FABRICATION INSPECTION -
PERSONNEL QUALIFICATION

Procedure
This Standard replaces and cancels the previous revision.

The Responsible CONTEC Subcommittee provides guidance on the


interpretation of this Standard when questions arise regarding its contents. The
Department of PETROBRAS that uses this Standard is fully responsible for
adopting and applying the clauses thereof.
CONTEC
Comissão de Normas Technical Requirement: a provision established as being the most adequate
Técnicas and which shall be used strictly in accordance with this Standard. If a decision is
taken not to follow the requirement (“nonconformity” to this Standard) it shall be
based on well-founded economic and management reasons, and be approved
and registered by the Department of PETROBRAS that uses this Standard. It is
characterized by the verb forms “shall,” “it is necessary...,” “is required to...,” “it is
required that...,” “is to...,” “has to...,” “only ... is permitted,” and other equivalent
expressions having an imperative nature.
Recommended Practice: a provision that may be adopted under the conditions
of this Standard, but which admits (and draws attention to) the possibility of there
being a more adequate alternative (not written in this Standard) to the particular
application. The alternative adopted shall be approved and registered by the
Department of PETROBRAS that uses this Standard. It is characterized by the
verbal form “should” and equivalent expressions such as “it is recommended
that...” and “ought to...” (verbs of a nonmandatory nature). It is indicated by the
expression: [Recommended Practice].
Copies of the registered “nonconformities” to this Standard that may contribute to
the improvement thereof shall be submitted to the Responsible CONTEC
Subcommittee.
SC - 12 Proposed revisions to this Standard shall be submitted to the Responsible
General Project Standards CONTEC Subcommittee, indicating the alphanumeric identification and revision
of the Standard, the clause(s) to be revised the proposed text, and
technical/economic justification for revision. The proposals are evaluated during
the work for alteration of this Standard.

Subcommittees - SCs (consisting of specialists belonging to the same specialty, representing the
various PETROBRAS Units and PETROBRAS Subsidiaries), and ratified by the CONTEC Mounting
(consisting of representatives of the PETROBRAS Units and PETROBRAS Subsidiaries). A
PETROBRAS Technical Standard may be submitted to revision at any time by the responsible
specialized Subcommittee and shall be reviewed every 5 years to be revalidated, revised or cancelled.

FOREWORD

This Standard is the English version (issued in APR/2003) of Standard PETROBRAS


N-2033 REV. C DEC/2002.

1 SCOPE

1.1 This Standard sets forth the conditions required for qualification of personnel responsible
for Fabrication Inspection of materials to be used in PETROBRAS facilities.

1.2 This Standard applies to activities carried out by the Fabrication Inspector in the
following modalities:

a) static equipment and piping;


b) industrial piping and accessories;
c) electricity;
d) instrumentation and automation;
e) mechanical equipment;
f) petroleum drilling and production;
g) explosives;
h) offshore mooring and loading.

1.3 This Standard is applied to inspection processes for all materials supplied to
PETROBRAS either directly or indirectly.

1.4 This Standard is applied to personnel qualifications undertaken as of its date of


issuance.

1.5 This Standard contains Technical Requirements and Recommended Practices.

3 DEFINITIONS

For the purposes of this Standard the definitions indicated in items 3.1 to 3.10 are adopted.

3.1 Fabrication Inspection

Activity undertaken by PETROBRAS through its inspection departments or by contracted


companies, with a view to checking compliance of manufactured products with contract
documents at the supplier’s or PETROBRAS’s facilities.

3.2 Fabrication Inspector

Professional qualified by PETROBRAS under one or more modalities, as per item 1.2 of this
Standard and authorized to carry out material manufacture inspections, in accordance with
the basic activities indicated in ANNEX A.

3.3 Candidate

A person who requests his/her qualification for the carrying out of fabrication inspection
activities and who complies with the requirements established in items 4.1 to 4.4 of this
Standard.

3.4 Quality Plan

Document prepared by the supplier, within the standards established by the ISO quality
management standards, which shall include at least the following information:

a) assurance of compatibility of the design, procedures, and applicable internal


documents with the material to be supplied;
b) indication of devices/equipment, including the accuracy required for achieving
quality in the verification of critical dimensions, operation tests, and
performance;
c) indication of the quality of personnel who carry out activities of inspection,
verification and special production processes;
d) identification of the stages along the entire production cycle of the material in
which verifications or inspections are conducted, including those undertaken in
sub-suppliers’ facilities; they shall indicate the types of exams, tests, or checks
to be performed;
e) indication of procedures and standards of acceptability for all quality features
and requirements, including those of a subjective nature as well as those
pertaining to sub-supplies;
f) identification and preparation of quality records, mentioning the various types of
records.

3.5 Hold Point

Inspection event in the supplier’s manufacturing cycle which requires analysis, verification or
witnessing by the inspection department or company, without which the manufacturing
process cannot continue. Hold points are defined in the applicable contract documents, in the
inspection requirements or by the inspection department at the time of analysis of the
supplier’s quality plan.

