ROLE AND RESPONSIBILITY OF TESTER-IN-CHARGE (TIC)


The TIC is <INSERT FULL NAME OF TIC> and has current MTM competency for the Role and approval from the MTM
Head of Engineering-Signalling and is independent of any project management, design and/or installation activities
associated with the works.
The TIC has a personal obligation to ensure that the safety and integrity of the signalling system transcend those of any
pressures that may be applied by their employer, or arising from the pressure to restore revenue services by a due time.
The TIC is required to uphold the expected standards and escalate to the Head of Engineering-Signalling those matters
which may pose a risk to the integrity of the system.
The TIC’s sole responsibility is for the activities and works defined within the T&C Plan and they shall be independent
from other works being undertaken, unless permission is granted by the Head of Engineering-Signalling.
The TIC responsibilities are outside any contractual arrangements and normal lines of reporting i.e. the TIC is
responsible not the Project Manager or Head Contractor and as such is accepted by MTM to take that responsibility.
The TIC shall be involved throughout the complete works and regardless of any other policies must know or assess and
accept all testing staff for the roles used in the testing and commissioning of the works.
The TIC shall ensure that all persons involved in the Test & Commissioning activities hold the required MTM Statement
of Competency (SoC) for the Role and the level of competency is appropriate for the activity being undertaken.
The TIC shall not undertake any other duty(s) other than that required to undertake his/her role as a TIC, unless
approved otherwise by MTM.
The TIC shall have reviewed the Notice of Intent and design package for the works to get an understanding of the scope
prior to (delete the one that is not applicable) producing/checking this T&C plan.
In the event that the TIC is unable to attend; another suitably qualified, MTM approved TIC with current SoC for the Role
will be able to take this T&C plan and complete the works.
The TIC shall be responsible for:
 Defining, allocating, programming and controlling ALL testing activities prior to and during the commissioning to
complete the works;
 The compilation and collation of all documentation required for the purpose of testing including the
commissioning works package;
 Briefing and directing staff;
 Control of test log and testing records/registers;
 Monitoring all activities are proceeding as per the detailed program and;
 Advise of any delays in testing at the commissioning progress meetings;
 Implement any contingencies required to ensure that the testing is brought back in line with the program;
 Satisfactory completion of all signalling testing works to the appropriate standards and specs;
 Ensuring all signalling assets have padlocks and locks fitted and are of the correct type;
 Handing over signalling assets to MTM maintenance commissioning support staff for Certification.
The TIC role shall be as stipulated in L1-CHE-STD-073 Testing and Commissioning of Safety Related Railway Signalling
Systems, and is ultimately responsible for signing the Certificate of Signalling at the end of the commissioning, and shall
ensure before doing so that all necessary tests have been completed and the following documentation is complete:
 All drawings in the Master Test Copy have been appropriately marked to record that all the required tests have
been undertaken and that each sheet is signed;
 All logs in the commissioning log book have been addressed and signed;
 The Test Lead Register has been signed and all test leads are accounted for;
 Ensuring that the interim maintenance copies have been updated to incorporate any design modifications
and/or testers mark-ups;
 All relevant compliance test certificates (CT/C's) have been satisfactorily completed and signed.
Once the Certificate Of Signalling has been signed the TIC shall at that time, issue signal infrastructure representatives
with the required quantity of interim signal infrastructure maintenance copies (duly marked up where required) and
