Subject: Convergence of Skilling activities across Departments of Govt. of Maharashtra

Ref: Govt. of Maharashtra GR dated 20th August, 2019 with ref no. KVU - 2018/P.K. 924/abhiyan-
1 (Index no: 201908211245118403).

Greetings from Skill Development and Entrepreneurship Department (SDED), Government of

Maharashtra.

As per the GR referred above, Skilling and Capacity Building initiatives implemented by various
departments of Maharashtra Government needs to be aligned to the following noteworthy points under
GR:

I. All the skilling course should be National Skill Qualification Framework (NSQF) aligned.
II. It is needed to use study material available on MSSDS portal.
III. Training details to be uploaded on Maharashtra State Skill Development Society’s (MSSDS)
portal
IV. If a job role is not available in the Course list on MSSDS portal or if there is any changes to be
brought in to the current job roles, then Maharashtra State Council of Vocational Training
(MSCVT) has to be contacted for the same.
V. Departments, which wish to handover the scheme to MSSDS for implementation, shall have
to pay 2% of training cost as the administration fee to MSSDS in advance.
VI. Alternatively, departments shall have to use MSSDS portal for the management of candidates
training life cycle data. For this option, departments shall have to pay 0.5% of training cost as
administration fee to MSSDS.
VII. MSSDS to ensure that duplication of Job Role is avoided.

As mentioned in the GR and reproduced here, department is free to choose options between Point – V
& VI in order to enable the convergence of their scheme. Therefore, GR allows for respective
departments to skilling fund and administration in the respective departments and use MSSDS Portal for
training life cycle management by paying a usage fee (Clause VI).

Request you all to issue suitable instructions in your respective department to adhere referred GR and
enable convergence.
