earthing system using the building concrete
sub-basement floor slab and foundations.
Downconductors
Where dedicated downconductors are used, a dedicated earth electrode shall be provided for each
downconductor. The earth electrode shall have a maximum resistance as stipulated in the AS 1768 standard.
The each dedicated downconductor shall be bonded to the earth electrode either using CADWELD connection
or by using a heavy duty mechanical connector.
In locations where achieving the require earth resistance is difficult, earth electrodes shall be deep driven copper
bonded steel rods driven to a depth of 2.4 metres. Where the rods cannot be driven, they shall be installed in
predrilled holes backfilled with Ground Enhancement Material, GEM.
The type of rods used should have a metallurgical bond between the steel core and the copper skin. The
minimum skin thickness should be 250 microns.
The earth electrodes shall each be provided with an earth pit. In the case where the earth pit is positioned in
location where there is concrete, the concrete shall be cut and re-instated. The ground rods shall be bonded to
the reinforcement steel in the concrete in places where the earth pit is installed in concrete.
In areas which are likely to be frequented by people the rod shall be installed in predrilled holes of at least 5 metre
depth. The top three metres of the electrode shall be insulated from the ground by using at least 3 concentric
PVC pipes to ensure that ground voltages are minimised. The remaining depth of the hole shall be backfilled with
Ground Enhancement Material.
Where the ground resistance is greater than the minimum requirements additional or deeper ground rods shall
be installed.
Test Links shall be provided close to the earth electrodes to provide a disconnection point for testing of the earth
electrodes.
Where steel within columns are used as downconductors, it is permissible to use the steel in the concrete footing
as the earth electrode system. Where this is used a test point shall be provided by means of a flush grounding
plate. These plates shall be cast into the concrete and bonded to the columns using a welded connection. A
connecting ring shall be provided at this point to bond all the vertical steel in the column.
The lightning protection system shall be certified by the installer to have complied with this specification, AS 1768
standard and other relevant standards.
Earth resistance test shall be carried out on each earth electrode and a test certificate shall be provided.
Witnessing by the owners representative of the tests and the visual inspection of the underground portion of the
works may be required. The earth electrode shall be disconnected from the lightning protection system and any
other metallic connection prior to the test.
The earth resistance test shall be carried out using the fall of potential method as stipulated in the AS 1768
standard.
Inspection and test reports shall be submitted to complete the certification of the system.
Re-inspection
The supplier shall develop a program of inspection and maintenance in association with the owners
representative to insure future integrity of the lightning protection system. This programme shall include
inspection and test plan and method of carrying out maintenance.
Operation
The Surge Diverter shall operate at a Nominal system Voltage of (Vrms) 240/415V, 50 Hz.
Protection
The Maximum Discharge Current, Imax, as defined in IEC 61643-1 shall be 100kA , 8/20µs per phase.
The Nominal Discharge Current, In, as defined in IEC 61643-1 shall be 70kA , 8/20µs per phase.
The Impulse Current Current, I imp, as defined in IEC 61643-1 shall be 20 kA , 10/350µs per phase.
The Voltage Protection Level Up as defined in IEC 61643-1 shall be less than 750V at 3kA 8/20us and 6kV
1.2/50us.
The Voltage Protection Level Up as defined in IEC 61643-1 shall be less than 980V at 20kA 8/20us and 6kV
1.2/50us.
(The product shall be Novaris SD3-160, SD3-80 and SD3-40 on switchboards shown on drawings or equivalent
to the performance specifications stipulated here).
The surge diverter shall have 5 Segment light indication and voltage free contacts. The alarm shall be raised
when there is approximately 50% depletion of the surge material on any phase.
Warranty
There shall be a minimum of five (5) years warranty provided for the surge diverter.
SECTION 8
A fire stair re-entry system will be required which shall be installed to the requirements of NCC clause D2.22 and
shall include:-
• Electric locks (fail safe strikes) shall be installed to each fire stairwell door that opens onto the floor.
These shall unlock on fire alarm, provide all associated wiring to a volt free contact at the Fire Indicator
Panel.
• An audible alarm system is to be installed at each door within the fire stair. These shall be located
at each position to sound in the adjacent lobby. Provide a traffolyte label adjacent to each audible
alarm station in the fire stair with red engraved lettering on white background as follows:- “PRESS
BUTTON TO SOUND ALARM TO OBTAIN ACCESS BACK ON TO FLOOR.”