3.6 Witness Point

Inspection event in the supplier’s manufacturing cycle in which the supplier shall inform the
inspection department or company, within the deadlines stipulated in the contract, of the
analysis, verification or witnessing of events agreed upon in the quality plan, without entailing
the interruption of the manufacturing process.

3.7 Material Release Notification (“Comunicado de Liberação de Material” - CLM)

Document issued by the inspection department or company attesting that the material is in
conformance with contract documents, allowing the material to be released upon completion
of all stages specified as hold points in the quality plan.

3.8 Material Rejection Notification (“Comunicado de Rejeição de Material” - CRM)

Document issued by the inspection department or company when foreseen events (such as
hold points in the quality plan) are rejected since they are not in conformance with the
contract documents or are not ready for inspection.

3.9 Inspection Report (“Relatório de Inspeção” - RI)

Document issued by the inspection department or company whenever the inspection is


required to inform or issue a report on non-conformities presented during the manufacturing
process, rejections of intermediate events not covered by the CRM or record any relevant
event that occurred during the inspection. Its content shall include all details of the inspection
and the results encountered.

3.10 Purchase Order (“Autorização de Fornecimento de Material” - AFM)

Contract signed between PETROBRAS and the supplier for the supply of materials to the
former.

4 GENERAL CONDITIONS

4.1 Education

The candidate for Fabrication Inspector shall have a diploma or certificate issued by an
officially recognized entity in the country of origin attesting completion of the courses, with
the minimum requirements indicated in TABLE B-1 of ANNEX B.

4.2 Professional Experience

4.2.1 The candidate for Fabrication Inspector shall have the minimum proven experience
required as per TABLE B-1 of ANNEX B.

4.2.2 The continuous engagement of the candidate in at least one of the following activities
within the respective modality shall be considered as professional experience:

a) maintenance;
b) manufacture;
c) construction, mounting and installation;
d) quality assurance/control;
e) design;
f) research and development.

4.3 Training

4.3.1 The candidate for Fabrication Inspector shall meet the minimum requirements of the
training program mentioned in TABLE C-1 of ANNEX C for the intended modality.

4.3.2 Training is classified as:

a) basic training (B):


- in the case of materials, manufacturing processes or trials/tests, it covers the
basic concepts regarding the subject, including classification, types, operation,
and application;
- in the case of documentation, it covers basic knowledge of the documents and
does not involve detailed analysis of criteria for acceptance or analysis of the
design;
b) fundamental training (F):
- complements the basic training, including capacity building for professionals
regarding acceptance criteria, basic notions of the engineering design and full
knowledge of the stages of the manufacturing and mounting processes.

4.4 Visual Acuity

4.4.1 The candidate for Fabrication Inspector shall have natural or corrected visual acuity in
accordance with TABLE D-1 of ANNEX D.

4.4.2 The candidate for Fabrication Inspector shall have a normal chromatic vision, in
accordance with TABLE D-1 of ANNEX D.

4.4.3 The visual acuity of the Fabrication Inspector as to near- and far-sightedness aspects
shall be evaluated on an yearly basis according to items 4.4.1 and 4.4.2.

4.5 Qualification

4.5.1 The candidate for Fabrication Inspector shall undergo a test to check his/her
theoretical and practical knowledge based on the training program mentioned in item 4.3 for
the intended modality.

4.5.2 Qualifications in the modalities are specified in TABLE 1.

4.5.3 The qualification of the Fabrication Inspector is inherent in each modality.

4.5.4 The candidate shall be considered a qualified Fabrication Inspector if his/her grade is
above 7 out of 10 in each of the theoretical and practical knowledge tests.

4.5.5 The candidate is subject to verification of performance and skills, at the option of
PETROBRAS, after his/her qualification. If the verification demonstrates that his/her
performance and skills are unsatisfactory, this will entail the need for re-qualification of the
inspector.

4.5.6 The candidate who obtains an unsatisfactory evaluation in the theoretical and technical
knowledge test shall only show up for a new qualification after undergoing training once
again as specified in item 4.3 and after 30 days have elapsed after the previous test.

4.5.7 In case the candidate does not pass on the third test, he/she shall only apply for a new
test after at least 90 days have elapsed.

4.6 Maintenance of Qualification

The fabrication inspector shall demonstrate every 2 years that he/she has actually exercised,
under the supervision of PETROBRAS, within the period, the modalities to which he/she has
been qualified.

4.7 Requalification

4.7.1 The interruption of professional activities as a Manufacture Inspector, in any modality,


for a period exceeding 2 years will necessarily entail a new qualification of the inspector in
the modality in which the interruption occurred.

4.7.2 If the inspector proves to be incapable of carrying out professional activities, he/she
will need to be requalified.

4.8 Renewal of Certification

Certification shall be renewed through a simplified exam upon completion of the 60-month
certification period.

4.9 Cancellation of Qualification

In the event of cases of fraud, violation of professional ethics, and wrongful acts, the
Fabrication Inspector may be disqualified, after analysis of objective evidence and appraisal
of the facts, when the disqualification period will be defined.
