 JOB HAZARD ANALYSIS


1.0 PURPOSE

To establish an acceptable system of carrying out the internal and external Painting of storage tanks in HKN
Sarsang Block –Wellsite Based Production Facility at KURDISTAN/IRAQ.

2.0 SCOPE:
Surface preparation and coating at site as per Surface Preparation & Protective Coating Specification HAV-
HKN-219001-GEN-ME-SP-0020.

4.0 RESPONSIBILITIES:

Construction Manager :
 He shall be responsible for the overall management of the painting activities.
 Ensure that effective systems to monitor and control the works are implemented, particularly in respect
of safety and quality of the works.
 Take active participation in all QA/QC and HSE matters.
 Coordinataion between civil and operation team to reduce interface problems.

Painting Supervisor:
 Will ensure that all painting and sand blasting are carried out in a safe manner by suitable trained and
competent personnel in accordance with defined safe working practices and procedures.
 Ensuring that necessary work permit along with JSA are secured posted at the jobsite and all specifed
precautions are implemented.
 Ensuring that personnel carrying out the work are utilizing the proper PPE.
 Ensuring that tool box talks are conducted regularly by supervisors.
 Ensuring that all the risks and hazards have been identified through (JSA) and authorized under
appropriate work permit prior to commencing the task.
 Ensuring that all personnel involved in painting and coating works are made aware of the permit
conditions and that they comply with all specified safety requirements.
QA/QC Engineer
 QA/QC Engineer shall be overall responsible for QA/QC activities.
 He shall be responsible for the execution of correct blasting and coating techniques and
control with respect to this method statement and reference documents.
 Maintaining records of calibration, inspection and testing equipment .
 Reporting and monitoring of non-conformance status.
5.1 PROCEDURE
5.2 Surface Preparation

5.1.1 The tanks surface both internal and external surface shall be blast cleaned to surface profile as per ISO
8501 SA 2½ /SSPC-SP10.

5.1.2 The abrasives used for blast cleaning shall be grit from copper slag / Garnet for manual blasting and steel
grit for Automatic Machine blasting shall be such that they will produce an average anchor profile of 25 ~
50 microns.

5.1.3 After blast cleaning all accumulated blasting material, dust etc. must be removed leaving a surface which
is clean, dry and free of mill scale, rust, grease and other contaminants.

5.1.4 The blasted steel surface shall be primed as specified in painting specification No. HAV-HKN-219001-
GEN-ME-SP-0020 within 8 hours after blasting and cleaning to avoid rusting.
The surface needs to be done touch up at site shall be cleaned properly from rust, scale welding
contaminants, grease, Oil and other foreign matters. Damaged primer shall be removed before touch up.
Any surface which is not painted within 8 hours shall be sweep blasted or cleaned mechanically. This
period may be reduced in periods of high humidity.

5.1.5 Steel surface shall not be blasted during any of the following condition:
o Relative humidity greater than 85% (or at any lower R.H. stipulated by the paint manufacturer,
Except for humid curing paints).).
o When surface temperature is less than 3 deg C above the dew point of the air.
o Wet weather or when rain is imminent.
o Dusty Weather.
o When wind velocity is 55 KM /hr or higher
o When salt contamination level is more than 60 mg per m2.

6.0 Sand Blasting&Painting Application

 All personnel performing painting or coating work shall be trained for the work and be aware of the hazards
of the particular materials & equipments being used.Also, the equipment shall be in good working order
and all safety guards installed.
 No painting / coating work shall be carried-out without due authorization under appropriate Work Permit
and must be carried out in a safe manner with full compliance to any applicable Standards and HSE
Procedures.
 Care shall be taken that painting activities at no time pose a threat to other persons in the area, who are
not directly involved in the activity and the painting job in occupied areas should be avoided in official
hours. Spray gun should not be pointed at anyone or part of the user's body.
 Areas where hazardous work is being carried out (such as abrasive blast cleaning and airless spraying)
shall be suitably barricaded to keep personnel out of the hazardous area, or the timing of the work shall
be such that only the work crew doing the job is present at the site. Warning signs shall be posted in
hazardous areas with suitable warnings of the potential dangers (i.e.,“ No entry, Spray painting in
progress etc.").
 Foodstuffs shall not be brought into or consumed on premises where paint is stored, handled or used and
also the utensils or receptacles which could be used for the storage or consumption of food or drink shall
not be permitted.
 Wash the face, hand & arms thoroughly after each painting session. Solvents shall not be used for cleaning
the skin. Special skin cleaners shall be provided by the contractor together with skin creams to prevent
excessive drying.
 Dedicated painting booths shall be provided in facilities where painting is regularly performed. They shall be
designed such that any vapour, mist or overspray is contained within the booth,and presentsno hazard to
persons working outside. Wherever painting cannot be done at paint booth,the ground should be covered to
avoid spillage of paint causing soil and drain (water) contamination.
 Painting booths shall be of fire-resistant construction, and subject to rigorous cleaning to prevent the build-
up of solid paint residues.
 Painting booths shall be supplied with adequate ventilation, both fresh air supply and contaminated air
extraction, for the elimination of vapours, mists and airborne particles, such that the concentration of
flammable vapours in the air is maintained in a safe level.
 Extraction fans shall be ducted to exhaust safely, away from ignition hazards, and occupied working areas.
They shall be fitted with filters such that the exhaust poses no threat to personnel or the environment.
 The spray painting operation should be conducted from the upwind side of the object being coated,
wherever practicable.
 Before using airless spray equipment, all guards recommended by the manufacturer shall be in place and
the system shall be in good order and correctly grounded to prevent static build-up.
 MSDS of the paint should be made readily available at the work site for handling emergencies effectively.
 Gas test should be carried out before and after painting works to ensure that area is not in flammable
range.
 Necessary precautions such as utilizing approved scaffolding /scaffolding tower use of full body harness/
use of equipment for working at heights ( external works ) / barricading the area underneath the
painting area etc. should be followed while performing painting works at heights.
 The paint storage shall be in accordance with manufacturer’s recommendations.
 Apply paint to all blasted surface in accordance with manufacturer’s instructions.
 Apply paint to surfaces free from moisture, dust, oil, grease, and other contamination.
 Paint shall be thoroughly mixed by suitable mixer before applying.
 All painting shall be carried out by airless spray or conventional spray equipment except corners/ edges and
irregular surface. Especially the welding joint: paint should be patted on by brush first and then applied by
spray equipment, these areas shall have the paint “patted” on, with the side of brush or roller to ensure that
a full coating is obtained.
 A minimum of 6 hours of drying should be allowed for the primer coat (or as specified by the
manufacturer) before application of other coating.
 Internal painting will be carriying by preparing scaffolding and external painting with manlift, man
basket.
 A special man basket can be used for external painting , it can be fixed to tank roof or tank top
platform.
6.2 Conditions of Painting