SECTION 9
9.1 GENERAL
Clean and prepare surfaces in an approved manner prior to painting to remove rust, scale, dirt, oil, including
spatter and concrete or mortar droppings, Replace surfaces that cannot be suitably cleaned, particularly due to
excessive rusting.
Unless the complete paint finish is applied off site, paint all non-galvanised equipment brackets, support frames,
metalwork and non-galvanised steel conduits and fittings not in enclosed ducts with one (1) coat of finishing full
gloss enamel of selected colour.
Ensure that brushes, paint containers and other painting accessories used for hand painting are kept clean and
in good condition.
Where necessary, protect finished paintwork during the progress of work using suitable dust covers.
Unless galvanised, paint factory assembled steel components and pre-fabricated metal parts before dispatch
with 1 coat of self etch primer to provide adequate protection against the action of dampness and weather during
the transport to site and subsequent erection.
Paints, fillers, temporary surface dressings and other painting materials shall be the products of an approved
manufacturer and of the best quality in their respective types. Arrange that all painting materials are delivered to
site in the original manufacturer's sealed and labelled containers.
Apply paints in strict accordance with the specific instructions of the manufacturer to obtain and retain a finish of
true colour, which does not fade, tarnish, peel or otherwise deteriorate except by fair wear and tear for a minimum
of 3 years.
Provide sealers, primers, undercoats and finishing paints of the type specified by the manufacturer as appropriate
for the particular application.
Where factory painted or enamelled surfaces to equipment have been chipped or damaged on site carry out the
repair work by filling, painting and restoring to the exact finish and colour of the surrounding paintwork.
Where possible, return the damaged parts to the Supplier for the above works to be carried out.
Promptly make good any damage caused to the finished building resulting from work found to be defective.
Obtain Mirvac’s approval for such rectification work carried out.
SECTION 10
10.1 GENERAL
This section of the specification covers the testing and commissioning requirements for the various electrical
services.
Provide all necessary competent personnel together with all equipment and electric power necessary to carry
out testing pre-commissioning and commissioning of the installations covered by this specification.
• Preparation of the Operation and Maintenance instructions, shall be in strict accordance with the
actual installation as set up and commissioned.
The Electrical Sub-Contractor shall be responsible for the provision of all manufacturers data required
to complete these manuals, which shall be specific for the equipment installed for the project.
To ensure this is achieved, the Electrical Sub-Contractor shall make it a condition of every order to
plant/equipment suppliers that final payment is conditional upon supply of operating and maintenance
data, to the approval of Mirvac. Payment for equipment will not be made until such time as the
consulting engineer has approved the manufacturers O & M information for that equipment.
The information to be supplied by the manufacturers shall be specific for the equipment supplied for this
project (not general) and shall include:-
a) Full technical details including capacities, Model No's, serial No's etc.
b) Dimensioned detailed drawings and wiring diagrams where applicable.
c) Detailed description of operational and maintenance requirements.
d) List (including prices) of recommended spares to be held in stock to cover a full twelve (12)
months maintenance period.
e) The O & M Manual must include suitable certified documentation regarding the ‘As-Installed’
passive fire and smoke containment systems used in the Electrical service installation. This
should take the form of fire or smoke compartment drawings and a detailed register and
schedule of As-Installed systems correlating with corresponding labelled elements in
accordance with AS 1851 and AS 4027.1) complete with photographic image and location log
and labelling corresponding with a suitable means for the maintenance personnel to find each
passive element.
The final manual shall be reviewed and commented upon by a responsible suitably qualified member of the
Electrical Sub-Contractors staff.
The Electrical Sub-Contractor will provide a program of latest dates when all the above information will to be
provided, and failure to meet these dates will result in the delay of granting of Practical Completion to the Electrical
Sub-Contractor.
The Electrical Sub-Contractor shall provide all scaffolding, ladders etc required to readily gain access to all
equipment and satisfactorily complete all commissioning tests.
All tests shall be carefully pre-planned and scheduled to ensure that they are co-ordinated with the work of other
Sub-Contractors involved and that they are carried out in a safe and efficient manner with the minimum of
inconvenience to all concerned.
Where the work is being carried out in an occupied or partially occupied area, responsibility shall be taken to
advise the owners and/or management of the building regarding the nature of the tests and co-ordinate with them
to minimise any possible hazards or inconvenience that may arise due to the tests. Notification shall be given at
least three (3) days in advance of carrying out any tests so that a representative may observe the test.
All tests required by statutory authorities such as the Local Fire Authorities and Health Authorities shall be carried
out to prove that the systems operate to their satisfaction and in accordance with the appropriate Codes and
Regulations.
