SECTION 3 1. It is unlawful: • To operate a blood bank or blood processing laboratory or to collect or process blood if he is not a licensed physician • Sell blood collected without securing license from DOH
2. Emergency blood transfusion is allowed under responsibility
of attending physician without a license SECTION 3 3. Persons operating blood banks and blood processing laboratories on date of approval of this Act • May continue operations if they secure license within 60 days from issuance of rules and regulation provided in section 5
4. No license will be granted or renewed by DOH unless:
• Operation of blood bank follows accepted scientific standards • Under administration and supervision of a licensed and qualified physician • Blood collected by licensed physicians or under their supervision SECTION 3 5. No license shall be granted or renewed unless the licensee complies with the requirements for blood banks and blood processing laboratories SECTION 4 • Blood banks shall be operated on a non-profit basis
• Blood shall be sold by such banks and laboratories at a cost
