DEVELOPMENT OF NATIONAL RAIL PLAN 2030

PROPOSED APPROACH

1. Assistance required from the Railway Board


 Railway Board will assist in supply of data from various railway zones.

 Railways will also assist in procuring required data from MORTH/Ministries


of Shipping/Commerce and Industry, Petroleum, Steel /Mining, Ports and
other Ministries and departments of central and state governments and private
organizations, as required.

 RITES will create a web portal for getting views of various stakeholders,
including all zonal railways, various ministries, PSUs, private companies,
industry bodies and from general public about the proposal for new routes /
up-gradation/ modifications to existing railway network.

 A high level core committee comprising following officers may be nominated


by the Railway Board for interaction with RITES, overall co-ordination,
effective and prompt resolution of various issues and coordination with other
stake-holders:
i. ED/Planning.
ii. ED/TT,
iii. ED/CE (P)
iv. ED/Signalling (Proj.)
v. ED/EE (RS)
vi. ED/Rolling stock

 The Core Committee will assist in finalization/modification of Terms of


Reference (ToR) indicating detailed scope of work, methodology to be adopted
and deliverables at various stages as also phasing.
 This Committee will give its views/decisions/approvals on issues as may be
required in a reasonable time so as not to delay or disrupt the schedule of work
of the Consultant in any way.

2. Various Phases/Stages of work.


Considering the volume of work in the draft ToR sent by Railway Board, it is
estimated that this study will take about 3 years to complete. However, the work
can be split up into phases with deliverables as explained below:

a. Phase-I: Inception Report


 Finalization/modification of Terms of Reference indicating detailed scope
of work, approach & methodology to be adopted and deliverables/output at
different stages.

 Setting-up of a web portal for getting opinions from various zonal
railways/other stakes holders and from public about the proposals for new
routes/up-gradation/modifications to existing railway system.
 Identification of standards/norms to be adopted for the study
 Submission of Inception Report within 3 months

b. Phase-II: Interim Report-1: Diagnostic Study (Passenger & Freight


Transport)
 Collection of data/information
 Collection of data/information from various Zonal Railways, Road
Transport/Shipping/Commerce and Industry, Petroleum,
Steel/Mining, Ports and other ministries and departments of govt. of
India and state governments, private bodies etc, as required
 Collection and compilation of data received through web portal

 Assessment and Review


 Current status of the transport sector;
 Current demands for transport services;
 Key drivers of the demand for transport infrastructure and services;
 Current regional transport networks and their characteristics;
 Future demand for transport by mode;
 Demand responsive multimodal integration/interface,
transfer/terminal infrastructure facilities;
 Identify and prioritize critical and missing links and nodes in each
network;
 Critical transportation systems networks;

 Measures for improvement of Mobility & Accessibility


 Areas of Collaborations with State Govts. & Private Sector
 Case Studies of International Rail Plans
 Elaboration of the issues emerging from diagnostic analysis and the viable
options
 Submission of Interim Report-1 within 12 months

c. Phase-III: Interim Report-2: Analysis of data to work out Demand


Scenario 2030
 Revalidation of the base line projections made in Total Transport Study
2012 of Planning Commission
 Analysis of the tools/models considered in the study for making 5 years, 10
years, 15 years forecasts
 Assessment of mode-wise (Highway/Ports/Inland Waterways) Regional
Demand and their modal share
 Corroboration of Sector wise Projected Demand with that of Respective
Ministries
 Submission of Interim Report-2 within 24 months

d. Phase-IV: Draft Final Report: Development of National Rail Plan
2030
 Potential Future Rail Corridors for Passenger and Freight Movement
 Development of a 15 years National Rail Plan
 Working out abstract cost estimates, cost-benefit ratio, IRR and
determining most viable and cost effective proposals
 Prioritization of Investment Program for each sub-sector in 3 phases of 5
years each
 Identification of future potential corridors for high speed/semi-high speed,
dedicated freight corridors and conventional mixed train services in future
 Financing Plan for Sustainable System for both development and
maintenance
 Formulation of National Rail Plan 2030
 Submission of Draft Final Report within 33 months

e. Phase-V: Final Report: Development of National Rail Plan 2030


 Final report will be submitted after incorporating comments on Draft Final
Report
 Submission of Final Report within 36 months