In particular the Electrical Sub-Contractor shall co-ordinate all tests as required by Queensland Fire and Rescue
Authority to ensure they are carried out within a minimum of 2 weeks from the date of practical completion. This
will require close co-ordination with the Builder to ensure all associated Builders works are carried out at the
appropriate time.
Prior to commencement of the commissioning of the systems the following procedures shall be carried out:-
a) Check all wiring (power and controls) is correctly installed and in particular equipment is connected in
the correct manner to the appropriate item of equipment they serve.
b) Provide manufacturers test certificates for all proprietary manufactured items.
c) Visually inspect all systems are complete. The Electrical Sub-Contractor shall provide a fully detailed
method statement of how it is intended to carry out the above procedures for the Builder approval. This
shall include pro-former pre-commissioning sheets for each and every system.
In addition to the test specified above carry out the following tests at manufacturer's works:-
a) Check termination and cable gland provisions to ensure that they are suitable for the cable to be installed
on site.
b) Mechanically check clamps, fixings and terminations.
c) Mechanically and electrically operate, as applicable, switchgear, contactors and other control gear.
d) Where applicable, pack and crate the equipment for transportation and where necessary remove and
separately pack instruments for mounting at site.
e) Pre test all electronic equipment and software.
In addition to the tests specified above carry out the following tests on site:
Supply a thermographic scan photographic inspection and report to verify the integrity of all switchgear and
switchboards installed.
Tests shall be conducted when electricity supply loads have stabilised between 7.00am to 8.00am or 6.30pm to
7.30pm and must be carried out when loads are not less than 80% of maximum demand indicator readings.
i) Consumer mains connections at the Energex LV terminals and the building main switchboards.
A thermographic scan inspection report on the above items shall be submitted two (2) weeks prior to Practical
Completion and eleven (11) months after practical completion.
Three (3) sets of reports together with test certificates photographs etc. shall be submitted on both occasions.
One (1) set of thermographic scan reports shall be submitted with each set of 'as installed' manuals.
Supply and install all instruments and appliances necessary to complete the test procedures specified.
Gauges and instruments provided as permanent parts of the installation may be used during performance testing
providing evidence is submitted of their calibration accuracy. Provide a NATA approved certificate for each test
instrument calibration carried out on-site.
Check and calibrate during commissioning all instruments provided and again after 6 months of normal operation.
Replace any instrument which will not hold calibration.
Provide the following test equipment for the duration of the construction works and Defects Liability Period.
Supply and install all instruments and appliances necessary to complete the test procedures specified.
Gauges and instruments provided as permanent parts of the installation may be used during performance testing
providing evidence is submitted of their calibration accuracy. Provide a NATA approved certificate for each test
instrument calibration.
Provide the following test equipment for the duration of the construction works:-
Provide the services of a Commissioning Engineer for a continuous period of eighty (80) hours, offering an
example of one full working day to instruct the Client's nominated representative in all details of the electrical
services operation.
10.8 COMMISSIONING
Carry out all pre-commissioning tests necessary to put the systems into a condition whereby they are ready for
final commissioning tests to be carried out including that by specialist suppliers and installers.
Final commissioning tests shall be carried out by the Electrical Sub-Contractor and to the Builders satisfaction
prior to acceptance for the defects / maintenance period.
Test log sheets proposed to be used during the performance tests shall be submitted for approval at least four
(4) weeks prior to the commencement of the tests.
The following procedure shall be adopted prior to handing over the installation:-
a) All preliminary testing, checking and adjusting and balancing of the installation shall be carried out
before forwarding notification that the installation is considered to have reached Practical Completion.
b) After inspection, and when the approving authority is satisfied and agrees that the installation is ready
for handing over to the Purchaser, the systems shall be finally commissioned and Installation Manuals
together with post Sub-Contract drawings shall be provided as specified.
Practical Completion will be certified only after the plant has been inspected and approved and the above
requirements fulfilled.
The Electrical Sub-Contractor shall keep "As Built" records of the project on site marked up continuously during
the progress of the works.
Supply prior to practical completion (which will not be granted until such have been supplied) four (4) copies of
all "As Installed" drawings which have been correctly brought up to date to reflect all field changes and are a true
and accurate representation of the actual installations. Three (3) copies of these drawings shall be folded and
inserted in plastic envelopes in the installation manual and one copy shall be laminated into plastic. In addition
supply three (3) sets of CAD disks of all drawings. These drawings shall be clear with all services and the correct
building background clearly legible, with all construction details and notes referencing "work to be done" deleted.