6.2.1 No surface preparation and painting shall be performed unless a clearance of visual inspection
and other related weld examinations are passed.

6.2.2 Mixing, handling and spraying of all paint in accordance with manufacturer’s recommendations.

6.2.3 No surface shall be coated or over coated without the acceptance of previous Activity by the Painting
Inspector/ QC Engineer

6.3 Repair of Painted Surface

6.3.1 The damaged surfaces shall be cleaned with power brush or disc sander or sweep blasting as per touch
up paint procedure.
6.3.2 The re-coating to be done as per coating schedule and as per the recommendations of the paint
Manufacturer.
6.3.3 Patch up the damaged area by brush or any airless spray to the required Dry film thickness.

6.4 Ventilation / illumination inside Confined Spaces


 Ventilation is a necessity when painting in confined areas because solvents tend to be heavier than air and
migrate to lower levels. The fresh air inlet of the ventilation system should be located near the top of the
confined space, and the discharge should be located near the bottom, positioned to eliminate dead air
spaces. Supplementary fans may be necessary to ensure good air circulation.
 Natural ventilation through open man ways, etc. is rarely sufficient to keep local vapor concentrations to a
safe level. As a general rule,forced ventilation shall be used, especially in small enclosures and always
during spray painting.
 There should be minimum two persons maximum 6 person to work in Confined spaces.
 Air supplied respirator should be provided when workers are continuously exposed in spray painting inside a
confined space.
 Hot work shall not be permitted inside the confined space during painting works.
 Ensure that all the electrical equipment used including the ventilation equipment are grounded properly.
 All electrical lightning will be LED and illumination will be checked by HSE supervisor before starting any
painting and blasting activities.

6.5 Fire Precautions

 All potential sources of ignition shall be kept away from areas where flammable paints, coatings and their
associated solvents are stored, handled or used and hot work should not be permitted at elevation of
painting works.
 All electrical lighting, wiring and equipment shall not be touched to any metal .
 Fire extinguishers should be provided at the work area or storage facility for painting materials and the workers
should be trained on the use of fire extinguisher in case of fire. Fire warden will be available for each shift at
painting area.
 At confined space mixing paint, thinner or any other chemical will not allowed.
6.6 Personal Protective Equipment (PPE) requirements for Painting works

Personal protective equipment is required for the majority of operations that involve coating or paint
application. The amount and type of personal protection depends on the work being carried out and the
location.

Table gives a summary of essential personal protective equipment that must be worn by personnel carrying out
specific duties.
Site supervision to ensure that, all personnel involved in painting / coating works are provided with required PPE’s
such as eye & face protection , respiratory & body protection and any other PPE as per the specific instructions /
MSDS given by the paint manufacturer. The following should be followed to ensure proper usage of PPE

 Ensure that If a respirator is used , it is fit tested first and thereafter the fit test must be repeated at least
annually to ensure that face seal remains effective.
 Ensure that the air supplied to the air fed respirator/visor is clean and filters in the air supply system are
checked regularly.
 Wear clean and disposable coveralls, gloves and face/eye protection when mixing paint or brush/roller /spray
painting to prevent splashing onto your skin.
 Do not keep respirators, visors, gloves or coveralls in the spray paint booth/area.
 Store them in a locker/clean area and check that they are in order before use.
 Do not use air-purifying respirators when working in an oxygen deficient environment.
