In this section, the most essential concepts relevant to the study of the basic
procedures of police operations will be operationally defined in order to demonstrate
ULOb and to establish a common frame of reference in the later discussion.
Patrol – is often called the “backbone” of the police department, and for good
reason.
Spot Check/ Accosting – the brief stopping of an individual, whether on foot or in
a vehicle, based on reasonable suspicion/ probable cause, for the purpose of determining
the individuals identity and resolving the officers suspicion concerning criminal activity.
Pat-down Search – a “frisk” or external feeling of the outer garments of an
individual for weapons only.
Reasonable Suspicion/Probable Cause – facts that, within totality of the
circumstances, lead an officer to reasonably suspect, or to have probable cause to
believe, that criminal activity has been is being, or is about to committed.
