Sir,
Today at marginal noted time MC of the Police Post produced the CD file of the case.
Undersigned examined the CD file and revealed as under:-
1. Accident was took place on 01.07.2019 at opposite Gurdwara Kaluchak Gangyal Jammu
and such an information was received through reliable source at Police Post on
02.07.2019 and as per reliable information above said case was registered against
unknown driver of vehicle scooty bearing registration number JK02CD/9484.
2. During the registration of the case investigation of the case was entrusted to HC Younis
Ali No. 653/J of Police Post Greater Kailash Jammu who during the course of the
investigation of the case on 02.07.2019 visited spot, examined scene of accident,
prepared site plan as per his CD No 01, seized said involved scooty as well as prepared
Seizure memo of scooty on spot and recorded the statements of the witnesses namely
Upinder Kumar, Sgct Kuldeep Singh and Vishal Kumar under section 161 CrPC. Seizure
memo of scooty and statements of said witnesses are found placed in CD File but site
plan of scene of crime (accident) CHALLANI DOCUMENT is not found placed in CD file.
3. Further, on 09.07.2019 HC Younis Ali has recorded the statement of injured pedestrian
Madan Lal S/O Ram Dass R/O W.No 07 Bari Brahmana Samba under section 161 CrPC
and obtained the Mechanical Inspection Report of scooty Activa from Romesh Kumar
Inspector JKSRTC Jammu. Statement of injured Madan Lal and Mecanical Inspection
Report are found placed in CD File.
4. Further, on 16.07.2019 HC Younis Ali arrested the driver of scooty Tilak Raj into the
case. He has prepared the arrest form of accused as well as taken finger print of
accused. Arrest form and finger print form of the accused, personal and surety bonds are
placed in CD File.
5. Thereafter, on 20.07.2019 I/O of the case received the releasing order of scooty issued
from Hon’ble Court of CJM Jammu and as per the direction of Hon’ble Court scooty has
been released on the supardnama of accused registered owner of the vehicle after
retaining original registration certificate, photocopies of I/c and D/L of the driver
recorded the statement of Supardnama witness namely Vijay Kumar under section 161
CrPC. Supardnama, original RC, photocopies of I/c and D/L, photographs on one leaf
are found placed in CD File.
6. Thereafter, on the transfer of HC Younis Ali, investigation of the case was taken up by SI
Ranjit Singh the then Ic PP Greater Kailash and on the transfer of SI Ranjit Singh
investigation of the case has taken up by undersigned.
7. Presently, case is pending for want of medical reports of the injured persons namely
Vishal Kumar (scooty rider), Accused Tilak Raj, injured Krishan S/O Parshotam Lal R/o
Patti age 10 years (scooty rider ) and pedestrian namely Madan Lal and for the collection
of their medical reports Sgct Mohd Aslam no 1668/J has been deputed.
8. As per the statement of Vishal Kumar S/O Tilak Raj, they were three persons on scooty
out them Tilak Raj was driving and he i.e. Vishal and Krishan of age 10 years was sit
behind him. On this accused Tilak Raj has also violated the offence under section
128/177 MV Act which has been added into the case.
Now, on coming days medical reports of the injured persons will be obtained and further
proceedings will be carried out in the light of medical reports. At the moment,
undersigned engage in other official work.
Hence, CD of the day is closed and investigation is in progress.

Sir,
It is submitted that the medical reports of the injured persons are required to be obtained
from GMC Jammu and in this regard, Sgct Mohd Aslam of this Police Post is deputed. Sgct Mohd
Aslam was told that injured medical reports is not being received due to the conducting of
General X-ray by X ray staff as on his admission in GMC Jammu on the day of occurrence.
Medical Officer has intimated that X ray of injured Vishal is required to be conducted under MLC
category so report can do. With regard to the conducting of repeated X Ray, Sgct Mohd Aslam
has told that neeful has been done and now on receiving of X Ray report, medical report will be
obtained. Injured Madan Lal report will also be obtained shortly. Further, it is submitted that
injured Krish S/O Parshotam Lal R/O Patti, age 10 yrs, medical report is also required to be
obtained and in connection with the obtaining of his medical report, treatment record was
required to be obtained from injured person which is i.e. a Discharge Copy, C.T. Scan Reprt and
X Ray obtained today by the accused person and same handed over to Sgct Mohd Aslam who
i.e. Sgct Mohd Aslam on seeing the X Ray told that X Ray of injured is also conducted in general
category which is required to be conducted under MLC Category and in this regard, accused has
been briefed accordingly who assured that he will completed his formality and he will be
conducted repeated X Ray of injured Krish shortly in GMC Jammu. However, accused person
disclosed that niether he was injured on the day of accident nor he treated himself in GMC
Jammu as Sgct Mohd Aslam also told that as per the record of Hospitals, accused has not
treated in any Hospital. Hence, on coming days medical reports of injured persons will be
obtained and further proceedings will taken in the light of medical reports and as past
proceedings taken into the case by the then investigating officers. At the moment undersigned
engage in other important works of Police Post. Accused has been relieved from Police Post with
the direction as and when his attendance will be required he will be reported at Police Post.
Hence, CD of the day is closed and investigation is in progress.
