CONSTRUCTION COMPLETION CHECKLIST


The installation contractor is responsible for completing the physical and mechanical installation of the Tesla Powerpack 2
or 1.5 System. This form lists the criteria that must be inspected and completed onsite for Tesla to consider the site
completed and ready for startup.

When Powerpack Unit doors are closed and locked, continuity
passes on a multimeter (or resistance is < 10 Ohms) between
E4 pins 2 and 5 (two middle pins) of the communication harness
connector between the inverter and each Powerpack row.

The HV DC harnesses from each Powerpack Unit to the inverter are hand-tested at the
E5
inverter DC bus bar for a completely seated connection.
Using a Fluke 1503 or equivalent insulation tester/megger set to 500V, test the
E6 insulation between the HVDC+ inverter bus bar and the inverter ground/earth bus bar.
Record values in the table at the end of this document.
Using a Fluke 1503 or equivalent insulation tester/megger set to 500V, test the
E7 insulation between the HVDC- inverter bus bar and the inverter ground/earth bus bar.
Record values in the table at the end of this document.
Inverter phase checking with a Greenlee 5702 Phase Sequence Indicator or equal is

complete per the Powerpack System 2 Installation Manual.
All AC conductors (L1, L2, L3, and N) have passed “megger” testing for insulation
E9 resistance before termination at the inverter bus bars. Record values in the table at the
end of this document.
The AC terminals of the inverter are torqued according to the Powerpack System 2

Installation Manual.
Shielded CAT5e or CAT6 cable is installed from each inverter interface board to the
E11
Ethernet Switch in the Powerpack Controller.
All field crimped HV cables have been correctly crimped and pass a pull test. The
E12
electrician has left a paint pen mark on each cable as it passes.
All field crimped Ethernet cables between the Powerpack Controller and inverters were
tested with a VDV Scout Pro or Pro LT (VDV501-053 or 068) or equal, and displayed
E13
“Pass” (any other message is a failure). The electrician has left a paint pen mark on
each cable as it passes.
Check that the meters are appropriate to the type of CT: Rogowski coil vs. standard.

Usually labeled on the meter as an input of Amps (standard) or RCT (Rogowski).
All CTs are installed per plans. Ratios are labeled at the meters, programmed into the

meters, and recorded on this Construction Checklist.
CT/PT legs are confirmed to match voltage and current phase wiring (1/1, 2/2, 3/3) per

the Powerpack System Installation Manual.
All CT polarities match the metering sign conventions per the Powerpack System

E18 The AC conduit window in the base of the inverter is sealed with plumber’s foam.
Appropriate communication cable (shielded RS485 or CAT5e/CAT6) is installed and

tested per construction drawings, from the Powerpack Controller to each meter.

The Powerpack Controller is properly physically installed and wired per the Powerpack

The system grounding and bonding system passes continuity testing. Record values in

Verified with the site manager/facility contact that the site’s low voltage system has

only one neutral-earth bond. If unsure, contact Tesla project engineer.

E26 All cover plates (HV shield, wireway covers, etc.) are in place and tightened.
E27 All wireway covers are secured to their cabinets.

The DC disconnect on the front of the inverter is open, to prevent Powerpack Units

If all insulation tests pass, energize the following components and verify that no
P1 component breaker is tripped: Inverter (check both main and branch AC disconnects
upstream) and meters. De-energize all components after the test if the site requires it.
P2 The Powerpack Controller is energized. If it uses a local Ethernet connection for
network access, confirm that it is pre-set in the network.

Fill out the megger insulation test results for this site in the table below. Perform insulation resistance testing on the
OUTPUT conductors of the named piece of equipment.

Serial numbers and part numbers for Inverters are on each cabinet’s label. (Example serial number format: T15J0000123.

The gateways have been registered by entering their MAC addresses in the
SC1
SolarWorks BOM.
SC2 The meters have been registered by entering their serial numbers in the SolarWorks
BOM.
SC3 SEL735 Meters, SolarCity gateway, and the Tesla SMC are all connected with valid
communication cables as specified in the system design.
SC4 If Perle Extenders are used, they are type Perle EX-1S110-TB-XT and have been
configured according to the document “Perle Extenders Configuration”.
SC5 All field crimped Ethernet cables (Perle network switch to PV meter, Gateway, Utility,
and SMC) were labeled, tested with a VDV Scout Pro or Pro LT (VDV501-053 or
068) or equal, and displayed “Pass” (any other message is a failure). The electrician
has left a paint pen mark on each cable as it passes.
Electrical Work, Powered On
SC6 The gateways connect to SolarCity servers via SGMP (reports in green). If the
gateways do not connect, contact the System Diagnostics number above.
SC7 SEL 735 meters have been configured according to the SEL step-by-step guide.
SC8 The utility (or consumption) meter readings have been verified on the meter display
with PV off, per the SEL735 Meter Guide on the Grid portal.
SC9 The PV meter readings at the meter (SEL735 display) have been verified per the
SEL735 Meter Guide on the Grid portal.
SC10 If the meter is a consumption meter, power values are always > 0.
SC11 If the meter is a utility meter, power values are > 0 when PV is off.
SC12 Power, voltage, and current are balanced across the three phases.
SC13 The power factor is close to 1 (>0.7).
