Ibn Malik states in the Alfiyyah:

‫ﻛُﻞﱡ ﺣَﺮْﻑٍ ﻣُﺴْﺘَﺤِﻖﱞ ﻟِﻠْﺒِﻨَﺎﺀِ * ﻭ ﺍﻷَْﺻْﻞُ ﻓِﻰ ﺍﳌَْﺒِﻨِﻰﱢ ﺃَﻥْ ﻳُﺴَﻜﱠﻨَﺎ‬

Every harf is worthy of being mabni,
and the default in mabni is for it to be on sukoon
