1.0 SCOPE
This SEC-ERB Material Standard Specification (SMSS) specifies the minimum technical
requirements for design, engineering, manufacture, inspection, testing and performance
of outdoor/indoor Shielded Instrumentation Cables, intended to be used for status and
analogue signals, Sequence of Events Recorder and DSM monitors in the system of
Saudi Electricity Company-Eastern Region Branch (SEC-ERB), Saudi Arabia.
This Material Standard Specification shall always be read in conjunction with SEC-
ERB General Specification No. 01-SMSS-01 titled "General Requirements for All
Equipment/Materials" which shall be considered as an integral part of this SMSS.
This SMSS shall also be read in conjunction with SEC-ERB Purchase Order or Contract
Schedules for project, as applicable.
The latest revisions of the following Codes and Standards shall be applicable for the
equipment/material covered in this SMSS. The vendor/manufacturer may propose
equipment/material conforming to one group of Industry Codes and Standards quoted
hereunder without jeopardizing the requirements of this SMSS.
3.23 IEC 60189 Low-Frequency Cables and Wires with PVC Insulation and
PVC Sheath
4.1 General
4.1.1 The cable shall meet or exceed the requirements of this Specification in
all respects.
4.1.2 The cable shall be suitable for installation in wet and/or dry locations.
4.1.3 The cable may be constructed in a single group or multiple groups with
each group consisting of a twisted, left-hand laid pair or triad of
conductors.
4.1.5 For GIS applications, cables shall be properly shielded per IEEE
C37.122.1 in the 1-30 MHz frequency range.
4.2 Rating
• 300 V for type PLTC (Power Limited Tray Cable) and ITC (Instrumentation
Tray Cable).
4.3 Materials
4.3.1 Conductor
The conductor shall be 0.5 mm², soft annealed, stranded copper, class B
per ASTM B-8 requirements.
4.3.2 Insulation
Each group of conductors (pair or triad) shall have a cable shield made of
aluminum or copper tape wound to provide 100% coverage. The
minimum thickness of the tape shall be 0.04 mm.
The drain wire shall be placed external to the group shield for single
group cables and internal to the group shield for multiple group cables.
For multiple group cables, a cable shield shall be provided. The shield
shall be made of aluminum tape wound over all conductor groups to
provide 100% coverage. The minimum thickness of the tape shall be 0.06
mm.
A stranded tinned copper drain wire, same size as the conductor shall be
provided and placed in continuous contact with the cable shield outer
surface.
A non-metallic rip cord shall be laid longitudinally under the inner jacket
to facilitate removal.
The outer jacket shall be black, flame retardant, moisture and heat
resistant extruded PVC or XLPE. The minimum jacket thickness shall not
be less than 1.3 mm.
4.4.1 The outer surface of the cable shall be durably marked in English
language and Arabic numerals at intervals not exceeding 1 m with the
following minimum information :
a. Rated voltage
b. Cable type
g. Year of manufacture
4.4.4 For multiple group cables, the white conductor in each group shall be
marked with the group number at intervals not more than 1 m.
5.0 TESTS
The cable shall be tested in accordance with ICEA T-27-581 (NEMA WC 53) or IEC
189.
All test results shall be provided for review and acceptance by SEC-ERB.
In addition to the applicable items of 01-SMSS-01, the following packing and shipping
instructions are applicable.
6.1 The cable shall be delivered without splices, on non-returnable standard size reels
properly packed and lagged externally to provide physical protection for the cable
shipment and to facilitate field handling and long term storage.
6.2 The cable ends shall be sealed with a waterproof, heat shrinkable plastic or
elastomeric end cap with adhesive type sealing compound. Cable ends shall be
properly secured to the reel.
6.3.1 Cable reels/drums shall be marked in legible and indelible letters giving
the following particulars:
6.3.2 The cable reel label/tag shall be weatherproof (Stainless Steel or Plastic),
securely attached to a flange of the reel.
