1.0 SCOPE

This SEC-ERB Material Standard Specification (SMSS) specifies the minimum technical
requirements for design, engineering, manufacture, inspection, testing and performance
of outdoor/indoor Shielded Instrumentation Cables, intended to be used for status and
analogue signals, Sequence of Events Recorder and DSM monitors in the system of
Saudi Electricity Company-Eastern Region Branch (SEC-ERB), Saudi Arabia.

2.0 CROSS REFERENCES

This Material Standard Specification shall always be read in conjunction with SEC-
ERB General Specification No. 01-SMSS-01 titled "General Requirements for All
Equipment/Materials" which shall be considered as an integral part of this SMSS.

This SMSS shall also be read in conjunction with SEC-ERB Purchase Order or Contract
Schedules for project, as applicable.

3.0 APPLICABLE CODES AND STANDARDS

The latest revisions of the following Codes and Standards shall be applicable for the
equipment/material covered in this SMSS. The vendor/manufacturer may propose
equipment/material conforming to one group of Industry Codes and Standards quoted
hereunder without jeopardizing the requirements of this SMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 The cable shall meet or exceed the requirements of this Specification in
all respects.

4.1.2 The cable shall be suitable for installation in wet and/or dry locations.

4.1.3 The cable may be constructed in a single group or multiple groups with
each group consisting of a twisted, left-hand laid pair or triad of
conductors.

4.1.4 The cable shall be manufactured in accordance with ICEA S-82-552

(NEMA WC 55) or IEC 189, unless otherwise specified.

4.1.5 For GIS applications, cables shall be properly shielded per IEEE
C37.122.1 in the 1-30 MHz frequency range.

4.2 Rating

The cable ratings shall be:

• 300 V for type PLTC (Power Limited Tray Cable) and ITC (Instrumentation
Tray Cable).

• 600 V for type TC (Tray Cable).

4.3 Materials

4.3.1 Conductor

The conductor shall be 0.5 mm², soft annealed, stranded copper, class B
per ASTM B-8 requirements.

4.3.2 Insulation

Each conductor shall be insulated with colored XLPE or PVC. The

minimum insulation thickness shall not be less than 0.4 mm.

4.3.3 Group Shield

Each group of conductors (pair or triad) shall have a cable shield made of
aluminum or copper tape wound to provide 100% coverage. The
minimum thickness of the tape shall be 0.04 mm.

A stranded tinned copper drain wire, 0.32 mm² in cross-section shall be

provided and placed in continuous contact with the group shield.

The drain wire shall be placed external to the group shield for single
group cables and internal to the group shield for multiple group cables.

4.3.4 Communication Wire

For multiple group cables, a stranded copper communication wire shall be

provided for voice communication during installation or instrument
calibration. The wire shall not be less than 0.32 mm² (22 AWG) in cross-
section. The wire shall be insulated in accordance with clause 4.3.2.

4.3.5 Cable Shield

For multiple group cables, a cable shield shall be provided. The shield
shall be made of aluminum tape wound over all conductor groups to
provide 100% coverage. The minimum thickness of the tape shall be 0.06
mm.

A stranded tinned copper drain wire, same size as the conductor shall be
provided and placed in continuous contact with the cable shield outer
surface.

4.3.6 Rip Cord

A non-metallic rip cord shall be laid longitudinally under the inner jacket
to facilitate removal.

4.3.7 Inner Jacket

For cables with sheath, a flame-retardant, moisture and heat resistant

extruded PVC or XLPE inner jacket shall be provided. The thickness of
the jacket shall not be less than 1.5mm.

4.3.8 Metallic Sheath

When specified, a close fitting, impervious, continuously welded and

corrugated, aluminum sheath shall be provided over the inner jacket. The
minimum thickness of the sheath shall not be less than 0.7 mm.

4.3.9 Armor Sheath

When specified, an armor sheath consisting of close fitting, continuous

galvanized steel or soft annealed galvanized steel wires shall be provided
over the inner jacket. The steel wires shall be applied with a left-hand lay
and 90% minimum coverage. The minimum thickness of the sheath shall
not be less than 0.5 mm.

4.3.10 Outer Jacket

The outer jacket shall be black, flame retardant, moisture and heat
resistant extruded PVC or XLPE. The minimum jacket thickness shall not
be less than 1.3 mm.

4.4 Cable Marking and Identification

4.4.1 The outer surface of the cable shall be durably marked in English
language and Arabic numerals at intervals not exceeding 1 m with the
following minimum information :

a. Rated voltage

b. Cable type

c. Insulation material and rated temperature

d. Conductor material and size in mm²

e. Equivalent AWG Size.

f. Manufacturer's name or trademark

g. Year of manufacture

4.4.2 Cables that cannot be conveniently marked because of physical limitations

of the outer surface shall be marked by means of a printed tag or tape
attached to the cable.

4.4.3 The conductor insulation in each conductor group shall be color

identified. The colors shall be pigmented black and white for pairs and
black, white and red for triads.

4.4.4 For multiple group cables, the white conductor in each group shall be
marked with the group number at intervals not more than 1 m.

5.0 TESTS

The cable shall be tested in accordance with ICEA T-27-581 (NEMA WC 53) or IEC
189.

All test results shall be provided for review and acceptance by SEC-ERB.

6.0 PACKING AND SHIPPING

In addition to the applicable items of 01-SMSS-01, the following packing and shipping
instructions are applicable.

6.1 The cable shall be delivered without splices, on non-returnable standard size reels
properly packed and lagged externally to provide physical protection for the cable
shipment and to facilitate field handling and long term storage.

6.2 The cable ends shall be sealed with a waterproof, heat shrinkable plastic or
elastomeric end cap with adhesive type sealing compound. Cable ends shall be
properly secured to the reel.

6.3 Reel Markings

6.3.1 Cable reels/drums shall be marked in legible and indelible letters giving
the following particulars:

a. Manufacturer’s Name or Trademark.

b. Year of Manufacturer.
c. Type of Cable.
d. Conductor Size.
e. Cable Rating.
f. Minimum Bending Radius.
g. Maximum Pulling Tension.

6.3.2 The cable reel label/tag shall be weatherproof (Stainless Steel or Plastic),
securely attached to a flange of the reel.
