REGIONAL POLICIES / GUIDELINES ON THE CONDUCT OF CLASSES FOR SY


2020-2021

1. Pursuant to D.O. Number 14, 15, and 18, s. 2020, and to DM – CI – 2020 –
00162, the following policies are hereby set:

1.1 On the Opening of Classes. Based on the quick survey conducted


(See Annex A) majority of the respondents voted for August 24.
Per consultation, the following are featured:
1.1.1 RDC Chairman Gov. Victor Yu of Zamboanga del Sur said that the
LGU will be consulted as to the safety status in a
barrio/municipality/province/city which will affect the exact date
of the opening of class. Thus, all school administrators and all SDSs
are advised to constantly connect/consult local LGU as to the
status of COVID Cases.
1.1.2 Mayor Isabel Climaco of Zamboanga City RPOC Chairman; and Gov.
Wilter Yap Palma also suggested for the deferment of the opening of
classes on Aug. 24 to a latter date; but also expresses that they will
abide with the Presidential decision and announcement. To date,
we are to open on August 24, 2020.

1.2 On the Compliance of Health Protocols/Standards. Division Offices


and school officials should ensure that schools are safe and ready for the
opening of classes in terms of DRRM – OCD and DOH standards to wit:
1.2.1 Disinfection of schools; cleanliness and sanitation are properly
installed.
1.2.2 Restructuring of classroom for 15 or 20 learners.
1.2.3 Provision of the following in the classroom: clean toilets;
handwashing areas; water supply; soap and disinfectants; alcohol;
use of facial masks/shields for learners and teachers.
1.2.4 Drop Boxes for SLMS/Worksheets and Signages / Markers for
entrance/exit /social distancing / Visible Announcement in
Tarpaulin / or any medium as to
a) Grouping of learners/Sectioning by Grade Levels
b) Schedule of Distribution and Retrieval
c) Room Assignment
d) Class Program / Teacher’s Assignment

1.3 Modality for Distribution / Retrieval of Modules. Majority of the


schools will use SLMS / learning materials and in consonance with the
national policy on “No Face-to-Face contact, it is suggested that schools
should have a MODEL for this process:

2. Weekly Home Learning Plan (WHLP) and Individual Learning Monitoring Plan
(ILMP). This has been the core of DM-OHCI-00162. However, this Regional Office is
presenting / adapting a Modified WHLP AND ILMP. Thus, the following policies are
set:
2.1 Weekly Home Learning Plan. For Grades 3 – 10, a modified,
enriched Thematic Module has been introduced to cover the select,
contextualized competencies from among the eight (8) subject areas – in
one SLM for one week; with 8 SLMS for Quarter 1; This in itself will form
part of WHLP (instead of the 9-page CO-proposed WHLP) since we have
the identified competencies for 1 week, this Office presents this home
learning plan.

This will be the prescribed STUDY TIME; allowing learners to have


enough rest, sleeping time and other interactive/creative play activities.

Teachers are advised to enrich the activity sheets beyond the


required MELC modules as:
a) there is TV/RBI schedule to be followed
b) activities as Drawing / home gardening exercises / dance steps
can be applied.

Interventions may include advise for tutorial, review, re-reading,


additional worksheets, and activities, modifying activities.

3. Parental Support / Learning Facilitators. As advised (Regional Advisory No. 1 and


2, s. 2020), the field has been informed of the Support Mechanism in support to
the proposed Distance Learning Delivery Modalities (DLDM). The following policies
are set:
3.1 As Parental Support is an important part of the DLDM (Distance
Learning Delivery Modalities), this office strongly recommends the
conduct of PTA forum/ or any PTA-related organization to strengthen
home-school partnership. All school principals should conduct Parents
Orientation on or before August 21, 2020 prior to the opening of classes
on August 24, 2020. All PSDS / EPS should closely monitor these
activities.

3.2 Parents Orientation should include an introduction on the


utilization of SLM, TV/RBI and other learning modalities. The Home Study
Plan and Individual Learning Monitoring Plan should also be discussed.

3.3 In case there are no available parental support, teachers advisers


are asked to determine other parental support with those of siblings,
grandparents and others. In case of Kindergarten or Grade 1 – 2 learners,
teacher advisers are asked to provide tutorial on individualized learning
approach once a week (preferably Tuesday or Wednesday morning)
observing health protocols. The teacher adviser can also use “clustering
approach.

Also, the Division Office may explore the possibility of teacher


volunteer workers to support Parental – support system. This local
initiative shall be properly coordinated with local / provincial / city IATIF
and LGU as to safety and logistics. They may be taken from the Division
RQA list. In this case, appropriate training be conducted for them, one –
week before the opening of classes.

4. On TV – RBI Instruction. Division Offices are given discretion of the TV / Radio


Program Management as long as it is supportive of MELC (Most Essential Learning
Competencies). It is also advised that program templates may include those of DA,
DENR, TESDA radio lessons. Division Office shall have a MOA with these agencies.
Other NGOs and civic organizations may form alliance with DepEd Division offices.