All drawings shall be prepared on CAD using AutoCAD latest release software.
Additionally, As-Installed drawings shall show the location of all equipment concealed conduits, junction boxes,
draw-in boxes and spare conduits, submains, switchboards, cable trays, light outlets, power outlets, switches,
communications outlets and equipment, audio visual outlets and equipment, security devices and equipment etc.
together with any other relevant information which would assist in the carrying out of maintenance and additions
and/or alterations to the installation. One set of prints bound in folder form with hard cover, shall be left on site
in a location to be nominated.
In addition to the above, supply schematic wiring diagrams for all security systems, communication systems,
audio visual systems, control circuits, plus switchboard and control panel wiring diagrams and any other
equipment or systems where wiring diagrams are necessary for carrying out maintenance and additions. Control
circuit diagrams shall have all coil and contact 'lines' numbered and at each line the line numbers shall be listed
where all Sub-Contracts associated with that coil may be found. Security, audio visual and communications
diagrams shall include all cable types, termination numbers and description/manufacture/part number of all items
of equipment.
If the quantity of drawings involved is too large to conveniently bind in the installation manual, then a separate
matching cover shall be supplied for each of the three (3) drawing sets.
The Electrical Sub-Contractor should note in particular the requirement to keep on site at all times a complete
set of construction drawings for recording the as installed status at a minimum of two (2) weekly periods. If the
Electrical Sub-Contractor fails to comply with this requirement, then Mirvac will have this corrected at the
Electrical Sub-Contractors expense.
The 'As Built' documentation shall include the following information updated as well as drawings:-
• Conduit Layouts.
• Circuit schedules.
• Luminaire schedules.
On completion of satisfactory performance tests prior to practical completion, three (3) copies of O & M manuals
shall be supplied by the Electrical Sub-Contractor as well as the uploading of the O & M Manuals to the Aconex
document control system or a similar document control system of Mirvac’s choice utilising information provided
by the suppliers, and final commissioning data from the on site tests.
The manual shall include a full description of the installation and functioning of the various systems involved and
instructions to cover every action necessary for the efficient operation and maintenance of the installations. The
manual shall be neatly prepared and bound in a vinyl hard-back folder with stamped lettering on the front in the
following format:-
Draft and final versions of Operating and Maintenance Manuals are to be uploaded to Aconex.

requirements for each item of plant or equipment provided for the project.
Where the data includes equipment types other than that supplied for this project, they shall be deleted and the
particular equipment supplied shall be highlighted.
Manufacturers recommended spare parts lists shall be included within this section.
In the site main switchroom provide a A1 size single line diagram in a perspex framed holder wall mounted. In
each switchboard provide respective single line diagrams folded in clear plastic drawing holders mounted
permanently inside the switchboard door.
10.14.1 General
Routine maintenance and servicing shall be carried out for a period of twelve (12) months from date of
Practical Completion to the end of the Maintenance and Defects Liability Period.
Regular maintenance shall be carried out on a monthly basis and emergency service shall be carried
out on a one hour maximum call out basis.
Maintenance procedures shall be as appropriate to ensure the safe and proper operation of all systems
and shall be in accordance with current standard requirements of the Building Act and Regulations
having jurisdiction, Australian Standards, Local Authority Regulations and the schedule provided in the
Installation Manual as outlined in Section "Testing and Commissioning" of this Specification.
The extent of maintenance and servicing shall be as required to maintain all services installed by the
Electrical Sub-Contractor in full working order. This shall include any of the following which fail or come
to end of life during the defects period.
• All breakdown call outs and repairs including twenty-four (24) hour out of hours breakdown
attendance.
• Replacement of all light fitting lamps, control gear / drivers irrespective of rated life.
• All emergency light testing in accordance with AS 2293 Part 2 and servicing of the system.
• At six (6) months after Practical Completion carry out a site test of MATV signal levels in
sample test of MATV signal levels in sample test apartments with random test of one (1)
apartment per floor to ensure signal levels have not drifted.
All defects shall be promptly rectified. The Electrical Sub-Contractor shall guarantee a maximum
response time of two (2) hours for failure / breakdown call outs during the twelve (12) months defects
liability period.
Retention moneys or Bank Guarantee will not be released until all outstanding defects notified during
the Maintenance and Defects Liability Period have been rectified and completion of such work
subsequently advised in writing to the approving Authority.
