F. Lifelines
a. Roads/Bridges/Transportation
Region X
o Camiguin Province - Tupsan Bridge along Brgy. Tupsan, Mahinog –
damaged by debris and not passable; National Highway in Brgy
Lumad, Mambajao – still not passable due to the overflowing of
creek
CARAGA
o In Surigao del Norte, National highway in the Gawad Kalinga
Area, Municipality of Claver is still not passable, restoration is
on-going; road slip at km1200+124, 10.00m of collapsed roadway
not passable, restoration is on-going
o In Agusan del Norte, Manoligao Provincial Road at Sitio
Manlangit, Municipality of Carmen is still not passable
o Sea travel to Siargao and Dinagat Islands resumed on 26 Nov
b. Power
Power has been restored in several areas of Camiguin Province and
Gingoog City, Misamis Oriental in Region X; and in Bayugan,
Agusan del Sur
Region VII
o RDCC 7 issued advisory to all PDCCs and Police Provincial/City Directors
and Chief of Police on the monitoring of water courses, rivers and dams in the
region
o PNP Provincial Director of Bohol monitored the release of water from Hanopol
Hydro Dam in Balilihan, Bohol where four (4) barangays within the area were
alerted for possible pre-emptive evacuation
o CDCC Naga provided immediate assistance to the landslide victims In Brgy
Balirong

o CDCC Naga Response Team and Brgy Tina-an Rescue 761 assisted in
the conduct of SAR operations
o Brgy Basak-Pardo Emergency Response Team augmented the Naga
local responders in their SAR operations
o RDCC response are as follows: Regional Mobile Group Rescue in the
evacuation and SAR operations; DPWH assets from the 2nd and 3rd
Engineering Districts
Region X
o A total of 2,670 families / 11,718 persons (1,413 families / 6,266 persons
inside 24 evacuation centers and 1,257 families / 5,452 persons) were
served by DSWD
o Classes resumed in the affected areas
o TOG X assisted in the evacuation operations at the City Homes, Brgy.
Malanang, Opol, Misamis Oriental; PCG NMD dispatched outboard motor
boat to Brgy. Bulua, Cagayan de Oro City; PNRC Northern Mindanao
dispatched 1 rescue team to Brgy. IgpIt, Opol to assist MDCC Opol; 4th ID
dispatched 1 squad of soldiers and 1 M35 truck to assist in the clearing of
landslide debris in Balingasag, Misamis Oriental; and the 1st Engineering
District and PDCC Misamis Oriental dispatched equipment to clear landslide
debris in Gingoog City, Balingasag, Binoangan and Lagonglong
o OCD RD X with 10th TOG-PAF, 4th ID and ABS-CBN conducted aerial survey
in the affected areas
CARAGA
o RDCC disseminated warning advisories to member agencies, respective
LCEs and CDCCs thru SMS, fax and tri-media; held an emergency meeting
to assess the situation and discuss preparedness measures; partially
implemented its Contingency Plan on flood and landslide; and deployed two
(2) 6x6 trucks to Buenavista, Agusan del Norte to assist in the evacuation of
families from Brgys. Rizal, Malpoc and Guinabsan, and Tinago
o DSWD Regional office conducted assessment/validation of the areas affected
and prepared stockpiles for pick-up by concerned LGUs needing assistance
o DOH-CHD Regional Office pre-positioned drugs and medicines/ vaccines at
the Regional Field Office thru PHTO
o MDCCs San Jose, Dinagat Island and Buenavista, Agusan del Norte
conducted pre-emptive evacuation and distributed rice, sardines, used
clothing and mineral water to the affected families inside the evacuation
centers
o MDCCs Bunawan and Cabadbaran, Agusan del Sur conducted series of
meetings to alert all barangays for possible flooding; MDCC Cagwait advised
residents along coastal areas not to venture into the sea
o MDCC Buenavista, Agusan del Norte distributed rice, sardines, used clothing
and mineral water to the affected families inside evacuation centers

o CDCC Butuan mobilized reconnaissance team to conduct ocular inspection in
low-lying and nearby river barangays and CDCC operating unit mobilized
dump trucks, patrol and surveillance vehicles and ambulance units to
disaster stricken areas
o City Health Personnel were dispatched to attend to the health needs of the
evacuees and CSWD conducted initial relief distribution in evacuation centers
